Program Objectives

VEGA/AMED has two primary objectives: (1) to strengthen market and enterprise development in selected urban areas as a means of increasing private sector employment; and, (2) to build the capacity of local community, county, and state level government and civil society organizations to provide effective support to agriculture livelihood development and employment generation initiatives with a focus on the reintegration of IDPs. Activities under each objective are briefly described below (see Appendix 2 for volunteer status report).

Objective One: Increased Private Sector Opportunities and Competitiveness in key Urban Areas of Southern Sudan

AMED will improve the environment for increasing private sector employment opportunities in the selected urban areas through small business development, skills and asset building, improved governance, and increased business productivity. Activities will focus on selected urban areas of , Yei and Wau that serve as market centers for areas absorbing returning IDPs. Other urban areas may be selected on a limited basis due to strategic considerations. Four related tasks support the achievement of Objective One:

To meet these, VEGA/AMED will work in partnership with local government authorities and civil society, responding to requests for assistance to build programs and markets and to provide services in response to needs of emerging private enterprises. Key partners are expected to include: industry associations, training institutions, cooperatives, new and potential businesses, and other organizations. Although efforts will be directed at building the capacities and technical competencies of local private sector organizations, VEGA/AMED will also work in partnership with the Government of (GOSS) and local governments to support targeted efforts to establish market-friendly policy and regulatory systems that enable and give greater voice to the private sector. All activities of the VEGA/AMED program will build on efforts of other projects and institutions to leverage resources, avoid duplication, and promote sustainability.

Objective Two: Improved market and agriculture productivity to facilitate reintegration of persons affected by conflict

Agriculture is the backbone of the Sudanese economy, providing 75% of employment and 33.3% of GDP. VEGA/AMED will support local partners (state governments, NGOs, or others) in building capacity of local public and private institutions to reintegrate more effectively persons affected by conflict, with special on agriculture livelihood development and employment generation to achieve this strategic objective.

VEGA/AMED will work with local level institutions whose actions have immediate impacts on livelihoods and the reintegration of persons affected by focusing on tasks below:

VEGA/AMED will continue to utilize a collaborative approach, working with local partners from government, civil society, and the private sector. By partnering with other NGOs, local government organizations, and other donor organizations, VEGA/AMED will leverage resources for broader impact. The knowledge and resources of Sudanese Diaspora will be especially important to achieve this objective. Assistance will focus on areas of Southern Sudan receiving, or expected to receive, high numbers of IDP returnees. In many cases, AMED will work at the state level to build capacity in county and community level institutions.

VEGA/AMED has principally supported and will continue to support the mission’s priority Program Areas for Agriculture and Private Sector Competitiveness in the following areas:

In addition to the above program objectives, VEGA/AMED has four cross-cutting themes which impact tasks across both program objectives:

Activities Undertaken During the Quarter Due to delays in approvals, staffing was not completed during the previous quarter as planned. Nevertheless, VEGA has hired the following critical long-term staff persons this quarter:

Staffing is now completed and VEGA/AMED expects to significantly increase its program operations accordingly.

Eleven short-term volunteers were fielded during the quarter; additionally staff and consultants provided training and technical assistance. Following are highlights.

Objective 1: Increased Private Sector Opportunities in Urban Areas

1.1 Business Development Support and Advisory Services

• During the quarter, four long-term business advisors (MBAs) joined the VEGA/AMED team. MBAs Marty George, Azara Turaki, Michelle Bahk, and Ryan Betters will be on assignment for 14 months and bring a wealth of expertise and experience required to strengthen VEGA’s enterprise development component. Ryan Betters and Marty George are based at the new VEGA field office in Yei while Azara Turaki and Michelle Bahk are based in Juba. During their tenure, the MBAs would provide business advisory support and capacity building training to Sudanese businesses, community-based organizations, government institutions, local NGOs, and others.

