The cause for competition announcement by Capital City Podgorica is the need to acquire the highest quality of urban and architectural conceptual design and Study with recommendations for urbanization of Sadine. The main objective of competition is selection of the conceptual design which shall provide the highest quality proposals for urban design solution with architecture of the building at the level of a concept, the most rational solution of the infrastructure systems and other factors of modern urban space, based on the Study which shall define and justify the conceptual design. Causes for paying special attention to Sadine are numerous and the problem of insufficient utilization of this area capacity has been going on for longer period of time. Initiatives for conversion have been launched on several occasions by owners of the land within the subject area, but the problem of Sadine purpose has been the subject of analysis of local and state bodies competent for the space issues. Namely, the spatial urban plan recognizes the problem Podgorica Capital City has been facing for years which relates to degradation, among other things, of agricultural land. Causes for such a situation vary from insufficient ambition of citizens to deal with agricultural activities but failure to bring the land into the agricultural use was often the consequence of complicated restitutional procedures which was the case with the area of Sadine. On the basis of guidelines of the local planning document of highest order, the Spatial urban plan of Capital City Podgorica (Official Gazette of Montenegro – municipal regulations, no. 06/14 dated 27.02.2014), which relates to elaboration and revision of detailed urban and urban plans within the GUR Podgorica (general urban solution), the obligation to conduct an international public competition for the selection of functional and sustainable concept of development and urban and architectural concept design of the area of Sadine was stated. Also, PUP orders elaboration of Study to analyze the suitability of terrain for various kinds of purposes and, based on detailed analysis, to provide guidelines for development of space by future planning document. The selected bid (Concept and Study) shall be the necessary documentation basis for elaboration of detailed urban plan “Sadine” (decision on elaboration- “Official Gazette of Montenegro- municipal regulations”, no. 10/14 dated 31.03.2014). Capital City Podgorica observes the urban space as a valuable local and national resource a special attention is to be paid to, especially when it refers to defining of unconstructed urban zones which, as such, were an integral part of town urban matrix for a long time. Our vision of Sadine is based on the principle of sustainability of future area which shall be an integral part of urban tissue of Podgorica. The sustainability is the cause of development of Sadine by this competition and the objective of Capital City Podgorica is a selection of urban and architectural conceptual design whose justification shall be elaborated in details within the study, and it is expected an innovative solution which shall be an incentive for future solutions of urban area of the town, not only at the subject location but at the territory of the town generally. The concept of sustainability in a particular case refers to disposal of local resources whereby special emphasis is placed on care of environment, usage of energy from renewable sources and land, infrastructure, waste management. The Conceptual design and Study should present Sadine as re-urbanized, vital and substantial part of the town, as per the principles of sustainability, which shall provide functioning of “town within

town”, as flexible spatial frame which shall satisfy the requirements of contemporary space users by providing it an identity and impressiveness of the urban landscape, according to which the city shall be recognizable.

2. LOCATION STATUS AND CONTEXT

Sadine is located on the northwestern side of the urban zone of the town which is covered by the General urban design Podgorica (GUR Podgorica) and belongs to the cadastral municipality Gornja Gorica. The main purpose of the space surrounding Sadine is residential - individual habitation. The area of competition zone is 144, 10 hectares. Sadine is mostly green undeveloped area, while total area with buildings is practically negligible. The constructed structures are concentrated on the southwest side where there is the dominant purpose of individual habitation with auxiliary facilities. The facilities of the former factory “Elastik-Plastika” (current “Elastik-Plastika” a.d.) are located in the northwest and used as warehouses. Town roads surrounding Sadine are Bulevar SKOJ-a, Ulica Dr Blaža Raičkovića, Knjaza Danila, Rusa Radulovića and Ulica Radnička. Not far from Sadine there is a forest park Tološi, and newly constructed zone intended for collective habitation including activities and central activities and Blocks 5 and 6 presenting significant determinants in the urban form of Podgorica. If observed in a wider context, Sadine is located in the center, surrounded by Velje Brdo, Malo brdo, the river Morača and Gorica and Zelenika hills. Position of the subject location in the urban matrix is favourable and indicates the possibility of opening of a stabile and sustainable area.

