Mr Memory has applied to reduce the spread of four beech trees with TPOs at Woody Lodge from c9m to no less than 6m by crown lifting to no greater than 5m above ground level to reduce their dominance over Gunn Barrell Estate, works to be carried out in accordance with BS3998.

"Dominance" isn't defined. Does he mean loss of light? The legislation doesn't guarantee access to uninterrupted light and with trees, it's not easy to tell when the loss of light occurred as they are constantly growing. Or has Mr Memory's "reasonable enjoyment" of his property been impaired? Or is the trees' visual impact too great? It would have been useful to have a diagram showing how far the spread goes across the smallholding and the extent of overshadowing at different times of day. Morning may be the worst time of day, but a shady period might be of benefit to the livestock. The proof of dominance lies with the applicant.

The beech trees aren't diseased or liable to break. No damage has been alleged other than dominance. There is no indication that the applicant has tried to negotiate with the owner or has received planning advice. The trees have considerable amenity value and form an important feature in Alresford Drove. Since there is no arboricultural reason for works to otherwise sound trees, the only acceptable works should be absolutely minimal, and subject to negotiation with expert advice.

RECOMMENDATION: Comment only. A more precise definition of dominance is required and more evidence to demonstrate the exact nature of the problem. The beech trees are not diseased or dangerous and have amenity value in the neighbourhood and should receive only minimal treatment, subject to negotiation with the owner and expert advice

The site has been visited by Winchester City Council officer Lloyd Fursdon who appears to have recommended felling the ash trees as the agent reports that his client is happy to proceed..As the condition of the condemned ash trees is very serious, I recommend supporting the application. I have posted the comment "South Wonston Parish Council has no objection to this application" on the planning website as the deadline falls on 5th September 2019.

10. RECREATION GROUND

- To consider general repairs & annual maintenance.

Clerk has chased C& D Trees for an update on the quote to remove the branch overhanging the tennis court and thanked them for the mountain of woodchip which is now ready to be spread around the village by the Lengthsman in October.

Clerk met with Grass and Grounds to arrange the chafer grub work to be done 27/9 or 4/10. The cost will be the same as last time and this will include racking of the grass beforehand. However they are looking at whether scarification to aerate and remove the thatch would be more effective. Grass and Grounds are looking into this and also supplying a cost.

A future plan and cost of other work to be carried out to include:- Seeding and weeding around the recreation area and goal mouths 1/4ly weeding around the recreation ground Scarification and aeration of the grass.

1. – Playground Repairs

Both sets of swings have now been painted and new seats fitted.

Clerk confirmed the cost with Caloo as it increased from £305 to £395. They said they had made a mistake in the email. Calloo are due to come over the next 2 weeks.

This includes travel cost and labour charge to inspect installed units for operational performance and up to 4 man hours of preventative maintenance / minor repairs that do not require disassembly of equipment. Includes replacing grips / bearings / tightening fixings and paint repairs as required and possible within time allowed. Please note - Engineer will attend to most urgent repairs first and any works outstanding at the end of the time allowed will be included in the written report which is submitted

Tennis Court - Quotes have been received from 3 companies to resurface the court which have been sent to Cllrs as a separate document. Methods of funding to pay for it from Open Space and Sports . To be RESOLVED?

NB from the previous meetings- Cllr Peal - essential work is mending the gate and replacing the fence and cleaning off the moss and algae, and greasing the rotating net. The medium risk items would need thinking about, especially where bearings are wearing - the cross rider, the body twist, the horse, the Spica - or where there is movement, like the rower. The slide will need replacing because it isn't slippery and the mound is losing its timber and we can think about some new toys.

PITCH AND RECREATION GROUND REPORT 06-08-2019 FROM PAVILION COMMITTEE The pitch was looking better now; the dark green area had been half included on the playing area but shouldn’t cause too much of a problem.

