PDMA says heavy rains can cause flash floods at different places of the KP province. The authority has directed district administrations throughout the province to be vigilant and take precautionary measures to avert human and material losses. Drains in Lakki city LAKKI MARWAT: The clogged drainage system in the city is posing a threat to the local residents clogged ahead of with monsoon season approaching fast. The residents complained that drains were clogged in almost all parts of the urban locality and the Tehsil Municipal Administration seemed disinterested monsoon rains to launch cleanliness and de-silting drive. The News, July 11, 201 The apathy on part of the Tehsil Municipal Administration authorities and bigwigs of local government has turned the major town of the district into a city of filth and garbage. Last year the monsoon rains exposed the faulty and poor drainage system in urban locality as flashfloods had caused large scale disaster but authorities concerned didn’t pay any heed to rectify and overhaul it. Flashfloods caused human losses and damaged properties besides making people homeless in Michenkhel, Saeedkhel, Khoidadkhel, Dall Mills Area, Graban and other localities of Lakki city, the previous year. Several localities are still prone to the floods due to clogged drains. The choked drains and heaps of garbage dumped in streets and lanes, if not cleaned and removed, will make the citizens to face the hazards of flashfloods this year too. The residents say they repeatedly requested local government representatives to direct authorities of municipal administration to launch a cleanliness drive before Eidul Fitr, but to no avail. “The campaign to clean the clogged drains of filth and garbage with the help of heavy machinery has been completed successfully in Naurang town”, said a social activist. He said the drive would help make the urban locality clean and beautiful and reduce flood threats.But the situation is quite different in Lakki city where majority of drains are not covered and therefore local residentsespecially traders throw rubbish in them. Every year the roads and streets are submerged under rainwater in monsoon season due to poor drainage system in Lakki city. The main entrance to Haqdadabad, the most congested locality of Lakki city, presents the look of a pool of stagnant water as no proper cleaning of drains has been carried out for the last several weeks. The drains in Mehmood Street of the same urban area are also blocked since long causing spread of stench and bad odor. A local resident said that Member Provincial Assembly Munawar Khan and Tehsil Nazim Hidayatullah Khan visited the locality several times and promised carpeting of street and repairing broken drains. “But the lawmaker as well as tehsil nazim couldn’t fulfill promises so far leaving the people with the single option to face troubles and miseries,” he added. An official of Lakki Tehsil Municipal Administration wishing no to be named confirmed that they had received a letter from the Provincial Disaster Management Authority with instructions to clear the drains of plastic bags, silt and garbage. “The letter contained Pakistan Meteorological Department forecast that 20 percent increase in rainfall is expected in this year’s monsoon season,” he maintained. NDMA to dispatch 30 ISLAMABAD: National Disaster Management Authority (NDMA) Chairman Major General Asghar tonnes of wheat for Chitral Nawaz on Saturday directed the officials of NDMA to dispatch 30 tonnes of wheat for the flood affected people of Chitral on Saturday. According to Radio Pakistan, he issued the directives flood victims during a visit to the flood hit areas of Chitral, including Ursoon Village, to monitor the relief and Daily Times, July 10, 2016 rehabilitation work there. Jamil criticized both the federal and provincial governments for failing to take in time steps and extend relief goods to mitigate the sufferings of the affected families.He added though the PTI-led provincial government did announce Rs 300,000 compensation to each affected family, which he termed as insufficient for rehabilitation of their damaged infrastructure, and asked to increase the amount to Rs 1 million. Jamil said the devastated floods that hit most areas in Arason during the last days of the Holy month of Ramazan, but the authorities didn’t response swiftly, due to which flood affectees were being compelled to live in the open-sky, he added. He maintained that government announcements for supporting the needy remained only to statements and reluctant to give practical shape to it. He informed that Arason was a very congested area but lack all basic facilities, adding around 35 people had been killed and nearly dozens of houses were completely washed away by the recent flash floods. Criticizing the Provincial Disaster Management