Area Assessment

The area (about 10.8 ha) is mainly occupied by nine industrial buildings, including three on private land and remaining six on government land under short-term tenancies (Plan A23).

The number of buildings is two less than the 2009 Area Assessments as a portion of about 1.1 ha had been rezoned for the planned Tuen Mun-Chek Lap Kok Link approved under the Roads (Works, Use and Compensation) Ordinance in October 2011. Thus, the total industrial GFA in the area has slightly decreased from about 64,092m2 to about 58,723m2.

The six buildings on government land are 1-storey in height and in poor condition, while the three buildings on private land are 4 to 6-storey in height, in fair condition and under single ownership. Seven buildings are 22-24 years old, while the age of the remaining two is unknown.

Same as the 2009 Area Assessments, all the industrial buildings in the area are occupied with Warehouse/Storage as predominant use. None of the units is divided into subunits.

In terms of employment, only about 34 workers are estimated to be engaged in the occupied units of the industrial building, including about 29 workers (85.3%) in the manufacturing business and about five workers (14.7%) in the non-manufacturing business. The overall figure is insignificant as compared to the total of 61,763 persons engaged (other than those in the civil service) in various business/industries sections in the identified by C&SD in June 2014.

So far, there has been no planning approval or building plan approval for proposed new development in the area or proposed redevelopment/wholesale conversion of the existing industrial buildings in the area.

The subject area together with Area 46 to the immediate north is covered by the ongoing Planning and Engineering Study for Tuen Mun Areas 40 and 46 and the Adjoining Areas jointly undertaken by CEDD and PlanD. Future use of the area would be subject to the recommendations of that study.

Recommendation

To retain the area as “I”, pending for the recommendations of the Planning and Engineering Study for Tuen Mun Areas 40 and 46 and the Adjoining Areas being undertaken by PlanD and CEDD.
