    Het najagen van een illusie? De PvdA en Europa Gerrit Voerman De PvdA is van meet af aan voorstander geweest van de Europese integratie. Daarbij speelden zowel politieke als economische overwegingen een rol: het ging erom de aartsvijanden Duitsland en Frankrijk met elkaar te verzoenen en de groei van de welvaart te bevorderen door het slechten van handelsbarrières in West-Europa. Anno 2016 zijn deze motieven voor de PvdA nog steeds lei- dend. De voortschrijdende supranationale samenwerking wordt als een garantie gezien voor vrede, politieke stabiliteit en welvaart op het Europese continent. Naast politieke en economische beweegredenen had de PvdA op het Euro- pese vlak echter ook een uitgesproken ideologisch geïnspireerde doelstelling. In 1950, toen het proces van de Europese integratie daadwerkelijk op gang kwam, legde de partij een duidelijk verband tussen de totstandkoming van een Europe- se federatie en de verwezenlijking van een op democratisch-socialistische leest geschoeide maatschappij. ‘Geen socialisme zonder Europa. Geen Europa zon- der socialisme’, zo sprak de partij destijds hoopvol uit.1 Een planhuishouding op Europese schaal in combinatie met een democratisch en politiek verenigd Europa werd noodzakelijk geacht om een dergelijke samenleving te realiseren. Van een ‘rood’ Europa kwam het niet, maar dat neemt niet weg dat binnen de PvdA de hoop daarop lange tijd bleef sluimeren. In de jaren negentig, nadat de partij haar ideologische veren had afgeschud, verdween ook de gedachte van een socialistisch Europa, maar daarmee kwam aan het wensdenken niet 249 PvdA boek 3.indd 249 31-03-16 14:14 Gerrit Voerman geheel een einde: geen socialistisch Europa, maar wellicht toch wel een sociaal Europa, of een welvaartsstaat op Europees niveau.

The number of interviews upon which the representative samples of eligible voters in each constituency is based is as follows: Dublin Constituency 521 Midlands-North-West 513 South Constituency 511 ● As such, the results for each constituency can be deemed to be accurate to within plus or minus 4.5 percentage points at the 95% confidence level. ● Fieldwork was conducted over the period 3rd – 14th May, 2014 with interviewing carried out at the Behaviour & Attitudes Computer Aided Telephone Interviewing (CATI) Unit at Milltown House in Dublin. ● Interviewing was conducted across all electoral constituencies in the country with households selected for interview by way of Random Digit Dialling (RDD). ● The sample is split across RDD landline numbers and RDD mobile telephone numbers, so as to ensure that individuals living in landline only households, mobile only households, and households with both a landline and mobile telephone are represented in their correct proportions. 3 Technical Appendix ● The subsequent survey results are weighted to reflect the known demographic profile of Irish adults, utilising the most recently published census population estimates from the Central Statistics Office (CSO). ● All aspects of the survey, including the Party Support adjustment factor, are implemented in accordance with the technical and ethical guidelines set down by the Association of Irish Market Research Organisations (AIMRO) and the European Society of Opinion & Market Research (ESOMAR).

    Does Europe matter for the Irish? An analysis of the 2014 European Parliament elections By Peter McGuigan Introduction It is almost two months since the European Parliament (EP) elections took place and the dust has finally settled on the hard fought ballot papers of all 751elected MEPs. For most, it was a tough campaign, which in Ireland, saw constituencies enlarged in terms of population and geography, while we had a reduction in one MEP, so as to accommodate the accession of Croatia. Apart from these architectural issues, the political environment was also very different from previous elections as there was a strong increase in anti-EU sentiments across Europe from both the far-right and left1. In Ireland, Luke Ming Flanagan and the three Sinn Fein candidates were the standout performers. Incumbents on the other hand, did find the political terrain of the recent election very tough, however many of the old familiar faces such as Brian Crowley, Mairead McGuinness and Marian Harkin managed to get across the line, albeit only just for Harkin. Nevertheless, Ireland's electorate sent a mixture of youth, experience, euro-skeptics and centrist candidates off to Brussels. For some however, namely Fianna Fail (FF) and Labor, the election was a disappointing campaign while for others such as Fine Gael (FG), the election produced a surprisingly good result which saw them once again return four MEPs. From internal market narrative to a narrative of uncertainties In this post-2008 era of European integration, every year seems to have specific – and fundamental – European challenges. For the Netherlands, 2012 was a year in which it was highly uncertain how the Dutch would vote.1 The rather populist anti-EU party of Geert Wilders (PVV-Freedom Party) had proclaimed that the elections would be about and against the European Union. This strategy did not pay off as people voted for stability, also regarding the EU. However, existential doubts about European integration and the euro have persisted and even increased as the emergence of a referendum movement in early 2013 has shown. Although the number of signatures supporting the idea to consider a referendum about the future of the EU rose to close to 60.000 in a couple of months, anti-EU feelings have found less support than one could have expected on the basis of opinion polls. Nevertheless, a strong and persistent doubt about the EU seems evident in the Netherlands even though it has a fairly low level of priority in daily policy debates. For once because there are few real EU issues on the agenda and, secondly, because discussions on, for instance, Treaty changes or the meaning of a ‘political union’ are being downplayed. Pew Research2 showed that 39% of the Dutch would like to leave the EU and Eurobarometer indicates a drop in public support from 60% in 2012 to 45% in 2013.

The event was chaired by Joost Lagendijk, Senior Advisor Istanbul Policy Center, and Jan Marinus Wiersma, Senior Visiting Fellow Clingendael. As the title of the conference – Beyond the deadlock? Perspectives on future EU enlargement – indicates, the debate concentrated on the differences between the accession rounds of 2004 and 2007 en the one that is now under way. Both the EU and the (potential) candidate countries operate in a different context that is marked by a much stricter conditionality of the EU which has a negative impact on the speed of the enlargement process. The countries in question, with the possible exception of Iceland, are confronted with internal opposition to the EU, sometimes show a lack of reform mindedness and have difficulty coping with political obstacles like the Cyprus issue in the case of Turkey or the Kosovo question. The agenda of the seminar consisted of three main topics: lessons learned from past accessions, the cases of Turkey and Macedonia, and the future of enlargement. They are being dealt with in this publication from different angles.

Want de hoofdstad van België is tevens de zetel van de voornaamste Europese instellingen. Feitelijk is Brussel de ongekroonde hoofdstad van de Europese superstaat. Hier komt de wetgeving vandaan waaraan in de vijftien lidstaten van de Europese Unie niets meer kan worden veranderd. Dat is wennen voor de nationale hoofdsteden en regeringscentra als het Binnenhof in Den Haag. Het spel om de macht speelt zich immers niet langer uitsluitend af in de vertrouwde omgeving van de Ridderzaal. Het is verschoven naar Brussel. Vrijwel ongemerkt hebben diplomaten en Europese functionarissen de macht op het Binnenhof veroverd en besturen zij in alle stilte, ongezien en ongecontroleerd, vanuit Brussel de ‘deelstaat’ Nederland.
