If this installment of the President's Message seems a bit less than eloquent, it's only because your President is rushing to meet his deadline (it Just doesn't pay to procrastinate anymore). The first order of business is our upcoming election. As of this date no member has stepped forward to take on the Nominating Committee Job (you mean I'm not the only procrastinator out there?). So In the Interest of keeping things moving along on schedule, I am hereby announcing the opening of nominations for all Officers and positions on the Board of Directors. Any member of SPI in good standing, may be nominated. Please send your nominations to me no later than April 30. 1990. The slate of nominees will be presented on June 1, 1990; ballots for the election will be included with the July/August issue of JSP.

The JSP Committee has digested the information from the many questionnaires sent in by the membership, and will be making the following recommendations:

• Reformat of JSP to 8-1/2 x 11 magazine size (Option 3). • More even balance between Olympic and sport articles. • New columns on exhibiting, Olympic News and a new sport postmarks listing. • Rearrangement of some existing columns: the Member's Bourse, Things to Send For and Help Wanted columns will be combined under the new heading of "The Sports Warehouse." • Table of Contents in each issue. • Reformatting of the Auction to include a Bid Sheet and illustrations of choice items (hopefully).

An important point. No matter how many cosmetic changes we make to JSP, without a good backlog of articles there would be nothing to print. Please consider writing something or sending in bits of information that you may come across.

Last, but not least. SPI has been invited to submit a few frames worth of material for a display during this year's U.S. Olympic Academy conference. We are looking for some one-frame exhibits that would be of Interest to the non-collector. The material need not be expensive — in fact we would prefer If it weren't. Remember, although the viewers will be Olympic and sports buffs, they probably will not know about philately. If you already have an exhibit ready, or wish to prepare one, please contac^ either Glenn Estus or myself. The Olympic Academy will be held at Emory University in Atlanta from June 13 - 17, 1990. The Academy conferences are open to the public and well worth attending (I know from experience). Anyone who would like a brochure and application may write me enclosing a #10 SASE.

->•> < ALBERTVILLE92 by Dennis Dal Pra Q&9 This is the first in an occasional series of articles focusing on the 1992 Olympic Winter Games (OWG) to be held in Albertville and the Savoie Region of France. These articles will provide news of the general preparations for the XVIth OWG and, hopefully, insight into the philatelic aspects of "Albertville '92".

A COJO Chronology

To understand where (and how) we are, it helps to know where we've been. Here are some highlights of COJO's past.

December 5, 1981: Jean-Claude Killy and Michel Barnier (Member of Parliament) launch Albertville's candidature.

April 27, 1984: Creation of the Albertville Candidature Committee (COJO)

October 17, 1986: Albertville is selected by the IOC to host the XVIth Olympic Winter Games. In the fifth round of voting Albertville (51 votes) beat out Sofia (25 votes) and Falun (9 votes). Anchorage, Berchtesgaden, Cortina d'Ampezzo and Lillehammer were eliminated in earlier rounds.

January 29, 1987: Jean-Claude Killy resigns from COJO over disagreements in regard to the distribution of events. Michel Barnier is later elected Chairman of COJO's Board of Directors.

March 30, 1988 Jean-Claude Killy and Michel Barnier are named Co- Chairmen of COJO.

September 8, 1988: COJO announces the creation of the "Club Coubertin 92" to help finance the Games.

December 9, I988: The IOC approves three new events for the Olympic Program: womens' , moguls in free-style skiing and short-track speed-skating (the last two events being demonstration sports at Calgary).

The sale of broadcasting rights is an important source of funds for the organizers of the . The following broadcasting rights agreements have been announced by the IOC and COJO: ., „ • \ * :*> * '' USA: CBS, $243 million France-Host broadcaster: ORTO 92, a subsidiary of Antenne 2, FR 3 and Radio France, $47 million Europe: European Broadcasting Union (EBU), $18 million Canada: Canadian Broadcasting Corporation (CBC), $10 million : NHK, $9 million : Nine Network, $8.5 million New Zealand: TV 3 Network $2.5 million Mexico: Televisa S.A., $350,000

Club Coubertin 92

The COJO intends to raise over FrF 1.7 billion ($287 million) through corporate sponsorships. This represents just over half of their projected receipts. To enhance their chances of success, they have established the "Club Coubertin", an elite group of about 12 companies and organizations who will become "Exclusive partners of the XVIth OWG". These partners will be selected based upon their image and their ability to assist in the organization of the Games (both in finances and in services). To date, the COJO has received offers from over 800 firms. The Club Coubertin partnership should not be confused with the "TOP" program, an international support program developed and managed by the IOC. Here are the current members of the Club Coubertin:

IBM France - Computing equipment and services, valued at over FrF 200 million ($33 million). IBM was selected from a group of 12 competitors in this field.

