28 2. SCOPE OF WORKS
29 OVERALL PROCESS (page 46, point 5)
Phase one: undertake a feasibility study and risk assessment to determine the technical viability and identify the associated risks of a proposal.
Phase two: preparation of detailed precinct plans for the affected visitor sites and to determine the final „people mover‟ type, route and stations.
Phase three: outsourcing and implementation of the project as a Public Private Partnership subject to all applicable regulatory approvals (environmental, heritage, land use, building plan etc). 30
STUDY AIM and OBJECTIVES (page 44, point 1) Overall Aim: “To undertake a Technical Feasibility Study and Risk Assessment of the proposal to establish a mechanical „people mover‟ from the Strand Street Quarry site to Signal Hill via Lion Battery”.
Objectives: • Determine a preferred „people mover‟ type. • Determine a preferred „people mover‟ route. • Identify optimal station locations. • Financial feasibility. • Projected number of visitors. 31 APPROACH (page 44, point 2)
• Technical engineering investigation of „people mover‟ type, route station locations.
• Assessment of options, risks, benefits in relation to environmental, heritage, legal institutional issues.
• Economic evaluation / cost benefit analysis to test sustainability of options.