Authority (PDMA), he said the authority neither start any activity nor establish any emergency response center in the flood-affected areas, while it also lack active meteorological system to inform the about precautionary steps before any floods situations. Chitrali alleged that there is enough distance between the affected areas and Deputy Commissioner Office, which created hurdles to serve the people, therefore, government should transfer the authority to local administration aimed at providing basic facilities and perform responsibilities in a proper way. More funds sought to MANSEHRA: After the sanctioning of Rs7.8 billion, the National Highway Authority has demanded operate MNJ Road in all that the federal government allocate Rs350 million more to make the Mansehra-Naran-Jalkhad weathers Road operational for all weathers. DAWN News, July 9, 2016 Work on a project to widen the road, build tunnels at its parts close to glaciers, and embank areas prone to landslides is in progress from Kaghan valley (Mansehra) to Chelas (Gilgit-Baltistan) at a cost of Rs7.8 billion. A major chunk of the sanctioned funds has already been spent on the purchase of land. “We have demanded an extra amount of Rs350 million to operationalise the Mansehra-Naran- Jalkhad Road as an ‘all-weather road.’ Work on the widening, tunneling and carpeting of the road from Balakot to Chelas is already in progress,” a NHA official told Dawn. The official said the road had been reopened to traffic after cutting big glaciers at various points and removing mudslides fallen on it at many places this week. He however said the full flow of traffic would be restored after the district administration took necessary measures to provide security to commuters and motorists. The official said the NHA, which had modern snow-removing machines, demanded money to build infrastructure on that section of the MNJ Road where the snow fell heavily in the winter season, and deploy its personnel permanently. He said the NHA had already taken up the matter with the federal government, which was expected to sanction the money to make 243km MNJ Road operational for all weathers. When contacted, NHA Hazara division general manager Jehangir Ahmad confirmed the authority had planned to make MNJ Road an ‘all-weather’ artery. He however insisted the federal government had yet to be approached for additional funds for the purpose. “We have hired foreign consultants for the project. They’re assuming the job in the middle of this month,” he said. The NHA official said the carpeting and tunneling of the MNJ Road was already underway and that work was likely to end in a month or two. President of the Kaghan Hoteliers Association Saith Matiullah said if the MNJ Road became operational in all weathers, the tourism industry in the valley would flourish and thus, generating enormous employment opportunities for both local and non-local residents. He said currently, the road was opened to the traffic only for four to five months in the summer season. According to Provincial Disaster Management Authority (PDMA) Khyber Pakhtunkhwa, a Pakistan Army helicopter has airlifted the injured people to Chitral. Provincial government has provided 350 tents, two hundred quilts and kitchen sets to Chitral district administration for distribution among the affected families. Rs 5 million has also been provided for purchase relief items for the affected people. Under the directives of Punjab Chief Minister Muhammad Shahbaz Sharif, the Punjab government sent ten truck-loads of relief goods for the assistance of the flood-affected people. The consignment consists of tents, blankets, medicines, 100 food hampers and other articles of relief. The worst hit district was Chitral where the flood waters killed more than 40 people in the village of Ursoon near the Afghan border, which is home to some 100 families. Eighty-two homes in the village were affected by the waters with some of them swept away, along with a mosque and an army post. Relief Efforts A. By District Administration  Compensation cheques have been distributed among the affectees.  District Health Officer along with paramedical staff have visited the area and provided medical treatments and medicines to the affected population.  Food and non-food items have been distributed among the affectees.  C&W Department has immediately restored the roads for light traffics.  Irrigation and PHE departments are engaged in assessing the damages to irrigation  channels and water supply schemes respectively.  Rescue, relief and search operation is still ongoing by Chitral levies and Pak Army.  Two bodies have been recovered, one has been identified as Army personnel and the other is unknown as his head cut off from body.  Irrigation Deptt has been given the task to dismantle the artificial damming at Chitral river.

