Muslims continue to grapple with hate crimes, bias-based bullying in schools, and employment discrimination, among other challenges. But, what is causing this growth in anti-Muslim activity? Is it a disproportionate share of negative depictions of Muslims on the nightly news? Violent extremism by self-identifying Muslim criminals? Foreign military interventions abroad? And, equally important, what can and should American Muslims and their allies do to overcome obstacles to realizing their constitutionally protected religious freedom? TIME/ROOM TOPICS/SPEAKERS/MODERATORS P 3:30 – 4:30 PM SESSION 7D Room 25 Kashmir, The Weapons of Occupation: Rape and Mass Graves R India’s human rights violations in Kashmir are systematic, deliberate, and officially sanctioned. Its laws grant legal immunity for any actions aimed at suppressing Kashmiri O support for self-determination. All available evidence of India’s military activities G in Kashmir indicates one thing: that the Indian forces are systematically targeting innocent people in Kashmir—men, women and children. International NGO’s, including R Amnesty International, reported the presence of mass graves in Kashmir. More than 3,500 unmarked graves were discovered just in one town of Kupwara. These tactics A have no military justification whatsoever. Their only conceived purpose is to terrorize M a people into submission. Speakers: Abdalla Idris Ali, Naeem Baig Moderator: Ghulam Nabi Fai 3:30 – 4:30 PM SESSION 7E Room 31 The Intersection of Poverty and Public Policy For many of our organizations, combating poverty has been reduced to giving charity to foreign nations or volunteering at soup kitchens, while the systemic effects are largely forgotten. MAIN SESSIONS 11 These sessions will explore the opportunities where we as Muslims must engage, have a voice, and actively participate in the debate and, more importantly, offer solutions for our society. 10:00 – 10:45 AM SESSION 11A Room Hall A Positive Thinking in an Age of Islamophobia Does every cloud really have a silver lining? In a politically charged election season filled with anti-Muslim rhetoric, it is important to maintain a positive mindset. Join us for an insightful presentation, in which our speaker makes a case for optimism and lays out the opportunities for Muslim political and civic engagement in the West, especially in the United States. It will be followed by a thoughtful discussion. Speaker: Mehdi Hasan Moderator: Ahmed Quereshi 10:00 – 10:45 AM SESSION 11B Room 12 – 14 Vindicating the Voiceless: A Legacy Continues Voices of people of Muslim heritage against injustice in America are as old as our nation itself. Indeed, even non-Muslims raised Muslim voices in the cause. Join in a dynamic storytelling session that will take you on an original research journey of words, images, audio and video aimed to further inspire Muslims today to take up the mantle of their social justice forbearers on interconnected issues of racism, poverty and law enforcement’s use of excessive force against “black” and “brown” bodies. Speaker: Precious Rasheeda Muhammad Moderator: Namira Islam 10:00 – 10:45 AM SESSION 11C Room 9 – 10 Moral Mandates “Do not judge a person by the color of their skin, but the content of their character.” The content of one’s character is the composite of their moral and ethical framework that forms their identity, establishes the parameters of appropriateness, and most critically establishes the boundary of self-respect beyond which one will not traverse. In the highly secular world that we live in, where self-gratification is the predominant framework for decision-making, Muslims have the religious duty to embrace the moral and ethical opportunities to offer an alternative framework for ourselves and America. Speaker: Dalia Fahmy Moderator: Ifrah Magan

TIME/ROOM TOPICS/SPEAKERS/MODERATORS P 12:00 – 1:00 PM SESSION 13B Room 9 – 10 Preventing and Responding to Domestic Violence: Lessons from the Field R Domestic violence is a public health issue affecting Muslims at the same rate as the national average. In the efforts to fight domestic violence over the past 15-20 years, we O have seen a turning point as Muslims have formed organizations specifically to respond G to and prevent this complex phenomenon. Our panelists provide a multidisciplinary reflection to present a successful model of a community-based domestic violence services R organization, which highlights how it has leveraged community resources and developed collaborative relationships with other organizations, including shelters and the court A system. Participants will also learn about best practices in educating communities, leaders M and imams, and what we have learned over the years. Speakers: Ambreen Ahmed, Zainab Alwani, Salma Elkadi Abugideiri Moderator: Zarinah Nadir 12:00 – 1:00 PM SESSION 13C Room 27 Seizing the Opportunity: Countering Anti-Muslim Rhetoric Through Media Engagement Increased levels of anti-Muslim rhetoric during the 2016 American presidential campaigns, and an unfortunate closed-minded following by segments of the American public, demonstrate the urgency for a stronger Muslim presence in media and politics. These times are difficult for American Muslims; however, it is also an opportunity to spread the truthful Muslim narrative to counter the current and increasing Islamophobic rhetoric. This session offers practical and long-term solutions for how American Muslims from all ages can be part of this process. Speakers: Michael Wolfe, Wardah Khalid, Hamid Rezapour Moderator: Dalia Fahmy 12:00 – 1:00 PM SESSION 13D Room 26 Flying While Muslim: When Security Screening Doesn’t Seem Random Anymore Seemingly, persons of Arab, Middle Eastern, Muslim, and South Asian backgrounds are “randomly” selected at airports for additional security screening. This typically occurs when an individual’s name is listed in the Terrorism Screening Database (TSDB), and can lead to highly intrusive questioning about one’s speech and conduct, which is protected by the First Amendment. With the TSDB having ballooned to more than 1.2 million records, ordinary citizens with no connection to terrorism are being ensnared. Join us as attorneys and civil rights leaders discuss current litigation to protect the rights of travelers and share strategies for persons who suspect they may be on a watch list, so they can protect their constitutional rights of freedom of religion and speech. Speakers: Hugh Handeyside, Charles Swift, Lori Saroya Moderator: Salman Azam

