However, the crucial point here is for students to use balanced and supported judgement. One group could select and support the achievements of the reforms, while another group selects the limitations. Findings could be presented using a PowerPoint presentation.

Then students should be encouraged to form judgements. These could be stuck round the classroom and comments posted on them using sticky notes. This allows for differentiated work – offers chance for developed judgement.

For the essay, you could adapt the writing frame given on Worksheet 3.12 to help those having problems structuring answers.
