4. NOIES.

1. No cash balance or postage stamps stock is held at the end of the year, but there is a float in the Girobank account, which stands at £49.85. . A small stock of enveIOpes is held, which will last us through part of next year. . The remaining net surplus for 2006!? of £69544 was sent to the Treasurer with these accounts. . Auction stock is not included in these accounts. as they are still the vendors' property. . The cost of printing auction catalogues is included in the cost of printing 'Flight" which is shown in the Treasurer's accounts, but is estimated for auction costs purposes, as shown in the Accounts Summary. The final annual surplus after printing costs are taken into account was £167.65. compared to a surplus of £274.59 Last year. This decrease was mainly due to the extra proportion for printing and postage coats borne by the auction, as the size of ’Flight’ has decreased signll‘icantly. 003m have also been affected by changes to the postal rates’ methods. See also Note 8. 6. In addition. £21.17 was paid to the Treasurer as auction sales on behalf of the Bird Stamp Society [his year. 7. As the Girobank(i.e. Alliance 8: Leicester) now sends out statemenis every 3 :‘nonths. it is no longer possible to reconcile 1he balance at the end of July. when these accounts are produced. 3. BIRD STAMP SOCIETY Report of the Packet Secretary 2006-2007 I have managed to find more~vendors sending in some very 'go'od stock which means I have been able to send out 83 completed books, and still have books out or ready to send out. This means members are receiving packets about every 213 month's, many thanks to those sending in books. The response from members is the packets circuit is very welcome and worthwhile as some are unable to get to stamp fairs and enjoy browsing gver the,._books at home. Vol. 22 No. 1 Page 12 FLIGHT September 2007 TO ALL ABPS MEMBERS - YOUR NATIONAL ASSOCIATION The ABPS Executive is the Committee of elected representatives, working for all Members of the National Association Through our various committees we organise Exhibitions, Lectures, Seminars and other Philatelic matters, on your behalf. We publish ABPS News, a Handbook and Directory, a List of Speakers and leaflets on such subjects as Benefits for all Members. We run and maintain the ABPS website. The Executive needs to work to an annual budget, and our Treasurer is currently setting one up for 2007, with others further into the future” Each major Bxhibition/ Competition we organise for the Membership is always budgeted to at least break even. For example for Torquay, the budget was £24,500 and the spend was £24,350. For all future National Competitions, we have to put up money in advance as deposits on the venues. This includes substantial forward payments to enable arrangements to be made for London 2010 and the 2010 Festival of Stamps. The costs associated with participation in other International Competitions are covered solely by those members that enter, and are not subsidised by the general membership. We see the need to talk more to Federations and Specialist Societies to let them know what is going on in UK Philately. For instance we will be giving details of the planned co~operation with the British Postal-Museum & Archive to put on the UK Festival of Stamps in the same year as London 2010. We will be consulting with Federations and larger societies on how best to maximize the impact that the various events will have for UK collectors and the general public. One of the questions askéd at the Torquay EGM was, “Why. is it not possible for each individual member to pay only one subscription?” We do not have the necessary data or resources to do this for about 10,000 members. Even if we were able to do it, the total expenditure of the ABPS would remain about the same, and the single individual membership fee would need to go up substantially to match our requirements. So we intend to stay with the current system, set up 10 years ago, where each club, Local or Specialist, pays a per-capita fee for each member. This way our Subscription Secretary can deal with approximately 340 clubs per annum. _ It is several years since the subscription fee was raised from 50p to 60p. You will be well aware that cost of virtually everything has gone Up in the meantime. On top of this we need to be able to cover our expanding commitments in the future. So the Executive is proposing, at the Midpex AGM on 301 June 2007, that the traditional per~capita fee be raised to £1.00, that is still only 2p per week.

ANNUAL GENERAL MEETING & COUNCIL MEETING The attendance at the AGM and Council Meeting on 30th June equalled the highest these meetings have ever achieved since the relative inaugural meetings at Sutton Coldfield in 1993 and Swindon in 1995. Thanks to all who gave up their time to come along.

NEW DIRECTORS The following directors retired and were unanimously re—elected en bloc: M.P.Brindle, J A Davies, H.V.Feldman, A.D.Godfrey, P.J.Kenton, E.G.Longbottom, H.A.Osborne, J.Sussex, and W.C.Robertson. Susan Oiiver, also a director , was not due for retirement this year. Nigel Gooch, our new treasurer and Company Secretary, was also appointed a director.

NEW LIFE VICE-PRESIDENTS Four members, retiring at this meeting from ABPS positions, were thanked by the Chairman for their on-going work over many years, and were proposed as Life Vice-Presidents and elected by acclaim. They are Professor John C West CBE (retiring Chairman of Council), Tom Poynton (retiring Vice—Chairman of Council), Richard West (retiring Editor of ABPS News), and Michael Elliott (retiring Company Secretary).

