Phase one: undertake a feasibility study and risk assessment to determine the technical viability and identify the associated risks of a proposal.

Phase two: preparation of detailed precinct plans for the affected visitor sites and to determine the final „people mover‟ type, route and stations.

Phase three: outsourcing and implementation of the project as a Public Private Partnership subject to all applicable regulatory approvals (environmental, heritage, land use, building plan etc). 30
