the chamber’s fifth regular meeting, a liaison committee was formed “to promote closer harmony and goodwill between Jacksonville and Camp Lejeune.” The organization that came to be known as the Jacksonville-Onslow Chamber of Commerce was off and running and continues to thrive today. Some of those initial items of business would fall by the wayside, while the liaison group formed to improve base relations would go on to flourish for decades as the Military Affairs Committee. The chamber first fought to survive and then grew to mature over the next 50 years. And as it turned the corner on its first half-century and headed toward its 75th anniversary in 2019, a fundamental change in the 8 Jacksonville-onslow chamber of commerce organization was under way. One of the chamber’s biggest challenges is staying relevant to its members, particularly small businesses. “We’ve got to find out what our business owners want the chamber to look like,” says Leagon. That’s not all that different from the task facing the 40 businessmen who gathered at the courthouse 75 years ago on a Tuesday afternoon in February and decided to organize the chamber. The early chamber struggled to meet some people’s initial expectations, but by the August meeting, it seemed to be hitting its stride. “All in all,” wrote acting Secretary Carl Hales in

jacksonvilleonline.org 15 “I really want to make sure that we keep the ball rolling with the diversity and inclusion plan because Cindy worked so hard on it,” says Choice. “I feel it is my duty and responsibility that we move forward with it.” The Diversity and Inclusion Strategic Plan spells out actions to be taken over the next three years which include plans for tracking progress and communicating the results to members, as well as building understanding through programming such as workshops and networking opportunities. Other strategies focus on outreach events and recruitment, building an environment that encourages collaborative efforts within various committees active in the chamber, and holding chamber leaders and management accountable for results. It’s a mouthful. But Edwards says, “Talk is cheap. When you are building trust, it takes time and it takes a concentrated effort. But to say something and do nothing erodes trust even further. 20 Jacksonville-onslow chamber of commerce ENCRSC, says, “Much conversation has centered around the creation of a seamless pathway between OCS, Coastal Carolina Community College and our other partners.” OCS Director of Career and Technical Education Chris Bailey notes, “Overall, the skills center will provide more student choice in CTE pathways as courses will be offered at that location which may not be available in their home high school.” Enrollment at the ENCRSC will be for juniors and seniors only, and students will make application to take courses at the ENCRSC during their sophomore and junior years. Courses will be double-blocked so the students will attend two nine-week classes during a semester in order to receive two credits. In this way, a student will be able to complete a four-course sequence in two semesters. Shannon says, “This double-block structure also opens opportunities for students to have more advanced coursework and greater potential for internships in their senior year.” Even though students will spend a good portion of their day at the skills center, they will get the best of both worlds by remaining enrolled at their “home” school, allowing them to participate in advanced course offerings without having to give up their current school identity. As their schedules allow, students at the skills center will be able to participate in activities at their home school and graduate with their classmates. Job prediction data for 2016-2026 indicates a focus on four areas: (1) jobs which will continue to be available or needed in the region, (2) jobs which will be created in the future, (3) jobs which will no longer be relevant for the region, and (4) training and education to replace a retiring workforce. Shannon says, “Creating future jobs is very much an exercise in prediction,” while the last area is not about job creation as much as it is about “addressing the growing gap between skilled workers leaving the workforce each year and those coming in.” Shannon continues, “Courses have been developed based on available economic data. As we continue to review this information over time, we will have the flexibility to develop programs which will address other local and regional needs.” The ENCRSC development team has worked closely with the workforce, economic development and labor market data to ensure courses and programs offered will be of regional benefit.
