To Architectural Firms:

The Harlingen Consolidated Independent School District (HCISD) is requesting Qualification Statements from architectural firms for the purpose of providing architectural and related services. Services are to include, but not limited to assisting the District with: planning, design, construction specification, and construction oversight for named projects as detailed herein. The firm should be licensed to perform required services in and by the Texas, and their primary business must be architecture as specified under the Architect Registration Act.

In order to qualify for consideration, all information regarding your firm’s qualifications must be forwarded in one package and addressed as indicated below in accordance with the requirements as set forth in the RFQ packet.

Included in this packet is information regarding the projects which are currently anticipated over the next five years requiring architectural services. Additional projects might develop, HCISD will reserve the right to include in this scope of work or solicit RFQ independently. A questionnaire is also included, responses shall specifically address each point included. Additional information may be provided as deemed appropriate.

Once the district reviews the RFQ responses, a short list of finalist shall be derive and may be invited to a formal interview and presentation of their qualifications. HCISD will reserve the right to hire 1 or multiple firms to ensure timely completion of projects. If a single firm is selected, an alternate(s) firm may be selected and assigned projects as might become necessary.

A fee structure is not being requested at this time. Fees will be negotiated at a later date.

The Board of Trustees of the Harlingen Consolidated Independent School District is seeking Statement of Qualifications (Request for Qualifications-RFQ) from Architectural firms to assist the District with the planning, design, construction specifications, and construction of several projects over the next five year term. Required services shall be inclusive of any and all architectural services including respective engineering disciplines as would be required to successfully complete said projects.

SUMMARY OF PROJECTED PROJECTS:

The Harlingen Consolidated Independent School District anticipates the following projects over the next five year period. HCISD is requiring these projects to be completed within the earliest timeline. HCISD will require a simultaneous and fast-track approach to all projects to ensure soonest completion. Firms shall demonstrate capacity to provide dedicated personal to awarded projects and shall be expected to provide onsite and ready assistance to HCISD staff.

STATEMENT OF QUALIFICATIONS:

The Statement of Qualifications must address the following and must be submitted in the format as outlined below:

Please furnish the information requested on this form; an electronic (MS-Word) version is available at our website. Responses on this form will be used by the Harlingen CISD in the evaluation process.

I. Scope of Services

A. The successful firm shall provide architectural service for development of budgets respective to each project assigned and develop acceptable design concepts which will yield a project within budgetary constraints. Develop construction specifications and drawings which will yield the anticipated outcomes for each project; and provide construction oversight to ensure timely completion. The successful firm shall be thoroughly familiar with instructional standards as mandated by the Texas Education Agency’s facility standards as well as HCISD established guidelines. The firm shall demonstrate in their response the successful design, development, and completion of projects.

B. Provide construction documents that comply with appropriate building codes, ADA requirements, and insurance codes as well as any other federal and state requirements. Specifications should provide for the longest warranty possible for major components in all areas of MEP. The District shall be provided windstorm certifications at the completion of the projects, and all required submittals including but not limited to MSDS sheets, as built drawing, and warranty documents.

C. To provide construction administration services that will ensure timely completion of the project and construction in accordance to the design specifications meeting or exceeding the highest quality standards.

II. Firm Profile

A. Provide name of firm and identify the primary office to serve this project. Include a contact liaison, address, phone, fax, and email.

B. Provide the name of the architect(s) to be assigned to HCISD. The designated architect shall be the liaison between the firm and HCISD, and shall be responsible for addressing any and all questions, clarifications, and project scheduling. Should your firm be selected as finalist, the designated architect shall be made available during the interview process.

C. Give a brief history of your firm. Include year founded, number of years firm has been in business, other/former names of firm with dates, current ownership, primary areas of service.

D. Submit the most recent financial statement (audited preferred) as well as bank references.

E. Provide information on the firm’s professional liability insurance (E&O). Include: company name, limits, deductibles, and claims to date.

F. Please describe any pending litigation against your firm or involving your firm directly or indirectly.

III. Firm Experience

A. Provide a brief overview of the firm’s overall years of experience in the area of School design and construction. HCISD will consider this a heavily weighted category.

B. Provide a list of references with regard to past construction projects (preferably in the area of school construction). Include contact persons, addresses, and telephone numbers. Letters of references from past or present clients may be incorporated within this section.

C. List all significant educational facilities constructed and/or started within the last 5 years. Give particular emphasis to those projects that are similar to the District’s listed project. For each provide project name, location, client, building area (SF), cost (construction only), type of structure, number of students served, services provided by your firm, key firm personnel assigned to project, and a brief description of major features. Please list chronologically beginning with most recent.

IV. Personnel and Work Process

A. Provide the total number of personnel in your firm by the following categories: Architects (registered) Architects (non-registered) Engineers (in-house) by discipline Project Managers Draftsmen Clerical staff

B. Identify the key personnel who will be assigned to work on the District’s project. Provide a resume on each individual outlining their role and responsibilities for this project as well as describing their qualifications, years of experience, experience in area of school design/construction, experience with technology in schools, and any other pertinent information. At a minimum, the District would expect a resume for the following personnel: the principal architect overseeing the project, the project manager, the architect designing the facility, and any engineer employed.

C. Identify the engineering consultants you will employ for these projects. Provide a resume for the specific engineer to be used outlining their role and responsibilities for this project as well as describing their qualifications, years of experience, experience in area of school design/construction, experience with technology in schools, and any other pertinent information. A brief overview of the firm’s experience in the school construction arena can be submitted in this section.

D. Describe briefly, in written and/or graphic form, the work process and phase scheduling the firm proposes in order to realize the District’s scope, budget, and schedule objectives.

E. Design and development

1. Describe the firm’s approach to planning, organizing, and managing the design effort, including communication procedures, approach to problem solving, data gathering methods, and evaluation techniques.

2. Describe how the firm determines the project’s probable cost during the design and development phase and how the information shapes the design.

3. Describe what energy conservations features will be incorporated into the design.

4. Describe how the firm will advise on value engineering options.

F. Construction Administration

1. Explain the firm’s approach used to determine the number of personnel assigned to oversee the construction phase of the project.

2. Describe the level of oversight dedicated during the construction phase. Specifically the number of times or hours personnel will be on site during construction.

3. Describe the process for evaluating change orders regarding cost, value engineering, and timing factors.

4. Describe your process for granting rain days and /or extensions to General Contractor’s contract.