Both pitches had been marked out for play. A quote had been received for both steel and concrete outdoor tennis tables. The grass cutter (Jamie) didn’t recommend putting soil and grass seed under the barrier; a layer of tamped down shingle would mean easier maintenance and no watering required. It was suggested that Swifts should be informed and asked to pay. Then the barrier could be taken down and stored. Ray Watts could be asked to supply shingle from Sydenhams. A quote could be sought from Grass and Grounds. It was noted that a friendly match had taken place on 27th July and that the goal sockets were still “proud”. Clerk was asked to get grass and topsoil for any other bare patches.

Hi Tim, The agreement was for the barriers to stay up during the football season only. They have remained there since the end March to date and unfortunately as the team did not get promotion there is currently no requirement for the team to have the barriers up.

I met grass and grounds yesterday to discuss the next chafer grub treatment. This work needs to be carried out during September to have the best effect, ideally done when it is wet. To give us a good window I have agreed that this work will be done on either Friday 19th September or Friday 27th September. They have requested that the barrier be removed to do this as it will make the spreading of the water and nematode easier.

Can I therefore ask that they are removed by Tuesday 16th September. The caps to go in the ground are in your store cupboard.

You will need to discuss with Ann and June arrangements of where to store the dug outs and the barrier. I seem to remember you suggested buying a store cupboard to go on the recreation ground. The barrier can be broken down into single poles so it doesn’t take up an enormous space.

The barriers are quite unsightly in our lovely recreation ground and currently are not a requirement for the football team. I think everyone will agree that they can be re-erected once the team has been promoted.

It is good news that the chafer grub treatment is to take place shortly, it’s a shame that there is not enough join up at the Parish Council to plan and resolve the challenges we have.

I do not see how we can commit to remove the barrier with 11 days’ notice and no agreed storage solution.

We are a group of volunteers, we agreed to remove the barrier at the end of the season and for any major events for which we would have had many weeks notice not just 11 days.

I appreciate that it will be easier to apply the sprayed solution with the barrier down, but this does not consider our work to take it down and re- erect it which I feel is quite disappointing and not the type of partnership values we have seen previously and shown in our dealings with the Parish Council.

Our Chairman is away on holiday and I am also away during the period between now and the 16th September, you will have been aware of the treatment for many weeks, it is not mentioned in Anne’s note to me on the 21st August and I have yet to receive any response to my email below dated 25th August, interestingly 11 days the same period I have to arrange removal and storage of the barrier!

I am happy to meet on site and discuss solutions as offered on the 25th August and will begin to seek volunteers to remove the barrier in time to allow treatment, but as I write with no storage solution agreed and in my view inadequate notice for us to take the barrier down I can not confirm that we will be able to meet your deadline.

It’s disappointing that my email does not come with the positive tone that I am used to when responding to the Parish Council, something we should perhaps all reflect upon,

11. PAVILION MINUTES OF A MEETING OF SOUTH WONSTON PAVILION COMMITTEE 06-08-2019

APOLOGIES FOR ABSENCE Mr T. Gardner (Swifts). PRESENT Cllrs Perrins (Chairman), Peal and Dodson. PAVILION MANAGEMENT: PAVILION INSPECTION In the Parish Room, the Fire Door/Emergency Exit was still binding on the left so more work was required. The door closure mechanism on the big store door had been mended. Filler and paint had been applied below the dado rail by Mr R. Watts, who had also tidied up the corridor and fixed the Disabled Toilet door. The Kitchen door needed a new stop rather than a teaspoon. New teaspoons had been purchased and put in the drawer. In the Ladies’ toilets there was a mark on the splash back under the towels. The Gents’ toilets were OK. In the Disabled Toilet more cleaning was required. Both the Ladies and the Gents had flushing problems. The Outside Toilet needed a new secure toilet roll container. The Plant Room