• VEGA facilitated and sponsored a business forum dubbed as “Juba Deal Makers Forum,” the first meeting of which was held on Saturday, February 9, 2008. The purpose of the forum is to bring Southern Sudanese business people together to network, explore opportunities for joint ventures, share industry information, and interact with public sector players in the government to voice their concerns. The following were achieved as a result of the first forum. o Juba Business Week, a biweekly business newsletter, was launched. The newsletter is owned and managed by a former “Lost Boy” who returned to Sudan as a VEGA volunteer and stayed. As a complement, the newsletter dedicated a full section to cover the forum event in its first editorial. o Eco-builders, one of the premier construction companies mentored by VEGA, won a contract from the Sudan Transitional Environment Program (STEP) to build dams in Yei through contacts made during the forum. o The director of private sector development in the government of Southern Sudan announced an open business plan competition award worth $20,000 for start-up of a business in Southern Sudan; an idea greeted with great joy by the business community representatives in attendance. o Business representatives advertised about the range of products and services they offer, exchanged contacts and shared issues of common interest.

• As a follow-up to the business competition, VEGA personnel repeatedly met the staff at the Directorate of Private Sector Development at the Ministry of Commerce, Trade and Supply to gather more information on the business plan awards by the GOSS Multi-Donor Trust Fund to assist clients participating in the competition. Through the expertise of the long-term volunteer business advisors (MBAs), VEGA is actively providing technical assistance to prospective business men and women in Juba and greater Yei area. In greater Yei, MBAs Marty George and Ryan Betters began reviewing business plans developed for a Ministry of Commerce competition for a $20,000 grant at the request of the Sudan Micro-finance Institution (SUMI). The MBAs are also working with the clients on the competition to determine if some may be suitable for future VEGA grants.

• In February, MBAs carried out an in-depth business feasibility study for the USAID sponsored STEP Program on waste management as a private sector led industry. This study was commissioned to provide strategic guidance to STEP to implement a waste recycling pilot project in Southern Sudan. It came at a time when STEP was deadlocked between approaching waste management from either a social responsibility point of view or as a private sector opportunity. The MBAs worked on various models that were presented to STEP and VEGA. Based on the recommendations from the study, STEP is working on a pilot waste management project that would begin in a couple of months in Juba.

• MBAs Michelle Bahk and Azara Turaki worked with TECHNA, a local company in conducting preliminary market research for furniture making and wood processing. TECHNA wants to make furniture and hire additional Sudanese staff.

They met with the head of the company, John Cavaro, to assess needs for program implementation. It was determined that TECHNA needs a market study to assess demand for their products, competition, alternative products and the cost of inputs. They have finalized a market study in Konyo Konyo and are currently assessing market data on raw timber materials coming into Juba. This market study has the potential to increase the company’s profitability, which will in turn provide more employment opportunities to local Sudanese.

• VEGA was a key partner in the implementation of USAID’s private sector development portfolio for the GOSS during the CPA solidarity week in Juba. The solidarity week was meant to highlight the work of USAID through GOSS in developing private sector-led growth in Southern Sudan. Various high-level government officials, members of the public and the media witnessed first hand the work of VEGA in Southern Sudan.

• VEGA, through its in-house expertise, provided two days of training and technical assistance on basic business principals at the request of Louis Berger Group, a U.S.-based infrastructure contractor, to a group of seven road construction contractors and an additional 18 road construction supervisors (government employees designed to oversee road construction contracts). The training modules covered introduction to the business plan, job costing and pricing, sales and marketing, basic record keeping, managing working capital, and managing inventory. After the training, each road construction contractor was awarded a US$75,000 contract to build 10 kilometers of feeder road in rural areas of Southern Sudan.

• MBA Marty George continued to provide business advisory service and training to the management of Olive Developers Ltd. (ODL). ODL’s primary business at this point is driver training; however, ODL intends to expand its range of products and services to include mechanic training, auto repair, and sales of spare parts. VEGA’s long-term MBAs based in Yei are working with Samuel Kilombe, ODL Managing Director, on various aspects of his businesses including on-going investment analysis in order to enable him make informed decisions on expansion.