B. By Provincial Disaster Management Authority (PDMA)-Khyber Pakhtunkhwa.  PDMA-KP has already provided 1200 tents, 6000 quilts to district administration Chitral at the onset of monsoon season- 2016.  500 tents, 100 kitchen sets, 400 plastic mats, 1000 hampers and 1200 blankets have been dispatched for the affected areas from PDMA warehouse.  D.C Chitral has been authorized to utilize the relief funds to the tune of Rs.15 million for relief activities (purchase of food items) in the affected areas.  General Manager, Utility Corporation Pakistan has been requested to ensure the provision of food items to District Administration, Chitral in the wake of Ursoon valley flash flood incident.

Local and UN refugee officials estimate there are three million Afghan refugees residing in Pakistan, including an estimated one million undocumented Afghans. Most refugee families have been living in exile for nearly four decades, after fleeing conflicts and persecution in their homeland. KP, hosts most of the refugees, despite being the smallest of all the four Pakistani provinces. Pakistani authorities blame the violence on militant groups operating out of volatile Afghan border regions, including fugitives linked to the extremistPakistani Taliban who are sheltering there. They also allege Afghan authorities are not doing enough to counter the illegal cross-border movement. Only about 6,000 refugees have returned home, compared with nearly 60,000 in 2015, prompting the UN refugee agency to double financial grants from $200 to $400 per person for the registered families opting to go back to Afghanistan. Simply western foreign policy cannot be blamed since the Islamic State is fighting a sectarian war against almost entirely Muslim armies, and its most effective enemies, Iran and its allies, are also enemies of America and Europe. Difficulty is finding the level of socially disparate groups that recruits to the global jihad, and this is unfortunately outside the scope and competence of the intelligence agencies. The growing threat of terrorism stems from the eagerness with which many young men and women from other parts of the world are being lured by religious fanatics. Nothing confirms this better than the increasing involvement of radicalised youths from Europe, United States Saudi Arabia and other Islamic countries. It is this globalisation of terrorist networks that spells doom for many countries though the hand of foreign recruits is also evident in the barbaric acts carried out by the so-called Islamic State. Recruitment tactics in the current global jihad is a phenomenon that has been studied by government, security services, academia and the media throughout the US and Europe up until the rage of recent terrorist attacks surprised the US, Turkey, Saudi Arabia and Bangladesh. The gravity of attention to this phenomenon will take further time, but the indispensability of such endeavours became quite clear with the attacks in Bangladesh and Saudi Arabia. Previously seen as a relative backwater in the war on terrorism, Middle East and Asia are now on the frontline. It is

trench warfare, the harder you get at them the stronger they come back. The recent geographical extension imposed by the Islamic State necessitates serious concern. Strictly speaking, it would be impossible to consider the Saudi Arabia dimension of the global jihad as an isolated phenomenon. Instead it is intertwined with individuals, organisations, ideologies and situations across the world. Jihad is truly global in nature, and it would amount to folly to ignore its close links to the Middle East, South East Asia, Central Asia and North Africa. The idea for the terrorist analysts is to examine the level of changing pattern of recruitment activity as it unfolds in Bangladesh and Saudi Arabia, and whether it has a direct impact on the US and Europe, or affects other countries. While some may be surprised by the actual number of individuals being recruited for terrorist activity in Saudi Arabia and Bangladesh, this may not be the case. Since to present reliable figures on Saudi Arabia terrorists would require access to restricted government information across Saudi kingdom, needless to say, this would not possible to obtain, nor is it actually desirable. Several recent remarks by officials from European security services state that terrorist recruitment is on the rise. Taking these remarks into consideration, and at the same time assuming that evidence exists to verify claims, focus remains on the general trends exemplified by specific cases. An obsession with numbers would likely result in a skewed and potentially misleading analysis. Central question that should be answered is what future trends are to be expected in the recruitment to jihad in Europe and Islamic countries. In short, will Europe and Islamic countries experience a decline or an increase in recruitment to “Islamist” terrorism in the near to mid-term future? One is inclined to argue that they are likely to see increased participation in the global jihad. This development could lead to the assumption that threat from IS terrorism has not been annulled. While