BACKGROUND On December 6, 2012, the Planning Commission approved an Office Allocation and provided Downtown Project Authorization to allow the construction of a 52-story building reaching a roof height of approximately 700 feet with a decorative screen reaching a maximum height of approximately 745 feet and a spire reaching a maximum height of approximately 800 feet, containing approximately 404,000 square feet of office uses, approximately 74 dwelling units, approximately 2,000 square feet of retail space, and approximately 68,000 square feet of subterranean area with off-street parking, loading, and mechanical space. The Project also includes a bridge to the elevated City Park situated atop the future Transbay Transit Center.

Pursuant to Planning Code Section 429, the Project requires a public art component valued at an amount equal to one percent of the hard construction costs for the Project as determined by the Director of the Department of Building Inspection. The Project Sponsor has commissioned artists to provide on-site public art to satisfy this requirement.

CURRENT PROPOSAL The Project Sponsor has elected to place artwork in three locations at the Project Site: 1) within the ground floor lobby; 2) within the seventh floor lobby; and 3) within an exterior terrace, connected to the future City Park via a pedestrian bridge. The general programmatic concept for the placement of the artwork is to function as a means of supporting intuitive wayfinding from the building entrance along Fremont Street, through the ground-floor lobby, up to the seventh floor via a publically-accessible elevator. The artwork within the ground floor lobby is positioned to be highly visible and accessible,

from both the Fremont Street frontage, as well as a new pedestrian walkway between the subject property and the adjacent property (199 Fremont Street). (The pedestrian walkway leads to the relocated “Poetry Garden,” a privately-owned publicly accessible open space (POPOS) adjacent the ground floor lobby of 181 Fremont Street.) Similarly, the artwork within the seventh floor lobby and the outdoor terrace, connecting the Project Site to the elevated City Park via a pedestrian bridge, are positioned to be highly- visible and accessible. The artists selected for the public art include: Jaume Plensa (b. 1955), one of the world’s foremost sculptors working in the studio and public realm over the past 30 years, has presented over 30 projects spanning the world in such cities as Chicago, Dubai, London, Liverpool, Nice, Tokyo, Toronto, and Vancouver. Over the past 25 years, the artist has produced a rich body of work in the studio and the public realm. By combining conventional sculptural materials (glass, steel, bronze, aluminum) with more unconventional media (water, light, sound, video), and frequently incorporating text, Plensa creates hybrid works of intricate energy and psychology. The artist lives and works in Barcelona. Fletcher Benton (b. 1931) is an American Abstract Expressionist sculptor and painter and kinetic artist from San Francisco, California. Benton is known for his kinetic sculptures which are sculptures that move, though he began his career as an abstractionist painter in the 1950s and 1960s. Frustrated with the limitations of paint on canvas, Benton began work on movement with geometric pattern pieces and boxes which he was familiar with from his work in commercial signs. This was the beginning of the kinetic movement, and Benton worked largely in isolation, unaware of other efforts of kinetic artists. The early works were more concerned with change, rather than movement. The pieces were really more like three- dimensional paintings. Full three-dimensional sculptures designed to be viewed from all angles came later and the movement of the pieces became less prevalent in his later works. Chris Trueman graduated from the San Francisco Art Institute in 2003, earning dual BFA degrees in Painting and Digital Media. Trueman has exhibited his work in numerous exhibitions in Los Angeles, San Francisco, Washington DC, Portland and internationally in Milan, Paris, Berlin, Beijing and Brisbane (AUS). The Lancaster Museum of Art and History presented a solo exhibition of his paintings entitled, “Slipstream.” His work was also included in the group exhibitions, “To Live and Paint in LA” and “The Subterraneans” at the Torrance Art Museum. His work has been exhibited at numerous art fairs including: Dallas ArtFair, Pulse New York, Art Aspen, TX Contemporary, Pulse Miami and ArtMRKT San Francisco. He is represented in Los Angeles by Edward Cella Art + Architecture, in Washington DC by Adah Rose Gallery and TW Fine Art in Brisbane, Australia. Trueman’s work has been included in the publication New American Paintings MFA Edition #87 (2010) and the New American Paintings Pacific Coast Issues #103 (2012) and #121 (2015). The Project Sponsor is required to provide public art valued at 1% of the construction cost of the building. The Site Permit indicated a construction cost of $136,313,594 so the Project Sponsor must spend at least $1,363,136 on the art program. The Project is under construction and is nearing completion, with the art installation and lobby build-out remaining. The artwork and its installation are valued at $1,629,516, which, equals approximately 1.2% of the total construction cost, thereby satisfying the requirements of Code Section 429.

Jaume Plensa (Spanish, b.1955), one of the world’s foremost sculptors working in the studio and public realm over the past 30 years, has presented over 30 projects spanning the world in such cities as Chicago, Dubai, London, Liverpool, Nice, Tokyo, Toronto, and Vancouver. Over the past 25 years, the artist has produced a rich body of work in the studio and the public realm. Plensa’s work takes many forms. The winner of many national and international awards, including the 2013 Velazquez Price awarded by the Spanish Cultural Ministry, Jaume Plensa has had solo exhibitions at the Museo Nacional Centro de Arte Reina Sofia, Madrid; Galerie National du Jeu de Paume, Paris; Yorkshire Sculpture Park, West Bretton, UK; Nasher Sculpture Center, Dallas; the Musée Picasso, Antibes, France; and Espoo Museum of Modern Art, Helsinki, Finkland among many others. The artist lives and works in Barcelona.

Fletcher Benton (born February 25, 1931 Columbus, Ohio) is an American Abstract Expressionist sculptor and painter and kinetic artist from San Francisco, California. He graduated from Miami University, Oxford, Ohio with a Bachelor of Fine Arts degree in 1956. From 1964 to 1967 he taught at the San Francisco Art Institute as an as- sociate professor and then professor of art at San Jose State University from 1967-1986.

Full three-dimensional sculptures designed to be viewed from all angles came later and the movement of the pieces became less prevalent in his later works. In the late 1970s, he abandoned kinetic art, switching to a more traditional bronze and steel.

In 2008, Fletcher Benton was a recipient of the International Sculpture Center’s Lifetime Achievement in Contemporary Sculpture Award. In 1995, he was awarded an honorary doctorate in humane letters by the University of Rio Grande, located in Gallia County, Ohio.

He relocated to southern California to attend Claremont Graduate University, earning a MFA in 2010. Trueman currently teaches painting and drawing at Fullerton College and Chaffey College and has previously taught at Chapman University and Santa Ana College. He has guest lectured at Chapman University, Pomona College and Santa Ana College and was a Northrup Grumman Visiting Artist/Scholar at the Museum of Art and History Lan- caster.

Trueman has exhibited his work in numerous exhibitions in Los Angeles, San Fran- cisco, Washington DC, Portland and internationally in Milan, Paris, Berlin, Beijing and Brisbane (AUS).
