Drainage Improvement in Southern Island – Package 2 (Remaining Works)

Purpose

The purpose of this paper is to brief members on the proposed works under Public Works Programme Item No. 4144CD-2 “Drainage improvement in Southern – package 2 (remaining works)”.

Background

2. The Drainage Services Department (DSD) completed the Stormwater Drainage Master Plan Study in Southern Hong Kong Island and assessed the existing condition and the adequacy of the drainage capacity of the drainage systems there. The study recommended implementation of drainage improvement works in numerous locations in Southern Hong Kong Island including Tin Wan, Aberdeen, , , , and Stanley in phases according to their urgency in order to upgrade the existing drainage systems to the required flooding protection standard.

3. The proposed drainage improvement works are mainly to increase the size of existing stormwater drains and to lay new stormwater drains to enhance the drainage capacity of the system there. The detailed design of the proposed drainage improvement works has duly taken into consideration climate change effects, and the flooding risk at the locations concerned will alleviate upon completion of the improvement works.

Summary of the Proposed Works in Southern District

4. The proposed drainage system improvement works comprise of:

(i) construction of approximately 2 300 metres of stormwater drains with sizes ranging from 375 millimetres (mm) to 2 100 mm in Tin Wan, Aberdeen, Ap Lei

Chau, Wong Chuk Hang, Shouson Hill, and Stanley of Southern Hong Kong Island to enhance their drainage capacity; and

(ii) implementation of ancillary works including inlet and outlet drainage connections, manhole facilities and other associated works.

5. Please refer to Table and Annex 1 for detailed information and location plan of the proposed drainage system improvement works.

6. We are now actively seeking resources allocation for the works. We shall proceed with the related procedures once the resources have been allocated, and make arrangement for funding application from the Legislative Council with a view to commencing the works as early as possible.

Environmental Impact

7. We have conducted a preliminary environmental review for the proposed works and concluded that the proposed works would not have any long-term adverse environmental impacts with the implementation of appropriate environmental mitigation measures.

8. Regarding short-term environmental impacts during the construction stage, DSD would minimise environmental nuisance through implementation of appropriate mitigation measures under the related works contract. These measures include the use of temporary noise barriers and silenced construction equipment, regular water-spraying at the construction site, covering of stockpiled construction materials to control dust and on-site treatment of site run-off. DSD would also carry out regular site inspections to ensure that these mitigation measures and good site practices would be properly implemented on site in order to minimise the impact of the works on the environment.

Traffic Impact

9. During construction period, temporary partial closure of traffic lanes may be required. For the affected road sections, we would conduct a traffic impact assessment and formulate effective mitigation measures in accordance with the “Code of Practice for the Lighting, Signing and Guarding of Road Works” published by the Highways Department. These mitigation measures include phased implementation of temporary traffic lane closures, execution of certain sections of works during non-peak hours and adopting trenchless

construction of drainage works as far as practicable in order to alleviate the traffic impact during the construction period.

10. Prior to the commencement of works, the contractor shall submit detailed temporary traffic arrangement proposals to the departments concerned for consideration and approval by the relevant Traffic Management Liaison Group. Trial runs will be conducted to ascertain the feasibility of these temporary traffic arrangements, where necessary.

Land Resumption

11. The proposed works will be carried out on existing road, access and government land. No land resumption is required.

Public Relation

12. To maintain close communication with the public, we shall arrange for a Public Relation Officer, who would provide works related information to the public prior to the construction works, to understand, address and follow up public concerns in order to ensure that remedial measures can be carried out promptly for completion of the works.
