II. OVERALL HUMANITARIAN ASSISTANCE

A. Summary of Assistance

As of 14 January 2009, the total cost of emergency relief assistance extended to the IDPs remains the same Php211.975 Million. Of this amount, Php162.303 Million was provided by both national and local governments while the amount of Php49.672 Million was provided by UN agencies concerned, ICRC as well as local and international NGOs operating in the Philippines.

2 B. WFP Representatives’ Visit to Maguindanao

™ Foreign representatives of the WFP, headed by Deputy Country Director to the Philippines Alghassim Wurrie with Mr Anthony Craig and Mr Kevin Howley of WFP Bangkok, visited the IDPs sheltered in Talayan (Talayan Evacuation Site) and Datu Odin Sinsuat (Makir Evacuation Site) on Jan 7, 2008 wherein visitors had an intimate interaction with the IDPs

Assessment ™ IDPS in Talayan Evacuation site came from barangays in Datu Saudi town while some IDPs in Makir Evacuation site came from nearby town of Talayan. During the meeting WFP Office in with same party, DSWD ARMM attended to the querry of Mr Anthony Craig why IDPs do not come back to their barangays. ASECA Kadir of DSWD-ARMM informed that they don’t have the full assurance of their security not unless the cross fire stop and both parties (GRP and MILF) would sit down and resume peace talks

Recommendation ™ OCD-DSWD ARMM came up with the following suggestion o Plan to schedule a close door meeting with 9 municipal mayors of Maguindanao to include the Brgy Captains of barangays that are currently affected by skirmishes to convince the IDPs to finally return to their municipalities o To continue giving the ration assistance coming from the different donors

C. Responses per Cluster

1. Food and Non-Food Items (NFIs)

™ DSWD prepositioned at least Php4.13 million worth of stand-by funds and relief commodities consisting of family food packs, canned goods and clothing packs readily available for release to affected families/persons in Regions X and XII, broken down as follows: Stand–by Funds-Php592,189.11 and Relief Commodities–Php3,540,392.50; provided other emergency relief needs of 146,640 family-evacuees in Regions X, XII and ARMM in the form of food and non-food items such as mosquito nets, mats, clothing, soap, blankets, plywood used as beds, and cooking utensils amounting to Php86.872M as follows: Region X-Php22,223,846.58;RegionXII-Php35,847,666.88 & ARMM-Php28,800,273.85; funded and assisted in the operation/management of community kitchens benefiting 20,733 family-evacuees currently staying in 80 evacuation centers in the provinces of Maguindanao and Shariff Kabunsuan; provided supplemental food to 23,627 children with age ranging from 0-6 years old who are staying in evacuation centers brokendown as follows: Maguindanao - 19,078; Shariff Kabunsuan - 3,162; -41; North Cotabato - 1,000, and Lanao del Norte- 326; and provided supplemental feeding to 126 pregnant and lactating mothers in the evacuation centers in Kolambugan, Tangkal and Munai, all of Lanao del Norte.

™ DSWD-ARMM distributed relief goods to the evacuees in Datu Piang, Datu 3 Saudi Ampatuan, and Mamasapano, Maguindanao consisting of 250 sacks used clothing (8 packs/sack); 2,000 tins canned goods; 113 boxes canned rice (32 cans/box); 14 boxes pack rice with flavor (80cans/box); and 7 boxes canned porridge (48 cans/box) and launched its “Community Kitchen” program whereby evacuees who are currently occupying bunkhouses are engaged in communal cooking

™ WFP, RDRRAC, UNDP Act for Peace and DSWD released one week supply of “pabaon” family food packs for 7,423 family-evacuues in 8 municipalities of Lanao del Norte, namely: Poona , , Munai, Tangkal, Kauswagan, , Kolambugan and Tubod at P700.00/ family amounting to P5,196,100.00. Said evacuees have started to return to their respective areas of origin on December 15-19 2008 since these areas have been declared safe by military authorities. “Pabaon Family Food Packs” were provided by the WFP, RDRRAC, DSWD and UNDP Act for Peace. Each pack contains 25 kilos of rice and NFIs such as mats, blankets and mosquito nets.

Breakdown of Pabaon:

™ UNDP Act for Peace - 2,500 NFIs; DSWD - 2,000 packkages containing rice, noodles and canned goods; WFP - 1,074 sacks of rice), and RDRRAC - 500 sacks of rice, dried fish and 1,000 pieces of hygiene kit (bath soap, laundry soap, toothbrush and toothpaste).; and RDCC Member-Agencies and Civil Society Organizations (CSOs) of Region X also committed to complement resources for the IDPs Pabaon.

