MINUTES AAA Victorian Division Meeting

1. Introduction from Chair, Apologies, Minutes and Chair’s Report The Chair opened the AAA Victorian Division meeting and welcomed members, thanking them for their participation.

Members noted and approved the minutes of the previous meeting, presentations can be found on the website.

Members were notified of two new corporate members as well as acceptance of Mike McWilliams for secretarial position.

Members also extended thanks to Smiths Detection, Corporation and for kindly agreeing to sponsor the division meeting as well as Essendon Airport for organising the venue and proceeding tour of their site.

The Chair provided members with the Chairman’s report. Members noted that overall passenger numbers were up 2 per cent across the state.

Investment was noticeably strong in areas not confined to aviation activities, Essendon Airport being a prime example through the successful delivery of facilities such as the Australian Conference Centre where the regional meeting was being held.

Members were informed that there is currently strong growth in flight training opportunities with numbers growing from 21,000 to 28,000 movements in May and June 2017 at Moorabbin Airport alone.

2. AAA Report The AAA Report and policy update were combined and presented by Simon Bourke, Policy Director, AAA. The main points Simon covered in the presentation included:

 Overview of the strategic plan and detail on continued work around the AAA four pillars of; Advocacy; Members; Industry Development; and People & Processes.

 Of interest to members is the following key points: o MDP to move to eight year cycle from five (reliant on the outcome of the Essendon ATSB accident investigation) o Over 60% of regional airport infrastructure is still run at a loss (especially non- RPT airports) o Continued pressure is mounting to combine airport investment into a rolling budget. o New courses available at www.airportseducation.as.au o Launch of new webinars o International drive now for Airport Safety Week 16 – 20 October 2017 o AAA website currently under review

Simon also discussed the Planning and Airport Safeguarding, CASA and Aerodrome Safety, Aviation Security and Border Processing.

Feedback to the Chair:  Good feedback from regional divisions with strong engagement  Need for Corporate members get involved especially around expert advice  VIC submission promote remote upgrade airport upgrade for further four years. $150- $200k a year. Addressing safety issues to maintain capability. Definition around the airfields that require fund. Using statistics and category. Campaign to be launched as part of airport safety week.

3. Around the Tarmac – Member Airports Member Airports were invited to share updates on recent activity within their businesses, and were given verbally by the following airports:

Mt Hotham  One in 10 year snow clearing  No RPT service, increased Charter & GA  Airservices requesting review of tower location, ACMA map provided  Enquiries for new service tower received  10-day military exercise complete

Melbourne Airport  100 months of consecutive passenger growth, 2.2 million domestic pax in July  $100-150 million injected into economy  Ongoing management of security managing security since incident  UBERx approved to operate and have a zone at the Airport  Increased project activities including review of airfield space and victor project new taxiway complete. Luxury retail program complete with stores opening prior to Christmas.  Pier F open in terminal 4, expansion of size and air conditioning providing improved customer experience.  Regional airports travelling on REX created an unscreened arrival through terminal 4.

Southwest and East Sale  Freehold development sand hangar sub sales in regional airport

West Sale  Runway extension to 1.8km at West Sale to cater for RAAF movements.  New runway lighting to comply with current CASA

Yarram Aerodrome  Two hangars back to market value Leasing to new customers.  Aero club holding an airshow in 2019.  Significance of aerodrome is the first official military movements in Australia.  Yarram Aerodrome continue to maintain relationships with military partners in the area.

Gannawarra Shire  Manage two air strips in Cohuna and Kerang.  Cohuna – additional hangars constructed three stakeholders to complete final stages.  Kerang - agriculture scene, ongoing maintenance and burning control. Issues with rapid grass growth due to increased late rain activity.  Storm work complete.

Warrnambool  Under new management.  Increased Embraer 100, new helicopter movements, new hangar opportunities and joint emergency exercise.

Moorabbin Airport  28,000 aircraft movements in June making Moorabbin the busiest airport in Australia for aircraft movements.  Projects include $1m runway reseal (27,000m2 of two main runways) relocation of northern helipad, taxiway alpha extension, terminal apron (9,500m2), CAE Oxford new Training Facility and Student Pilot accommodation and other various industrial developments.  MAC undergone maintenance staff restructure to improve maintenance and operational safety.  Ongoing planned maintenance activity, flight training, aircraft storage and consolidation of three rotary businesses. 250year aviation leases executed in last month.

