As November quickly approaches, remembering seems to be what we do. The 'gunpowder, treason and plot' of November S"* quickly gives way to a more solemn remembering of the war dead of a century and more, on and around November ll"'. But there's more to remembering than simply recalling past events, though that's certainly a part.

When we properly remember something, we recognise that we are part of the same story, and that the events of the past- even those in which none of us were directly involved - can and do impact how we think and act and live today. The thwarted attempt to assassinate the King and Parliament in 1605 stands as a lesson to us, over four hundred years later, that violence is not a good solution to our political disagreements, no matter how complicated and seemingly intractable things might appear. To honour the casualties of war is not just to pay tribute to bravery and self-sacrifice which continues even today, as right as it is to do so, but it is a continuing challenge to us all to strive for a world where such bravery and self-sacrifice are no longer needed.

The Church also has its own special days of remembrance at the beginning of November. November 1®* is All Saints' Day (in older English also known as All Hallows' Day - hence the name "Hallowe'en" for October 31^*), a day when we give thanks for all those who have lived Christian lives worthy of celebration. There are, of course, days for particular named saints throughout the year - and watch out for more from me on that topic in future issues - but this is a day to celebrate them all together, even those ones whose names we no longer recall, and to think about how their examples of life and faith can inspire and shape us today. We'll be marking the day on Friday r* November with a service at St Peter's Soberton at 7.30pm, and also at our morning services on Sunday 3''' November.

November 2"'^, meanwhile, is All Souls' Day,for remembering all those whom we have loved and yet see no longer. Family members,friends, loved ones, people from our villages...there are so many who, in some way or other, have made us each into the people we are today. There will be special evening services of'Remembering Loved Ones' at St Peter's Soberton and at St Peter & St Paul Hambledon on Sunday S"' November for us to remember and give thanks for everyone who has influenced our lives. All Saints' and All Souls' together also remind us that while we may eventually be forgotten by people, we will never be forgotten by God (Isaiah 49.15). As always, you are all warmly invited to come and join in these and indeed any of our church services across the benefice.

There isn't much point in remembering so much in the first few days of November, however, if it doesn't make any difference to us the rest of the year. In fact, if it doesn't make any difference, then we almost certainly haven't actually remembered properly. Are all these things just an excuse to tell good tales about the past? Or are they opportunities to think, to learn, maybe even to change how we are going to live right now?

Just as the events of the past aren't only tales to be recalled, but part of the story of who we currently are, so our lives are part of the story that will shape the lives of generations to come,sometimes in ways we can't even imagine. Our villages, our country, our world, and each of us- we are all how and who we are because if the influence of people we will never know. Really, truly remembering the people and events of the past reminds us of that, and it also challenges and inspires us to be people whose lives and influence will be remembered for the right reasons even when our names are long past human recollection. Whoever, whatever, and however you choose to remember this November, let us give thanks for all that has been good, be honest about those things which have not been good, and together learn from it all. Let's make our small part of the story one that, for all the best reasons, people will want to remember.

The family of Elizabeth "Libby" Mary Lambert are sad to announce that Libby passed away on 18/09, aged 87.

Libby and Tony moved to Newtown in 1983 where Libby sang in the church choir, became secretary of the PCC and was an active member of the Rookesbury Hall committee. Libby had a real sense of community and public service and loved living in Newtown. She will be sadly missed by her family and friends. VCUa^Vvary

Everybody needs Good Neighbours sometime

How to you get to the doctor's or hospital appointments if you can't drive because of illness or injury? Call a friend perhaps. Or maybe persuade someone in the family to give you a lift. If that's not possible, people in Newtown and Soberton are lucky enough to have another option - The Good Neighbours group, which answers dozens of calls every year for assistance with medical appointments and getting to lunch clubs. The group has about 20 volunteer drivers who use their own cars, so we can usually find someone to help, provided we get reasonable notice. All our drivers are DBS (formerly ORB)checked. The Good Neighbours Group has been part of village life for 28 years and, as part of the Good Neighbours Network umbrella group run by the local dioceses, is fully insured for public liability, personal accident and monetary loss. The group makes a charge for the service to cover fuel and wear and tear. The charges are for return journeys (see box below) should be paid direct to the driver. These are typical destinations but if you need to attend an appointment elsewhere just ask and we will try to help.

MEON VALLEV QUILTERS

Meon Valley Quilters meet in Wcltham Chose Village Hall on the second Saturday of each month and we have one hundred members. We are holding an Exhibition of our members' work at Rookesbury Park, Southwick Road, Wickham P017 6HT over the weekend of 19th and 20th October 2019. The Exhibition will be open from 10 a.m. until 5 p.m. on Saturday and from 10 a.m. until 4 p.m. on Sunday. There will be a cushion raffle, a sales table of items made by members, refreshments all day with home-made cakes, and lunchtime snacks. We will have bag tombola, book sales, two traders and a Hobbies and Collectors' Exhibition. Admission is £3,children free. There will be a talk by international quilter, Jan Hassard at 2 p.m. on Saturday 19th and entry to the talk will be £3. 8 PARISH CHRISTMAS CARD 2019

As in previous years, PiNS will produce its Christmas greetings page in the Parish Magazine this year. Thanks to your generosity we have been able to clean and/or paint eleven ofthe most dilapidated fingerposts in our area this autumn.

