GMaLi/HRRP Ramechhap General coordination meeting was chaired by Mr. Krishna lal Piya – GMALI Office Chief, Ramechhap

Agenda: ➢ Welcome/Introduction ➢ Follow up of previous month’s meeting discussion and parking lot ➢ POs update – please share your update packs (PPT) so that can be shared in the meeting minute ➢ AOB Discussion ➢ Welcome and Introduction: Mr. Prakash Bishwakarma- District Coordinator- HRRP welcomed all the participants participated in the General coordination meeting and had a round of the introduction with each other. He also shared the objective and agenda of the General coordination meeting to be discussed in the meeting. ➢ Follow up of previous month’s meeting discussion: The meeting was opened with the review of the previous month’s meeting. There was no any agenda is parking lot to be further discussion. HRRP-District coordinator shared the last meeting discussion to all the participants in the meeting. That all the partner’s organization updated their progress as well as issues and challenges. In the last meeting the discussion was made the progress and challenges faced by the NGOs/INGOs working in the district in the private housing reconstruction was discussion and works hard to find the target with in the period. ➢ HRRP updates: Mr. Prakash Bishwakarma- District coordinator shared current reconstruction status of the District to the meeting participants. Also shared the finding of the joint monitoring field visit to Umakunda Rural municipality (Ghumdel and Bhamti Bhandar) on 20-24 November 2018. Some of the highlights of the visit: o The progress of reconstruction status is being increasing and satisfaction of the reconstruction status. This could happen only the beneficiaries attitude, social mobilization, technical person behavior and motivation of local representative. o Recently after the devastating earthquake people had been built their house. But after the technical personnel are mobilized in the area lots of house are in non-compliances issues. o Lots of beneficiaries’ houses are in non-complains issues, due to the technical person social mobilization, motivation to beneficiaries some of the people have built new earthquake resilient house with government building code and for the government grant. o The technical person of reported that about 100-150 households were still not constructed after being taken 1st installment. o About 36 houses are identified as non-compliance issues at Bamti Bhandar. The non-compliance issues are two story and attic.

Discussion: (Items/Knowledge Shared) o The major’s houses were constructed with stone and cement, However BMC, SMC structures had been constructed in the market areas. o Noncompliance household had been constructed in Umakunda of Rural municipality with the solution and correction have been provided by DSE. ➢ District Support Engineer (DSE/ DLPIU) o Mr. Keshab raj Pandey DLPIU-District Support Engineer present the non-complains issue in the district. A total of 1610 non- complains had been registered in the district till date. Among them 661 noncompliance issues had been made correction from DLPIU and 770 beneficiaries are recommended for the government tranche. Remaining are in the process for correction. o DSE also requested to the partner’s organization technical person to make support to the beneficiaries for correction of non-compliance issues with collaboration to the DLPIU engineer. ➢ Partners Update In there are 6 partner’s organization are actively working in the district based on the reporting to GMALI/HRRP. Nepal Nepal Red Cross Society is working in Manthali Municipality ward-1 and Ramchhap Red Municipality ward-5 Rampur of Ramechhap District. Cross ▪ Nepal Red Cross Society is Working in four major area i.e. Shelter, Livelihood, Wash Society and Health. Other support: ▪ A total of 7173 improved solar pannal has been distribution to previous VDC i.e. , Kabukasthali, Ghumdel, Gupteshowar, Phunkur, Makadhum, Daduha, , Helidevi, Majuwa, Duragaun and Dhimipokhari. ▪ A total 1306 inproved cooking stove has been distribution to previous VDC respectively Majuwa, Gupteshwor and . HELVAT ▪ The major two components of the project are i) Technical Supports to homeowner AS/SCO and ii) Skills training for earthquake house reconstruction and future safe OT construction. World Toilet day: – Rally for awareness in Dhobi – Conducted inter school quiz competition on Nov. 19 – More than 200 people participated B. Video Presentation on sanitation and Hygiene: – Doing in all 7 wards KAM Kam For Sud Nepal is working in Ramechhap through it project Post-earthquake for SuD reconstruction from January 2016 to December 2018. Kam For Sud is working for technical support to 742 household and after 66 household from grievances. Beside this KFS also supporting to construct school and health post at . The following below are the highlights of the KAM FOR SUD program achievement till date: ▪ In collaboration with a CTEVT-accredited training institution, 68 masons and 20 carpenters have been trained for 50 days on earthquake-resistant building techniques, based on stone masonry with mud mortar and wooden reinforcements. Among them, 10 carpenters have received additional training on bamboo treatment and 10 masons have been trained in stone masonry with cement mortar and reinforced cement concrete (RCC) technology that is used for the health post and the schools. ▪ A technical support and monitoring of the building sites has been initially provided to 200 households and is on-going for another 400 households plus, until the end of 2018. This consists of training social mobilizers in each ward and providing technical follow up at the building sites through skilled instructors. Altogether about 600 houses have been reconstructed and are under building process, so far ▪ Two schools and one health post with maternity ward are under construction and about 90% of work has been completed in Saipu. ▪ Remainig task of school (Shree chandeshwori secondary school) ▪ Installation of windows, doors and eaves board. ▪ Ventilation of work to be installed. ▪ Plumbing and sanitary work. ▪ Finishing work of roofing and gutter fixing. ▪ Colouring on windows and doors Remaining Task (Shree Shahid Smriti Secondary School) : ▪ Completion of toilet work. ▪ Installation of windows and doors. ▪ Ventilations are to be installed. ▪ Plumbing and sanitary work.

Challenges: ▪ Unavailability of manpower for a long time is the most challenging issue for the projects to get completed on time. ▪ Limited means of transportation has delayed the process of construction. ▪ Deteriorating and Fragile road condition. ▪ Frequent increases in price of construction material and transportation fare. ▪ Lack of worker in the village during the festivals. ▪ Due to above mentioned and other various reason, project is not completing within projects completion time frame which has affected the cost. Thus, extension of project period I required.

UNOPS UNOPS is working in Ramechhap with Build Change as its partner organization. UNOPS is / Build working in the field of Retrofitting component. UNOPS is targeting about 1100 housuehold Change retrofitting all over the earthquake effected district. According to this in ramechhap UNOPS started 2 households for retrofitting i.e. in Manthali ward-1 and ward-5 at Likhutamakoshi RM.
