Fact Check

Question #1: Will a proposed Eastside Garage cause more traffic impacts than an Eastside Hotel, and create concerns about a garage dominating a prominent corner in downtown Livermore? Claims, three sources: • Mayor John Marchand, City Council February 12, 2018 2 • On February 20, 2018, City staff posted on Nextdoor1: “One of meeting, “We are getting people who are against a 4-story the options studied during the outreach process was a large hotel but they are in favor of a 5-story parking structure in the parking garage. However, that option resulted in significantly same place.” more traffic at the intersection of South Livermore and Railroad • In a March 1, 2018 letter to the editor published in The Avenues and created concerns about a five-level parking Independent, Councilman Steve Spedowfski wrote that traffic garage dominating one of the most prominent corners in the created by a garage next to the Bankhead Theater will cause downtown.” gridlock and snarl traffic at the intersections of Livermore Avenue with Railroad Avenue and First Street. Facts: • No plan by any party has ever shown or proposed a 5-story Garage on the east side of Livermore Avenue.3 • No traffic study has been produced that compares the 1944 spaces of parking needed for an eastside hotel, including valet parking trips to secondary parking, versus a 202 space parking garage.5 • An Eastside Garage can be wrapped with amenities, such as a signature restaurant/wine bar and roof beer garden, providing appropriate visual and retail interest. (See picture on the left.) The claims from all three are false or without evidence.

Question #2: Will the number of public stalls next to the Bankhead, currently 63, be increased when the Eastside Hotel is built? Claim: Fact: • In the Hotel Term Sheet6 prepared for the February 26th • Parking consultant Dan Smith7 notes, “Nothing prevents hotel Council meeting, the City states that 100 underground stalls guests and conference center attendees from using virtually below the Eastside Hotel will be open to the public, as well as all of the 124 parking stalls on the hotel site virtually all of the 24 surface level stalls between the Hotel and the Bankhead time.” Although the plan calls for 100 “public” underground wall. The underground stalls could be paid parking. stalls, they will not be available to the public, whether paid or not. The 63 public stalls now in use will be lost.

For City to give impression that stalls under and near the Hotel would actually be used by the public is disingenuous.

Question #3: Was Vice-Mayor Bob Woerner telling the truth when he said that The Independent’s reporter called to tell him not to release information about the Stockmen’s deal? Claim: statement is false. My phone call to him was triggered by an • At the February 12, 2018 City Council meeting, Vice-Mayor Bob announcement by Mr. Woerner during matters initiated at the Woerner said that he received a call from The Independent’s August 7, 2017 council meeting that a deal with the Stockmen reporter regarding his August 7th City Council reference to was in the works. I had no knowledge of any pending deal up the Stockmen’s Park proposal. “I was asked actually by the to that time and wanted to learn more about it. I called him; Independent not to put it out there.”8 he provided me with additional information. A story on the discussion with Mr. Woerner and others was published on the Fact: front page of the August 17, 2017 Independent. If I had not • Janet Armantrout, editor of The Independent, printed an wanted the information made public, I would not have called open letter to the community in the 2-15-2018 edition of Mr. Woerner in the first place.” the newspaper that addressed Woerner’s comment. “As the only person who would have called Mr. Woerner, I know that The Vice-Mayor’s statement is untruthful.

Question #4: Should the City’s plan include private and public landscaping and the Black Box Theatre site in its calculation of Public Open Space? Claim: the City shows public park and private/public landscaping • The City’s February 1, 2018 Draft Downtown Plan9 lists Total in the same color. If the City had just Fact: counted the public park areas, only their 0.8 calculation of the • In order to reach 3.54 acres of Public Open Space, the City had Stockmen’s softscape would have qualified, in addition to 0.52 to downgrade the standards it used in the Outreach booklet acres of its hardscape. There, two benchmarks were far short of the 3.54 acres of public open space claimed. established, dark green for public park areas and lighter green for landscaping in private and public areas. In its current plan, The City’s Public Open Space figures are deceptive. Question #5: Did the City have to place 130 housing units needed to retire its affordable housing debt on the Lucky site, the prime downtown area? Claim: requirement, the units needed to reach 130 can fit on the site. • 130 housing units need to be put on the western portion of the If the I Street location were still rejected, the City could make a Lucky site between K Street and L Street, according to council comprehensive effort to find other parcels, such as the one that comments favoring the City’s Eastside Hotel plan. Fly Fishers Plan Swap Meet Tri-Valley Fly Fishers will hold its annual fund rais- ing event, on April 5th, at the Livermore-Pleasanton Rod Photos - Doug Jorgensen and Gun Club located in Livermore. The club is having Dublin held its annual St. Patrick's Day festivities over a Swap Meet and Raffle. The raffle will include prizes the weekend. Irish entertainers were on hand during the like a 2 for 1 Mexican fishing trip, discount opportunities festival at the Civic Center. Everything green could be to buy equipment, local extra virgin olive oil and much seen during the annual parade on Saturday. There were more. Now is the time to open those closets and look in the politicians handing out beads, school bands, floats, and corners of the garage for that fishing, camping and outdoor equipment not used in years and bring it to sell at the Swap novelty entries. The Shamrock Run saw participants of Meet. For more information please contact swapmeet@ all ages. Firefighters at Station #16 in Dublin served tri-valleyflyfishers.org up green pancakes to celebrate St. Patrick's Day. The The Swap Meet is open to all, not just members. Attendees who pay an entrance fee will receive tickets for a bucket raffle. There will both liquid refreshments and snacks for all. The doors will open for sellers at 6:00 PM to check-in, be assigned table space and set-up. Buyers can arrive any time after 6:30 PM. The early bird will probably gobble up the bargains. Those selling equipment will be in charge of how they sell, at what price and collecting their money. Sellers will donate 10% of their gross sales to the club. It’s recom- mended that equipment be sold as a silent auction run by the seller or at a fixed price. Other forms of selling such as Dutch auctions and trades are permissible and strictly up to the sellers. All sellers are on the honor system. Tri-Valley Fly Fishers is a Non-Profit-Organization. The club is comprised of women and men from the Tri-Valley and East Bay who enjoy the sport of fly fishing. Member- ship spans all ages from students to seniors. Besides fishing trips and its speakers program, the club is deeply committed to and involved with education and conservation activities. The club's education programs help new anglers get involved in the sport and experienced fly-fishers to sharpen their skills. Perhaps the best known club sponsored educa- tional activity is “Trout in the Classroom” that has exposed over 50,000 5th grade students to ecology and the life cycle of fish.