Morphological and all other researches and analyses of Podgorica which are necessary to be conducted during the elaboration of a solution with the study and which are aimed to integrate Sadine into the constructed urban structure of Podgorica are certainly a delicate urban task. This is especially because of the context of the location within the immediate environment, which is the result of the transitional urban planning of the developing country. Current spatial forms around Sadine are reflection of the architectural trends over time and transformations pursuant to requirements of the community such is the case with the large percentage of sub-urban zones of Podgorica. Urban mobility in the last decade has significantly been strengthened by the traffic infrastructure system and recently has been “enhanced” by bicycle roads. For a high degree of mobility of citizens within the urban area and a wider spectrum of possibilities for urban mobility, this traffic development policy is responsible which always put into the forefront the integration of vehicular and pedestrian, now bicycle traffic as well and the positive response of the users of the space is not missing. Having in mind the fact that area has an extraordinary development potential, as a unit of local self-government, we expect a solution which shall provide usefull guidelines with respect to

disposal of land within Sadine which is mostly privately owned and guidelines for local authorities competent for planning, development and providing with utility infrastructure of Podgorica area.

2.1 TRAFFIC Boundaries of the subject plan- Bulevar SKOJ-a, Dr Blaža Raičkovića street, Knjaza Danila, Rusa Radulovića and Radnička street are part of the secondary town traffic network. Those roads are not completely realized in accordance with requirements and guidelines of planning documents for contact zones. Within Sadine the streets were mostly formed with no order, derived as access roads for facilities. Parking is not developed, but is also spontaneously formed on free, unconstructed areas. The pedestrian traffic takes place at partly developed pedestrian paths, performed according to the requirements of the local community, through the free surfaces of the area. Public transportation is organized only in part of Partizanski put street. Taxi stands are not registered in the subject area.

2.2 NATURAL CONDITIONS OF LOCATION 2.2.1 Topography of area Podgorica is located in the northern part of the plain, in the contact zone with the hilly- mountain hinterland. Its geographical location is determined from 42º26’ north latitude and 19º16' east longitude.

The largest part of Podgorica lies on the fluvioglacial terraces of the river Morača and its left tributary , at an average height of 44.46 above sea level.

2.2.2 Engineering - geological characteristics The terrain is made up of gravel, sandy and poorly bound conglomerates. From the point of view of engineering and geological features, the soil is massively stable, so the danger of deformation occurring during construction of objects with high specific load is minimal. 2.2.3 The degree of seismic intensity From a macro-seismic point of view, Podgorica is located within a space with very expressed seismic activity. . coefficient of seismicity (c) KS = 0,090 . coefficient of dynamics Kd = 0,47 - 1,0 . soil collapse Q max = 0,360 . seismic intensity (MCS) = 9

2.2.4 Climate characteristics The urban area of Podgorica is characterized by poorly modified maritime influence of the Adriatic Sea. Winters are mild with rare frosts, while summers are dry and hot. Air temperature The average registered annual temperature in Podgorica is 15.5ºC. The average coldest month is January at 5ºC, and the warmest July is 26.7ºC The maritime impact is reflected in warmer fall than spring by 2.1ºC, with mild temperature transitions. The medium period in which the heating of residential and office space is required is from November 10 to March 30, for a total duration of 142 days Air humidity The average relative air humidity is 63.6%, SDA max 77.2%, in November and minus 49.4% in July. During the vegetation period, the average relative air humidity is 63.7%. Sunlight, cloudiness and precipitation The average annual sunlight duration is 2,456 hours. The sunniest month is July with 344,1 and the shortest sunlight is in December with 93 hours. During the vegetation period, the sunlight lasts 1,658 hours.

The average annual value of cloudiness is 5,2 tenths of sky coverage. The biggest cloudiness is in November 7,0 and the lowest in August 2,8. The average value of cloudiness in the vegetation period is 4,3. The average precipitation is 1,692 mm per year, with a maximum of 248,4 mm in December and a minimum of 42,0 mm in July. The precipitation regime reflects the disproportionate distribution over the months, with the development of summer local depression with tempests and rainfalls. The vegetation period has 499,1 mm of precipitation or 20,6% of the average annual quantity. The snowfall period lasts from November to March, with an average duration of 5,4 days, and snow rarely lasts longer than one day. Fog, thunder and hail occurrence The average annual occurrence of fog is 9 days, with extremes of 1 to 16 days. The period of fog occurrence lasts from October to June, with the most frequent occurrence in December and January (2,6 days). In the course of the year the tempests (thunderstorms) occur on average 53,7 days, with a maximum of 7,7 days in June, and minimum of 1,9 days in January. The hail occurrence is registered in only 0,9 days on average annually, with a max of 4 days. Winds The frequency of winds and silence is expressed in per-mille, where the total sum of winds from all directions and silence is taken as 1000 ‰. The highest frequency has the northern wind with 227 ‰ and the lowest the east wind with 6 ‰. The northern wind is most common in the summer and the rarest in the spring. Silences last in total 380 ‰, with the highest frequency in December and the lowest in July. The highest average speed per year has the northeast wind (6,2m/s) with its highest value recorded during the winter (average 8,9 m/s). The maximum wind speed of 34,8 m/s (123km/h and the pressure 75,7kg/m2) was recorded for the north wind. Strong winds are the most common in the winter period with an average of 20,8 days and the rarest in the summer with 10,8 days. 2.2.5 Hydrography and hydrology There are no watercourses in the subject location or in the direct contact zones. When it comes to a wider context, the main watercourses of interest to the city present rivers Morača and Ribnica, characterized by a deep canyon-type riverbed with banks up to 18m high. Their waters are characterized by distinct erosive activities, which are manifested by the existence of a number of Podgorica, January 2018. 9

