1. Consignment and Purpose of Monitoring

According to the Environment Management Plan (EMP) and relevant requirements specified in the Final Report of the ADB funded PPTA for Hefei Urban Environment Improvement Project, regular monitoring was carried out for a number of paramters during the project construction and operation stages. In line with the target to reduce the negative impact of the Project and in accordance with all the specifications and standards of as well as the safeguard policies of the Asian Development Bank (ADB), based on environmental impact monitoring and data analysis, the report is to evaluate: ① if the environment protection measures comply with the requirements of the relevant laws and regulations; ② the extent of environmental impact; and ③ the overall implementation status of the project environment management plan during the construction period and operation stages. When we were given the assignment for the external environment monitoring of Hefei Urban Environment Improvement Project under ADB Loan, we submitted the first External Environment Monitoring Report for Hefei Urban Environment Improvement Project under ADB Loan in July 2008. According to ADB’s requirement, we have organized a second field survey of the project sites in December 2008, conducted the site investigation over the project area and undertaken field monitoring on the environment status of the sites. Based on the above, we have prepared and completed the second External Environment Monitoring Report for Hefei Urban Environment Improvement Project under ADB Loan.

2. Project Profile

2.1 Background

As the capital city and industrial centre of Anhui Province, Hefei has a population of 4.5 million and administrates four districts and three counties, with an area of 7,029 km2. Hefei City is located between the Changjiang River and the Huaihe River and is 15 km away from the northwest corner of the Lake, one of the five major fresh water lakes in China. The Hefei region has a flat topography, with an average altitude of 12~15m. Thus, Hefei frequently suffers from the hazard of flood. Rapid urban and industrial development has caused massive pressure on municipal infrastructure. The issue of environment protection has become critical. Hefei also faces serious industrial and automobile air pollution. Non-treated sewage discharged into the rivers and lakes has started to endanger the safety and supply of drinking water. Being aware of the worsening environment, Hefei Municipal Government has formulated a complete trans-departmental environmental protection program to solve the above mentioned urban environment problems, according to the national guidance and policy on environment protection, to safeguard the sustainable development of Hefei City. To this end, Hefei Municipal Government has initiated a series of key projects. The Hefei Urban Environment Improvement Project under ADB Loan will contribute greatly to realizing the above objectives. The Project will

In addition, by reducing poverty, increasing employment, enhancing investment and business opportunity and reducing the diseases caused by polluted water and bad air quality, the project will improve Hefei residents’ quality of life.

2.2 Overview of the Project

Hefei Urban Environment Improvement Project covers four major areas: urban water resource management, sewage treatment, refuse disposal and environment improvement, and pipeline construction. Currently, 8 sub-projects are in progress: Urban Sewage Pipeline System Improvement Project, Comprehensive Renovation Project of Qingxi Road Landfill, Sili River Comprehensive Control Works, Banqiao River Comprehensive Control Works, Ershibu River Comprehensive Control Works, Shiwuli River Sewage Treatment Plant and Pipeline Works Phase-I, Wangtang Sewage Treatment Plant and Pipeline Works Phase-II, and Hefei Chaohu Lake Bank Ecological Environment Comprehensive Control Works. 2.2.1 Urban Sewage Pipeline System Improvement Works This sub project will build the pipeline works for Wangtang, Zhuzhuanjing and Caitianpu sewage treatment plants, including constructing and improving 206km of sewage pipelines, including 47,545m of sewage pipeline for Wangxiaoying System, 36,120m of sewage pipeline for Wangtang System, 43,429m of sewage pipeline and 1 pumping station for Zhuzhuanjing System and 78,940m of sewage pipeline for Caitianpu System. By the end of 2008, the pipeline works of Changjiang East Road, Linquan Road, Changlin Road, Changjiang West Road, Bandao Road, Huoshan Road and Zhenxin North Road, totaling 21.2km, had been completed. 2.2.2 Comprehensive Renovation of Qingxi Road Landfill Project Hefei Qingxi Road Landfill is located in the northwest of Hefei, south of Qingxi Road, north of Nanfei River, and east of He-Jiu Railway. The Comprehensive Renovation of Qingxi Road Landfill Project is to to conduct the closure of the works for the existing Qingxi Road Landfill, which has not been properly closed. The comprehensive closure will be in accordance with the Construction Standards for the Sanitary Landfill Projects of Municipal Solid Waste, Technical Specifications for Sanitary Landfill of Municipal Solid Waste and the pollution control index. It will also undertake centralized pollution control, ecological system restoration and landscape works. The works include mainly the surface rainwater collection pipeline system, landfill anti-seepage system, landfill gas collection and emission system, greening, surface artificial material covering works, riverside slope reinforcement and stabilizing works, leachate collection and conveyance pipeline and sewage lifting pumping station, monitoring setup and restoration of the ecological system. The total length of vertical lining walls and the length of the protection slope is 627.75m. It also includes the leachate and landfill gas collection pipeline and treatment system, capping coverage, etc. By the end of 2008, the landfill gas pipeline and combustion system had been completed and was waiting for final acceptance check. 2.2.3 Sili River Comprehensive Control Works Sili River is in the northwest of Hefei, running from Dafangying Reservoir to the