™ The ICRC/PNRC Economic System Team has provided the following assistance in Regions X, XII and ARMM: Food aid were provided to o 34,517 families (9,383 families- (one week food parcel/ family containing 10 kgs. rice, 12 tins sardines, 6 packs noodles, 250 gms. salt, 500 g sugar, 3 ltr. cooking oil and 2 bars laundry soap; o 25,134 families with one month and a half ration food parcel/family containing 25 kg. rice, 24 tins sardines,12 packs noodles, 500 gms. salt, 1 k sugar, 3 ltr. cooking oil and 2 bars laundry soap);

Essential Household Items (EHI) consists of the following items: o EHI Kit 1: 1,574 families -1 hygienic kit (3 toothpastes 100 ml, 5 toothbrushes, 5 pcs. body soap, 5 pcs. laundry soap, 1 shampoo, 200 ml and 12 small towels); 1 bucket 101 with lid; 1 basin for washing; 2 double sized mat; 2 blankets; 2 mosquito net; and 2 jerry cans 201; o EHI Kit 2: 5,129 families – 1 hygienic kit (3 toothpastes 100 ml, 5 toothbrushes, 5 pcs. body soap, 5 pcs. laundry soap, 1 shampoo, 200 ml, 12 small towels and 2 sanitary clothes); 1 bucket 101 with lid; 1 basin for washing; 1 double sized mat; 2 blankets; 2 jerry cans; 1 tarpauline (24m2); 1 kitchen set (1 cooking pot, 1 laddle, 5 plates/ spoons/ cups) o Distributed 1,118 tarpaulins at a community level in evacuation centers o From 10-23 Nov 2008, served food assistance to 9,623 families/47,749 individuals as follows: Maguindano - 8,501 families/41,318 individuals, and 4 North Cotabato -1,122 families/6,431 individuals.

2. Health, Nutrition, Psychosocial and WASH

™ DOH is continuously addressing the needs of the IDPs in the 3 affected regions through the following interventions, namely: 1) Continuous conduct of disease surveillance, mass immunization and vitamin A supplementation among IDP children and women by CHDM in coordination with various international organizations and UN system; 2) construction of latrines and WASH facilities by CHDM in coordination with DSWD and DPWH and WHO; 3) conduct of critical stress incidence debriefing (CISD) among IDPs in coordination with DSWD; 4) provision and augmentation of the needed resources in the affected provinces most particularly in Maguindanao Province where the bulk of IDPs still remains

™ DOH-HEMS, augmented Php2 Million out of its Quick Response Fund to ARMM as sub-allotment fund. DOH CHDM X is continuously providing medicines and medical supplies in all municipalities with IDPs. DOH ARMM, with support from Act of Peace, is continuously providing CESD and play therapy among IDPs

™ WHO provided logistical support on WASH issues by providing the IDPs in Regions X, XII and ARMM with WASH items such as: drinking water container– 5,000 pieces (Region X); 8,000 pieces (Region XII); and 17,000 pieces in ARMM; drinking water disinfectant–25,040 bottles (Region X); 15,048 bottles (Region XII); and 25,056 bottles (ARMM; potable water testing device – 1 set each of regions X, XII and ARMM; basic emergency health kit - 6 kits (Region X), 7 kits (Region XII) and 12 kits (ARMM still in transit ;as of Dec 3, 2008; chlorine analyzer –1 set each of Regions X, XII and ARMM; malaria kit - 1 kit (Region X); 2 kits (Region XII); and 2 kits (ARMM)

™ ICRC and other international organizations which are continuously providing humanitarian assistance in the conflict - affected areas are European Union, UNDP, UNICEF, OXFAM ICRC, Save the Children Foundation and ACF

™ Other on going psychosocial interventions in ARMM are play therapy, alternative learning, CISD among women, children, and service providers, continuous medical and relief services, stress management and team building for service providers

™ DepEd X conducted its health intervention programs through feeding/food subsidy and breakfast feeding programs for 80 days to Grades I and II pupils in conflict - affected areas; expanding medical check-up by establishing data on health and nutritional status of school children to serve as bases for planning and sourcing for school feeding and health services; mobilizing local health providers to ensure the examination of target populace and treatment and or referral of identified cases/children at risk in Grades I - VI pupils and 1st - 4th year students; deworming of grades I - VI pupils to address the problem of intestinal parasitism; and Establishing Mental Health Psychosocial Support Interventions in Mindanao for 58 participants in City with 58 participants in RELC, Zamboanga City. Conducted crisis intervention/ stress debriefing; orientation on guidelines for management of IDPs in evacuation 5 centers; program for children (in evacuation centers in Datu Piang like draw and tell and singing contest); community kitchen at various bunkhouses; and distributed food supplement to 1,000 children