• VEGA senior staff James Wani facilitated a strategic planning workshop for the Southern Sudan Volunteers for Community Empowerment (SSVCE) to enable the group to define its mission and establish realistic goals and objectives based on its capacity to implement them. After the training workshop, the group developed its first ever strategic plan document in which it clearly identified its priorities, focus, resources, and stipulated time frame for its implementation. Seven women and 18 men benefited from the strategic planning workshop.

• VEGA long-term MBA, Khary Dickerson, delivered a one-week training on small business development to SSVCE. During the training, the participants gained knowledge and practical skills on starting a small business, marketing and

marketing ideas, product pricing, profit/loss calculations and projections, cash flows, etc. To ensure the group can effectively apply the knowledge and skills gained during the training, a long term MBA has been assigned to continue mentoring them on the road to success. SSVCE mentor, Michelle Bahk continues to provide strategic support to the groups in order to improve the cafeteria business and address specific business management gaps.

1.2 Small Grants Support

• VEGA/AMED has approved and signed a grant agreement with the Women Business Association in Wau to establish a cafeteria to offer food service at the State Ministry of Education in Wau. Implementation procedures for the cafeteria establishment have started with necessary quotations taken as per USAID procurement guidelines. The plans are set in three phases: 1) erecting the structure; 2) purchase of equipment and recruiting workers for training; and 3) starting the business. VEGA grant support is expected to create 12 new jobs at the cafeteria; indirectly improve livelihoods of a hundred workers along the value chain (e.g., in the construction sector for erecting the restaurant, producers etc), and provide restaurant service to an estimated 500 customers mainly from expatriate community, government employees, and businessmen and women.

• VEGA/AMED staff assisted in the development of a grant request (high breed chicken rearing) for the Women’s Self-Help Development Organization (WSHDO) to the Joint Donor Team (Small Scale Support). The funding opportunity comes at the time when the WSHDO is in the process of scaling-up its restaurant business with a new cafeteria opening at Juba International Airport- UNMIS (United Nations Mission in Sudan) terminal. The proposed new venture into the ‘virgin’ poultry industry in Southern Sudan is part of a larger scheme to supply all its restaurant chains with quality eggs and poultry meat to ensure quality control, create employment and diversify sources of revenue.

• During the quarter, VEGA greatly fine-tuned its grant awarding process to make the process simple and responsive to clients needs. In order to expedite award procedures, VEGA has a full time staff person dedicated to grant management and has attached a long-term MBA with extensive experience in grants management to continue to provide strategic guidance and support to the Grant Administrator. Technical review committees have also been established to ensure grants conform to USAID and VEGA requirements.

• VEGA staff and long-term MBAs based in Juba are working with various potential small entrepreneurs who are soliciting grant support for initiation of block making businesses in and around Juba. Technical assistance provided to the potential entrepreneurs range from profitability and investment analysis, market diagnosis, business plan development, VEGA grant proposal requirements and presentation. The clients gain valuable business skills during the process

while VEGA staff gain critical insight into the personal commitment of the applicants, and their capacity to manage and run the proposed business venture.

• For the greater part of the quarter, VEGA program staff have been actively working with Self Help Women’s Group to turn their income generating ideas into reality. Long-term MBA, Azara Turaki, and Senior Program Officer, Sanyangi Wangi, have been assigned to work with the group. More work is expected with the group in the coming quarter, including the possibility of grant support.

1.3 Microfinance Support Services

• Michelle Bahk and Zachary Ireri worked with PLASS (People Living with Aids in Southern Sudan), a group of primarily widows to organize a meeting with GTZ to discuss intensive Village Savings and Loans Association (VSLA) training formation, develop group constitution and team building. GTZ agreed to do the training as soon as approval is done by all the PLASS members.