galleries of different dimensions. This phenomenon contributes to the specific appearance and attractiveness of the riverbed, but, at the same time, imposes the need for careful treatment of the underwater sections. Water pollution has been recorded in both watercourses. During the summer, there is a drastically decreasing flow in all rivers, and in very dry years most of the streams, and even Morača, dry in the lower stream. On the territory of the Municipality terrains with the following hydrological characteristics can be marked off: . Poor pervious terrains, . semi-pervious and variable-pervious terrains, . Pervious terrains. The area belongs to variable-pervious terrain. Groundwater is generally low (more than 10 meters below the surface of the terrain) and has no negative impact on the construction.

2.2.6 Pedological characteristics

The terrain is built of gravel, sandy and poorly bound conglomerates. The ground is stable massive and suitable for construction.

3. URBAN DEVELOPMENT AND PLANNING ASSUMPTIONS Sadine, in accordance with the previous local planning document of highest order, General urban plan Titograd from 1990, is land with agricultural purpose. In the part of the plan related to economic activities, in particular agriculture, as one of the concepts of long-term development of agriculture it is concisely stated the protection of agricultural land from change of purpose. All agricultural areas from I to IV land capability classes were considered a "limitation for the development of other activities", so Sadine area, as part of a city area with high potential for development of agriculture, until the adoption of a new, valid planning document of highest order today, PUP, was formally treated as agricultural land, although was not used for this purpose for a long period of time.

Excerpt from GUP - Sadine area with predominant agricultural purpose Sadina area has been in private ownership by a large number of persons. After a certain period of time the company “13. jul-Planteže” a.d. began to manage the space and after that the procedure to return the property (restitution) was carried out. Spatial urban plan of Capital City Podgorica has recognized Sadine as a space for which it is necessary to define a purpose that will be significantly different from the current one and the only one official (agricultural), therefore, the conversion into construction land of mixed use has been carried out, as defined in the following way: „Mixed use includes also the agriculture. It is mandatory to conduct an international public competition for selecting a functional and sustainable concept of development and architectural urban design. Within the framework of the competition, a Study will be developed to analyze the suitability of the terrain for different types of purposes and to provide guidelines for the future detailed development of this area. It is recommended that a significant part (about 50%) is planned for the purpose of green areas and landscaping during the conversion of agricultural land

into urban construction land. The implementation phases will be determined during the development of the Study and plans for detailed development for this area.”1

4. DEPENDENCY OF THE EXISTING AND PLANNED NETWORK OF INFRASTRUCTURE

In parallel with solving the urban concept, it is necessary to solve the spatial model of the secondary road network. It is necessary to respect the basic principles of road network planning: - Align the road network with the urban upgrading so that they represent a unique whole, - Organize the road network so that the roads within the network have a hierarchy, - Organization of public transport must be such that public transport stations are positioned to serve the highest concentration of the content - Take into consideration the natural conditions, that is, align road network with the real space.

Considering the basic problems that occur on roads with a predominantly residential purpose (pedestrian safety, nose, air pollution), one of the methods of "calming the traffic" should be applied. Collecting streets should be planned so that the width of the carriageway is 6,00 to 6,50 meters with two-sided pavements of width 2,25-3,00m, with possible longitudinal parking spaces, and wherever possible, plan also green areas of width of cca 1, 50 m. Access roads should be planned so that the width of the carriageway is at least 5,5 m, but in that case it is necessary to increase the width of the pavement: minimum 2,25 m or module for three pedestrians. On all city streets that are planned as new routes it is foreseen the construction of a bicycle path or lane and side-walk minimum 2,25 m. Special attention should be paid to parking spaces for bicycles. The stands for buses in the form of separate niches should be predicted at places where the lines of public transport are expected. The planned number of parking spaces should be determined in accordance with the planned dwelling capacities and activitiees that will be proposed by the conceptual design, where the parking space can be found on the surface of the ground or in the underground floors. Connect the footpaths to the integrated system. The infrastructure network should be planned according to the existing and planned network in the contact zones so as not to cause obstacles or breaks in the circulation of traffic, energy and water.

