EMERGENCY RESPONSE PLAN

MODULE A

1. The FT(Flight Tracker) [Karin Griffin (778)-348-3225] will respond by calling the FDM(Flight Department Manager) [Andrew Headley (250)-202-7605] or the Director of OH&S [Rick Bates (250)-203-2593] (if Andrew is unavailable), both of whom will act as the OL(Operations Leader) if the aircraft is overdue and has not made contact within 15 minutes of its proposed ETA (Estimated Time of Arrival). The FT will first attempt to contact the pilot or the lead passenger. Then login to Spidertracks or call the Flight Service Station (Airport Tower) [250-923-3942] to ascertain aircraft position. (For tracking Astar within the local area) Call the Tower, advise the situation and request last known location of the aircraft and any advice. Then continue to contact those on the Module A Call Lists, depending upon the area the aircraft was last tracked to. Each of the nominated areas can be cross referenced to the enclosed maps (Local, Mid Coast, North Coast, South, West Coast) within the ERP (Emergency Response Plan) kit.

2. If the Emergency Button has been pressed on the Spidertracks tracking device in the aircraft, first attempt is to contact the Pilot and lead passenger if no response– Contact the OL and skip straight to the Module B procedures in this document (page 20).

3. If in the instance that Search, and Rescue is initiated by another party i.e. Flight Services, Local Emergency Services or other nearby Aircraft. The controlling SAR (Search and Rescue) facility will contact the FT from details pertaining to the Aircrafts’ Flight Plan/ELT data. In which case, the OL will be contacted and Module C procedures in this document will be employed.

4. If there is an accident or incident within the bounds of the City of Campbell River, See the Local contact numbers for the Module ‘B’ call list (Page 22) and follow the Module B Supplement checklist in the ERP.

MODULE C

Module C covers the documenting actions that the members of the CCT will take immediately following the outcomes/instructions of Module B. The following paragraphs are an overview of each CCT members role. At this time, The CCT members should brief another member of the company to take their place and assume a 12 on 12 off routine until the situation stabilizes over the next 36-48 hours if applicable. The successor shall continue the communications log for continuity P.R. – [Chuck Ashton (250) 287-6386] A company-wide message should be sent out identifying yourself as the sole media contact, with instruction that all media inquiries be sent to you alone. If you assign a person to this task that person must be kept informed as the situation unfolds and be familiar with the procedures of this plan. The Company Lawyer should be consulted before making a press statement. Be prepared with a statement for the media. State only the facts. Never speculate. Suggested Statement Template “I have received notification that our company aircraft has been involved in an (accident/incident/threatening act). I understand that (number) passengers and (number) crew members were onboard. We are in the process of notifying the families of these individuals. The aircraft was on a flight from (departure point) to (intended destination). This is all we can share at this time. We have activated our Emergency Response Plan and are working with the investigative authorities. We will continue to update the media of additional information as soon as it becomes available. Establish control of media communications by trying to be the best source of information. a. Be readily available. Be well prepared. Be accurate. Be cooperative. b. Do not talk “off the record”. The pressure to provide answers will be extreme from all quarters especially after an accident, and the information is seldom available early enough to satisfy the demands of the press. Act quickly when it comes to accommodating family members but prudently when it comes to accommodating the press. Tell them if required that respect for their deadlines must be tempered by consideration for the families and the ability of the company to respond professionally and accurately. When in doubt, schedule statements with reporters later, rather than earlier. As a good rule of thumb when it comes to content, if you could have said it the day before the flight, you can say it after. This includes information on the aircraft make and model, purpose of the flight and destination. Notify the TSB of any press statements made. H.R. – [Jody Wright (250)-830-8465] Accommodate the family members as quickly as possible, first look up grief counselors in the area, vet them for their suitability to deal with this situation quickly over the phone, place them on standby. Call each next of kin giving them an honest appraisal of the situation. Offer the support of the grief counselor, and if personnel are available, assign a suitable person as family liaison in a long-term role. After an accident involving the loss of life, the handling of the situation immediately after the fact will bode much for the future recovery of the company. Sparing no expense to comfort the families at the early stages will also prevent harsh litigation later in the process. Offer to fly them out to the scene if it gives them comfort. Your actions during this period will be heavily scrutinized later. Maintain a list of the persons contacted by filling out the Communications Log and updating details ready to submit to the FDM for the TSB report. Once the situation has stabilised and the FDM/OL is satisfied that every effort has been made by the CCT and the situation has moved to the post response stage, the decision can be made to disband the CCT and move to Module D.

MODULE D

Module D can be considered the Post-Accident/Incident module. The FDM in conjunction with the CCT scribes, can begin to compile the relevant information for both the insurance and TSB report with regard to the following: ▪ Please see instructions on page 6 for obtaining weather report ▪ Copies of Weight and Balance -Fixed Wing (available at: [email protected]) -Rotary Wing (available on Flight Data Sheets in hangar office) ▪ Copies of Fuel Logs/Fuel Sample (Logs available on the wall near the fuel pump switches, fuel sample available in fuel cabinet) ▪ Passenger Manifest -Fixed Wing (located in Airplane Manager) -Rotary Wing (available on Flight Data Sheets in hangar office) ▪ Aircraft Logbook (Located in the Aircraft) ▪ AD compliances and CAMP records (contact Lance De la Fosse 250-830-8835 or David Troniak at 403-669-0446)

Compile a list of the administrative documents pertaining to the crewmembers involved including as a minimum: ▪ Individual Training Files (Available at the hanger office) ▪ Flight Time and Duty Records (Best source Airplane Manager) ▪ Pilot Logbook (for currency) (Best source Airplane Manager) ▪ Copies of Medical Certificates (Best source Airplane Manager) ▪ Copies of Flight Crew Licenses (Best source Airplane Manager) Keep company personnel informed to learn from what happened, but don't record any opinion on the accident until after the TSB have published their findings. Every action during the process must be recorded since the company and management may be subject to legal action. The professional handling of the situation will help the company and the people involved better cope so that business operations can be maintained.