• MBAs Marty George and Ryan Betters are providing capacity building to the SUMI Yei branch through a business training series. The focus of this assignment is to train SUMI loan officers in Yei to become more business-savvy consultants to their 2,000+ clients. Another benefit of the training is an anticipated decrease in SUMI's default rate, through better loan risk assessment and the improved business operations of its clients. The VEGA/AMED assignment promises a much greater impact through SUMI's existing client networks than approaching individual businesses on a one-to-one basis. At the same time, VEGA MBAs in Yei anticipate that word of VEGA's services will spread throughout the community and attract qualified business persons seeking VEGA's consulting services.

1.4 Policy, Legal & Regulatory Frameworks in Support of Private Sector Productivity

• Long-term MBAs, Khary Dickerson and Michelle Bahk worked on researching the necessary criteria for registration of businesses in Juba.

• MBA Ryan Betters, with the appreciated assistance of the Government, compiled a report on the structure of taxation and registration used in Yei County. VEGA is continuing the report with a survey and assessment of taxes being paid by businesses. Once completed, VEGA will supply the report to interested parties.

Objective 2: Improved Market & Agriculture Productivity to Facilitate Reintegration of Persons Affected By Conflict

2.1 Short-term Agriculture Productivity Training Provided to Individual Farmers

• VEGA approved a grant worth $10,000 to Natabo Farmers’ Association in Wau. The Grant is intended to improve the production capacity of the group by: 1) setting up a model farm where the members can learn “production best practices” and replicate lessons learned in their respective communities, and 2) enable the group members to farm collectively to increase their incomes and employment in the area. In February, AMED team met with group leaders to discuss implementation strategy and sign the grant agreement. The group is in the process of procuring materials to fence the designated model farm plot and install the appropriate irrigation equipment. Members of Natabo have shown tremendous progress since they started working with VEGA/AMED last year.

• In March, VEGA/AMED facilitated a study tour for members of Natabo Farmers’ Association (NFA) to visit Eden Keepers Farm along the Yei-Maridi Rd. Eden Keepers farm is run by a Sudanese returnee from Europe who started the farm with the intent of teaching local farmers about modern farming practices. A total of five members of NFA went on the visit which also included a stop at the Yei Agricultural Training center ran by NPA. The visiting farmers were able to witness first hand how a modern farm is organized, the various kinds of vegetables grown including lettuce, broccoli, leaks, tomatoes etc. as well as modern irrigation and land preparation techniques. This was also an inspirational visit for the farmers from Natabo who have only heard of such farming methods being done in the West, but not in Sudan.

• The VEGA/AMED team visited Mugwo Community Development Forum (MCDF) to follow up on a planned volunteer assignment to provide coffee farmers in the Yei area with technical assistance on how they can revitalize the once booming industry. A scope of work was finalized and a volunteer is expected to carry out the assignment in the coming quarter. The Yei area use to be known for coffee production but the industry declined during the war. However, coffee is still produced and traded albeit at a very limited scale. MCDF has about 400 members who produce coffee. The planned assignment calls for a coffee production and marketing specialist to visit members of MCDF and other coffee producers in the greater Yei counties and assess the opportunities and challenges of revitalizing the sector.

• Volunteer agribusiness specialist Beau Blois provided a one-week training to farmers from Lasu Progressive Farmers Association (LAPFA) on fundamentals of farm management. The training enabled the farmers to gain skills of how to manage their farm operations as a business. An assessment conducted immediately after the workshop showed 80% of the farmers who attended the training would use the skills they have acquired from the training to improve their farming operations.

2.2 Cooperatives and Other Farmer Groups Strengthened

• VEGA conducted training on association management for members of Luri and Kabo farmers’ associations in . A total of 65 people (24 women) attended the trainings, which addressed topics of association by-laws, responsibilities of leaders and members, and how to develop a business plan. The two associations are in the process of applying for formal registration through VEGA/AMED support.