it is true that some terrorists have been put under considerable pressure, this perspective emphasises the organisational structure of a more or less defunct terrorist organisation, and does not take the wider social context into consideration. To simplify the argument, the war on terrorism has not been successful because although the al-Qaeda has suffered irretrievable losses IS has simultaneously managed to metamorphose into a new rapidly growing terrorist threat. Something that unites a very diverse group of militant Islamists is their decision to make a link to jihad. Previously, the radical mosques facilitated these contacts and served as important recruitment localities. But by constantly applying pressure on militant circles they either became exposed or have slowed down their activities considerably. This approach however, did not eliminate the further recruitment of terrorists but it has pushed IS militants to consider other options. There are signs that recruitment pattern has changed due to the intensive surveillance of radical institutions, which has forced militants further into different thinking. Instead they have now formulated a different strategy to recruit, and the continuing terrorist attacks signal a new development in which IS seems to be operating. Another stage in the war on terrorism has reached where young Muslim men educated in prestigious colleges and universities and raised in affluent backgrounds are being recruited. More importantly, after selection they are reported missing, or they disappear from their homes for months and their parents seem to have no knowledge about their whereabouts or information about the radicalisation of their children except for them becoming more interested in religion. In spite of the police reports registered by their parents there has been no information about what they were doing during their disappearance. The behaviour profile emerging from the individuals involved in Pakistan, US, Saudi Arabia and Bangladesh terrorist attacks suggest that the first signs of such a development were invisible for the law enforcement agencies in their terrorism risk analyses. There is a strong case to argue that this may no longer be a simple case of missing children scenario, but the hidden act of terrorist recruitment in process. Anti-terrorist operations and arrests of suspects are the visible element in contemporary counterterrorism. These are, needless to say, indispensable, but do not address the roots of the problem. Intelligence and security services should also, while fighting terrorism, concentrate on behavioural profiling that will allow them to better understand the ideological, cultural, educational, and social factors of this phenomenon in order to counter it efficiently. Averting the next attack obviously is a priority, but this can only be done when there is a thorough understanding of the changing tactics of IS recruitment strategies. The role of security services is vital but is only the tip of the iceberg. Former US ambassador to Afghanistan and United Nations, Zalmay Khalilzad, is one of the three witnesses who have been asked to explain Pakistan and its policies to the lawmakers. The other two witnesses are Bill Roggio, senior editor, Long War Journal, and Tricia Bacon, Assistant Professor, American University. In a recent statement, Mr Khalilzad urged the United States to adopt a policy of total isolation against Pakistan and turn it into a “second North Korea” to force it to cooperate in Afghanistan. “The United States has spent tens of billions of taxpayer dollars in aid to Pakistan since 9/11. Now, 15 years later, Pakistan’s military and intel services are still linked to terrorist organisations and little success has been made to stabilise the region,” said Congressman Matt Salmon, who heads the Subcommittee on Asia and the Pacific. “We must take a closer look at US goals, expectations and our aid spending in the region. Meanwhile, NATO agreed Saturday to maintain troop numbers in Afghanistan and reiterated a funding pledge for local security forces until 2020, but officials did not say when the alliance's longest military engagement might end. Hundreds of thousands of NATO troops have rotated through Afghanistan since 2001, when the United States ousted the Taliban after the September 11 attacks. "There's no reason to speculate exactly on how long it will continue," NATO Secretary-General Jens Stoltenberg said at an alliance summit in Warsaw. "What we have seen is we are committed, and we are ready to stay." About 13,000 NATO troops, of which the bulk are American, are currently stationed in Afghanistan under Operation Resolute Support, to train and assist Afghan security forces. But the Afghans have struggled to contain a resurgent Taliban and have suffered brutal losses - more than 5,000 local police and troops were killed in 2015 and this year is proving as deadly. Attacks by the Taliban and other organisations like Al-Qaeda and the Islamic State group have meant NATO - especially the United States - has been unable to leave Afghanistan after ending its combat operation at end-2014. Stoltenberg said