Hefei Municipal Research Institute of Environmental Protection 4 ADB Funded Hefei Urban Environment Improvement Project External Environment Monitoring Report mouth of the Nanfei River, with a total length of 5.18km. The section from Dafangying Reservoir to Dangshan Road is an auxiliary work included in the Dafangying Reservoir Project, currently in progress. This section is about 1.3km long. The work scope covers the section from the mouth of Nanfei River to Dangshan Road (2nd Ring Road), with a total length of 3.88km. According to the new planning and alignment, the river course will be about 3.18km long. The works include dredging, slope protection, flood dyke and wall, dam, stormwater pumping station, road and bridge improvement, landscaping and greening works and auxiliary facilities. By the end of 2008, 80% of main works had been completed, and the pipe-network had been completed. 2.2.4 Banqiao River Comprehensive Control Works The Banqiao River originates in Changfeng County in the north of Hefei and is an important branch of the Nanfei River. Due to the continual expansion of the city and increasing industrialization in recent years, the pollution of the Baqiao River has become increasingly serious and has seriously affected the surrounding environment. Banqiao River Comprehensive Control Works covers the section from Gepo Main Stream to 2nd Ring Road Bridge. The existing river course is 9.4km long, of which the actual renovation length is 7.6km. The works include dredging, slope protection, bank roads, bridges, culverts and greening works. By the end of 2008, the main works were completed, and river-side landscaping works were still in progress. 2.2.5 Ershibu River Comprehensive Control Works Ershibu River is a branch of Nanfei River in Hefei and is an important seasonal river in the east of Hefei. The eastern region of Hefei is a major economic development and residential region in Hefei City. The wastewater generated in the industrial enterprises and residential households along the river is directly discharged into the river, causing serious pollution of the water quality of the river. The control range covers Bianhe Road Bridge (the eastern juncture of North 2nd Ring Road) to the mouth of Nanfei River, with a total length of 16.8km. The works include: dredging, river control, flooding prevention, embankment reinforcement, drainage pumping station, auxiliary culvert gates and other works. These works have not yet begun. 2.2.6 Shiwuli River Sewage Treatment Plant and Pipeline Works Phase-I This sewage treatment plant is located downstream of Shiwuli River, southeast of the juncture of Emeishan Road and Huangpujiang Road, with a capacity of 50,000 tons/day, 58.7km of pipeline and one sewage lifting pumping station. The sewage treatment plant adopts an in-depth treatment technique of fine bubble aerated oxidation ditch and micro-flocculation filtration. Ultra-violet disinfection is adopted for disinfection. The effluent is subject to the national Class IA standard specified in the Pollution Discharge Standard for Urban Sewage Treatment Plants. For the sludge treatment, a concentration dewatering unit is used for dewatering, while the sludge cakes will be shipped out for centralized treatment. By the end of 2008, main works had been mostly completed, and the equipment had been installed. 90% of plant pipe-network had been completed and 81.7% pipeline works had been completed in total (Phase-I 5,746m,Phase-II 11,733m). 2.2.7 Wangtang Sewage Treatment Plant and Pipeline Works Phase-II Wangtang Sewage Treatment Plant is located in the southeast corner of the juncture between Qianshan Road and Qingxi Road. This project will build a new