3. Emergency Shelter

™ DPWH constructed bunkhouses in Munai, Tangkal, , Kauswagan, Kulasihan and Kolambugan, Lanao del Norte by DPWH 1st Engineering and 2nd Engineering District. In Region X, construction is 100 % complete as of December 2, 2008

™ DSWD completed the construction of 37 bunkhouses in Region X and ARMM to decongest the evacuation centers and for the utilization of the school class rooms used as temporary shelters for the resumption of classes: 30 in Maguindanao, 4 in Shariff Kabunsuan and 3 in Lanao del Norte

4. Education

™ DepEd implemented the Modified In-School Off-School Approach thru the Curriculum Development Division, Bureau of Elementary Education in cooperation with UNICEF as an intervention to the displaced school children in Mindanao and provided self instructional materials in English, Filipino, Mathematics, Health and Science, HEKASI and EPP to 51 schools in Mindanao: 11 in North Cotabato, 10 in , 10 in , 10 in Maguindanao and 10 in for alternative delivery modes

™ DSWD supervised neighborhood play sessions to 326 children (6-12 yrs old) staying in evacuation centers in Munai(130), Kolambugan (91) and Tangkal (105), all in Lanao del Norte

5. Security

™ OPPAP conducted the Kapayapaan Mobile Peace TV and Forum in line with PGMA’s directives on the following: 1) Resumption of peace talks, 2) Return of IDPs in their homes, 3) Responsible leadership must regain control of their forces. Gov Dimaporo said that ceasefire can only follow after justice has been served the victims of atrocities and that peace can only be gained through justice without compromise to criminal prosecution and security. He reiterated their local position of no to AFP withdrawal as the issue of “areas of temporary stay’ will be taken advantaged of by the lawless forces including the re- emergence of local militia and armed groups. He also disclosed that their next step is to constitute the Provincial Peace Initiative Council to be led by CSOs and NGOs, in partnership with the LGUs, to undertake not only their Inter-Faith but more importantly, the Intra-Faith dialogues to re-examine values, way of life, even biases relative to rebuilding the culture of peace among communities

™ The new 603rd Brigade Commander Col Ernesto Aradanas spearheaded a special meeting on Jan 7, 2008 attended by AFP, PNP PRO-ARMM and civilian counterparts to include OCD ARMM led by Dir Armando Duque with agenda as follows: Strategis objectives 1) to improve security situation; 2) contribute in 6 development, and support the peace process

6. Livelihood and Rehabilitation

™ TESDA conducted simultaneous skills training on Massage Therapy and Hairdressing, Small Engine Training, Photography, Sewing and Baking, with IDP participants coming from Kauswagan, Kolambugan, and Maigo, all of Lanao del Norte. Upon completion of the skills training, the graduates are expected to establish their own livelihood businesses, in coordination with their respective LGUs

™ DSWD Central Office released the amount of Php 5 Million to DSWD FO XII for early recovery efforts such as Emergency Shelter Assistance (ESA) for families with totally damaged houses at Php 10,000.00 per family, ESA for families with partially damaged houses at Php 5,000.00 each, Cash-For-Work (CFW) for 342 affected families at Php184.00/family/day for 5 days Amended the P80 Million indicative rehabilitation/recovery plan to P170 million due to increases in the number of displaced families and damaged houses. Revised the proposed P437 Million budgetary requirements for a six (6) - month disaster relief operations in anticipation of a protracted stay of displaced families in evacuation centers, which is now reduced to a three (3)- month duration amounting to P330 Million, to adjust to the P500 Million funding allocated by PGMA for relief and rehabilitation purposes

™ PDCC Lanao del Norte and PPOC. Endorsed a Rehabilitation Plan, through Resolution No. 09, s 2008, to the Chairman, NDCC, for funding support and convergence of resources in the early recovery and rehabilitation efforts, to assist the province in its earnest efforts in moving forward to normalcy. The Plan has identified rehabilitation programs for psychosocial services, provision of basic needs, housing, livelihood, agriculture and fisheries, infrastructure development and institution – building, including expansion of peace and development of communities in the areas affected by the armed conflict
