MINUTES OF THE REGULAR MEETING

Meeting held at the Municipality of Killarney Municipal Hall, Killarney Thursday August 27, 2015 6:00 PM

1. CALL TO ORDER

The meeting was called to order and roll call was conducted.

2. WELCOME AND OPENING REMARKS

Chair Steve Salonin called the meeting to order at 6:02 pm welcomed everyone and thanked Killarney for hosting the meeting and the providing a great meal.

7. STAFF REPORTS

1. ECONOMIC PARTNERS REPRESENTATIVE:

Mayor Bouffard announced that the Annual Board Meeting will be held on December 10, 2015 at Ceinture Fléchée. At that time they will also be addressing the 1 year planning.

2. DSB REPRESENTATIVE:

The May and June report will be included in the December meeting.

3. HEALTH UNIT REPRESENTATIVE:

There were no Board meeting during the summer break. The SDHU is very busy dealing with positive cases of Lyme disease, beach closures due to blue green algae and a positive case of a horse with West Nile. The mayors are still planning to meet up with Dr Suttcliff to discuss septic system re-inspection.

4. FONOM REPRESENTATIVE:

Mayor Paul Schoppmann brought the group up to date on the activities of Fonom.

- At the AMO conference Fonom meet with ministers, the items discuss were: o Bill 52 Public Participation, they also brought up Insurance Liability and the subsequent cost to municipalities. A subsequent meeting was requested with the MMAH Minister to discuss this matter further. o Fonom was urging the Provincial Government to protect and defend industries that operate in and sustain Northern . . Reduce red tape, subsidize electricity rates, and insure that adequate transmission lines are available. . Encourage to proceed with natural gas expansion, currently St Charles is still on the short list. Economic benefit of the expansion was promoted. o Concerns of the Power Dam taxation were also brought up to the ministers. o The group discuss the sale of Hydro One, some of the benefits of privatization would hopefully see improved satisfaction with service and increased efficiency, the province would retain 40% ownership and the hydro rates would still be set by the energy board. o Fonom support in principal the Trans Canada East project as it would create employment in the north but with some concerns of North Bay Drinking Water supply where the transmission line crosses the city water supply. o Fonom encourage coordination and communication among provincial energy stakeholders. Removal of competition between provinces. o Encourage the development of a working group to examine programs that would facilitate the recruitment of physicians in the north. 50 positions were cut province wide but 6 new spot were created at Laurentian school of Medicine. Fonom encourages the increasing opportunities for Northern Ontario residents to be prioritized for these spots. It is believed that Northern Ontario residents will remain in the north after they graduate. o Expand existing infrastructure programs to disburse funding from the Moving Ontario Forward. Increase grants opportunities for smaller communities. Fonom support formula based funding program. o Noted by Mayor Schoppmann, court costs will be downloaded fully to municipalities, it was unknown what full effect that would have on municipalities. o Fonom met with the PC Caucus, Ontario Medical Association and the Concrete association. From the meeting with the concrete association, it was revealed that the cost of concrete is now lower than pavement though some acknowledgment that Northern Ontario costs may be still be higher. o Some discussion of pilot program (concrete roads) was discussed. Mayor Salonin was to share additional contact information with the group.

5. CPAC Representative – All Municipalities

Mayor Bouffard, the next meeting will be in St Charles. A launch of the 211 & Crime Stoppers sign will be planned for Monday September 14. CAOs were to coordinate the event. Crime Stopper Signs: Monday September 14, 2015 was set for the launch of the 211/crime stoppers sign in St Charles.

9. OTHER BUSINESS

Shared Services

The discussed the next step in the shared service proposal. The current resolution is still not uniform enough among all municipalities as it relate to assuming costs for such study as it is deemed to be an important part of the potential grant approval. CAOs were to develop a scope for the project and seek cost estimate for the study. From the results a clearer picture of the cost and the commitment required from the municipalities would be clearer and at that point the resolution would be revised.

Fiber Optic

Mayor Bouffard discussed the meeting he had with a company that specializes in fiber optic. Meeting with FEDNOR were to occur in regard to potential funding for the expansion to St Charles and French River.

OGRA Board

Mayor Schoppmann in on the OGRA board, he encourage all municipalities to take advantage of the training programs offered by OGRA. Mayor Salonin also encouraged the use of the Winter Log Software from OGRA. http://ograapps.com/

Calcium

Mayor Schoppmann discussed the benefits of sharing a flake calcium spreader among municipalities. He informed the group of the experience of Bruce Mines where the sharing of this device was very successful. The benefits of flake vs liquid calcium was also discussed as well as the potential benefits of bulk purchasing.

Potential of shared services – Treasurer/engineer

French River is in the process of recruiting for a new treasurer, the potential is there for French River to retain a high caliber employee that would meet the need of SEMA municipalities if this service would ever be shared in the future, but would need a commitment from SEMA. John Regan CAO French River emphasised that if this was the future that all municipalities would have to participate, everyone replacing employees would need to look at the needs of the group not just themselves.

10. NOTICE OF MOTION

That SEMA support a meeting with the Ministry of Health at the OGRA Conference for the availability of Health Care Providers to receive walk in patients at the Sudbury east Community Health Centres.