Hefei Municipal Research Institute of Environmental Protection 5 ADB Funded Hefei Urban Environment Improvement Project External Environment Monitoring Report sewage treatment plant of 100,000 m3/d, 20km of pipeline and 3 sewage lifting pumping stations and carry out the technical upgrade for Sewage Treatment Plant Phase I (with a capacity of 80,000m3/d). The new sewage treatment plant will adopt the technique of oxidation ditch plus V-type filter tank. For the odor control system, the biofiltration will be adopted and the liquid chlorine disinfection will be adopted for disinfection. The effluent will be subject to the national Class IA standard specified in the Pollution Discharge Standard for Urban Sewage Treatment Plants. For the sludge treatment, the concentration dewatering unit will be used for dewatering, while the sludge cakes will be shipped out for centralized treatment. By the end of 2008, main works had been basically completed, and pumping station had been basically finished. The equipment installation was still in progress. 2.2.8 Hefei Chao Lake Bank Ecological Environment Comprehensive Control Works The Chao Lake Basin is located in the central part of Anhui Province, being part of the left-bank water system downstream of the Changjiang River. It covers part or all of the 13 counties (cities) including Hefei, Chaohu, Liuan and . The basin has a total area of 134,86km2, of which Hefei occupies 3,469 km2, Chaohu 6,709 km2, Liu’an 3,157 km2 and Anqing Yuexi County 151 km2. In Hefei, the Chao Lake is not well controlled and the conservation works of the water and soil surrounding the lake have not been undertaken, as they endanger the “ecological system” in the surrounding areas of the Chao Lake and affect the sustainable and stable development and social security in the surrounding regions of the Chaohu Lake. Hefei Chaohu Lake Bank Ecological Environment Comprehensive Control Project is located along the bank of Chaohu Lake in the city area of Hefei, covering the administrative regions of , and . The total length of the Chaohu Lake bank to be improved is 20.153km. The major works include: the lake bank reconstruction and auxiliary works, lake side wave-resistance works, lake side dyke construction and consolidation works, lake side water environment and sewage-prevention works, auxiliary works of Tangxi Hydrologic Station, lake side flood-control road works, pipeline facilities and equipment. By the end of 2008, 30% of the wave ressitance platform of Feixi County had been completed, and the width was 30m. A test had been basically finished. The selection of tree species was finished and the tree species test had been conducted.

2.3 Progress under the Project

3. Environment Management Measures

3.1 Purpose of environment management

The project management is applied for all the sub-projects to prevent any environmental pollution during construction and operation stages, minimize the negative impact on the environment during the implementation and eventually achieve the objective of improving the urban environment of Hefei City.

3.2 Environment Management Measures

The environment management measures taken by different sub-projects according to the requirements of the local EPB and EIA reports are listed in Table 3-1—3-4:

4. Environment Protection Target and Environment Monitoring Plan

According to the EMP and relevant requirements specified in the Final Report of ADB funded PPTA of Hefei Urban Environment Improvement Project, the external environment monitoring will be conducted for a number of parameters (dust, odor, noise, sewage and solid water discharged from the workshop and work site, ground water pollution, soil corrosion, land impact, infectious diseases and occupational health) during the construction period and (overflow of the sewage treatment plant, ground water pollution, drainange, odor, noise, sludge treatment, sediment in the pipeline, safety) during the operation of the project upon completion. 5. Environment Monitoring

According to the environmentally sensitive sites specified in the environment impact reports for different sub-projects under Hefei Urban Environment Improvement Project and the possible major environmental impact of the Project during the construction and with reference to the actual progress of the works, we have conducted field survey and environment monitoring for the ongoing Hefei Urban Environment Improvement Project. The tasks completed are as follows: 1. The specific location and time for monitoring is defined according to the Project’s actual work progress, construction progress and alignment. 2. The monitoring locations are focused on sensitive sites such as residential areas, schools, etc. While covering the protection targets specified in the environment impact report, with reference to the population density, construction progress, site, and progress of the project, the monitoring locations were selected at the representative places and sites. 3. During monitoring, records will be taken, including contractors, major works, timetable of work, and major construction equipments.

The leachate collection system of the Qingxi Road Municipal Solid Waste Landfill consists of leachate collection well, leachate collection pipeline and leachate regulating tank. In the low-lying areas of the Landfill, the leachate collection wells are set up every 100m, connected through HDPE pipes with the leachate regulating tank for discharging into the Wangtang Sewage Treatment Plant. According to the relevant regulations of the Municipal Solid Waste Landfill Pollution Control Standard (GB16889-2008), the existing municipal waste landfill can not meet the water pollution standards specified in Table 2, and once the following conditions are satisfied, the leachate will be sent to the municipal sewage treatment plant for treatment: (1) With the leachate treated at the landfill, the density of such pollutants as Total Hg, Total Cd, Total Cr, Cr (VI), Total As and Total pb reach the density limit specified in Table 2; (2) The total volume of leachate treated daily by the city sewage treatment plant does not exceed the sewage treatment volume by 0.5%, the rated sewage treatment capacity of the city secondary sewage treatment plant; (3) The leachate of municipal waste should be completely discharged to the city sewage treatment plant; (4) The leachate treatment will not have negative impact on the operation of city sewage treatment plant. From the findings in Table 7-5, it is observed that with the leachate treated in the leachate regulating tank at the landfill, the density of such pollutants as Total Hg, Total Pb, Total As and Total Cd can reach the discharge density limit of water pollutants specified in Table 2 of the Municipal Solid Waste Landfill Pollution Control Standards (GB16889-2008) and can satisfy the above conditions before being sent in a closed container to Wangtang Sewage Treatment Plant for treatment.