Credit Lvonnais - Banking and financial services valued at FrF 110 million ($18 million).

BIS - Personnel and logistics management valued at FrF 65 million ($11 million). BIS, one of France's largest temporary employment" agencies, was also a partner in the 1968 OWG in Grenoble.

Renault - Ground transportation equipment and services, including those for spectators (non-rail vehicles).

127 AGF - (Assurances Generales de France) - Insurance and other services valued at FrF 50 million ($8 million). AGF was the first company to support Albertville's candidature in 1986.

SNCF - (French National Railway Company) - Financial and *» * y".., y I transportation services. SNCF operates the "TGV", the world's fastest train. The new Paris to Albertville service was inaugurated in December 1988, allowing Parisians (and others) to reach the Olympic venues in less than 4-1/2 hours, at speeds of up to 270 km/hour.

Yoplait-Canada - Dairy product suppliers for the athletes.

France Telecom - Sound and image broadcasting, data and voice communications. The operations are expected to generate nearly 200,000 telephone calls daily during the Games.

Evian - One of the world's leading suppliers of mineral water, Evian has been a supporter of sporting events since 1967, including World Cup skiing, , World championships and several French Sporting teams.

Alcatel - Olympic venues' communications systems, including a homogeneous voice and data communications network and radio communications. Alcatel is the second largest private telecommunications, data communications and office automation company in the world.

Thomson Consumer Electronics - Professional filming of the Olympic events on digital components. The new European standards are the initial step toward high definition television.

French Post Office - A multidimensional partnership which includes publicity services, security services, an ambitious philately program and a source for the Olympic coins issued by the French mint. Last but not least, the Post Office is co-organizer (with COJO) of the Olympic torch relay.

New Mascot Unveiled

"Le Chamois" (mountain goat), the original Albertville mascot unveiled at the Calgary Closing Ceremonies has been replaced. COJO presented its new mascot at a ceremony in June attended by French President Francois Mitterrand and IOC President Samaranch. Not to be outdone by Barcelona's "Cobi", COJO officials presented the "snow

128 imp", by Grenoble artist Philippe Mairesse. "No doubt this cheeky, smiling figure leaping from his box will communicate a dynamism and a fervour which will move mountains." (Olympic Review. 1989).

The US Postal Service has become a world wide sponsor of the 1992 Olympic Games along with a number of other countries' postal services. The primary source of information for this column is the weekly U.S. phlatelic press. Since it does not provide information on exhibit award winners at all shows, please advise me if your sports/Olympics exhibit won an award which was not recorded in this column.

INTERNATIONAL SHOWS BULGARIA '89. SPI member Brian G. Vincent of New Zealand was awarded a large silver for his exhibit on rugby football.

NATIONAL SHOWS VAPEX '89, sponsored by the Virginia Philatelic Society at Virginia Beach in November, 1989. An exhibit entitled "The Sport of ," exhibited under the pseudonyrr "Gorufu," was awarded a vermeil, the ATA bronze and the SPI certificate. LOCAL AND REGIONAL SHOWS MID-CITIES STAMP EXPO, sponsored by the Mid-Cities Stamp Club of Arlington Texas, and held Oct. 14-15, 1989. Moshe and Ariah Raichman won a silver for "Soccer on Stamps" and Michelle Jacobson was awarded a bronze for "A Brief History of Sailing."

METROPEX '89, sponsored by the Maplewood Stamp Club, St. Paul, Minn., and held Nov. 10-12, 1989. J. Briela was awarded a vermeil for "The World of Chess." At a local show in Christchurch, New Zealand, SPI member Brian G. Vincent was awarded a gold for an exhibit of early picture postcards on rugby football. **********

Members should note that OLYMPHILEX '90 will be held at Varna, Bulgaria, October 19-25, 1990. Under the patronage of the IOC and with the assistance of fthe International Federation of Philately, this show will also mark the 100th anniversary of organized philately in Bulgaria. The theme of the show is "Sports and Philately." U.S. exhibitors whose sports/01ymoics exhibits have received a silver or better at a national show are eligible to apply. However, the closing date

BASKETBALL PHILATELIC NEWS The January, 1990, issue of this newsletter for collectors starts off with an article about the first basketball first day cover - that with the 1934 stamp from the set issued for the Xth Far Eastern Championship Games. In an effort to estimate the number of registered first day covers for this event which exist, the author (Shlomo Vurgan of Israel) is seeking information on the registration numbers on other FDCs of the set which fellow basketball collectors own.

This issue includes a continuation of the illustrated checklist of stamps and FDCs on which basketball is represented by tiny or obscure markings. There is also a detailed checklist provided by Kazuo Kobayashi of Japan of Japanese basketball cancels, of which the first was

used Dec. 3, 1948. New postal stationery and cancellations relating to basketball are reproduced. And an article on exhibiting by this reviewer is reprinted from "Matchpoint."