How should such machines be viewed in light of Islamic principles? • How a Synthesis of Biology and Electronics may Transform the World As we Know It: Today, Intel makes more transistors per year than the number of leaves on trees in the whole world. We have made the transistors as small as possible, making them smaller will be hard. As he began to explore using nanobiosensors, the book of life written in DNA, the elegant complexity of a simple bacteria, the emergence of antibacterial resistance and the techniques to combat them, implantable electronics to monitor the vital signs and chronic symptoms. 26 53RD ANNUAL ISNA CONVENTION • WWW.ISNA.NET • #ISNA53CHICAGO IIIT SESSIONS

Saturday, September 3, 2016 12:00 – 1:00 PM • Panel 1 • Room 21 The Fiqh of Citizenship “The recent Marrakesh Declaration takes the “Madinan Constitution/Charter” as the point of departure and calls upon scholars and intellectuals to develop the concept of citizenship from within Islamic thought. This call is not new; fiqh al-muwatanah has been discussed and debated by a number of scholars in the last couple of decades, including Rashid al-Ghannushi, Taha Jabir al-Alwani, Abdul Majid al-Najjar, and Tariq Bishri, among others. Likewise, the “Madinan Charter” has been studied for a while now. This panel would take stock of current scholarship on these topics and propose/chart new ways in the de- velopment of fiqh al-muwatanah and notions of citizenship in contemporary Islamic thought. It would discuss the status of minorities (Muslim minorities in the West, or non-Muslim minorities in majority Muslim countries) and what does it mean to be a citizen — regardless of religious affiliation - in a Muslim society.” Speakers: Tariq Ramadan and Jasser Auda

3:30 – 4:30 PM • Panel 2 • Room 21 The Fiqh of Citizenship Islam and Democracy: Roots and Realities This panel will tackle the most significant issues facing Muslims today dealing with reopening the doors of religious inter- pretation—to correct false interpretations, replace outdated laws, and formulate new doctrines. The discussion will revolve around Prof. Sachedina’s book “The Islamic Roots of Democratic Pluralism”, which critically analyzes Muslim teachings on such issues as pluralism, civil society, war and peace, and violence. Speakers: Abdulaziz Sachedina and Amb. Ebrahim Rasool

4:45 – 5:45 PM • Panel 3 • Room 21 The Fiqh of Citizenship Maqasid Al- Shariah as a Philosophy of Islamic Law: A Systems Approach There is lack of consideration and functionality of the overall purposes and underlying principles of the Islamic law as a whole. Moreover, exaggerated claims of ‘rational certainty’ (or else, ‘irrationality’) and ‘consensus of the infallible’ (or else, ‘historicity of the scripts’) add to the lack of spirituality, intolerance, violent ideologies, suppressed freedoms, and authoritarian regimes. Dominant methodology generally resists learning from other philosophies that did not originate from the Islamic tradition, or else, totally adopts other philosophies that contradict with basic Islamic beliefs. These panels attempted to address these problems based on two theories: theory of the purposes of Islamic law or Maqasid Al-Shariah, and systems theory. Maqasid is proposed as a philosophy and fundamental methodology for assessing and developing classic and current juridical theories. Systems theory is utilized to define a new method for analysis that relies on the systems features of cognition, wholeness, openness, hierarchy, multi-dimensionality, and purposefulness. Speakers: Jasser Auda and Amb. Ebrahim Rasool

Sunday, September 4, 2016 12:00 – 1:00 PM • Panel 4 • Room 21 The Story of the Qur’an This panel will be discussing Prof. Mattson’s book The Story of the Qur’an: Its History and Place in Muslim Life which examines the doctrines contained in the Qur’an, providing a comprehensive explanation of their significance to individual Muslims and the societies in which they live and surveying the key themes of the Qur’an, its most significant historical interpretations, and some of the most significant figures who transmitted and taught the sacred scripture over the centuries. They will also analyze influence of the Qur’an on all major aspects of Muslim society, including personal relationships, popular culture, law, art and architecture, political movements, science, and literature. Speakers: Ingrid Mattson and Hadia Mubarak

3:40 – 4:40 PM • Panel 5 • Room 21 Higher Education in North America The Panel will address various issues facing Islamic higher education in North America in general, with brief presentations about the different institutions of higher learning, and a discussion around potential collaborations and bench-marking to further the cause of Islamic education in North America. Speakers: Jihad Turk, Ermin Sinanovic, Munir Shaikh and Shabana Mir
