2 Introduction

This Atlas has been created as the second publication of the Samoa Bureau of Statistic in order to meet the demands by the public and non- Education Social technical users for user-friendly statistics and visualized data by District level.

Administratively, Samoa is divided into 4 statistical regions and 43 political districts.

Additionally, the atlas was based on the Population and Housing census Housing 2016 data and has been divided into 5 major characteristics as follows:

I. Population Characteristics II. Economic Characteristics III. Education Characteristics IV. Social Characteristics

V. Housing Characteristics

Each characteristics of the atlas represent by five distinctive colors ramps to facilitate understanding, and to make it easier for users to compare and differentiate between districts consistently throughout the atlas. It represent ranges of numbers, percentages, ratio and rates from lowest to highest with a minimum classification of classes from 2 up to 5 classes.

3 Location and physical features

The islands of Samoa lie between latitudes 130 and 150 south of the equator and between the longitudes 1680 and 1730west. The Samoa group is located 2,600 miles southeast of Hawaii, 1,800 miles from New Zealand and 2,700 miles from Australia. Its nearest neighbor is American Samoa that is located at about 80 miles away. Samoa has the largest group of full-blooded Polynesian people when compared to its Polynesian members like Tonga, Cook Island, American Samoa, Tuvalu and Niue.

The whole country consisted of ten islands of which four are inhabited namely: , Savaii, Manono and . Other islands are: Namu’a, Nu’utele, Nu’ulua, Nu’usafee, Nu’ulopa and . For islanda tourist resort was established in 1999. The total land area of Samoa is 1,100 square miles (2,830 square kilometers) with Savaii as the biggest island with 600 square miles (1,700 square kilometers) and Uplou the second largest island where the capital of Apia is located with a total land area of 430 square miles or 1,110 square kilometers.

The islands are of volcanic origin, clearly visible in the form of several dormant volcanoes and lava fields. Beyond the narrow coastal plains the mountain ranges rise steeply to a maximum of 6,095 feet (1,859 meters) on Savaii and 3,608 feet (1,100 meters) on Uplou, intersected by fertile valleys. The greater part of the territory is covered by lush vegetation and rainforest.

7 Map 1.1: Total population by region, 2016

Samoa is divided into four statistical regions as shown on Map 1.1. The Upolu Island where the capital of Apia is located is divided into three statistical

regions namely: Apia Urban Area, North West Upolu and Rest of Upolu including Manono and Apolima islands while the fourth region is made up of Savaii Island.

The total population of Samoa in the census 2016 reached a total of 195,979 persons. It has increased by 4.3 percent since the 2011 census or an additional of 8,159 persons.

The most populated districts displayed by the dark orange color include one district from Savaii Island. This covered 48 percent of the total population as shown in Map 1.2. Those districts are the closest to the capital city of Apia where most of the commercial, trading, and, employment activities take place.

9 Map 1.3: Population growth rate by district, (2006-2016) The average population growth rate for Samoa over the ten year period (2006 -2016) was 0.8 percent or an increase of 15,238 people indicating a slow population growth relative to other countries due mainly to emigration. The highest population growth over the ten-year period was mostly fall in the region of North West Upolu.

10 Map 1.4: Population density by district, 2016 The population density for Samoa in 2016 was 69 persons per square kilometer a slight increase compared to 67 persons per square kilometer in 2011.

The population was densely populated in the regions of AUA and NWU as shown in Map 1.4. The growing developments in education services, communication, transportation, commercial activities, employment opportunities and also lands for sale in AUA and the adjacent NWU districts were some of the contributing factors to the growth and densities in those areas.

11 Map1.5: Dependency ratio population by district, 2016 The dependency ratio measures the dependents population relative to the working population. The ratio is based on the sum of child dependents (age 0-14) and old-age dependents (65 years and over) expressed as proportion of the working age population (15-64) to capture the number of dependents. On average, the dependency ratio for Samoa was 75 this means for every 100 persons in the working age group, 75 persons were dependents, this is a slight drop compared to 76 dependency ratio in 2011. It is quite apparent that the dependency ratio is higher in most districts of Savaii and some districts at the tips of Upolu Island relative to the urban region and neighbouring districts.

The sex ratio is defined as the number of males per 100 females. A sex ratio above 100 indicates more males than females. Map 1.6 showed that except for one district in the island of Savaii all other political districts have more males than females in their total population an indication of a male-dominated population.

Samoa Youth population were define by those aged between 18 and 35. Map 1.7 shows the highest percentage of youth population falls in the regions of Apia Urban Area and North West Upolu. However, Savaii region has the lowest percentage of youth population.

14 Map1.8: In-migration by district, 2016 In-migration are movement of people from one place in the last 5 years to the current place of resident during the census period 2016. Map 1.8 shows high number of people move and stay in the middle part of Upolu Island and hence a fast access to education services, communication, transportation, commercial activities, new land and employment opportunities.

16 Map 2.1: Labour force participation rate by district, 2016

The labour force participation rate is defined as the proportion of the economy’s working age group 10 years and over that is economically active in the production of goods and services. Therefore the rate excludes domestic workers, full time students, part time students, and persons not capable of working but includes only persons with paid jobs, subsistence workers, income earners and persons who were actively looking for jobs at the time of the 2016 census. The highest labour force participation rate is shown in the region of Apia Urban Area and some districts of the other three regions.,

17 Map 2.2: Unemployment rate by district, 2016

The unemployed population included persons 10 years and over who were actively looking for jobs at the time of the 2016 census in terms of sending out applications forms, awaiting interview results or attending job interviews at the time. The unemployment rate in 2016 was 4 percent or a total of 2,117 persons looking for jobs which is a drop of 2percent compares to 6 percent as stated in 2011.

