Summary Description : This area generally comprises a narrow wooded lowland valley and former Royal Navy Armaments depot which still characterise the valley floor with large industrial sheds and a disused railway associated with the former MoD arms plant. The original village buildings remain, and limited exposed rock outcrops in the steep valley sides add character.

Key Characteristics  The area forms part of a broader system of ancient lowland river flood plain with the upper reaches of the Cleddau river system. Now occupied by small streams within incised valleys with

steep sides they are interpreted as major glacial meltwater channels. Deposits include periglacial and fluvial. Underlying bedrock generally Ordovician.  Residential development is limited to former MOD dwellings, near the Old Rectory and on the approach to the A40.  The area contains a significant number of large industrial buildings constructed of metal frame, breeze blocks and sheet roofing and mainly lying at the valley bottom of steep sided slopes of conifer plantation. There are also extensive series of underground tunnels, storage chambers and bunkers and railway line which survive intact.  Scheduled Archaeology is limited within this small area but prehistoric promontory fort and early medieval monument and listed buildings are present. The extensive and well-preserved remains of the RN armaments depot at Trecwn is significant.  Whilst much of the area is swept up in the generalised rich farming lowlands and bilingual character of north Pembrokeshire, the railway is considered to form part of the wider Victorian railway network albeit, that the branch was likely built to serve the MoD depot. Currently disused, the branch line is capable of re-instatement.

Key Qualities The area contains some contrasting features in the woodland and rock lined valley with former MoD industrial buildings and the railway that lie within but still retains a strong sense of place and tranquillity resultant from the enclosed atmosphere. Residential development is limited but provides movement and activity along the valley bottom and at the north of the area. The tranquillity here is occasionally broken by industrial traffic which otherwise contains woodland sounds. Views along the valley floor are limited, and from outside the area, wooded slopes obscure views of the development within.

Landscape Change (LCA Specific)

Past and Present

 The railway and industrial sheds within the landscape are generally unsightly and dominate in close views.  The construction of the RN armaments depot at Trecwn (begun in 1939 and in use until 1994) and associated infrastructure radically altered the character of this valley landscape, the most significant change being the demolition of the substantial 16th-18th century gentry mansion of Trecwn and associated estate buildings.  Introduction of coniferous plantations and recent clearance of some areas has taken place.

Future

 Re-using the industrial sheds will have an impact on movement and character and increased industrial activity could result in greater woodland clearance and opening of the valley bottom. Their removal when no longer required would improve local landscapes.

Key Sensitivities

 Loss of woodland cover would significantly alter the wooded character of this area, and has the potential to increase run-off into the valley bottom.  Re-introduction of intense industrial / commercial activity would impact the sense of tranquillity within the area.

Guidelines to Protect / Conserve / Enhance

 Coniferous woodland clearance should be replaced wherever possible with broadleaf cover.

 The former MoD buildings and railway line have historic significance and should not be removed without consideration to their historic and tourism potential.  Any intensification of use resulting in new structures or communications requires sensitive siting within the valley and integration into the existing landscape.

Summary Description : This LCA generally comprises the steeply sloping wooded Treffgarne Gorge with prominent rocky outcrops and River Western Cleddau and Afon Anghof which runs southwards along the valley floor. The largely tree-lined A40 and North Pembrokeshire and Fishguard Railway provide access to and from the north of the county through the gorge. Individual properties and farmsteads are located where the gorge broadens or atop the steep slopes, including part of

Treffgarne village. Former quarries and the former Treffgarne watermill, most recently used as a tourism and heritage facility, are located here.

Key Characteristics  Whilst there are typical lowland water features, including a relatively wide floodplain and meandering river channel, the narrow gorge has steep slopes above the valley floor. Exposed tors from the Quaternary, and small former quarries to the west exploited the Ordovician volcanic rock. The gorge and tors form periglacial features of national importance.  The settlement pattern consists of scattered residential properties and farmsteads and part of Treffgarne village which is nucleated 19th – 20th century, and 19th and 20th century roadside development.  A single listed building lies within the area and other recorded archaeology mainly comprises a number of scheduled prehistoric defended enclosures and monuments.  The wider pastoral landscape is dissected by the gorge and its largely wooded steeply sloping sides with small areas of moorland / lowland heathland within the area to the west and some bracken along with water course. Fields above the gorge are generally medium to large irregular and bounded by mature hedgerows and in some cases mature trees.  Both road (A40) and rail routes within the gorge can have a localised noise impact, however they form the regionally important transport system.  The majority of the area lies north of the Landsker line and is culturally associated with Welsh speaking communities, although modern culture is strongly influenced by the transport routes.  There is an opportunity to park at Treffgarne Mill lay-by and access recreational opportunities via the extensive public right of way network through the gorge and onto higher ground.