P a g e | 2515 needed sweeping. It was noted that not much power had been used. The Garage was tidy; donated barriers had been stored inside. There was also a problem with toilet flushing in the Changing Rooms but the loose tap had been fixed. In the Home Changing room some kit, food and toiletries had been left behind and the benches and dugouts were still present. There was a rusty mark by the door where a broom was kept. The Away – apart from some toiletries - and Referee Changing Rooms were in good order. A brief inspection was made of the Loft to see if there was a grey water tank up there; it wasn’t apparent, but it was suspected that the fault with the toilets lay there. Mr T. Winter, the caretaker/handyman (TW) had begun painting the picket fence. ACTIONS ARISING: Clerk to investigate solving the toilet flushing problem and further work to the emergency exit door and arrange removal of the benches, due warning having been given. TW to remove toiletries if Swifts don’t claim them from the Home Changing Room and dispose of items from the Away Changing Room. Committee to track down door stops and drum toilet roll dispenser.

REVIEW CLEANING SCHEDULE (DEEP CLEAN) Clerk had three contact numbers for deep cleaning companies. She said the Parish Council needed to be specific about what it wanted done e.g. all toilets, walls, doors, skirting boards, all kitchen equipment removed, washed and replaced, walls, floor, behind appliances where possible, all appliances where necessary, and all walls, doors, floors, toilets and showers in the changing rooms. The cost could be quite high but some surfaces were very grubby. Quotes would be obtained and the work should be done by the end of August. TW would be advised about the deep clean. The Karcher washer referred to in previous minutes would be purchased. ACTIONS ARISING Clerk to obtain quotes and arrange work and purchase the washer. REVIEW PAINTING SCHEDULE Mr R. Watts had carried out painting and other works at a cost of £180.00.

PAVILION MAINTENANCE REVIEW DAMAGE REPORT AND ACTION LIST Table bumpers could still be investigated if the committee thought it necessary. Cllr Peal (AP) had got some information about finger guards for the doors. The paving and astro turf area still needed weed killer. Otherwise all damage and actions recorded above.

FINANCE Clerk reported that the budget remained unaltered. She was working to complete all income to the end of July. Corrigenda’s annual contract fee was due. An invoice had been received for work in the Plant Room, where there had been a circuit board fault. The pump was to be serviced on 16th August. The solar panels would be serviced at the beginning of September. The roller blind shutters were also due to be serviced. A very expensive invoice had been received for the recent damage. The Parish Council should be asked to consider individual cheaper contracts for pavilion maintenance and dispensing with Corrigenda. Some items were

already being dealt with independently, such as the fire and intruder alarms. Clerk had changed to a better contract for broadband at £32.00 per month including a phone and i-cloud. She noted that the new laptop was ready to take over. Steve Cunliffe would oversee the exchange. Clerk had also purchased five new round tables to arrive on 9th August. ACTIONS ARISING Clerk to put the consideration of new contracts onto the next full agenda and appoint Steve Cutliffe to assist with the new laptop.

- To receive an update on highways Following the meeting that Cllr Dodson had with Ray Gardener (HCC) repair works have been carried out on Waverley Drive and Pine Close.

Email from Cllr Peal to HCC Some time ago we registered a complaint (PROW 151908) with HCC about damage to the surface of the Ox Drove at Bridge Bungalow (Restricted Byway 13). Nothing much happened, so I reminded Countryside Services and was offered an on site meeting with officer Abbie

Sullivan on 7th August. She inspected the railway crossing area and noted tyre tracks coming out of the smallholding just north of Ox Drove. Vegetation had recently been cut back on the unofficial access, so the smallholding is most likely still in use. Knotweed was observed in the vicinity of the gates. Abbie offered to investigate this vehicular use as it has probably contributed to the destruction of the Ox Drove surface, especially in wet months. She took photos of the ruts and hollows and will see what can be done. She suggested that the Parish Council might like to get a contractor in to do the job ourselves and apply for 50% grant funding (an extra 25% if we can get volunteers to help. I thought surface restoration and drainage would improve matters but this is probably expensive so I doubt very much whether Countryside Services will undertake it and we will be left with a decision as to if we act or not. This route is very popular and has always been awash and not much fun on foot or bike at certain times of year. We have had one comment recently. We will see what we can get, if anything.