• VEGA carried out impact assessments of previous assignments done in Juba, Yei and Wau. Follow-up meetings were held in Juba with officials from the Government of South Sudan’s Ministries of Agriculture and Animal Resources and Fisheries (MARF), the Central state Ministry of Agriculture, and with the Mongalla Development Association (MODA). Two follow-up assignments are being developed to supplement the initial training provided to MARF and MODA. In Yei, the team met with Norwegian People’s Aid (NPA) to follow up on the assignment done by volunteer Gerald Nolte to help NPA align its activities towards the farming as a business approach. NPA has successfully adopted the approach at their Yei Agricultural Training Center (YATC). YATC runs a model farm, five out of the six farm units have since become self- sustaining following recommendations made by Mr. Nolte.

• Long-term MBAs Marty George and Ryan Betters have been working closely with the leadership of two farming cooperatives in the Yei area – Gire Farmers Development Association (GFDA) and the Lasu Progressive Farmers Association (LPFA) – to develop program activities for the upcoming quarter. Both of these organizations have received some prior training from VEGA, and both organizations require some additional training and guidance in order to implement proposed changes. Now that VEGA has an office in Yei, the relationship will become stronger to better serve and strengthen these farmer associations and their communities.

• Azara Turaki, the MBA advisor in Juba participated in a ground nut study in Lakes State. This study was to help identify how connected industry is from inputs to farmers to end users, the major constraints and how VEGA can have an input in this area. The study has been finalized and a presentation will be done to interested parties in the next quarter.

• In February, VEGA staff Sanyangi Wangi, Aboud Suleiman and Peter Lominit trained members of Amatru Multipurpose Association and Kunyarita Farmers Group in . A total of 34 participants benefited according to the following breakdown: Amatru – 16 men; and Kunyarita – 15 women and 3 men. The groups were led to develop their own by-laws and committed to utilizing these to guide their future operations.

• In March 2008, Mr. Adonijah Nyawmanda, a regional volunteer from Kenya, conducted training for Mugwo Community Development Forum (MCDF) on management and leadership skills. MCDF is a community based organization operating in Yei County with multiple objectives, including the formation and management of 6 farmers’ cooperatives. The purpose of the training was to enhance the management capacity of the members. Eighteen men attended the training.

2.3 Women Organizations Receiving Assistance to Improve Agricultural Production and Marketing Skills

• A preliminary agricultural assessment was carried out in Eastern Equatoria by VEGA staff, Scott Allen, Brian Buckley, and Sanyangi Wangi, and long-term MBA, Azara Turaki. The team met with key state officials and toured several areas in Eastern Equatoria. This was done after a recent visit by the USAID Mission Director Patrick Fleuret and Special Envoy Andrew Natsios, which created rather high expectations for assistance from USAID. VEGA will soon send a team to conduct a more comprehensive analysis of the potential to work with farmers groups, particularly women organizations, in the area and identify concrete areas of intervention, pending the availability of funds.

2.4 Rural Finance Support Services

• There were no activities under this task this quarter but VEGA submitted an activity description to USAID/Sudan for an expansion of the VEGA/AMED project to include a microfinance support program for SUMI which would include an agricultural finance component.

2.5 Strengthen Capacity of Local Government Agencies

• VEGA carried out a value chain study of the groundnuts industry in collaboration with the Ministry of Agriculture and Forestry (MAF) and Norwegian People’s Aid (NPA). The aim of the study was to: 1) train participants including staff from MAF and NPA how to assess an industry and identify development interventions and, 2) obtain information about the groundnuts industry in South Sudan with view of disseminating knowledge and identifying opportunities for intervention through AMED and other stakeholders. The study included 3-day training for participants and visits to main markets in Juba and key growing areas in Lakes States. A draft report of the study is now ready and a presentation for the public will be done in the following quarter.