Key Qualities There is a strong sense of enclosure along the valley, accentuated by the wooded sides and exposed volcanic rocky outcrops which are visually distinctive and provide a strong sense of place. From higher ground, views are possible across the gorge and into the wider landscape. Wind turbines to the east detract from views from the top of the gorge. Both road and occasional railway noise eliminates any sense of tranquillity within the area. Away from the transport, exposed rocks create distinctive character and are visually prominent along the roadway. The river through the valley floor is sometimes visible from the road but can go unnoticed.

Summary Description : This area generally comprises Cosheston Pill, an inlet to the Daugleddau and pastoral fieldscape and woodland edge to the waterway at Cosheston Point.

Key Characteristics  Underlying geology is dominated by the relatively low, domed terrain of the southern side of the Cleddau estuary formed by sedimentary Devonian sandstone ‘Old Red Sandstone’. Within the estuary and river system, estuarine alluvium including saltmarsh along with intertidal cobbles and shingle exist.  The land based landscape is formed by a cluster of fields of improved pasture with mature trees featuring in large hedgerows and along with water’s edge. It includes scattered farmsteads. The tidal river and mudflats provide a peaceful intimate landscape of estuarine river, saltmarsh and

associated riparian areas and inlet, which differs from the more readily apparent rocky shoreline along coastal areas.  Forming part of a larger area of rolling lowland and bordered by the built settlement of Cosheston to the east which is outside the area, this area is sparsely populated and has low development levels.  Integral part of the Milford Haven Water way historic landscape of outstanding historic importance, there are houses close to the shore of the waterway but no significant settlements exist within this area or listed buildings.  Culturally forming part of the wider area of lowland Pembrokeshire, characterised by rich farmland and English speaking communities.  Habitats are dominated by improved grassland bordered by hedgerows and with limited levels of broadleaved lowland woodland likely to support commoner LBAP species. Inter tidal areas form mud and sand with areas of salt marsh and including habitats of international importance and species important to designated sites. Intertidal areas are greatly influenced by the tidal cycle of exposure and immersion and greatly influencing vegetation outside the tidal areas.

Key Qualities The sense of place is enhanced by borrowed views onto the tidal waterway estuary at the Daugleddau and Cosheston Pill and the landscape beyond which adds to the sense of place. Relatively low levels of light pollution add to the sense of seclusion, although domestic and agricultural lighting impacts on wider views from the sparse small scale development along with water’s edge. Traffic noise from the A477 to the south is noticeable at higher ground. Attractive views into the area are dominated by the woodland fringe which provides a close setting for the tidal waterway and pastoral fieldscape rising above it. The river has a strong peaceful and intimate landscape and provides a strong sense of place and naturalistic area important for species and habitats. Views out of the area include the slight visual detractor and interesting view of Pembroke Dock to the south. Views into Cosheston village and into the solar farm are limited.

Past and Present

 Renewable energy developments at the boat storage area of the Pill, and solar farm within the area are inconspicuous in wider views.  Largely unspoilt with small scale scattered sensitive building along the shoreline and compact scattered farmsteads.  Low key recreational areas allow views into the Pill.

Appendix 1 LANDMAP

LANDMAP is a whole landscape approach that covers all landscapes, designated and non-designated and is an all-Wales GIS (Geographical Information System) based landscape resource where landscape characteristics, qualities and influences on the landscape are recorded and evaluated into a nationally consistent data set. The LANDMAP Information System manual was published in 2001 and revised in 2003 by the former Countryside Council for Wales (now part of Natural Resources Wales).

LANDMAP is the adopted methodology for landscape assessment in Wales. Planning Policy Wales (Edition 10, December 2018) provides guidance on the use of LANDMAP as a landscape and policy resource.

LANDMAP assessments can help inform supplementary planning guidance on landscape (covering, for example, local distinctiveness, special landscape areas and design).

LANDMAP is comprised of five spatial datasets of information. These are

 Visual and Sensory: This aspect layer identifies those landscape qualities that are perceived through the senses. It also identifies the individual physical attributes of landform and land cover, their distribution and sensory characteristics.  Geological Landscape: This aspect layer studies the geology, geomorphology and hydrology.  Landscape Habitats: This aspect layer looks at the distribution of vegetation and habitats and the basis for landscape ecology.  Cultural Landscape: This aspect layer considers the relationship that exists between people and places; how people have given meaning to places, how the landscape has shaped their actions and their actions have shaped the landscape.  Historic Landscape: This aspect layer identifies archaeological and historical sites, how they relate to each other and to the surrounding landscape.

LANDMAP Information is collected in a structured and rigorous way that is defined by LANDMAP methodology. A GIS map shows the aspect areas survey area and information is recorded into a dataset.

Complete, quality-assured, all Wales coverage of all five layers was completed in 2012, thereby providing a nationally consistent resource for landscape planning and decision making. LANDMAP assessments can provide the required evidence needed to inform and support criteria-based policies and plans. Criteria based approaches fulfil the whole landscape approach of the European Landscape Convention.
