Now that we have reached the end of April, it would have been nice to be able to celebrate the fine weather, but we seem to have slipped back into winter. The blossom and spring flowers are braving the cold however, so let’s hope for a warmer May, and with that thought in mind what’s happening in Kingsley this month.

The Red Bull will be holding the annual Spring Fair and May Queen event on 6th May in aid of Kingsley Youth Group. Lots of family activities during the afternoon.

Kingsley Players will be performing their latest play, a royal comedy favourite about a village drama group, ‘A Bunch of Amateurs’, from 16- 19th May. Details on next page.

On 20th May there will be a Treasure Hunt, starting at the Institute and finishing at the Community Centre, with lots of clues and ‘treasure’ to find along the way.

It was selected for the Royal Film Performance in Novem- ber 2008, when the Queen enjoyed it so much she had it shown at that year’s Christ- mas celebrations in Sandringham.

Facing the loss of their community theatre, an amateur dramatic group from the Suf- folk village of Stratford St John decides that their only hope is to cast a celebrity in their final production. “To their astonishment, ageing Hollywood action hero Jefferson Steel accepts the role of King Lear but when he arrives, it turns out that his agent had deceived him into thinking that the play is to be performed by The Royal Shakespeare Company at the home of the Bard. Instead Jefferson discovers he will be treading the boards in a farm barn alongside a bunch of amateurs. Internal Auditor’s Report for end of financial year (2017/18) On the basis of the internal audit work carried out in our view the council’s system of internal controls is in place, adequate for the purpose intended and effective, subject to the recommendations reported in the action plan Playing Field. The new play equipment has now been installed in the playing field and is in use. Dog Survey. A total of 167 responses were received reflecting about 21% of the community. The full survey is available on the village website and will be published on the village facebook page, and information would also be included in a separate article in the Kingsley Newsletter Higher Heyes. Councillor Billows will bring a report to the May meeting of the Council summarising the Solicitors and Barristers advice, on behalf of the Kingsley Parish Council Working Group & their recommended resolutions. The Working Group has been in discussions with the Kingsley Green Belt Action group regarding the LLFA late response regarding water discharge from the proposed development & the objection raised. This matter is currently under investigation. The costs to date and funding suggestions will also be discussed and resolved. Town Farm Quarry. Kingsley Parish Council will remain as member of the 3 Council Town Farm Quarry Working Group to help continue monitor developments, particularly over the next few months. New Councillors Dr C Pownall and Ms J Critchley have been co-opted to Kingsley Parish Council and they have been invited to attend meetings as from May 2018. New Clerk Councillor Moores welcomed Lara Jacob as the new Clerk saying he was sure she would be of great assistance to the Council. Councillor Moores also thanked the resigning Clerk Jo Preston for her work over the last 2 ½ years. PCSO Dave Hughes Councillor Moores welcomed Dave Hughes, the new PCSO for Kingsley.

Kingsley Parish Council carried out a survey during March 2018 in order to accurately reflect the views of the community when responding to West and Council’s (CW&C) Control of Dogs Orders Review Questionnaire. We based the questions in our survey largely on CW&C’s consultation. The survey was sent out as an insert to the March edition of Kingsley News (distribution around 800 households). It was also available to answer online. We had a total of 167 responses and it therefore reflects the views of around a fifth of our community.

It was interesting to see a majority response for several questions – 85% of respondents agreed with CW&C’s proposal to exclude dogs from all outdoor fully enclosed children’s play areas and 82% of respondents agreed with CW&C’s proposal that on all public land dogs should be placed on a lead if requested to by an authorised officer. Three quarters of respondents also agreed with CW&C’s proposal to restrict the number of dogs that can be walked by one person at any one time, whether on behalf of a business or themselves. 79% said that no more than 3 dogs should be walked at any one time.

There was also a majority view (72%) that CW&C should consider authorising members of other organisations, such as Town and Parish Councils, to be able to issue Fixed Penalty Notices for dog fouling and the other Public Space Protection Orders matters. Interestingly, 64% of people said that they had experienced a problem with dog fouling. One particularly useful piece of information we gained from the survey in this respect included the fact that the Post Office offer free dog poo bags. We also had lots of individual comments which we will reflect upon over the coming months.