BICYCLE STAMPS The Autumn, 1989, issue of "Bicycle Stamps" fills 64 pages with information about all aspects of collecting philatelic and related materials about the bicycle. While not all of the material will be of interest to those whose interest is in the sports and/or recreational aspects of bicycling, the publication will still be essential for him. New bicycle-related stamps and meters are illustrated. Some rather obscure old postal stationery with a bicycle theme is illustrated. There is a study of the varieties of the Mexican postal stationery envelope with the impressed bicycle stamp of the Exporta series. The 16 page exhibit of Frank Pegley entitled "The Bicycle," which won the John Fosbery trophy for best exhibit at Britain's Thematica '89 is reproduced in its entirety in reduced but still legible size. And there are two articles by the well known British thematic collector and exhibitor, Brian Sole, on collecting the bicycle topic.

"Bicycle Stamps" reproduces a lot of Cinderella materials - locals, vignettes, etc. In this issue the last 6 pages are devoted to matchbox labels from around the world which feature the bicycle, all of them illustrated. "Bicycle Stamps" is published semi-annually by the Bicycle Stamps Club. Annual membership - which includes two issues of the publication - costs $24 for persons in the U.S. A computer checklist of bicycle stamps is also available for $6. 133 FILATELIA SPORT - OLIMPICA #24 The September, 1989, issue of the journal of the Sports Group of the Italian Thematic Assoc iation leads off with a story about the joint meeting and stamp exhibition being held September 23-24, 1989 with the comparable German group, IMOS. This meeting in Sestri Levante^l-ny Italy, is a considerably delayed reciprocation of a' similar meeting held in 1978 in Kobl enz, West Germany. At this 1989 meeting there will be 16 stamp exhibits on view, 8 each by Germans and Itali ans, of which 4 from each country will be Olympics-rel ated and the other 4 devoted to individual sports. A report on the awards should appear in the next issue.

As always this publication is full of interest, whether or not one collects the specific spo rt discussed. In this issue there is a short article useful for all collectors describing and illustratin g the four basic types of Japanese pictorial postmarks in use: first day cancels and commemorative cancels, both of which are used by the majority of the post offices in Japan when a new stamp is issued; small format cancellat ions, used locally for two or three days to commemorate a particular local event (e.g., a bicycle race), and see nic cancellations, used locally over a long period of t ime for touristic promotion, to publicize a local product, etc.

There is a long article on by Mauro Gilardi, the author of the Sports Group's monograph on volleyball, discussing and illustrating the material on this topic issued during 1988 - cancellations, stamps, postal stationery and meters. He promises subsequent articles to update his monograph with material issued during the 1985-87 period, and to provide current material in the future on new issues.

In addition to a number of short articles on a variety of subjects, the regular con tributor on basketba 11 (Luciano Calenda), provides a Ion g article on new ma terial on this topic. 134 FIPO DOCUMENT NUMBER 16 The International Federation of Olympic Philately (better known by its French title, Federation Internationale de Phi latel ie Olympique) periodically issues a pabl'ie^tti.on^ devoted to the philatelic aspects of the "Olympics, fas well as other international sports competitions. Maurizio Tecardi of Italy has recently taken over as editor of the publication and is endeavoring to broaden its appeal. It is a bilingual publication, with parallel French and English texts, which however suffers from the same linguistic problem which afflicts FIP documents - inadequate translation from the French (the language in which most material appears to have been written) into English. The most recent issue of FIPO documents is #16 dated September, 1989. The lead article concerns the Olympia Prize awarding ceremony held in Puerto Rico last August, the prizes being gold, silver and bronze medals awarded for the three best stamps issued in connection with the 1988 Seoul Olympics. Determination of the winners was based on the votes of a large international group composed of reprentatives of the International Philatelic Federation, the International Olympics Committee and postal administrations. The gold award went to Ireland, the silver to San Marino, and the bronze to Korea for the torch relay stamp of its long set of Seoul Olympics stamps. A court of honor type stamp exhibition was also held in connection with the awards ceremonies, with the Olympics collections of Manfred Bergman, H. Mannhart and Maurizio Tecardi (a total of 75 frames) being on view.

