New Jersey Basic Skills Training Program for Economic Growth Act End of Year Report: FY’15 P.L. 2009, Chapter 199

Executive Summary

We are pleased to provide, as required in P.L. 2009, Chapter 199, the New Jersey Community College Consortium for Workforce and Economic Development’s report on activities of the New Jersey Basic Skills Training Program for Economic Growth Act (NJBIA Basic Skills Workforce Training Program) for the past fiscal year ending June 30, 2015. This is the sixth year of program operation as directed by the Legislature. This year’s report will be specifically limited to the funding that comes via PL2009, Chapter199. Due to diversions from the SWF funds every year we always have had to go through NJLWD’s competitive process to meet the employer demand in the previous years, results of which have been separately reported to NJLWD as required.

This public-private partnership between the New Jersey Department of Labor and Workforce Development (NJLWD), the New Jersey Community College Consortium for Workforce and Economic Development (Consortium) and the New Jersey Business and Industry Association (NJBIA) continues to assist the state’s business community in improving workers’ skills. Because of its unique flexibility, the program is able to reach more workers and employers than any other state training program.

End of Year Report: FY’15

Seven years ago New Jersey Business and Industry Association (NJBIA) leaders recognized that thousands of small businesses in New Jersey were having difficulty accessing Department of Labor and Workforce Development (NJLWD) training funds due to existing grant policy restraints. The NJBIA has been instrumental in the development of the original concept, along with the continued success for the program. Your legislation continues to provide expanded access to those small businesses. NJLWD Commissioner Hal Wirths is fully supportive of the program.

The program is managed by the New Jersey Community College Consortium for Workforce and Economic Development (Consortium) with instruction delivered by the state’s 19 community colleges. Instructors are seasoned college adjunct professors with experience in providing instruction to the business community. The NJBIA provides outreach to its 20,000 members, representing over 1 Million employees, and the Consortium and community colleges supplement this with outreach to non-member employers. NJLWD manages fiscal oversight, including payment of invoices prepared by the Consortium.

FY’15 program year saw a continued strong demand for training from employers across the state. 684 companies sent over 9,000 of their employees to classes. Approximately 30% of all classes delivered were targeted to small businesses. The overall headcount of workers trained since inception has surpassed 84,000 and companies served exceed 5,800. Since the passing of the legislation the program has seen tremendous expansion of over 85% in the three major categories: workers trained, businesses served and classes delivered.

In FY’15 the project provided $1,308,000 in tuition training dollars for New Jersey businesses. This figure represents a 34% increase over FY’14.

The impact of this increase was immediately seen in the overall growth by the year’s end. Businesses react to consistency and plan accordingly. Their confidence in the program is demonstrated by the early October encumbrance of 100% of the allocated funds leaving the balance of the eight months of the fiscal year with no training delivered. This underscores an urgent need to amend the funding formula for this important initiative.

684 New Jersey employers participated in the program in FY’15 sending 9,074 of their employees to 840 training classes (Figures 1 & 2). The number of businesses and the number of employees served is up proportionately in comparing FY’14 to FY’15. These increases are attributable to the stability of the funding throughout the year. See Attachment A for complete list of employers.

The training classes served employers in all 21 of New Jersey’s counties. The majority of classes were delivered at employer locations and at scheduled delivery times that allowed each employer to focus on productivity. Classes were delivered at all hours of the day and across all three standard production shifts. Mindful of the goal of serving small businesses approximately 30% of all classes delivered were built and targeted to this frequently underserved group.

A total of 840 training classes were delivered by 18 community colleges (Figure 3). The following is a listing of each college and the number of classes the college delivered.

Computer Skills continued to be course subject area with the strongest demand. The leader within this broad topic area is Spreadsheets. Its universal applicability to multiple business situations is at the core of this demand. This was followed by Communications Skills, which included Verbal Communication, Customer Service, Written Communications; and ESL, which included the newly approved topic of Spanish in the Workplace.

The addition of Spanish in the Workplace is a derivative of the continued importance and demand for English as a second language. As companies work to improve the language skills for their non native workers they find it equally important to train their managers and supervisors to communicate with these workers in their native language. Companies report this combination leads to improved productivity. Anecdotal evidence is that companies are working harder to retain the customers they have versus growing by adding new customers. Thus,

6 the continued demand for Communications Skills classes focusing on improved customer service.

5,121 employees completed 517 computer skills classes. Another 289 classes, with 3,504 employees were delivered in Basic Communication Skills, including Verbal Communication, Written Communication and Basic Communication for Improved Customer Service. Employers are placing increasing importance on improved communications skills for their employees. 15 classes with 237 employees were delivered in English as a Second Language and only 8 classes for 93 employees were delivered in Basic Mathematics and Measurements.