Essendon Fields  Heritage issues  New RPT and FBO  Substantial amount of property development occurring.

4. CASA Update – MOS 139 Members were provided an update of the re-writing of Civil Aviation Safety Regulations 139 and Manual of Standards 139. The draft issue for industry review is imminent. Darren Angelo provided an overview of major changes including; scalable certification to replace registered aerodrome status, the return of Aerodrome Manuals for all certified aerodromes, and the introduction of the aerodrome manual writing tool MAATs.

5. Airservices Update – ARFFS & First Aid Justin Justin provided members an outline of Airservices ARFFs department highlighting the importance of maintaining Airport Category and the impact of providing First Aid services on Airservices resources.

Ian Henderson from Airservices provided an update on the Airport Collaborative Decision Making project aimed at helping provide the aviation industry with a centre point for data collaboration. The overall goal is to improve operational efficiencies at airports through

3 reduced delays, improving the predictability of events during the progress of a flight and optimising the utilisation of resources and infrastructure

6. Victorian State Government Department of Economic, Development, Jobs, Transport and Resources Update Members were provide an update from Andrew Henderson of Transport for Victoria (TfV) with an overview of the key Departments within the State Government particularly DELWP who is responsible for statutory planning and DEDJTR who is responsible for economic development and long term planning.

The State Government has a key responsibility on the National Airports Safeguarding Advisory Group where it key inputs are drawn from local initiatives and governmental departments including; Plan , Infrastructure Victoria Airport Masterplans, Major Development Plans and regional development.

7. Corporate Members Update A brief update was provided by the following corporate members that were in attendance: Kneebush Planning, Arcadis, Vanderlande, Rehbein Airport Consulting, Airbiz, To70, ISS Facility Services and Aeroglobal.

8. Essendon Airport Report Chris Cowan, CEO of Essendon Fields explained how Essendon Fields is maximising its four pillars: DFO and Homemaker, Auto Centro, Aviation and business district - 'off the grid'. Chris reiterated the key message of Essendon causing their change - 'It's about time'. The airport has pivoted to being a State Site of Significance through its development and aviation activities.

Chris outlined well-rehearsed emergency management practices assisted in the prompt response in their recent emergency situation however reminded members to practice scenarios outside the airfield, have effective internal communication and debrief.

9. – Masterplan/Works/Leveraging East Sale Investment Members were provided a detailed overview of the developments on West Sale Airport by Daniel Gall, Wellington Shire. West Sale is planning a runway extension and development through four precincts around the airfield including the Eastern Apron and Terminal, Eastern Recreational Area, Western Industrial area and Education and Training area. Daniel provided insight into how the Shire had taken the opportunity to develop from leveraging investment in the local RAAF Base East Sale.

10. Airport Safety Case and Community Confidence John Nahyna, General Manager Aviation at Moorabbin Airport talked Members through the comprehensive safety case undertaken by the Airport. John and team set out to determine the impact of operating large movements on the airfield predominantly in flight training. Through a whole of airport approach the team have looked to better understand what the actual safety risks are in the airfield ensuring are we safe, why are we safe and what can we do to improve.

11. Airport Engineering Issues Sam Rowland, Market Leader of Property and Buildings, Victoria, GHD provided members with a summary of the scope and learnings of landside airport development at Moorabbin airport. Key learnings included the major impact of approvals had to the development including

4 changing government regulation and guidelines as well as working with third party utilities providers and coordinating with VicRoads.

12. NASF – Current & Emerging issues including Public Safety Zones Ben Hargreaves, National Manager, Rehbein Airport Consulting reported on Public Safety Zones including the lack of an international or national standard that sets out the requirements for defining the zones.

The presentation provoked considerable conversation on the floor especially following the presentations outline of how European Countries and The Queensland State planning policy have developed guidelines for Public Safety Zones.

Final Comments and Meeting Close Members extended their thanks to Kent Quigley for his considerable 40 years of service following his retirement from Air Services Australia.

Meeting closed at 4.20pm.

Members were then taken on a tour of Essendon Fields, conducted by Baden Dwyer. Members were shown Lamanna Supermarket and the Essendon Airport terminal, returning to the Australian Events Centre by 5pm.