Other articles in this issue are about the history of the International Olympic Committee (founded in 1894) and the Roman Baths, of Caracal la, a site for recreational sports competitions as well as serving as public baths. There is also a long report on PHILEXFRANCE '89. Mr. Tecardi pleads earnestly for contributions of articles by FIPO members. In the absence of sufficient original articles for this issue, he has published press releases from several postal administrations describing their forthcoming sports-related stamps and cancellations. FIPO is requesting members who own correspondence, postcards, etc. signed by Pierre de Coubertin to contribute them to the IOC, where they will be added to the collection of such material in the IOC Museum in Lausanne. They will first be published in a FIPO document. f One of the most interesting aspects of recent FIPO documents has been the inclusion of excerpts from recent European auction catalogs describing and illustrating

LA PHILATELIE THEMATIQUE - GROUPE SPORTS The second regular issue for 1989 of the publication of the French Thematic Association's sports group contains articles on rugby, shooting as an Olympic sport, motorcycle racing and bicycle racing. The rugby article relates to the five-country tournament held in 1988 among France, England, Scotland, Ireland and Wales. It is extensively illustrated with covers with special cachets, many of which seem to have been

136 hand-drawn. The short article on shooting illustrates through stamps French participation with the various weapons of this sport in the Seoul Olympics. The article on motorcycle racing first illustrates some philatelic material issued in connection with the 1988 world's championship held in Vojens, Denmark. Earlier philatelic material having to do witn \ this sport (see above illustration) is also shown and trie competition rules explained. In the article on bicycling, the author describes and illustrates a number of errors which he has discovered on French philatelic mail serviced with special cancellations related to bicycle racing. These range from mis-spellings in the text portion of the commemorative cancellation to errors in bar coding the address.

LA PHILATELIE THEMATIQUE - GROUPE SPORTS The third regular issue for 1989 of the French Thematic Association's sports group's publication includes articles on the individual sports of , cycling and rugby, on chess, and on the cancellations and meters in use to publicize the 1992 Winter Games to be held in Albertville, France. There is also a well researched article on the types of cancellations used in France to promote the 1924 Paris Olympics, and a short article on the West German and Berlin sports semi-postals of 1976, which includes reproductions of both the accepted and the unaccepted stamp designs.

With regard to the 1992 Winter Games publicity, the cancellations reproduced include the earliest Albertville "flamme" used from 1985 until April 25, 1987, the new cancel which came into use in 1987 after the games were awarded to Albertville, and several temporary cancels used briefly in 1988 to publicize Olympics-related events e.g., the inauguration of the high speed train placed in service between Paris and Albertville. Two private advertising meter stamps publicizing the games - from Jouy en Josas and Bozel - are also shown. The author believes the material illustrated represents all of the French cancellations and meters publicizing the games in use up to the period of Easter, 1989.

The article about the cancellations used in France in connection with the 1924 Paris Olympics includes illustrations the four basic types (one Flier, two Krag and one Daguin) and the dates of their usage at the several post offices of Paris, as well as at Bordeaux, Le Havre, Marseille, Lyon and Colombes, with a few question marks where beginning or ending dates are stifll in doubt. Several variations on the basic dies are also illustrated indicating the use of more than one die - or a replacement die - at certain Paris post offices.

It is an 80 page work. It does not attempt to present comprehensive coverage of all philatel.ic. material ever issued related to sailing. Rather*' .iti discusses and illustrates a cross-section of thi6 material, ranging from early to recent, and includes primarily postal stationery and cancellations. It includes material on the sailing races of the various types and classes of boats. The text of this monograph is of course in Italian but it is so extensively illustrated that someone not familiar with that language, but interested in sailing, should profit from the book.

The feature article in this issue concerns tennis in the early years of the Modern Olympics (1896-1924), when it was a medal sport. The dates of the tennis competitions, in particular the dates of each final, are listed, and the article recounts some anecdotes relating to the tennis events in the games of 1896-1908. A page devoted to early Olympic tennis competitions from the award-winning tennis exhibit of Dr. Genovese Valeriano of Italy is also reproduced. The balance of the article will appear in a subsequent issue of MATCHPOINT.

This issue also contains a short article about unofficial tennis handstamp markings on covers, with the markings reproduced. A new semi-official German booklet issued by the German sports promotion organization is also reproduced and discussed. • \* • • • *y * *»- As a forerunner to the Pan-American Games, the Central American Games probably have important status. Figure 1 shows reverse of a registered cover sent from Mexico City on June 12, 1926. Figure 2 shows front of cover addressed to Budapest, Hungary.

A multicolored label is tied by postmarks. The label printed in blue, red, green and black shows a javelin thrower. The athlete's shirt has the number 23 on it. Between his legs is the entrance to a stadium. At top is inscribed: 1os JUEGOS DEPORTIVOS CENTRO AMERICANOS. At bottom is inscribed: MEXICO/OCTUBRE 1926/COMITE DIRECTOR. The label is tied by two "certificacion" oval handstamps and a Budapest arrival cancel dated July 1, 1926.

The return address as shown on the cover front, figure 2, bears the address of Emilio Mosonyi, petroleo y minas, June 11, 1926, 5 de Mayo N. 10, Mexico, D.F. Was perhaps Mr. Mosonyi a committee director of the Games?
