2 A MESSAGE FROM MR. KITACK LIM SECRETARY-GENERAL OF IMO AND CHAIRMAN OF THE IMLI GOVERNING BOARD

It is my pleasure to congratulate the Class of 2019 on its graduation from this unique institution. This is also a special year for IMLI and I wish to join you in commemorating IMLI’s 30 years of existence during which time the Institute has undergone substantial growth to become an internationally recognized center of excellence. You are joining the ranks of a formidable network of over 1000 graduates from over 146 States and territories worldwide and are now part of this celebrated body of maritime professionals who are being relied upon by their governments and the maritime industry for sound maritime legal advice. At IMO, we take great pride in IMLI’s achievements. Since the Institute’s inception, the Organization has attached enormous value to the education and training of maritime professionals, especially from developing countries. The quality training offered at the Institute has helped developing countries take their rightful positions and play their part in international maritime affairs. The education provided by IMLI has ensured that IMO Member States have the legal expertise required for the incorporation and effective implementation of international maritime conventions in their countries. Indeed, I cannot stress enough how vital IMLI has become in the work of IMO and the achievement of its technical cooperation programme. The Institute, through its training and research, is contributing to the advancement of the goals and objectives of the Member States of IMO and to the capacity-building of nations around the world. The Class of 2019 bears witness to IMLI’s efforts to ensure that inclusive and equitable education is available to developed and developing countries, nations with longstanding maritime traditions and landlocked States who actively participate in maritime affairs and promote their interests in shipping and law of the sea matters. Moreover, the large participation of deserving female professionals in IMLI’s courses is thanks to the Institute’s long- standing policy to reserve 50 per cent of the places for suitably qualified female candidates. This policy has empowered female professionals to become part of the maritime industry and leave their indelible mark in both the academic and shipping world. In line with Sustainable Development Goal 5, IMLI’s strides for furthering female representation have contributed to the promotion of gender equality in these arenas. I note with pride that many of the Institute’s female alumnae are highly regarded in the maritime world and are playing a vital role in ensuring the ongoing success of the maritime sector. The realization of the Sustainable Development Goals, however, does not only fall on the shoulders of international institutions, such as IMLI. These goals are for everyone, including you, the graduates. Whether you are called to serve in your Mr. Kitack Lim government administrations, commercial industries, or at international organizations, these goals must be kept in mind when you Secretary-General, IMO discharge your responsibilities in decision-making roles. Whilst, the Institute has equipped you with the knowledge and skills to draft national maritime policies and laws to implement IMO treaties, which aim to ensure better shipping for a better future for all, you Chairman, IMLI Governing Board will influence the very foundation which enables safe and secure shipping to grow and drive the economies of both developing and developed countries within a rapidly changing world. These are responsibilities to take seriously indeed. The fulfillment of IMLI’s mission over the last three decades has been made possible by the generous and enthusiastic support of friends, donors and stakeholders. Whereas the and IMO made the Institute’s creation and its growth possible, the Institute has been supported over the years by numerous donors and Governments, the industry and non-governmental organizations. Our appreciation for this support is absolute. The sterling work of the Institute’s Governing Bodies and the dedication of Professor David Attard and all the IMLI staff who have shown commitment to the education and welfare of the students, have enabled the Institute to achieve the highest academic standards and generate a cadre of high-level managers, policy-makers and other key personnel for the fulfilment of the objectives of IMO. I wish to, once again, congratulate the Class of 2019. I wish all the graduates every success, and look forward to meeting many of you again, in your professional capacity in the coming years.