NJLWD designates over 90% of New Jersey’s employers as “small businesses”, making this generic sector a key driver of economic activity. Historically, a great many small businesses were not able to access employee training series offered by NJLWD because of minimum enrollment mandates imposed on grant recipients. The Consortium, with NJBIA’s assistance, created a mechanism to serve this important economic force. The state’s community colleges were empowered by NJLWD to offer “open enrollment” style classes that would aggregate employers to achieve the minimum headcount of 10. The minimal headcount was achieved through this aggregating process.

This project continues to reach these small employers in significant numbers. FY’15 saw a dramatic increase in the percentage of classes serving small businesses. Over 66% of the 840 classes delivered were specifically accessed by small businesses. A deeper look at this phenomenon shows that 343 employers sent only 1 person to a class, while 543 companies sent 5 or fewer employees to training. These employers would not have been able to meet the minimum headcount requirement under normal conditions and would have been unable to access this valuable business resource without open enrollment classes. Additional evidence of the importance of this format is the fact that 17 employers were served by 2 colleges, while 1 company was served by 3 different colleges. This flexibility lies at the heart of the delivery model.

Employees improved their skills as demonstrated on NJLWD’s approved assessment instruments. Improvement in Basic Computer Skills was uniformly impressive with an overall improvement of 183%. The three Basic Communication content areas showed a combined skills increase of 53%. Basic Mathematics assessment scores improved by 46%, while assessment scores in the ESL content areas increased by 27%.

Low to medium wage employees are enrolled in significant numbers. Over 46% of employees who participated in training reported hourly wages of less than $20 per hour. The 984 employees trained report an astounding 2,607 different job titles (see Attachment B for a complete list of job titles reported).

Program Analysis Strengths

 Outreach efforts by each college, along with the NJBIA produced extraordinary growth in the number of small businesses taking advantage of the program.  567 of the 684 businesses sent fewer than the NJLWD minimum headcount to training. Our ability to offer open enrollment format classes meant that these 500+ business and their employees received training services that they would have been ineligible for were it not for the program’s unique construction.  Our ability to offer classes that produced excess seats allowed us to serve 64 unemployed individuals at no cost to either the individual or to the NJLWD.  Secured and continuous funding allows for immediate ramp up and outreach to the business community.  Consortium’s management enables faster turnaround and delivery for all businesses because those businesses do not have to go through a lengthy application process.  Consortium’s central administration allows for a single point of contact for all New Jersey businesses.  Partnership with NJLWD allowed us to leverage funds to upscale participants in the 55+ program, leading to improved job placement.  The addition of PowerPoint and Spanish in the Workplace as approved class topics proved very popular with many businesses.  The policy change by NJLWD of no longer mandating the use of individual social security numbers has been well received. This policy change allows those workers concerned about identity theft to still participate while maintaining personal security.  Not being bound by some of the parameters of NJLWD’s on-line invoicing system allows the project to be truly “demand driven”.  Class lengths are no longer driven by a pre-determined formula but are demand driven allowing employers to select the best match between class length and that employer’s needs.  State’s community colleges provide a deep pool for instructors.  State’s community colleges provide access to 65 campus locations & centers within 25 minutes of every resident and worker in New Jersey.  Many of the community colleges have invested in mobile laptop computer labs allowing for technology based classes to be brought directly to company locations.

 There is a willingness to provide instruction any hour of the day or night on the company site. Customization of all classes means targeted training to better meet each business’ needs.  Cooperation between Consortium, NJLWD and NJ Office of Taxation has led to improved tax compliance on the part of participating businesses.

Weaknesses

 The additional funding that was competitively awarded in January 2014 would not be required if diversions from the SWF fund did not occur.  With funding being fully encumbered by October 2014 and additional funding through the competitive process not available until January 2015 a great many scheduled classes had to be cancelled. This upsets businesses process flow and leaves a negative impression.  There continues to be some difficulty organizing classes of 10 or more for very small businesses especially in the area of Basic Mathematics and English as a Second Language. Employers have trimmed their workforces to the bare bones in an attempt to remain competitive. Taking workers out of production, or office operations, is a challenge to many of these small employers. Almost 30% of the scheduled classes targeting small employers had to be cancelled due to the need to hit this threshold.  There continues to be some resistance from both workers and employers to provide wage data and job titles. Both cite their concerns for privacy.  Small employers find the submission of a DUNS number almost impossible to meet. Either they claim not to have one, or that the cost of securing a number through normal channels to be unknown.