Based on these responses, the Parish Council has now submitted our response to Cheshire West and Chester Council as well as the full results of our survey. The Borough Council’s Cabinet will consider the outcome of the public consultation in Autumn 2018. Litter pick update

On the 14th of April 10 of the litter pick team collected 16 bags of litter. 5 of the bags were from the Kingsley section of Delamere Road.

And instead of Kenneth Branagh and Dame Judi Dench, the cast are a bunch of amateurs trying to save their theatre from developers. Jefferson’s monstrous ego, vanity and insecurity are tested to the limit by the enthusiastic am-dram thespians. As acting worlds collide and Jefferson’s career implodes, he discovers some truths about himself – along with his inner Lear. A play follows the film of the same title, a favourite of the Queen and sure to be one of yours. Highly recommended for an early summer laughter filled evening. Reviews Didn’t Kingsley Youth Theatre do well with Arabian Nights? This was a challenging production presented with plenty of confidence and skill, and congratulations well deserved by director Jake Powell and his team. Great reviews for that and also for the following. Kingsley Players Kelly White starred in a highly charged production of Dracula which amazed and scared audiences at the Harlequin Theatre with stunning lighting and sound effects supporting superb acting performances. At the Players presented Around the World in 80 Days. An innovative production skilfully played with the touch of a talented director. Finally you also liked Ladies Down Under at Little Theatre which was an enjoyable romp giving a good evening’s entertainment

Thy Kingdom Come is a global prayer movement that invites Christians around the world to pray for more people to come to know Jesus. What started in 2016 as an invitation from the Archbishops of Canterbury and York to the Church of England has grown into an international and ecumenical call to prayer.

This year both Anglican and Methodist churches are joining together in this initiative. During the 11 days of Thy Kingdom Come, it is hoped that everyone who participates will deepen their friendship with Jesus and come to know that every aspect of their life is the stuff of prayer.

As well as being available in all the church porches, prayer request cards will be distributed around our communities and church schools, cards have instructions for their use and locations of the Collection Boxes, where the cards can be deposited.

Last month we talked about “The Heart Goes Last” by Margaret Atwood. Quite a few of us had read Atwood’s books and we were looking forward to this one. It was unlike most of her books, which led to a really interesting discussion. The subject matter was challenging, but most people found it easy to read. So, a lively meeting attended by 16 enthusiastic book- worms. We scored it 3 out of 5, but most people agreed that they were glad to have read it. As a book for a bookclub night it scored very highly.

At our May meeting we will be talking about “Miss Smilla’s Feeling for Snow” by Peter Hoeg. It is translated from Danish and has had excellent reviews. It was featured on Radio 4’s bookclub with the broadcast being available as a podcast. The book opens with a young boy falling to his death from the roof of their apartment building; it's ruled an accident, but there’s something about the footprints in the snow that suggests that it wasn’t . . .

In April we are visiting a number of events at Weaver Words, Frodsham’s literary festival. We have got groups together over the last couple of years and it’s well worth a visit. We have also decided to see a Mystery Play in Chester. Everyone is welcome to join us on our outings.

We meet on the second Thursday of each month and everyone is welcome to join us at any of our meetings or events. Meetings start at 7.30pm and are held at the Hurst Chapel. Kingsley Walking Group

The March short walk started from Great Barrow and took us on a circular walk which included Little Barrow. About 4.1/2 miles of walking through some very pretty Cheshire countryside. On Great Barrow Hill we had views of the Welsh Hills, Stanlow Refineries and Hill. We then had a pleasant meal at the Wheatsheaf in Dunham on the Hill.

Eleven hardy and optimistic walkers turned up in the pouring rain for the Long Walk on 10 April. We set off from Cilcain (still raining), gradually gaining altitude, to join the Offa's Dyke path, then heading south toward Moel Famau. Although the rain eased somewhat, there was a cold wind on the tops, so we decided to descend to Cilcain, by a relatively good track. Approx. 7 bracing (!) miles. Kingsley Walking Group have two walks each month: on the second Tuesday there is a long walk of 7 - 8.5 miles (bring a packed lunch); on the last Wednesday a short walk of approximately 5 miles with a coffee break and pub lunch. We meet at the Community Centre at 9.30am for the short walks and for the long walks in January and February. Note however an earlier start time of 9.00am for the long walks from March to November.