• Meetings were held with Food and Agriculture Organization (FAO) Juba office to discuss the possibility of collaborating to promote vegetable farming within Juba County. FAO recently funded a study on vegetable production and marketing in the Juba area and found that there is tremendous potential to link farmers with profitable markets due to the high demand and limited supply, particularly for

high value vegetables which are coming from Uganda. It was agreed that the VEGA/AMED program would work closely with FAO to support farmers in areas such as Rajab and Island to produce and market high-demand vegetables. FAO is also working with Japan International Cooperation Agency (JICA) and the GOSS Ministry of Agriculture and Forestry (MAF) to develop a project to support vegetable farming. VEGA/AMED will collaborate and seek to build synergies with the anticipated efforts. A follow up meeting is expected in the next quarter once VEGA finalizes the farmer training program for Juba.

• VEGA/AMED also held a meeting with Sudan Institutional Capacity Programme: Food Security Information for Action (SIFSIA). SIFSIA is funded by the European Commission and implemented by FAO to assist the GOSS to develop a food security monitoring and information network. The meeting addressed among other items: 1) a briefing on the stakeholder workshop held in Yei in December 2007 to discuss setting up the Crop and Livestock Market Information System (CLIMIS) for South Sudan, 2) Follow-up on the previous assignment carried out by volunteer Stepehen D’Allesandro to assess the feasibility of implementing a pilot program on market information for agriculture. As a result of the meeting, it was agreed that SIFSIA and VEGA will work closely together to increase access to agricultural market information. VEGA is currently working with stakeholders in Yei, Juba and Wau to put in a place a system whereby farmer groups served by the AMED project can access market information. This limited scale initiative will provide valuable lessons for developing broader market information systems such as CLIMIS.

• VEGA/AMED staff met with officials of the Ministry of Animal Resources and Fisheries (MARF) to follow up on the assignment carried out last year by AMED volunteer Brad Perry. The initial training was for Livestock Development Officers from all 10 states on investment appraisal skills. A scope of work for a follow up assignment is being developed to supplement the initial training which was unfortunately cut short due to holidays and travel schedule constraints.

• In March, VEGA fielded aquaculture specialist Dr. John Grover to carry out a feasibility study on aquaculture potential in Southern Sudan and to provide his findings to VEGA and MARF. Dr. Grover’s draft report shed light on the fishery sector which to date has been characterized by lack of credible data upon which to make informed decisions. VEGA and MARF counterparts are currently reviewing the recommendations contained in the draft report. During the same assignment period, Dr. Grover also provided technical assistance and structured training to various government employees in the fishery sector on how to develop the aquaculture industry in Southern Sudan.

Cross-Cutting Themes

1. HIV/AIDS Awareness • All VEGA/AMED efforts at capacity building and training strive to involve discussions on HIV/AIDS awareness. Specifically during this quarter, volunteer Tanya Balsky completed training on public advocacy, networking and coalition building for the People Living with HIV/AIDS Association in Southern Sudan (PLASS). Twenty-four participants (three-fourths of them living with HIV/AIDS) attended the training. VEGA, through its micro- enterprise development component of the program, is working to establish a long-term relationship with PLASS to improve their members’ livelihoods by supporting income generating initiatives as a tool to combating social discrimination and stigmatization associated with HIV/AIDS. A major income generating idea the group is pursuing is to initiate a Micro Village Saving Scheme for its members with which VEGA/AMED staff are assisting.

2. Young People with Focus on Former Combatants • To the greatest extent possible, VEGA/AMED interventions explore ways of providing opportunities for youth and former combatants. This is a key element stressed in workshops and capacity building exercises with cooperatives and associations, as well as business service providers and chambers of commerce, as they work to create a favorable environment for business opportunities and job creation.

3. Gender Equity • All the trainings and business advisory services provided by VEGA/AMED staff and volunteers include a gender component. To the greatest extent possible, VEGA/AMED seeks to include women in all trainings and technical assistance activities.

4. Long-term Diaspora Volunteers to Support Public Institutions Promoting Economic Development • No long-term Diaspora volunteers were utilized this quarter.