NATO will keep thousands of troops in Afghanistan until 2017 under Resolute Support. He did not provide details, but said troop levels would be similar to this year, at around 12,000. "Afghanistan still faces serious instability and violence so our continued political, military and financial engagement is of great importance," Stoltenberg said. The 28-nation US-led alliance would look at the situation again next year before deciding future force commitments. The development comes after US President Barack Obama on Wednesday said he was slowing a planned drawdown of US troops from Afghanistan. Obama had previously vowed to slash troop numbers from the current 9,800 to 5,500 by the end of this year, but on Wednesday said the US would now keep 8,400 in the country. About 6,700 of these American soldiers will work under the Resolute Support banner - with the rest conducting counter-terrorism operations. The NATO mission in Afghanistan costs about $5 billion a year, with approximately $3.5 billion coming from the United States. Stoltenberg said other allies had "nearly" gathered about $1 billion for next year. The remaining funds are due to come from Afghanistan. In return for its continued support, NATO is demanding reforms of the Afghan security forces, which are grappling with deeply entrenched corruption and human rights issues. The stakes are high both for Afghanistan and the West. NATO military head US General Curtis Scaparrotti said failure would turn Afghanistan into a safe haven for groups like Al-Qaeda. "We will certainly see that impact in our global counter-terrorism campaign," Scaparrotti said. "It will make it harder (and) you can expect that we will see an increased refugee flow out of Afghanistan if we are not successful." Afghanistan President Ashraf Ghani met US President Barack Obama in Warsaw on Friday. Ghani acknowledged he had much work to do in terms of overhauling his country's institutions and implementing reforms, a US administration official said. "We need to see greater political unity in Afghanistan, we need to see greater military security and greater self-sustainability by the Afghan security forces which these resources will contribute to," the official said, noting that the only solution for the Afghan conflict is political. Since the start of the Operation Zarb-e-Azb two years ago, Islamabad has reiterated that it has been going all-out against all militants without any distinction. But the reports from the US authorities suggest otherwise. The authorities in Pentagon have highlighted loopholes in Pakistan’s strategy, resulting in certain sanctions on the disbursement of military aid to Pakistan for the fight against terror. The statement of Aziz while understandable comes across as nothing more than another excuse to ward off criticism from the international community. The authorities in Islamabad need to realise that this attitude of shifting responsibility would only harm Pakistan. These excuses for not doing enough can affect the ties between the US and Pakistan. The situation in Afghanistan has an impact on the whole region, and Pakistan being the frontline state in the war on terror has a great deal of responsibility to ensure the elimination of terrorism in Afghanistan along with all the others international stakeholders. Terrorism cannot be eliminated by merely killing some militants; it needs to be removed at the societal level as well. There are Taliban apologists in Pakistan, both within and outside the state. Unless these apologetic attitudes are changed across the board, the fight against terrorism cannot be won. The steps like the allocation of Rs 300 million by the provincial government for a single seminary, which is the alma mater of some of the most dangerous terrorists on international wanted lists, does not bide well for Pakistan’s efforts to revamp its image. Though the Khyber Pakhtunkhwa government might be sincere in its efforts to bring religious seminaries into the mainstream education, there is a need for a comprehensive strategy to tackle the illegal financing as well as other objectionable activities of these seminaries. There is no arguing the sacrifices the armed forces of the Pakistan have endured in the war against terror. What is needed is the change in the priorities of the leadership both civilian and military of the country in the war that has resulted in the loss of thousands of lives, and has cost Pakistan unquantifiable loss of image, economy and infrastructure. The war on terror is not merely armed operations against known militants. The war on terror starts at the grassroots level where indoctrination and radicalisation take place, affecting millions of young, impressionable minds who, in certain cases, turn into killing machines provided they are given the wrong kind of training. The results of this indoctrination are visible all across the world. No one is spared. And no place is safe. Ergo, no excuse would do today, Mr Aziz. Dealing with the THE WAR ISN’T OVER YET resurgence of terrorism In the backdrop of the target killing of Amjad Sabri and the kidnapping of the son of Chief Justice Pakistan Today, July 