HCC Proposed Diversion of South Wonston Footpath No.702 has received an application to divert South Wonston Footpath No.702 in the under section 119 of the Highways Act 1980. A plan showing the route of the proposed diversion is attached.

Hampshire County Council has published a guidance document outlining the criteria that will be considered in assessing applications for extinguishments, either in the interest of the landowner or of the public. Definitive Alignment South Wonston Footpath 702 commences at a junction with Restricted Byways 703 and 730, Point A on the plan (SU 46966 35657), and proceeds southward across a field to the Parish Boundary, Point B (SU 47015 34764).

The route is approximately 902 metres in length.

Proposed Alignment A 2 metre wide surfaced path, which commences at a junction with Restricted Byways 703 and 730, Point A on the plan (SU 46966 35657) and proceeds southward across a field to the Parish Boundary, Point C (SU 47024 34756).

The proposed alternative route is approximately 951 metres in length.

Background This path has been offline for some time and the proposed diversion is part of a wider scheme to improve the route, which will be upgraded to

Bridleway status following this diversion. This will then connect South Wonston Restricted Byways 703 and 730 with BOAT 12 and Restricted Byway 10. Officers consider that the proposed route is not substantially less convenient than the existing route.

The application must be retrospective as the proposed diversion already carries the bridleway standard surface of the school path from Worthy Down to South Wonston Primary School. The upgrade to bridleway status following the diversion will enable use by cyclists as was originally envisaged. We hope that the reference to the proposed diversion being part of a wider scheme to improve the route was made with the South Wonston to Winchester Safe Cycle Route in mind. The diversion route was established informally long before the creation of the school path, forming a local variation used by walkers, cyclists and horse riders. The distance to Connaught Rd was walked by a school and local authority delegation in twenty- five minutes when the new path was first in use, so not too difficult, but the gradient rises and falls noticeably. Accessibility isn’t a problem, but the route is probably better suited for powered wheelchairs, although the surface is good for most weather conditions and users. Views are particularly rewarding. The route is very popular, and affords connections to the wider network, important both for leisure and the cycle path project. Multiple use is also significant; both cyclists and horse riders are

vulnerable on increasingly busy country roads and governing bodies have encouraged mutual courtesy and respect. Any addition to off road routes is most welcome. South Wonston Parish Council strongly supports the community’s Safe Cycling Group in its bid for a safe cycle route to Winchester, which would provide sustainable and healthy travel to work, college and school as well as enjoyment. It welcomes the formalization of 702 and keenly anticipates progress with the longer route.

The cost per councillor is £60 for both sessions (just for reference HALC charge £95 for members and £152 for non-members for both courses) This would be ideal for new councillors or others who want a bit of a refresher. D S explained that there were some urgent matters to discuss over and above the off road route from S W to the Andover Road the plan of which was before the meeting. D S further explained that there had been some local criticism of this part of the route as “going from nowhere to nowhere” which seemed reasonable as things stood. It was necessary therefore to concentrate on addressing some of the technical problems that need to be solved to make it a safe cycle route into Winchester which was the proposal of the Parish Council. There was an emphasis on safe because it is intended to encourage young people to cycle to school or college. The following points were discussed at length: 1. Entry into Andover Road from the off road section; 2. Should the Cycle Path be two way on the east side of Andover Road or on both sides? 3. What kind of safe crossing should there be across side roads? 4. What will be the exact configuration of Andover Road when it is closed to vehicular traffic recognising that there will still be houses on that section? 5. How to make it easier for cyclists to access Andover Road where there are steps. 6. Safe cycling for young people attending both Henry Beaufort and Peter Symonds. 7. How to cycle safely into Winchester from the P S College. 8. Creating access to the existing path along Lower Road from the Recreation Ground. 9. Constructing the barrier at the junction of the present path with Connaught Road as previously agreed. 10. Any problems likely arising from the provision of the Park & Ride proposals. 11. Appropriate signage from the Village onward.

County Cllr Porter agreed to follow up many of the points raised with appropriate HCC officers.
