ORDER

The petition was received in this Forum through the Office of the Member (Distribution), KSE Board. The Forum examined the petition in detail and a detailed report was sought from the Assistant Executive Engineer, Electrical Sub Division, Kadakkavoor. 1. Petitioner’s view Petitioners alleged that unauthorized power cut is continuing everyday for 3-4 hrs. in Kadakkavoor Village area. Petitioners pray to the Forum to deliver suitable orders so as to avoid hardship of citizens. II. Respondent’s view As per the directions from the Forum the report (Ext.A1) submitted by the respondent explains was as follows. Netaji Residents Association, the petitioner is located within the jurisdiction of Kadakkavoor, and chirayinkil Sections and power in this area is fed by 11 kV feeder from Attingal and substations. Due to the natural calamity in the month of june some interruptions were occurred and was cleared in minimum possible time after arranging back feeding to the maximum possible. It is also 3 reported that no negligence was found on the part of staff for attending interruptions and no power cut was imposed in that area (Ext.A1). III. Views of the Forum The petition came up for consideration on 18.9.2006. Petitioners were present with all their evidences to contend their views but the respondent was not physically present due to attend a site inspection proposed by the District Magistrate regarding property consent. During the first hearing the petitioners contended the acute disruption in 11 kV and LT supply system at Kadakkavoor area and requested (1) to withdraw the unauthorised power cut (2) to illuminate the street light (3) to renew the old posts by the new and to erect to the side of the widened road (4) to reshackle the sagged lines(5) to facilitate to remit the current charges f the citizens in lump sum and (6) to ensue improved performance in dealing the consumers. Besides, copies of representations (Ext.P2) lodged at various occasions before the various officials were also presented. The petition came up for further consideration on 9.10.06 was postponed to 19.10.06 since the respondent could not attend. During the hearing conducted on 19.10.06 at the Chief Engineer’s conference Hall, Power House Building, Thiruvananthapuam both the petitioners and the respondent were present. In his affidavit, the respondent accepted, in principle the frequent power interruptions prevailing under Kadakkavoor section area. He argued that the interruptions are due to 1) the Kadakkavoor feeder with 15 kms is to pass through the jurisdiction of Avanavancherry and Chirayinkil section areas and to transmit 12 kms to Kadakkavoor and Vakkom section areas 2) Kadakkavoor and Mamam feeders are brought simultaneously in Double circuit and the permit taken for the Mamam feeder adversely affects the Kadakkavoor feeder also and 3) the expansion work under APDRP scheme under Attingal section and Avanavancherry section also affects the Kadakkavoor feeder. The Forum sought suggestions so as to safeguard the consumers from power interruption. Following are his suggestions (Ext.A2) proposed by him the respondent. 1) By constructing 33 kV substation at Kadakkavoor (2) to draw independent feeders from Attingal substation and Varkala Substations and 3) by enhancing the capacity of Varkala substation to 110 kV and facilitate the Varkala feeder to provide supply to Varkala area and thereby Kadakkavoor feeder can improve the quality of electricity supplied by it. 4

IV. Findings of the Forum: However, the respondent could not present the details of 33 kV substation construction under Attingal system improvement scheme to be executed at Kadakkavoor which is long pending for years back. An independent 11 kV feeder from Varkala to be explored by the Executive Engineer, Electrical Division, Attingal. All pending Voltage improvement and system improvement works are to be executed within time limit by the Assistant Executive Engineer, Kadakkavoor under his Sub division. Performance in dealing with the consumers under Electrical Section, Kadakkavoor is to be improved by the officials in all aspects. Preventive maintenance should be scheduled and envisaged in 11 kV and LT lines instead of waiting for break down maintenances. Post shifting work can be done only through deposit work as it is the rules prevalent in KSE Board and if the local bodies are ready to bear the expenses and the required property consents are obtained by the intervention of resident association, the same can expedite. Street lighting lapse is due to the non availability of materials from local bodies and the petitioner has agreed to enforce for the same from Panchayaths. Maintenance work like re-shackling LT lines is expected to commence soon and is accepted by the respondent. Therefore, the Forum directs the Executive Engineer, T.C Division, Thiruvananthapuram, Executive Engineer, Electrical Division, Attingal and the Assistant Executive Engineer, Electrical Sub Division, Kadakkavoor to take all measures to materialize the construction of 33 kV substation at Kadakkavoor which is long pending, to draw an independent 11 kV feeder from Varkala Sub station to Kadakkavoor by rearranging 11 kV feeders to execute all pending VI & S1 work under the Kadakkavoor section areas and to ensure preventive maintenance to be scheduled in time without delay. In addition, performance in dealing with the consumers should also be improved so as to uphold the dignity and image of our organisation. The case is disposed.