06, 2016 Sind High Court, a high level meeting at the Rangers headquarters attended by the Interior minister, Chief Minister Sind, COAS, heads of intelligence agencies and other high ranking military officers, reviewed the security situation and the on-going operation against the terrorists. The COAS speaking to the troops reiterated that peace will be restored in all parts of Karachi and the across the board action against the entire network of terrorists, their abettors and financiers will continue till the achievement of the objective of peace and restoring normalcy in all parts of Karachi. That was indeed very reassuring in regards to dealing with resurgence of terrorism. What the Army has done in North Waziristan and the contribution that the Rangers have made in improving law and order situation in Karachi as a result of the targeted operation started by the PML (N) government in September 2013 with the concurrence of all the stakeholders, deserves unqualified gratitude of the nation. But the battle is not won yet. The situation in Karachi is more complex than in other parts of the country. Karachi is a battle ground for militant wings of the political parties, land mafia, extortionists, sectarian outfits, terrorists belonging to TTP and above all the agents of the foreign forces trying to destabilise the country through acts of terrorism. For well over three decades Karachi has been witnessing blood-letting connected to rivalry between different political parties and their militant wings vying for influence and share in the land grabbing pursuits that resulted in target killings and culture of extortion. Unfortunately that was allowed to continue for political expediencies, though some half-hearted efforts were made under public pressure to rectify the situation. The sordid aspect of this regrettable apathy to the snowballing situation in Karachi was that the perpetrators of these crimes were well known to the governments in power and the powers that be. That indeed provided fertile ground to the outside powers and the terrorists to carry out their nefarious activities with much more ease than anywhere else in the country. There is no doubt that the Rangers have done a tremendous job in reversing the trend in Karachi and restoring a semblance of normalcy. But it is also true that the action by Rangers and arrest of target killers, extortionists and land grabbers belonging to the well known political parties, has not gone well with them. They are extremely angry and perturbed over the situation as it has unveiled the real faces behind the criminal activities in Karachi. Similar is the case with the sectarian outfits. Persons arrested have divulged horrifying details about their activities. The arrest and killing of terrorists as a result of intelligence based operations in Karachi has also broken the back of the terrorist networks in the city, as rightly pointed out by the COAS. They are surely on the run. The current spate of target killings in Karachi and the kidnapping of the son of the Sind Chief Justice could be the handiwork of the militant wings of the affected political parties, the sectarian entities, the terrorists or the agents of the hostile foreign powers. Indian involvement in acts of sabotage in Karachi is already a proven fact. There is a strong possibility of any one of them now trying to hit the soft targets designed to nullify the gains of what the Rangers have done in Karachi and also to demoralise the public by sending a wave of despondency among them through these acts. Terrorists have no religion and respect

for human lives. Criminals involved in target killing or foreign powers trying to achieve their designs, are bereft of human faculties like compassion and are invariably ruthless in implementing their plans. It is now up to our intelligence agencies to find out who is responsible for the latest developments in Karachi and deal with the situation. Karachi, certainly needs a deft handling at the political, administrative and military level. A phenomenon and culture which has become well entrenched over decades cannot be eliminated within a short span of time and with only the military or state power. It is indeed going to be a long drawn out effort and time to resolve the conundrum through a well conceived combination of all these measures. My personal view is that a political party which is mainly responsible for the situation in Karachi needs to be bailed out from the tight corner it has pushed itself into, by patronising the criminal elements and the target killers. A fresh beginning has to be made. Its leadership must be engaged in a dialogue in camera and presented with the hard evidence that the agencies and the government have about the involvement of the party in the criminal activities and target killings and convinced to abandon their militant creed in exchange for an assured and indiscriminate participation in the normal political activities. Similarly, the other political parties and their leaders who have had connection with the criminal activities in the city also need to be confronted with concrete evidence and warned to mend their