The employed population comprised of persons 10 years and over who were working as employee, employer, self-employed, contributing member, volunatry and subsistence workers. The high employment rates in the rural areas are due mainly to the on-going activities in the subsistence economy. Like most Pacific island countries, the subsistence economy is still the backbone of local food production, consumption and income earning for rural areas.

The non-economically active population included persons 10 years and over who attended school, performed domestic duties and also included persons who were not capable of working in the 2016 census. The average for Samoa was 60 percent.

21 Map 3.1: Literacy rate of population (age 15-24) by district, 2016 The age group of 15-24 was used to target the literacy rate which is defined as the ability to read, write, and understand simple instructions using the Samoan or the English language. The target population here (15-24) were given the option of either responding in English or in the Samoan language. Map 3.1 shows that all districts achieved the literacy rate above 90 percent.

22 Map 3.2: Primary school attendance (age 5-14) by district, 2016

The primary school attendance is the percentage of children attending Year 1 to Year 8 classes/levels as a proportion of all children aged 5 to 14 years old in each district. However, urban area of Samoa shows the lowest percentage of primary school attendance compare to higher in the rural area as shown in the map 3.2.

About 81 percent of persons aged 13 to 17 years old were attending Secondary school from Year 9 to Year 13 classes/levels in 2016. This percentage was dominated by the region of Apia Urban Area and some districts of Savaii with one districts in the Rest of Upolu region as shown in the map 3.3.

The tertiary level education included persons aged 15 years and over and they were also asked with their higher education qualifications during the census period . Map 3.4 shows that the two districts in AUA ,Vaimauga west and Faleata east had the highest proportion of persons with tertiary education relative to all other districts in other regions.

26 Map 4.1: Population with Samoan citizenship by district, 2016 The citizenship is the status of being a citizen of Samoa in which you have the right to live, work, vote, and pay taxes in Samoa. Map 4.1 revealed that 96 percent of all political districts were Samoan citizens with the Apia urban area having the least proportion compared to all other regions.

27 Map 4.3: Top 6 religions by district, 2016 Samoan are devout Christians following diverse Protestant denominations, as well as the Roman Catholic Church. Map 4.3 shows the total proportion of all persons who attended either one of the six most attended churches in Samoa such as the Congregational Christian Church of Samoa (EFKS), Roman Catholic

Church, Latter-day Saints, Methodist, Assembly of God and the Seventh Day Adventist (SDA & SISDAC). Those six denominations made up 88 percent of the total church attendants in Samoa while the rest attended other denominations. However, this was a slight drop compare to 92 percent in 2011.

28 Map 4.4: Matai title holder by district, 2016 The matai population constituted the proportion of persons 15 years and over who already had matai titles from their village of residence or other villages at the time of the census . About 14 percent of the total Samoan population 15 years and over had matai titles in the census 2016. Map 4.4 shows that the island of Savaii had the most number of districts in Samoa with highest proportions of matai title ranging from 11 percent and over compares to all the other islands

29 Map 4.4: Marital status by district, 2016 Married or living together with a partner(de-facto) were categorized as married in Samoa. Map 4.4 shows 35 percents of Samoan were married in 2016 and it was more likely to fall in some districts in the region of North West Upolu, Rest of Upolu and Savaii.

Map 5.1 shows that the average household size ranged from 7-8 persons per district indicating small differences across all political districts both urban and rural.

On average, 94 percent of the total private households lived in their own dwellings, a factor that is unique in Samoa mainly because most people lived on customary lands. The highest proportions were dwell owners in the rural areas relative to the urban dwellers and its neighbouring districts where house rent is most common.

33 Map 5.3: Access to improved drinking water by district, 2016 According to the Samoa Water Sector definition, improved drinking water was classified as water supply from the Samoa Water Authority (SWA) metered water and bottle water from the shop. In the census 2016, 69 percent or 19,856 private households in Samoa had access to improved drinking water. Map 5.3 clearly indicates the differences across all the political districts in Upolu and Savaii.

Improved sanitation refers to private households using flush or pour-flush and Ventilated improved pit latrine toilets. 99 percent of households in Samoa had improved sanitation.

35 Map 5.6: Customary land ownership by district, 2016 Most of customary land owners lived on Savaii Island. Map 5.6 shows a significant difference between the proportion of customary land owners in Upolu and Savaii Island.

DIGICEL MOBILE PHONE

The competition between two mobile phone providers in the country are increasing. Map 5.7 shows that Digicel and Bluesky mobile phone cover the whole of Samoa. However, Digicel covered 90 percent compare to Bluesky of 44 percent. According to the pie chart reveal that Digicel (red) dominates all districts compare to Bluesky (blue).

The census in 2016 asked what types of lighting people of Samoa were using , such as electricity (prepaid or postpaid) ,solar energy,kerosene and others. We found out that the majority of Samoa had already covered with electricity . Map 5.8 below shows that Savaii region dominates the highest proportion of private households with the prepaid or cash power electricity .

39 Map 5.9 : Ownership of water tanks by private and district, 2016

Ownership of water tank is very crucial especially to those households who had difficulties in accessing of water supply everyday.Map 5.10 indicates that most of households who owned water tanks are found in some districts of Savaii island as well as Manono and Apolima islands with 4districts in the region of Rest of Upolu.
