Norfolk and Beach Joint Land Use Study (JLUS): The Planning District Commission (HRPDC) has issued the draft Hampton Roads Region – Norfolk and Virginia Beach Joint Land Use Study (JLUS) for public review and comment and will be holding Public Meetings regarding the Study August 12th, at 6pm at the Ted Constant Center and on August 13th at 6pm, at the Sandler Center in Virginia Beach. The Norfolk and Virginia Beach JLUS is the result of a cooperative planning process between Norfolk, Virginia Beach, and four U.S. Navy Installations in Hampton Roads: Joint Expeditionary Base Little Creek-Fort Story, Naval Air Station Oceana, Naval Station Norfolk, and Naval Support Activity Hampton Roads. Norfolk Saves $12.8 Million Through Two Taxable General Obligation Refundings: On Thursday, August 1, 2019, the City sold $159,305,000, in taxable General Obligation (G.O.) Refunding Bonds and substantially lowered interest cost on the City’s current outstanding debt by $11.5 million. The bond sale followed a decision from the Fed to cut rates on July 31st and a declaration of more tariffs on China during the sale, both of which helped to drive interest rates lower during the bond pricing process. The trade war response from China created additional investor demand for municipal bonds and drove interest rates down further. Moving quickly, the City capitalized on this opportunity and completed another $28,955,000 refunding on Tuesday, August 6, 2019, for $1.3 million in additional savings. The nimbleness of the City and its team to get to the market quickly allowed the City to generate a total net present value savings of $12.8 million over the life of the bonds. In addition to these factors the City was the first in Virginia to utilize an online investor outreach platform called Munite to boost investor insight into the City in advance of its bond sales.

Norfolk police are now equipped with AEDs: Thanks to a $34,000 gift from the M. Foscue Brock Institute for Community and Global Health at Eastern Virginia Medical School, 36 automated external defibrillator (AED) devices are hitting the streets in Norfolk police cars. Officers will now respond to certain cardiac arrest calls in partnership with Norfolk Fire-Rescue to increase the chances of survival for cardiac arrest victims. Early defibrillation can more than double a victim’s chances of survival. Without restoring the victim’s heartbeat through defibrillation, chances of survival drop 7-10 percent every minute. Because of their portability and ease of use, AEDs make it possible for police officers to respond quickly. Norfolk beach patrol officers will also carry AEDs during summer months.

Camp Digital Demo Event: Students showcased their newly learned coding skills to parents and other community members on August 6th at Young Terrace Community Center. This was a partnership between Recreation, Parks & Open Space and Code for Hampton Roads. Camp Digital is available thanks to the committed volunteers of Code for Hampton Roads, PixelFest, OpenStreetMap Foundation and 757ColorCoded. The camp recently received donations of $1,500 each from the Franklin Johnston Group and Brinshore. The donation was used to purchase a dozen computers, robotics kits and drone kits that will be used in teaching students coding exercises.

Managing for Success: Twenty-four City employees completed the Managing for Success program. This is a multi-faceted development program for middle managers which includes classroom training in Creative Problem Solving, Decision Making, Emotional Intelligence, Knowledge Management, Succession Planning, Project Management and Budgeting Basics. During the six-month program, each participant also completes an Individual Development Plan and selects specific development options that support their personal growth. The City has recently partnered with Old Dominion University to offer employees Continuing Education Credits for

this leadership development program. This is an exciting way to recognize the work of Team Norfolk members to develop professionally.

2019 Norfolk Consortium Wellness Fair: On August 8th, the annual employee wellness fair was held at the Norfolk Scope. This event is for Norfolk Public School, City of Norfolk and NRHA employees and retirees. The event provides health screenings, fitness and wellness demonstrations, nutrition education, benefits workshops, and health and benefit information. Open from 10:00 AM to 3:00 PM, it offers all employees and retirees a chance to attend and commit to a healthy lifestyle for the coming year.