Problems Encountered/Addressed/To be Addressed

We experienced significant delays in implementation of key program activities due to project redesign and delays in project staff and procurement approvals and are fully operational and gearing up to implement the recently approved program strategy. We are implementing at full-scale now and expect to reach our targets this year.

In Southern Sudan farmers are essentially subsistence-based in extremely rural areas. Most of them are not organized into manageable groups to allow easy access to support services. As a result, technical assistance to them can pose a challenge.

Planned Activities for the Next Quarter

• Seven volunteer assignments to assist cooperatives are planned for the next quarter.

• MBA Khary Dickerson will finalize the Wau Carpenters’ Association grant proposal and bring a technical advisor for a short training.

• A volunteer will be fielded to assist women’s groups in making jiko (energy saving clay stove).

• Long-term MBA Azara Turaki will continue working on the VEGA grants harmonization and evaluation. She will also assist Finance Sudan in developing a training program for their staff.

• MBAs Azara Turaki & Michelle Bahk will continue working with Techna in finalizing their technical assistance program, and will also be working on organizing the second meeting for the Juba Deal Makers forum to bring business people in Juba together to exchange business ideas as well as bring government officials who explain the policies on the business environment in Juba.

• MBA Marty George will be working with Crops Training Center in developing a grant proposal for buying a tractor for the center to be hired out to farmers in Yei and surrounding areas. Marty will also be working on a honey marketing project in Yei and offer business training and planning for the group.

• Ryan Betters will be developing a proposal for poultry farming in Yei. The farm is situated in a place called Lutaya and this will be geared towards improving the local market supply needs since currently most or all of the eggs consumed in Yei come from Uganda.

• Marty and Ryan, MBA advisors, will continue working with SUMI in building staff capacity, and with Gire and Lasu Farmers’ associations in strengthening their capacity and developing business plans.

• All the MBA advisors will assist different groups of people in applying to the business plan competition to be submitted to the Ministry of Commerce, Trade and Supply.

• Plans are underway to conduct a farmers’ exposure tour to Uganda for a women’s farmers’ cooperative.

• Impact surveys will be conducted for eligible assignments.

Appendix 1: VEGA/AMED Volunteer Report

VEGA Volunteers Prepare Center for National Census

Following the signing of the Comprehensive Peace Agreement (CPA) in January 2005, the Government of Southern Sudan (GoSS) created the Southern Sudan Commission for Census, Statistics and Evaluation (SSCCSE) to conduct a full-scale population census in conjunction with its Northern counterpart. The information gathered will help the nation in planning and distributing key developmental services including educational facilities, road work projects, aid funds, oil revenues, and other natural resources.

VEGA fielded two long-term MBA volunteers to the SSCCSE between February 2006 and April 2007. Their primary objectives were to provide organizational and financial management assistance to enable the Commission to supervise and manage the array of census activities already underway. Alexandra Lepionka focused on organizational development and succeeded in creating a functioning organizational chart that helped guide the SSCCSE as it expanded from a 30-person operation to more than 200 employees. She was instrumental in the creation of job descriptions and actively participated in interviewing many of the employees who are still at the SSCCSE. Her assistance with job application review and training on interviewing techniques helped expedite the process of staffing the Head, Sub and 10 State Offices. She was also instrumental in the creation of the employee policy manual.

Kirk Manhin worked with the finance department to optimize business processes. He strengthened risk management by identifying controls points in the Commission’s financial procedures, and assisted with implementation of a Financial Management Information System. He documented financial and operational procedures to promote standardized processes and sustainable systems across the institution, and participated in budget planning. For example, he developed the cash transfer form and the remittance form which is still being used at the SSCCSE. In addition to financial management systems, Kirk helped launch the SSCCSE website.

The census kicked off with a national holiday on April 22, 2008 and is expected to be completed within 3-5 weeks. The volunteers’ assistance in developing the organizational structure and strengthening the financial management helped the Commission achieve its current level of operational capabilities and will continue to help shape future approaches to Commission tasks.