6. PROGRAMME REQUIREMENTS

In the Article 51 of the Rulebook on Accurate Content and Document Planning Form /surface usage criteria - elements of urban regulation and unique graphic symbols, the areas of the mixed use are defined as areas for the housing and other useses that do not present significant obstacle to dwelling, none of which is predominant. The mixed use provides a wide range of possibilities for organizing space because it encompasses a range of different activities that can be realized, which in the case of this competition task will be determined by the results of analyzes, assessment and proposal of the Study with recommendations for the way of urbanization of

Sadina, which will be translated into the corresponding urban and architectural conceptual design. Pursuant to the aforementioned Rulebook, the following may be envisaged in the mixed use areas: . Residential buildings; . Facilities that do not interfere with dwelling, and which serve for servicing the area; . Trade, facilities for administration, culture, education, health and social protection, sport and recreation, religious and other social facilities serving the needs of the inhabitants of the area covered by the plan; . Catering facilities and facilities for tourist accommodation; . Commercial buildings, warehouses, storehouses, which do not constitute a major disruption issue to predominant purpose; . Utility service facilities serving the needs of the inhabitants of the area; . Stations for supplying motor vehicles with fuel (pumping stations), in accordance with a special regulation; . Parking lots and garages for accommodating of vehicle of the users (employees and visitors); . Infrastructure facilities and networks;

The guidelines that this program lists as binding and which are intended, and are to be underlined, are as follows: . Considering Sadina within the wider area of Podgorica in the context of the impact of the existing urbanism on the planned solution and vice versa; . Taking the best of the natural environment on location, but under the condition that the most effective solution is found while giving the opportunity to orientate on energy from renewable sources; . Analysis and planning of the space that will be integrated with all urban elements and functions into the city tissue and a complex social community that is being constantly transformed and developed; which will be connected to the city in the most rational way and at every level; . Identification and solution of identified problems on location, immediate environment or in a wider scope, and which can be rationalized or eliminated by an urban and architectural concept design. In this process it is necessary to pay special attention to consideration through the prism: contemporary urban trends; climate conditions of the city; insolation; positions and interconnectedness of individual urban structures that will be particularly related, directly or indirectly, to the future space; connection with the rest and recreation areas in the nature; urban comfort and the need of modern users of space of every age; . Bearing in mind the large number of cadastral parcels that are in the private ownership, it is clear that a number of different needs of the owners will occur, it is therefore necessary to conduct a survey with the landowners during the development of the Competition Conceptual design and the Study, which will be of great importance in the period which follows the selection of the competition task, refering to the development of a detailed

urban plan. Of course, after selecting conceptual design on basis of whose guidelines and solutions will be prepared future DUP, Capital City Podgorica will have the obligation to undertake the necessary measures and carry out activities within its competence, in order to provide the conditions for realization of the planned solution. Therefore, as a very important item of the Study, the efficiency of the proposed urban and architectural conceptual design is stated. Although it is necessary to present a complete picture of the economic feasibility of the solution, one of its elements is distinguished here, which has as the criterion the costs of investing in utility equipment and land expropriation. Having in mind the above, the possibility of urban rellocation should be considered, and in relation to the economic feasibility of the proposed Study, that is, the urban and architectural conceptual design; . For the purpose of creating a completely new urban image that will have a certain identity in the city, and in time and in a wider context, it is desirable to organize the planned free public spaces with the tendency towards the greater use of the future space, while providing the freedom of artistic expression in urban design, starting from elements of architectural objects, over green areas, city furniture to possible areas that will belong to urban organic agriculture.

Clarification of the guidelines of the Spatial-urban plan of Podgorica: In the part of the Spatial-urban plan of Podgorica (Prostorno-urbanistički plan Glavnog grada Podgorice) called "Spatial Concept of the Infrastructure Systems Development", within the framework of the guidelines for the elaboration of plans, it is stated that this planning document has defined "only general provisions and principles which represent guidelines for the further development of local planning documents that will define the urban technical conditions. These norms are orienteering and provide basic data for traffic design.