WINNERS OF THE SOCIETY JOURNALS OF THE YEAR COMPETITION The winners of the competition were presented with cheques for £100 for the societies and certificates for the editors . In the Specialist Society class the winners were the Canadian Philatelic Society with their journal Maple Leaves, edited by Graham Searle. In the Local Society class the winners were the Sheffield Philatelic Society with The Sheffield Philatelist edited by Gregg M Spring. There had been a gratifying increase in the number of entrants in this years competition. Further details will be found in the September issue of ABPS News.

AFFILIATION FEES There was a lengthy and positive discussion about the proposal to increase affiliation fees, details about which were circulated with the last E-Bulletin. There were several useful comments made in the discussion which the Executive will follow up. A number of delegates expressed surprise that affiliation fees had not been increased earlier in line with general cost inflation and noted that many societies were making substantial increases in their membership fees. The proposal to increase affiliation fees to £1.00 per UK member from 1st January 2008 was'proposed and seconded, and at the vote, 30 (88%) were in favour and only 4 (12%) were against. As one delegate said 'if you don’t have the money you can’t do the job’ I

BRITISH PHILATELIC TRUST A delegate to the Council Meeting asked what had happened to the British Philatelic Trust and why were the ABPS now having to make payments previously made by the Trust as well as managing activities they had previously dealt with. Dr Alan Huggins, until recently one of the Trustees, said the Charity Commissioners had introduced a new ruling which now prevented the Trust from giving funds to a hobby. The Commissioners saw no educational benefits in supporting philately. The Trust would, however, continue to support philately in whatever way was acceptable to the Charity Commissioners.

What a miserable subject to think about! You have filled your last stock book, licked your last hinge (assuming you are not an unmounted mint fanatic) and gone to join the Great Philatelic Society in the Sky. Working on the basis that you can’t take your collections with you, what will happen to them when you are gone?

Sadly, we probably all know of examples of former collectors who did not make proper arrangements for the ultimate disposal of their collections. In the worst cases, these have ended up in skips, rotting away in damp cupboards, or have been carted off to the local furniture auctioneers and sold for a pittance. Maybe a distressed widow has been persuaded by a friendly “dealer” to accept a derisory sum just to get rid of all the clutter. Usually it will not be as bad as that, but with a little forethought you should be able to ensure that all of your treasures find the best new homes afier you have gone, with the maximum financial benefit to your family.

The key is to make plans as soon as possible and keep them under review. Of major importance is to identify perhaps a couple of trusted philatelic colleagues (likely to be members of an appropriate specialist society) who will be prepared either to act as executors of your will (possibly in addition to family members) or at least be happy to give expert guidance to the executors on your death. They will know which auctioneers are best for particular sections of your collection (some are better at postal history than stamps and vice versa: what about overseas auctioneers or dealers?) and may suggest that particular sections of your collection could best be dealt with within the specialist society itself to the benefit of the society, its members and your estate. They would ensure that your research notes and library were preserved for the benefit of future generations of specialists.

So here is a suggested strategy :

1. Consider the things a non—collector would need to think about before making a will. Who should inherit the bulk of the estate? What happens if they die before you? Are there are any individuals or charities that should be left a legacy?

2. Who should act as executor? Should a special philatelic executor be appointed? Ask the people concerned whether they would be willing to take on the job. .

3. Talk to your executors about your collection. Give the lay executors details of . who to contact for. help. Be hOnest about the value of your collection. If you have spent far more on your collection than your family thinks, now is perhaps the time to come clean with them! i

4. Contact a solicitor who specialises in will drafiing. Not only will he be able to set out your wishes in a way which is legally binding, but will be able to help with any tax planning or other relevant issues. Remember that each individual is able to pass on up to £300,000 to the next generation without inheritance tax becoming payable. There are ways of arranging your affairs, particularly if

Page 16 FLIGHT September 2007 Vol. 22 No. 1 you are married, to ensure the maximum tax benefit to you rather than the Chancellor of the Exchequer. There are also a number of traps into which the unwary can easily fall! A solicitor who is a member of the Society of Trusts and Estate Practitioners (Contact details: Society of Trust and Estate Practitioners (STEP), 26 Grosvenor Gardens, London, SWIW OGT, Telephone: 020 7838 4890) will have the specialist knowledge to advise you on these points.

It must be admitted, this is a fairly dour subject to contemplate. All collectors, however, surely have a duty to themselves, their collection, future generations of students and their family to ensure that the proper arrangements are made when the' album is finally closed.

