Area Assessment

The area (about 1.6 ha) involves 15 private industrial buildings, among which nine are largely mixed with the residential developments and squatter settlements of the Village.

When compared with the 2009 Area Assessments, one industrial building at 3 A Kun g Ngam Road is demolished, with concerned site (about 0.1 ha) rezoned from “OU(B)” to “OU(B)1” in October 2014 to allow for planning application for ‘Hospital’ use. Thus, the total industrial stock in the area has slightly decreased from about 0.11 million m2 to about 0.10 million m2 GFA. In terms of age, 12 out of the 15 buildings are 30 years or above, among which eight are between 53 and 72 years old. Two buildings are 17 and 19 years old respectively, and the remaining one is 14 years old. In terms of height, 10 buildings are 1-7 storeys high and four are 8-19 storeys high, while the remaining one has 20 storeys. In terms of condition, eight buildings are in poor condition, four are in fair condition and the remaining three of relatively young age are in good condition. Eight of the buildings are under single ownership and the remaining seven are under multiple ownership.

The updated overall vacancy of the area is about 9.8%, which is lower than the 12.3%

Shau Kei Wan “OU(B)” Area 3 identified in the 2009 Area Assessments but relatively higher than the updated territorial figure of 6.0% and the average of 4.3% for the four areas on Hong Kong Island. No subdivided unit was found in the concerned buildings. In terms of usage, Warehouse/Storage is still the largest user, taking up about 37.8% of the GFA which is much higher than the 24.9% in 2009. Office use is still the second largest user, occupying about 30.4% of the GFA which is also much higher than the 24.6% in 2009. The GFA for “Other Uses” has been increased from about 2.6% in 2009 to about 4.7% in 2014. The major ones include research and development/testing centre, data centre, domestic use, shop and services and showroom, all of which constitute about 4.6% of the GFA. The GFA for Manufacturing/Workshop has been significantly decreased from about 11.1% in 2009 to about 4.0% in 2014.

If taking into account the 15 industrial buildings in the subject area and the two industrial buildings in the nearby “R(A)” area together, the overall vacancy is 11.0%. Warehouse/Storage is still the largest user, occupying about 36.4% of the GFA. The second largest use is Office, occupying about 28.0% of the GFA. Manufacturing/Workshop and “Other Uses” only take up about 6.0% and 5.1% of the GFA respectively.

In terms of employment, about 973 workers are estimated to be engaged in the occupied units of the industrial buildings, including about 71 workers (7.3%) in the manufacturing business and 902 workers (92.7%) in the non-manufacturing business. The overall figure only accounts for about 0.4% of the total of 224,923 workers (other than those in civil service) in various business/industries in the Eastern District identified by C&SD in June 2014.

Since the completion of the 2009 Area Assessments, there has been no planning approval or building plan approval for new development in the area or any redevelopment of the existing industrial buildings in the area. There is however an approval under revitalisation measures for wholesale conversion of the existing industrial building at 5 A Kung Ngam Village Road for commercial/office uses with related special waiver executed (Plan B1).

Given the above, in particular the demolition of one industrial building after 2009 Area Assessments with the site rezoned to “OU(B)1” to allow for planning application for ‘Hospital’ use, the execution of a special waiver for wholesale conversion of one industrial building for commercial/office uses, and the increasing percentage of GFA of the existing industrial buildings for non-industrial use (about 33.1% for Office and “Other Uses” in total as compared with about 18.0% in 2009), it is considered that the area could be retained as “OU(B)” to continue facilitating the land use restructuring.

Recommendation

To retain the area as “OU(B)”.
