SOCIAL WELFARE AND NUTRITIOUS MEAL PROGRAMME DEPARTMENT

CITIZEN’S CHARTER – 2010 CHAPTER – 1

INTRODUCTION

The Department of Social Welfare and Nutritious Meal Programme has been working for the welfare of the people from infants to the aged (i.e.) children, women, aged and the disadvantaged. The implementation of various social welfare programmes of the Government is done through three Directorates namely Social Welfare, Social Defence and Integrated Child Development Services. This Department also functions as a nodal agency for various social security programmes implemented through Revenue Department such as Old Age Pension, Widow pension, Pension for the differently-abled persons, Pension to unmarried, poor, incapacitated women aged 50 years and above. Empowerment of women has been the important goal of this Government through social and economic development programmes. This Government have initiated several programmes to enable women to realize their hidden and unexplored strengths, build their self-esteem and improve their living conditions. Through these programmes, women are able to attain financial freedom and economic independence. This Government has been taking pro-active steps to ensure gender equality and protection of human rights of the women. Special measures have been taken to provide access to Justice, thus rendering gender Justice. This Department lays special focus on the welfare schemes such as marriage assistance schemes for the women, hostels for the low-income working women, girl child protection schemes and service homes for women in need of shelter and support. The special steps taken for the girl children have resulted in higher enrolment of girls in schools and reduced school drop out among girls. This Department implements two prestigious Nutritious Meal Programmes, namely, Puratchi Thalaivar MGR Nutritious Meal Programme and Supplementary Nutrition Programme through Integrated Child Development Services Scheme. The Puratchi Thalaivar MGR Nutritious Meal Programme provides mid day meal to school going children from I std. to X std. Supplementary Nutrition is one of the prime services rendered under Integrated Child

Development Services, which takes care of the nutritional and health needs of children from 0-6 years. The pregnant and lactating mothers from several sections of the society are provided with nutritious food, besides health education in Child Centres. The Directorate of Social Defence has been implementing many schemes for the rehabilitation of the children in need of care and protection and children in conflict with law. By establishing homes for the old aged, and providing pension to the old aged people, widows, destitute women and differently-abled persons, this Government has ensured their well being. This Government has recently ordered several welfare measures to the Nutritious meal and Anganwadi employees to improve their status and welfare. This Department implements and monitors several social legislations for the care, welfare and protection of the children, women, and the senior citizens. The important ones among them are Dowry Prohibition Act, Protection of Women from Domestic Violence Act, Immoral Traffic (Prevention) Act, Juvenile Justice (Care and Protection of Children) Act, Prohibition of Child Marriage Act and Maintenance and Welfare of Parents and Senior Citizens Act.

2.7 WORKING WOMEN’S HOSTEL

2. Objective of the Scheme To provide boarding and safe accommodation facilities to the working women of lower and middle-income groups.

3. Assistance provided Accommodation to the working women who are getting salary upto Rs.10000/-.p.m. The mess and electricity charges are shared by the inmates. Minimum rent of Rs.200/- p.m. in Chennai and Rs.150/- p.m. in other Districts.

Besides, three boiled eggs per week are provided to children / students on Mondays, Wednesdays and Thursdays, 20 gms of Black Bengal Gram / Green Gram on Tuesdays and 20 gms of potato on Fridays are supplied, thereby improving their overall health and nutritional status of children.

Children in the age group of 1 to 2 years in the Child Centres are provided one boiled egg per week.

Bananas are provided to the children for those who are not taking eggs.

CHAPTER - 5 INTEGRATED CHILD DEVELOPMENT SERVICES SCHEME

ICDS Scheme is implemented in all districts of Tamil Nadu with 434 Projects, covering 49499 Child Centres (Anganwadi Centres) and 4940 Mini centres, totaling 54439 centres. Out of 434 projects, 47 Projects are in urban areas, 2 are in Tribal areas and 385 are in rural areas. As per the revised norms, there must be 1 Child Centre (AWC) for 400-800 population in Urban and Rural areas, one Centre for every 300-800 population in Tribal areas, and one Mini-centre for 150-400 population in Urban and Rural areas and one Mini-centre for every 150-300 population in Tribal areas.

5.1. OBJECTIVE OF ICDS The objective of the ICDS Scheme are:

1) To improve the nutritional and health status of children in the age-group 0-6 years; 2) To lay the foundation for proper psychological, physical and social development of the child; 3) To reduce the incidence of mortality, morbidity and malnutrition. 4) To enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education. 5) Make Tamilnadu a “ Malnutrition Free State “ and to provide a whole life cycle, nutrition security programme for those below poverty line, with special focus on nutrition for pregnant women and lactating mothers, infants, children and adolescent girls.

5.6. HEALTH SERVICES Nutrition and Health services are rendered jointly by Nutrition and Health Field functionaries at Child centre (Anganwadi centre) level to maximise the benefits to target groups.