ways or face the wrath of the state power without any discrimination. Some way also has to be found to resolve the animosities and differences between the political parties in Karachi who have been fighting turf wars with each other. Perhaps the security establishment could facilitate this process. Karachi is industrial capital of Pakistan and a jugular vein of its economy. It cannot be allowed to continue drifting into an unending anarchy and disorder. There is an urgent and compelling need for restoring peace and tranquility in Karachi that was there before 1980s. Political settlement in Karachi will certainly create a congenial atmosphere for fighting against the terrorists and agents of the foreign powers engaged in orchestrating acts of terrorism and sabotage in the city. In the context of fighting terrorism on the national level, it is imperative to set our house in order by improving governance, strengthening of the state institutions and making sure that they operate within the sphere of their constitutional obligation. That is the best way of creating national harmony and nurturing patriotism that provides the drive and energy for facing all kinds of adversities as a united entity. The fight against terrorism cannot be won in a jiffy. The experience of nations who have fought terrorism shows that it took them decades to overcome the scourge. What however made them win against the diabolical challenge of terrorism was the national harmony and unity. We need to emulate their example. The Nation July 11, 2016 “Currently GIDC for Region-I stands at Rs263. 56 per MMBTU, while for Region II, that includes Punjab and excludes Sindh and Potohar, at Rs200 per MMBTU,” official sources told The Nation.Oil and Gas Regulatory Authority (OGRA), via letter No OGRA-10-14(1)/2012, dated May 3 2016, referred the matter to the Ministry of Petroleum and Natural Resources.In a letter to the ministry’s secretary, OGRA questioned the logic behind charging more GIDC from the CNG consumers of Region-1 compared to the consumers of other areas“The matter of GIDC for all purposes and intents falls under the domain of the federal government,” the letter said, and added, “OGRA, in accordance with the policy guideline of the federal government, includes GIDC in the CNG consumer prices, and has no control over determining the rate of GIDC; therefore, the ministry should redress the issue.“Currently GIDC for Region-I, including Balochistan, Khyber Pakhtunkhwa and Potohar, is notified at Rs263.56 per MMBTU and for Region II, including Punjab, and excluding Sindh and Potohar, at Rs200 per MMBTU,” the letter said.It added that the existing CNG consumer prices in energy equivalent terms computed to Rs1509 per MMBTU for Region-I and Rs1471 per MMBTU for region-II, leading to difference in rates of the same product.The GIDC is being collected from the consumers of various categories, except residential ones, for more than five years with the sole objective of arranging funds for gas pipeline infrastructure to facilitate utilization of imported gas, including LNG and that proposed to be imported from Turkmenistan and Iran.The government had given undertakings to parliament that GIDC would be used to spread gas pipeline network.OGRA swung into action in response to the complaint lodged by the KP government with the authority.In a letter written to the OGRA on April 19, 2016, the KP government had brought to its notice that consumers in the province were paying more for the CNG compared to the consumers of other regions, due to higher GIDC, which is illegal.OGRA was asked to rectify the anomaly with immediate effect and ensure that same was not repeated again.It was also requested to recover the extra amounts from SNGPL and reimburse the same to the consumers of Zone I.KP consumers are allegedly paying 2.61 percent more than the consumers in Punjab. According to the breakdown, the Calorific Value BTU/cft of one kilogram CNG in Region-I is 1040 and in Region- II is 950.The cost of one kilo gas in Region-I is 9.5 percent higher than that of Region-II; the prices are Rs35.17 and Rs32.12, respectively.The GIDC charged on one kilo CNG in Region-I is Rs13.24, which is 44.23 percent higher than that of Region-II, which stands at Rs9.18.The electricity cost, Rs 6.32, operating expenses, Rs5.06 and the margin, Rs5.01, are same for both the regions.The total value added cost of per kilo CNG is Rs64.8 for Region-I and Rs57.69 for Region-II: Region-I is paying 17 percent GST, amounting to Rs11.02 per kilo, whereas Region-II is paying Rs9.81. We have obtained information about more men of the same origin still doing the same job.”The presence of the Chinese nationals allegedly stealing data from private banks through a skimming device emerged last month when the FIA arrested one of the suspects red-handed and booked him under sections of the Electronic Transactions Ordinance and the Pakistan Penal Code. The suspect, Xie Yi, was sent to jail on a 14-day judicial remand last week while one of his aides, Xie Rongjing, is still at large.“Those two suspects landed in Pakistan on June 18 and started their job on June 20,” the official said.