Solvent degreasing operations were also SUMMARY performed using naphthalene, methyl ethyl ketone, trichloroethylene, tetrachloroethylene, and 1,1,1-trichloroethane. All plating operations were reportedly performed on the South parcel. Th e North parcel is unpaved and undeveloped land. Owner State of California ERRG performed grubbing, Dept. of Toxic Substances Control clearing and the removing of 10 (DTSC) existing trees from an area covering approximately 38,400 square feet Location (sf). ERRG removed asphalt from Bell Gardens, CA approximately 8,800 sf of area, and removing approximately 18,400 sf Award Date July 2008 of concrete, including 4,000 sf of building foundation. Both asphalt and Actual Completion Date concrete were handled and disposed of or Projected Completion Date as construction debris. Any residual September 2008 contaminated soil on the asphalt/ concrete had to be “dry” separated (e.g., Award Amount crushed/ shaked/screened), stockpiled $3,132,000 and sampled in the same manner as the contaminated soil stockpile. Final Contract Price $3,132,000 ERRG also installed 10 infi ltration galleries for the purpose of future Services Provided chemical fi xation using calcium polysulfi de. Th e area of the excavation was approximately 30,000 square feet and the average depth was approximately 15 feet. A Facility Soil Excavation total of 9,000 cubic yards of contaminated soil was removed from the site. SUMMARY Due to high groundwater level, soft bay mud condition, and tidal infl uence, sheet piles were installed around the excavation site to serve as the cut off wall for reducing seepage and to support the adjacent soil. Th e average driven depth of the sheet was approximately 25 feet below Owner ground surface. Caltech Metal Finishers ERRG installed and operated a soil vapor extraction (SVE) system Soil Vapor Extraction designed to remove volatile organic compounds (VOCs), primarily trichloroethene (TCE) and vinyl chloride, from subsurface soils at the System Installation former Caltech Metal Finishers site in Oakland, California. Th e SVE system was intended to serve as an interim remedial action to SUMMARY prevent VOCs from potentially migrating off site to neighboring residential properties. SVE technology was selected Owner so that remedial action would Dept. of Toxic Substances Control be implemented with minimal (DTSC) disturbance to adjacent residences. DTSC fi rst Location contracted ERRG to develop Oakland, CA a work plan and design for the SVE system. Chemical and Award Date geotechnical data were collected November 2007 in December 2008 to refi ne the extraction well layout and Actual Completion Date system requirements. Based or Projected Completion Date on data collected, ERRG designed an SVE system that included 10 December 2009 PVC horizontal extraction wells, a liquid ring blower capable of 300 Award Amount Acoustic Current Flow Meter and 27 inches Hg vacuum, three 2,000 $730,000 pound granular activated carbon vessels, and 17 multi-depth soil gas monitoring probes. Final Contract Price Horizontal extraction wells (trenches) were installed for the SVE system $730,000 because groundwater was potentially shallow and they would allow for increased surface area to remove more VOC mass and optimize the Services Provided capture zone. Installation and Operation of Soil Vapor Extraction System Permits obtained for the project included a Permit-to-Construct/Permit- to-Operate from the Bay Area Air Quality Management District for the operation of the SVE system, and a well permit from the Alameda County Public Works Agency, Water Resources Section, for installation of the soil gas monitoring probes.