The following Health Services are provided at Child Centre (Anganwadi Centre) level:- 1) Early registration of pregnant mothers 2) Antenatal and Postnatal care - Pregnancy weight gain monitoring, Nutrition supplementation, Anaemia control and periodical medical examination. 3) Referral of High risk mothers for higher medical facility 4) Immunisation to children and pregnant mothers 5) Administration of Vitamin A solution to children 6) Management of Diarrhoeal disorder 7) Supply of Iron and Folic Acid tablets to mothers through Health Department as Joint Service 8) Management of Acute Respiratory infection among children. 9) De-worming and IFA supplementation to adolescent girls, through Health Department as Joint Services • Medicine Kits are provided @ Rs.600/- per kit for main centres and @ Rs. 300/- per kit for mini-centres per annum. • Medicines in the Medicine Kits are replenished at a cost of Rs.5000/- for urban projects and Rs.3000/- for rural projects per annum. 5.7. PRE SCHOOL EDUCATION Pre school education is imparted to 2-5 years children. The objectives of the preschool education are to promote holistic development of the child in Physical, emotional, Cognitive Language and social development through Play-way method of learning to enable them to go to school. The main aim of this Pre-School Education is; 1. To promote good habits among children. 2. To prepare the child for the next stage of development. 3. To inculcate good human and moral values.

5.8. NUTRITION PROGRAMME FOR ADOLESCENT GIRLS Under-weighed Adolescent girls(weighing below 30 kg) in the age group of 11-15 year and Under-weighed Adolescent girls(weighing below 35 kg) in the age group of 15- 19 years are given 6 kg of rice free of cost every month. This programme is being implemented in Thiruvannamalai and Ramanathapuram Districts on pilot basis.

5.9. KISHORI SHAKTHI YOJANA This scheme is exclusively for the benefit of adolescent girls to create awareness about their legal rights, to improve literacy, health, hygienic aspects and provide occupational skills to

shape them into better citizens. • Awareness camps on Nutrition, Health, legal rights, home management and child care are conducted for school going and school dropout adolescent girls in the age group of 11 to 15 years, • Vocational training in trades such as Computer Education, Catering Services, Cell Phone repairing, etc., are imparted through NGO/ reputed institutions to adolescent girls in the age group of 16 to 18 years. This programme increases their self confidence and also improves Nutritional and Health Status of Adolescent Girls. It also creates awareness of hygiene, Family Welfare, improves their ability of Home Management and Child Care and enable them to gain better understanding of their environment relating to social issues and its impact on their lives.

5.10. INFORMATION, EDUCATION & COMMUNICATION (IEC) IEC is an inbuilt component of ICDS. IEC activities promote Health and Nutrition services and enhance the credibility and image of Child Centres (Anganwadi centre). IEC aims at improving maternal and childcare practices, encouraging community participation and motivating community to support ICDS services. The ultimate objective of IEC is to bring about positive behavioural change in health and nutritional practices among individual, family, community and thereby facilitate reduction of malnutrition in the community. IEC, being an integral part of the programme is implemented in close coordination with the activities of other components of ICDS.

5.11. HOW TO GET THE PROJECT BENEFITS 1. No application is necessary to get the benefits of the ICDS Services. 2. No income criteria is insisted. 3. Soon after pregnancy, the mother should register her name in the near by Child centre (Anganwadi centre)/Health Sub Centres /Urban Maternity Centre. By this, she will be able to get all ante-natal and Post natal care. 4. Mothers are requested to come to the centre and take the weight of the child. All mothers should be aware of the growth of their children regularly. 5. Nutrition and health services will be provided to all malnourished children (Anganwadi Centre) irrespective of Caste / Religion. 6. Through Adolescent Girls Growth Monitoring process, regular growth monitoring is done at the Child Centre (Anganwadi centre). The Adolescent Girls periodically check and see their weight and height in the Child Centre (Anganwadi centre).

7. People’s participation in the Project activities are welcomed and appreciated. The people’s participation in the Project activities at various stages like planning, implementation and monitoring will further help for the successful implementation of the scheme. 8. All working group members such as Women Working Groups, Adolescent Girls Working Group, Community Working Group etc can participate in the monthly education sessions being organized every month by Anganwadi Workers. 9. Child Centre (Anganwadi Centre) functions as a focal point for various Community groups working for Women and Child development.

2) Landless Agricultural Labourer’s family

3) Marginal farmers who possess less than 2.5 acres of irrigated land or 5 acres of un-irrigated land or a total of 5 acres of irrigated and un- irrigated lands. If a person having irrigated and un-irrigated land, one acre of irrigated land to be taken as 2 acres of un-irrigated land. If lease cultivation, 1 acre lease land should be taken as 0.5 acre and thus total area to be arrived.

4) Annual income Rs.24,000/- from all sources. (Rs.7,200/- has been raised to Rs.24,000/- vide G.O (Ms) No.358, Revenue (NC 1(1) Department dated.23.06.2008)

5 Procedure to apply Prescribed form can be obtained from the Taluk Office or application in plain paper duly filled up can be sent to the Tahsildar / Special Tahsildar (Social Security Scheme). Application should be sent within six month from the date of death of the bread-winner of the family accompanied by the death certificate to the Special Tahsildar (Social Security Scheme) / Application should be sent within 1½ years from the date of death to the District Collector.