Improvements

The Consortium is especially pleased to note that weaknesses identified early in the program year continue to be addressed at the highest levels of the Department.

 Weakness – Businesses made multiple requests for Spanish in the Workplace as a supplement to ESL training they were implementing. o Solution – The Consortium is pleased to note that NJLWD identified non literacy funds that were used as a supplement to the legislative

funding to allow the program to meet the businesses needs as requested.

 Holt : o President Leo Holt

Hundreds of cargo and ships laden with perishable fresh fruit from South Africa, Spain, Chile, Brazil, Peru, Spain and other Spanish-speaking countries arrive like clockwork every year at Gloucester Terminals. The produce is off-loaded by giant cranes and stored for rail and truck transport in 15 million cubic feet of computer-controlled, refrigerated warehouse space, the nation’s largest on-dock refrigeration capacity.

For Holt Logistics Corp., the terminal manager, speed is of the essence. That’s why Peter “PJ” Inskeep, the company’s Holt Training Coordinator Dotty Foltz stands in front of a giant13 container crane at the ship terminal.

operations manager, must use every tool at his disposal to meet the company’s goal of continually reducing “cargo time” (the time it takes to load and unload cargo).

This mandate is made all the more challenging by a language barrier. Most of the truckers and ship workers who transport fresh fruit in and out of the terminal speak only Spanish. Most of the employees at Holt speak only English.

To bridge the communications gap, Holt has become one of the very first companies in New Jersey to hold classes in workplace Spanish for its employees, courtesy of the state’s Basic Skills Workforce Training Program and Camden County College instructors.

Over the past year, dozens of Holt employees have received instruction in Spanish. Three classes have been held and more are planned. “Our employees, they enjoy it,” said PJ at a September 5 tour of the facility. (More than 260 Holt employees have taken a variety of Basic Skills classes since 2011.) “Within our peer group, there’s no one doing anything like this,” company President Leo Holt said of the language classes during the tour. Not only does the training make terminal operations more efficient, he said, but it also provides “a springboard for employees who move on.”

Companies that Enjoy Free Basic Skills Training from Hudson County Community College Go Back for More

At Hudson County Community College, the state’s Basic Skills Workforce Training Program is opening doors. The program is free to employers and their employees, polishing employees’ skills in basic computer operations, mathematics and measurement, English as a second language, and written and verbal communications. Ana Chapman-McCausland, executive director of the college’s Center for Business & Industry, said the program has also been boon to her center. Businesses or non-profits that start with basic skills training often ask for other kinds of training, such as business management, project management and team building. “It opens the door for us to offer different levels of training,” Chapman explained. “The companies in Hudson County are slowly beginning to realize, ‘Hey, there’s something here for Ana Chapman-McCausland me.’” heads up the college’s Center for Two years ago, Chapman was hired away from her job as Business & Industry. training director with the 800-employee Office of Child Enforcement in New York City to lead Hudson’s Center for Business and Industry, which was established in in 2000 to offer the college’s training services to the employer community. One of Chapman’s first initiatives was to market the Basic Skills training program, which already had a track record of success at other community colleges. (Basic Skills training is offered by all 19 of the state’s community colleges.) “It broadens the view of the community about what the college offers,” she said. “The community can see that the college is not just about the academic side.” Over the past 18 months, the college center has trained 645 employees with 38 companies in basic skills. Most of the companies are small and unable to afford on-site training. The most popular classes are in computers (Windows OS as well as Word and Excel) and English as a second language. An ongoing customer is Jersey City Medical Center. Sivaraman Anbarasan, executive director of the NJ Community College Consortium for Workforce and Economic Development, which coordinates the Basic Skills program for the colleges, said Hudson County Community College has done an excellent job leveraging the program. “When companies come away pleased with the training their employees received in basic skills, they will return to the same community college for other kinds of training,” Anbarasan said. “The colleges have found that this to be a great tool for expanding their community outreach.” Hudson President Glen Gabert is an enthusiastic supporter of the Basic Skills program. “Community colleges are the first choice for businesses looking to develop the workforce

New Jersey Basic Skills Training Program for Economic Growth Act FY’15 Annual Report Assorted Articles Attachment - C they need to compete,” he said. “This program has opened the door for small businesses and microenterprises to obtain top-notch, skills-based training for their employees—free of charge.” The NJ Community College Consortium initiated the Basic Skills Workforce Training Program seven years ago in partnership with the NJ Department of Labor, which provides the funding, and the New Jersey Business & Industry Association, which provides business outreach. To date, the program has trained more than 62,000 employees with more than 4,200 companies.
