2 1.0 INTRODUCTION

The Office of the Secretary to the Government of the Federation is the Secretariat of the Presidency responsible for ensuring the effective co-ordination and monitoring of the implementation of Government policies and programmes.

MANDATE Monitor and Coordinate the implementation of Government Policies and Programmes; Serve as frontline advisory institution of the Presidency; Drive Policy formulation, harmonization, and implementation; and Monitor institutions of governance.

VISION To lead and serve as an effective engine room for policy formulation, harmonisation, implementation and monitoring of the institutions of governance.

MISSION To deploy political will, administrative expertise, professionalism and the values of loyalty and commitment in support of the attainment of the goals of the Federal Government.

The project is 100% Katsina State completed. Commissioned and handed over.

Restoration of the air quality free of hydrocarbon odour. Project is 100% completed and awaiting commissioning and handing over.

Pavement/Surfacing. 10 Nnobi and Agbor, March, 2017 Fund 7 Months N/A 90% 38 The project is 90% and work is Idemili LGA, Office on-going. Challenge: The Anambra State progress of the project was slow due to communal issues which has been taken care of.

The Scope of work include: (i) Dredging of the River (2,1km) length (ii) De-silting of the River Adiabo Channel Okutikang Beach Ecological (iii) Construction of 2.75km 11 Gully Erosion March, 2017 Fund 14 Months N/A 90% 40 embankment. The Status is Control Works, Office 90% and it is on-going. Cross River State Challenge: Contractor not moving with the timeline and has received two warnings. However, the Contractor is back on site and work is progressing.

The Scope of works include: i. Rehabilitation of Sabke Treatment Plant; ii. Completion of Distribution Sabke/Dutsi and Fed. Min. of Network (Reticulation); Mashi Water 14 March, 2017 Water 19 Months N/A 70% 45 iii. Completion of Dutsi Water Supply Project, Resources Supply and Irrigation Plant; Katsina State iv. President to direct the Business of Government should be accepted as the basis of authority for the assignment of mandates to MDAs.

The mandates of MDAs are determined by the direction of Government Policy and Extant Laws should be reviewed to support the implementation of Government policy. The Laws regulating the operations of NITDA, NIGCOMSAT Ltd. and Galaxy Backbone Ltd should be reviewed and brought in line with the policy intentions of Government

The Policy of Government on the mandates of the Ministries of Science & Technology and Communications is as stipulated in the extant circular conveying the approved responsibilities, structure and parastatals of the two Ministries which is SGF Circular ref. No. 59386/IV/760 of 15 August, 2011. This Circular should be re-issued by this Administration for the avoidance of doubt.

The mandate to drive information Technology given to the Ministry of Communications was a deliberate decision of Government to create a specialized sector to leverage the emerging potentials in ICT and this should be kept separate from the MS&T, in accordance with global best practices and the wishes of ICT professional bodies in Nigeria.

The Federal MS&T presently has oversight of 17 parastatals, which are mostly research Agencies. It is not optimal for its span of control and effective supervision to further increase the number of parastatals under it and therefore, the status quo should be maintained.

There is need for greater collaboration and harmonious working relationship between the Ministries of Communications and Science & Technology to ensure that the end result of innovation is applied to develop the ICT sector.

The full functional review of the mandates of all Ministries should be immediately undertaken and the report presented to the Federal Executive Council for consideration and approval.

Since the Committee did not find any reason to support the objection by the Minister

of Science & Technology that the subjects of the memoranda revolve around the statutory mandates of that Ministry, the Minister of Communications should represent the following two memoranda for Council’s consideration.