7.4 Findings from Atmosphere Environment Monitoring

From the findings in Table 7-7, it is observed from the environment management measures taken at the Comprehensive Renovation Project of Qingxi Road Landfill during the operation, at the sensitive atmosphere environment points involved after closure, the daily density value of TSP, SO2 meets the Environment Air Quality Standard (GB3095—1996) Class-II Standards, CH4, H2S, NH3 meets the Design Sanitary Standard of Industrial Enterprises (TJ36—79): Maximum Density for Residential Area, without exceeding the standard. 3. From the findings in Table 7-8, it is observed that the daily density of TSP, SO2 50m downwind of the dredging storage site meets the Environment Air Quality Standard (GB3095—1996) Class-II Standard and H2S, NH3 meets the Odor Pollutant Discharge Standards GB14554—93): Class-II Standard, without exceeding the standards.

According to the findings from the environment noise monitoring in Table 7-9, it is observed that the sensitive points involved in the Project can all meet the Environmental quality standard for noise (GB3096-2008): Class I and II Standards, indicating that during the construction, the Project has undertaken relevant environment management measures and ensured the noise of work site boundary is lower than the specified limit, without any major impact on the surrounding sensitive noise points.

From the findings in the above table, it is observed that the soil quality is comparatively good at the 3 existing monitoring points. The soil environment quality at all the points can meet the requirement of the Soil Environment Quality Standard (GB15618-1995): Class-II Standard

7.7 Monitoring Summary

According to the field survey and environment monitoring during the implementation, Hefei Urban Environment Improvement Project has followed the relevant requirements specified in the Environment Impact Report of the Project and has undertaken relevant environment management measures. 8. Conclusion and Recommendation

Conclusion: As shown in the second external environment monitoring date conducted for ADB funded Hefei Urban Environment Improvement Project, for the sub-projects in both under construction and completed, the IAs have implemented the relevant environment management measures proposed in the environment impact report of the Project and paid close attention to the possible unfavorable impacts on the environment during construction. According to the finding of the external environment monitoring, the Project has undertaken relevant measures to minimize the unfavorable impacts on the environment. The external environment monitoring conclusion is as follows: 1. Relevant environmental measures have been undertaken for the wastewater from the construction, without any discharge of wastewater exceeding the standard. The Sili River and Banqiao River component has been mostly completed. After taking environmental measures, the water quality of Sili River and Banqiao River has improved downstream of the construction. However, the two rivers are still exceeding wastewater discharge standards. The reason for of sub-standard water quality are high levels of COD and BOD5; 2. At the Qingxi Road Landfill, the leachate of municipal solid waste is treated in the leachate regulating pond. With the pollutants such as heavy metals meeting the standard, the leachate is shipped in a closed container to Wangtang Sewage Treatment Plant for treatment, effectively preventing the leachate of solid waste from entering

Nanfei River and causing any unfavorable impact on Nanfei River. Thus the water quality of Nanfei River has improved; 3. The landfill gas pipeline and combustion system has been completed, and with the relevant environment management measures undertaken at the construction sites and Comprehensive Renovation Project of Qingxi Road Landfill, the environmental air quality has not deteriorated in the adjacent areas; 4. During construction, the Project has undertaken relevant environment management measures and ensured that the noise of the work site is lower than specified rate, without causing any major impact on the surrounding noise-sensitive points; 5.The works have been mostly completed according to the project scheduling, except Ershibu River Comprehensive Control Works. Recommendations: 1. The contractors should carry out quality construction, strengthen the supervision and management and reduce the impact on the surrounding environment; 2. The contractors should continue to strictly implement the EMP and reduce the unfavorable impacts of wastewater, dust and mechanical noise on the environment during construction; 3. The contractors should strengthen the training for the contractors’ personnel for environmental impact management and enhance their consciousness of environment protection so as to ensure the healthy and orderly implementation of the Project.
