THE latest to join a recent spate of successful collective sales is The Albracca, a 10-storey residential development along Meyer Road at East Coast. It was sold on Thursday to Sustained Land for S$69.1 million by marketing agent JLL.Karamjit Singh, senior consultant at JLL, said this works out to S$1,409 per square foot per plot ratio (psf ppr), inclusive of development charges of S$115,000 for intensifying the gross plot ratio to 2.1 from 2.09.

This is the first time that the 11-unit strata-titled development was offered for sale collectively. The owners' guide price during the tender was S$62 million to S$65 million.When contacted, director of Sustained Land, Douglas Ong, said that his company plans to develop a 65-unit apartment on the site. This is also the maximum number of units, assuming an average size of 70 square metres each, allowed under the 2014 Master Plan. Mr Ong added that while this is not a big project, it will give his company "something to do".

The developer's other ongoing projects include Sturdee Residences near MRT, TRE Residences in (jointly with MCC Land), Poiz Residences at , and a building at 3 Cuscaden Walk. Mr Ong said he was drawn to the site because of its location near an upcoming station called Katong Park station, which is part of the Thomson-East Coast Line slated to be ready in 2023.

The development will be sea-fronting with unblocked views across Katong Park and the sea, he added. He hopes to launch the units of the completed development at S$2,300 to S$2,500 psf. The launch of this tender exercise came shortly after four collective sales were successfully concluded in May 2017 for about S$1.5 billion, surpassing the total number of en bloc deals completed in 2016.

Mr Singh said: "The Albracca's tender response was strong with over a dozen bids received from developers of all sizes - from large to boutique developers, contractors and a fund manager.

"Clearly, there is an increasing convergence of views amongst developers that the down cycle, which lasted over four years, has turned a corner, and that it's time to be back . . .As for en bloc sellers, this also comes as a relief as many have been waiting for such an opportunity for years." The freehold Nanak Mansions development in upmarket Meyer Road has been bought by an associate of UOL Group in a $201.1 million en bloc deal. It was the fourth freehold residential site in the Meyer-Amber Roads vicinity to have come on the market this year.

UOL told the Singapore Exchange in a filing yesterday that its 50 per cent-owned associate, Secure Venture Development (No. 1), will redevelop the 10,185 sq m site, which has a gross plot ratio of 1.4. "Meyer Road is a highly coveted address. Given its rare location right next to a park, we see the opportunity to develop this site into a luxury and spacious project which can be dubbed as our 'Nassim Residences of the East'," said UOL deputy group chief executive Liam Wee Sin. The sale will be funded mainly by bank borrowings and internal resources.

Nanak Mansions, a low-rise development completed in the 1980s, comprises 36 maisonettes, each with either four or five bedrooms. It is 400m from the upcoming Tanjong Katong MRT station on the Thomson- East Coast Line. The units belong to members and companies of a low-profile Singaporean Indian family, all of whom have consented to sell their units, according to a Business Times report earlier this month. The family developed Nanak Mansions but no family members live there. All 36 units have been rented out. Mr Karamjit Singh, senior consultant at property consulting group JLL, noted that the site may be redeveloped into a five-storey project with a maximum gross floor area of 153,482 sq ft. This means it can accommodate a maximum of 203 units with an average size of around 700 sq ft in terms of gross floor area. He said the $201.1 million price tag works out to $1,429 per sq ft per plot ratio (psf ppr), after factoring in development charges payable upon redevelopment. This is not far from the $1,409 psf ppr obtained in July for another property in Meyer Road, The Albracca, a 23,400 sq ft site sold for $69.1 million.

"Meyer Road is easily regarded as the best part of Singapore's East Coast," Mr Singh told The Straits Times, adding that this spells good potential especially for an upmarket development. UOL said the acquisition will not have any material effect on the net tangible assets per share or earnings per share of the firm for the financial year ending Dec 31. CITY Developments Limited (CDL) has successfully acquired Amber Park, a 200-unit, 213,670 square feet residential development at Amber Gardens for S$906.7 million.

An 80:20 joint venture (JV) of CDL's subsidiary Cityzens Development and Hong Leong Group's private real estate arm Hong Realty clinched the keenly contested tender, which attracted eight bidders.The owners can expect to receive between S$4.3 million and S$8.3 million from the enbloc sale, said Tan Hong Boon, regional director at JLL. The property consultancy was the sole marketing agent on the sale. The site has an allowable gross floor area (GFA) of about 598,290 sq ft. With a plot ratio of 2.8, the price works out to S$1,515 per square foot per plot ratio (psf ppr).

"There are not many sites of similar size that are available for redevelopment in the Amber Road location, as most of the larger projects have been sold en bloc and redeveloped over the years," said Mr Tan, adding Amber Park could possibly be one of the last collective sale sites with a land area above 200,000 sq ft in District 15, where it is located.

Subject to regulatory approval, CDL and Hong Realty intend to redevelop the site into four 25-storey luxury condominiums, with almost 800 units and containing a basement car park. According to the developers, most units will command a sea view and have a North-South facing orientation. CDL highlighted that a key selling point is the 2023 completion of the nearby Tanjong Katong MRT station, which will be located 200 metres from the site. Nearby amenities include Parkway Parade and I12 Katong shopping centres, with easy access to the central business district via the East Coast Parkway (ECP) expressway.

The site is also near popular schools, with Tanjong Katong Primary School, Tao Nan School and Victoria Junior College among those within the vicinity.

"This is one of our most significant investment deals in the Singapore residential market in recent years. CDL was the original developer for Amber Park in the 1980s and we are honoured to be able to redevelop the site into yet another iconic landmark. LODGE 77, a freehold residential-commercial mixed development at 77 Upper East Coast Road, is being sold for S$29 million.

The buyer, home-grown KTC Group, is expected to redevelop the property, which has a land area of 13,123 sq ft. Currently on site is a three-storey mixed development comprising two food and beverage outlets and a clinic on Level 1 and eight apartments on the second and third floors.

Under the Urban Redevelopment Authority's Master Plan 2014, the site is zoned "residential with commercial at first storey" with a 3.0 plot ratio (ratio of maximum gross floor area or GFA to land area). The price KTC has paid works out to S$902 per square foot per plot ratio (psf ppr) inclusive of an estimated development charge of S$6.52 million, assuming the developer maximises the 3.0 plot ratio, with a 20:80 commercial:residential split.

However, given the four-storey height control stipulated for this site, it may not be possible to tap the maximum plot ratio. Assuming a new project on site is built to a lower plot ratio of 2.5, the S$29 million price works out to S$978 psf ppr (inclusive of S$3.08 million DC). PARKWAY Mansion has been sold at S$146.99 million to SL Capital (3) Pte Ltd, a consortium led by Sustained Land Pte Ltd.

The sale price was 6.5 per cent above the owners' guide price of S$138 million during the tender that was launched on Nov 16. The sale price and an estimated development charge of about S$21 million translate to a land rate of S$1,536 psf per plot ratio. The development charge is payable to the state for the intensification of land use.

Parkway Mansion is a 17-storey freehold development that houses apartments of sizes ranging between 169 square metres and 181 square metres.

Depending on the size of their property, each owner will stand to receive between S$4.5 million and S$4.7 million in gross proceeds upon completion of the sale.

Parkway Mansion is located just 100 metres from the upcoming Tanjong Katong MRT station on the Thomson-East Coast Line which is slated for completion in 2023.

The property had been offered for collective sale twice before this third successful tender.Tang Wei Leng, managing director of Colliers International, which serves as marketing agent for this collective sale, said that SL Capital (3) has submitted the highest unconditional offer.
