Actions list Item Description Action No. 1.00 Introduction Andy Coupe opened the meeting as chairman. 2.00 Last Meeting Minutes The meeting minutes from the 18 th January 2016 were discussed and it was agreed that there was no outstanding actions.

Action 6 from the previous minutes remains in place to be raised when the group becomes the TRG Transport Review Group.

Action 6 referred to agreeing the proposed wording in relation to the obligation in the DCO for NNB GencCo to undertaken works at Huntworth Roundabout. The proposed wording is below and a decision will be made at the Transport Review Group.

“Section 10.1 of Schedule 11 of the HPC Section 106 legal agreement (dated 30 August 2012) identifies that NNB Genco shall not be required to carry out Work No 22 (Huntworth Roundabout) if the Transport Review Group (TRG) decides such works are no longer necessary as a result of there being alternative highway improvements committed to be carried out by a person other than NNB GenCo.

The Transport Steering Group (TSG) confirms that SCC has commenced works on the Huntworth Roundabout and in the absence of a formal TRG recommends that the obligation for NNB to undertake any works on the Huntworth Roundabout are discharged.

3.00 HPC Project Update: RL provided an update on the HPC project. EDF and CGN (China general Nuclear Power Corporation) signed a Strategic Investment Agreement for joint investment for two EPR reactors at Hinkley Point C on 21 st October. The agreement, a precursor for a Final Investment Agreement (FID) also covers wider UK partnerships to develop new nuclear power stations at Sizewell C and

Bradwell C. The Contracts between UK Government and EDF in final agreed form. The Contracts

with top four suppliers for Hinkley Point C are also in final agreed form.

EDF is confident that they will deliver this project on time and on budget, thanks to the intense preparation of the committed and accountable engineering teams, the involvement of supply chain, the experience gained from other projects and the unwavering engagement of many stakeholders, locally and nationally.

Despite continued and incorrect negative press coverage, Hinkley Point C will be operational in 2025 as we have originally stated. HPC will provide low-carbon, reliable and competitive electricity at the very time the country needs it and will play a decisive role in Britain’s low-carbon energy mix for generations to come

The final investment decision is expected soon.

HPC Site Update: The following activities are taking place across HPC Site: • Continued small scale remobilisation before FID • Concrete batching plants continue to be expanded and commissions • Archaeology on the southern boundary nearing completion • Ecological management across site and AD sites continues

HPC AD Update: • J24 Freight Management Facility re opened on the 11th January 2016 for HGVs • J23 and J24 revised scope of works have been approved and the pricing is being agreed • The ITT for the Accommodation Campus has been issued

• The Golden Triangle scheme and transport model for the area is being reviewed.

AJ ACTION 1: To put forward a response on the Safety Audit for the Golden Triangle scheme and meeting to be arranged.

4.0 0 Transport Compliance Quarterly Report The TSG report was summarised and the group were supportive of the planning conditions being met. A discussion took place on how the HGVs are diverted if there is an incident on one of the

approved routes and when the TIMP is implemented. Further information will be included within the Appendix on this in future reports.In relation to FP12, it was noted the report should be amended to reflect the route variation agreed at the last Transport Steering Group for HPC construction traffic to use the new Cannington Bypass rather than High Street, Cannington.

5.00 Progress with Technical Approval Resubmissions of Bri A and J23 to be made shortly.

J23 signalisation meeting is due to take place on the 25 th April with Highways England. The slip widening scheme will also be discussed which it is understood should commence by the end of

the year. How best to facilitate the HPC construction programme during these works in the context of the HPC Construction Traffic Management Plan limits and controls may need to be discussed with the TSG.

Farrington Horse Crossing is due to be worked on later in April.

Washford Cross and Taunton Road / Broadway are in the year maintenance period and Claylands Corner is completed.

Cannington Bypass landscaping is due for completion soon.

6.00 C182 Improvements (including cycle route) SCC intend to enter into contract this week with Skanska to commence works for the C182 improvements and cycle path between Cannington and Combwich.

SCC has agreed with EDF Energy to undertake works around Combwich Wharf access as part of these improvements.

BT work is due to be undertaken in May, after which the main works will commence. Traffic lights will be in operation 24/7 for the duration of these works, manually controlled during 6.00 am – 7.30pm to control the flow of traffic.

For the cycle path, the remaining section would be between Steart Drove and Hinkley Point and walkers and cyclists would use the existing coastal path. SCC is progressing the legal process to divert the footpath between Steart Drove and Stolford to the line that exists on the ground. If this option is to be developed there would be a need to legally upgrade the existing footpath to a bridleway with minimal improvements that would make the route suitable for sturdy bikes only (a lesser quality than the stone to dust path that currently exists between Combwich and Stert Drove). This would be a rural coastal path which would not fully de risk the challenges of the C182 for all cyclists. This is due to there being cyclists who may choose not to use a cycle route which not does have a sealed smooth surface provided for the full journey. Contact has been made with Bristol Port Company to discuss their development and linking into the proposed

shared use path. There is no further update and this will be reviewed next year.

HPC will continue to consider options such as continuing Hinkley Point Cycle Surgeries to encourage safe cycling to and from Hinkley Point. EDF Energy has prepared an internal Closure Paper on this. 7.00 Update on Discussion with DSG There is no update on the DSG for this Transport Steering Group.

8.00 Transport Review Group The Agenda for the Transport Review Group was discussed by the group. The Agenda will be used when the first Transport Review Group takes place following transition into DCO.

The Transport Forum frequency was discussed and it was agreed that a proposal will be given to the Transport Forum members that their meetings should be programmed follow soon after each Transport Steering Group / Review Group to enable a timely report to be made on matters discussed at TSG/ TRG.

9.00 AoB and Future Meeting

A discussion took place on HPC considering use of Morrisons Manufacturing car park on Bristol Road as an interim measure before Junction 23 Park and Ride becoming available due to the demand in bus passengers travelling from the North of . HPC has prepared a note on

the use of Morrisons car park. Temporary planning consent will be required as the primary use of

the existing car park is not for use as a park and ride.

AJ/RL ACTION 2: Circulate Parking Note (this will also be accompanied with the Minutes)

The next meeting will be on Monday 18 th July at 13:00. This will take place at County Hall, Taunton. The meeting proposed to be the Transport Steering Group and will change to the Transport Review Group at a date when the DCO commences.