“The investigation team connected dots which showed that the Chinese nationals are actively involved in that business with the assistance of some local operatives. Under Clause 3.9 of Terms and Conditions of the Licence, a television channel is obliged to deploy time delaying mechanism during live programmes so that better editorial control can be exercised by the channel in case of spontaneous comments made during live transmission. PEMRA Chairman Absar Alam along with his counsel Kashif Hanif appeared before the Supreme Court on Monday and submitted a compact disc (CD) containing offending contents of the show aired by the television channel in its show of June 13.During the proceedings, the court regretted the leniency shown towards open talks for derailment of the democratic set-up in the country in talk shows and also cited the recent Lahore episode regarding protocol mess up when the security detail of a VIP had blocked and harassed the sister of Pakistan Tehreek-i-Insaf chairman Imran Khan. While the television channels created hype throughout the day on the incident, none of them tendered an apology when facts were revealed, the court regretted, adding that at least the news should be aired after thorough research and investigation.The Supreme Court, however, distanced itself from interfering on the matter at this stage on the grounds that Pemra’s petition has become infructuous because a very narrow margin of time has left, especially when the matter was already fixed for hearing for Monday before the SHC. But the Supreme Court allowed Pemra to investigate or inquire into the allegations the regulatory body had levelled in its petition by the Council of Complaint (CoC) and after receiving its recommendations the competent authority (Pemra) will look into while complying with all rules and provisions of the law.The charges levelled by the authority in its petition, the court said, fell within the domain of PEMRA and, therefore, it should proceed with the same according to the law and rules and conclude the same within a month. The inquiry initiated by PEMRA should commence after Eid holidays. With the help of an excavator, six bodies were retrieved from the debris, said a police officer. “Initial assessment suggested that the ice cold storage building collapsed owing to cylinder or compressor blast,” said Karachi-Central SSP Muqadas Haider. He said both the compressor and the cylinder were installed on the basement of the building.The officer believed that the foundation of the building had been damaged by the impact of the gas explosion. As a result, the building collapsed burying the workers under its rubble.He said the police were investigating the exact cause of the building collapse. Karachi Metropolitan Corporation administrator Laeeq Ahmed reached the spot and inspected the rescue operation. While talking to the media, he said: “The gas cylinder blast and spread of ammonia gas resulted in the building collapse and the death of six people.”However, New Karachi Deputy Superintendent of Police Irshad Bhutto told Dawn later in the evening that it was an old building whose structure had been weakened due to accumulated rainwater.The DSP believed that the old building fell down first and then the boiler exploded. The building structure surrounded by rainwater was already weak, he added.The officer quoted the doctors at the Abbasi Shaheed Hospital, where the bodies were shifted for a post-mortem examination, as saying that the workers died after inhaling ammonia gas. It ripped off their skin, with the result that three of the deceased could not be recognised. Three other deceased workers were identified as Rafiq, 35, Zulfiqar, 38, and Mairaj 30. Zulfiqar originally hailed from Punjab, while Rafiq and Mairaj were residents of New Karachi, the police said.SSP Haider said the factory owner, Iqbal Shah, was not found at the blast site. It later emerged that he had reportedly suffered a heart attack and was hospitalised, the officer added.He said the police took the manager of the factory into custody for interrogation. The police authorities would write a letter to the relevant departments of the provincial government to seek information for the purpose of investigation to ascertain if the factory was established without permission and as to whether the building standard was maintained or not. Meanwhile, Sindh Chief Minister Syed Qaim Ali Shah, who recently went to Saudi Arabia to perform Umrah, took notice of the tragic incident, according to the spokesperson.While expressing his sorrow and anger over the incident, Mr Shah sought a report from the provincial industries department and labour department. He asked the officials concerned to ascertain as to whether an inspection of the factory had been conducted or not. “If inspection was done, what its report said and if inspection was not done, whose negligence was it?” he asked.He directed the Karachi commissioner and SITE managing director to monitor rescue operation. He also asked the authorities concerned for extending full support to the heirs of the victims.The authorities denied reports about any delay in