Postage Surcharges - A note by Graham Horsman Following the issue of the Jun 07 issue of Flight 2 x UK based members contacted me with regard to additional postage they had to pay in order to receive Flight. The reason for this charge was because their envelopes contained 2 or more stamps with the odd 1/2p postage. The Society gets its postage stamps from RUSHSTAMPS; one of the most reputable dealers in the UK. I contacted RUSHSTAMPS pointing out to them that their latest consignment contained several stamps with the odd 1/2p and that it would appear that the Post Office no longer accept such stamps. RUSHSTAMPS contacted me on 16 July and their response is below: Dear Mr Horsman, Thank you for your letter which has caused me much concern. I have contacted the Post Office and have been reassured that they DO accept stamps containing the odd 1/2p providing they are used in multiples of 2 so as to make up 1 p. Only where 1 x 1/2p stamp is used and that results in an underpayment will the Post office raise a charge against the recipient. All Post Offices should be aware of this policy and we apologise for any unnecessary inconvenience etc etc. I tried to phone the 0845 number but aft'er many fruitless attempts got nowhere (0845 77 40 740 should any brave soul wish to follow this up!!!) I then contacted the head office in Edinburgh who confirmed that RUSHSTAMPS were indeed correct in what they had passed on. The advice they gave was: 1. Should a charge be raised again then the recipient has the right to object to making the payment on the basis that the Post Office has raised an invalid charge. 2. The recipient can pay the amount and then reclaim it by completing a form obtainable from their local Post Office. I ‘tried to ascertain where the charge was raised - waslit the sorting office where all the envelopes end up prior to distribution to local Post offi es or was it the local Post Offices themselves. The response was that the amount is checked by both so it could be either!!! Out of the 200+ envelopes I sent out in June I believe a large number, especially those to UK addresses, had stamps with the odd 1/2p yet only 2 x members contacted me with regard to the surcharge. By the time you read this message you will have received the Sep 07 issue; let's hope you didn't have to pay a surcharge in order to read this. If you did, then please follow step 2 above. '

A note by Kjell Scharning on his website - http://www.birdthem e.org/ Changes from Clements 5 to Clements 6 (including my implemented Ibis website updates) Family level 1 family disappears - Dendrocolaptidae 2 new families —- Sapayaoidae and Urocynchramidae There are some sequence changes. Stercorariiclae, Pittidae and Acanthisittidae have been moved to new places in the sequence. Total number of families is now 203 Family list (opposite page) - Species level . The 3 species in Dendrocolaptidae are now included in Furnariidae. Dohrn‘s Flycatcher moves from Muscicapidae (Old World F lycatchers) to Timaliidae (Babblers) and changes name to Dohrn's Thrush- Babbler. The 5 Euphonia and the 1 Chlorophonia species on stamp move from Thraupidae to Fringillidae. This move was presented on the Ibis website, but had not been implemented by me. Przevalski's Rosefinch has been removed from Emberizidae and placed in a family of it’s own, Urocynchramidae. Total number of familymoves for bird species on stamp is 11 Family moves list- Name changes ' There are 18 new English names in this list 3 of them are there because I had incorrect names in my database. 9 of them due to Sao Tome n'ow spelt Sao Tomé. New English list 107 bird species on stamp have new scientific name. A great majority is due to new spelling caused by genderchange. New Scientific list Some 300 bird species on stamp have been moved to a new place In the taxonomic sequence within their family. The greatest changes are in Shorebirds, Terns Barbets Toucans Cotingas Manakins Tyrant Flycatchers, Larks, Swallows, Wagtails and Pipits, Sylvia-warblers, Weavers and Allies. New Sequence list 2 of our bird species on stamp are not listed as species in Clements 6. Black-backed Wagtail Motacilla lugens (China (Taiwan) 1991 Taiwan stream birds, Korea, North 1965 Korean birds) has been lumped and is now a subspecies to White Wagtail M alba. Indonesia’s recent Wattled Smoky Honeyeater Melipotes carolae is not included, probably because it has not yet been described in a scientific journal. I’ll include it as a personal update to my Clements 6 list. Grey Fantail Rhipidura fuliginosa becomes Grey Fantail Rhipidura albiscapa and New Zealand Fantail Rhipidura fuliginosa. I shall list Norfolk’s and Vanuatu’s grey fantails as Grey Fantail Rhipidura albiscapa and New Zealand’s fantails as New Zealand Fantail Rhipidura fuliginosa. Micronesia’s Oriental Cuckoo Cuculus saturatus should have been identified as Horsfield’s Cuckoo Cuculus horsfieldi. In Clements 6 this bird changes English and scientific name and becomes Oriental Cuckoo Cuculus optatus. This is the cuckoo on the Micronesia stamp. Cuculus saturatus, now called Himalayan Cuckoo, is no longer on stamp. 2415 species on stamp change Clements species number. FLIGHT new issue numbering Although Kjell has changed his website numbering in line with Clements 6th edition he is continuing with the familiar 5th edition numbering for the new issue listings in the magazine (A VES) of our Scandinavian sister organisation, quoting the new names where appropriate.- FLIGHT new issues are closely co- ordinated with the A VES lists so I shall continue to use the 5th edition numbering also, with occasional notes to refer to significant changes in the 6th edition.