The major project is still to have a new sign made from scratch for the junction of Liberty Road and Kiln Hill. This has taken longer than anticipated but we hope to see it in situ shortly. We will also be planting quite a few daffodil bulbs around the villages again this year.

If you would like to support PiNS in our work in the Parish and send Christmas greetings to your local friends and neighbours without the cost of cards and stamps, please fill in the slip below and send a donation. The first recorded reference we have to the Roebuck comes In the 1841 census for Soberton when the publican was Maria Pafford. The Paffords had probably been there from years earlier serving the communities of , Chiphall and Kingsmead. Maria died in 1844 and William Pink's name appears as the publican in the 1847 trade directory.

Very little is known about William for he died before the 1851 census was taken and he does not appear in Soberton burial registers. Newtown, where later members of his family were buried, was probably not built when he died.

The 1851 census shows Mary Ann Pink, a 42 year old widow, as the licenced victualler of the Roebuck. Mary Ann had been born in Forton, Gosport but moved to Wickham in the early 1830's where five of her children were born. Two younger boys were born in Soberton parish almost confirming the fact that they moved to the Roebuck soon after Maria Pafford died.

Mary Ann kept the Roebuck until her death at the age of 63 in 1874 when her eldest daughter Harriet took over. Two unmarried brothers, George and John, both described as labourers, lived with her according to the 1881 census. A seventeen year old niece, described as an 'inn servant' made up the household. Harriet died in 1882 and like her mother, was buried at Newtown.

Harriet was followed by William Pink surely a relative because George continued living at the Roebuck but there is no mention of John. The 1891 census gives Williams age as 42 and birthplace Soberton so it is possible that he was the younger brother otherwise known as John.

William married Emily Searle of Wickham at Newtown in 1884 and later that year William Henry was christened. Sadly, William died in October 1892 just before his second son was born. His widow, Emily took over the licence but it was perhaps difficult for her and in 1896 she married John Didymus.

John and Emily continued as publicans until John died in 1918. The licence was held in John's name but it reverted to Emily on his death and it remained in her name for a few years. By 1927 the trade directories show that the Pink name is back at the Roebuck. William Henry, the son of Emily and William Pink has become the licensee. We know that he was still there when World War II began but that is where trade directories stopped. Hearsay suggests William Pink died during the war but which William Pink and which war? Perhaps some readers can tell us more.

However, 1844 to 1939 is almost a century of Pinks serving the community around the Roebuck and, as can be seen from the back cover, William Henry had his eye to the motorists and Charabanc parties who were journeying out of the towns into the beautiful Meon Valley.

We started our new programme with Jo Dawson telling us about her career in commercial art and love of teaching.

At the meeting on Wednesday 2nd October at 8pm, Peter Hoist will regale with his experiences as a Trusted House Sitter. The venue is St Peter's church rooms,Soberton.

On 6th November the meeting will be held in The Bowery, Station Rd, Soberton, home of Sue Houlding. Graham Bryant, president of the Astronomical Group will speak about 'The Moon - Our Nearest Neighbour'. New members are always very welcome. Liz Whales - Secretary - 01489 877712 [email protected]

11 Meon Valley Garden Club

The Garden club's programme each year is a mixture of talks, outings, garden visits and shows. The August garden visit was to Upper Farringdon where a pair of contrasting gardens were visited, both open under the National Garden Scheme. The money raised from this scheme goes to a range of well deserving charities. You can experience many different gardens all over the country, just look on their website for details, ngs.org.uk

One garden was large and the other small but both really interesting with unusual planting and lovely trees. The larger garden had the added interest of chickens, ducks and guinea fowl including some young. Very good refreshments were served at the gardens and in addition there was a village pub which some of our members visited.

The Summer Show was another successful event but a little hampered by the weather and numbers were down. That's gardening for you!!!

The Allied Operation INFATUATE r' I involved an amphibious assault on Walcheren by the 4**^ I f klj . Special Service Brigade (41, 47 and 48 Commandos, Royal I I 1^ ' Ij Marines augmented by Belgian, Dutch, French and || hiliiililil^''1 commandoNorwegian commandos) and a brigade at from Westkapelle the 52"''(Lowland) with 4 Army Division landing at Flushing. The 2nd Canadian Infantry Division attacked across the causeway from South Beveland. The operation was supported by the battleship HMS Warspite, the monitors HMS Erebus and HMS Roberts, miscellaneous small craft and RAF Typhoon fighter-bombers. RAF bombing in October had breached the dykes surrounding the island, flooding the interior which, ironically, hampered the Allied assault as much as the defenders. The operation was a complete success and by 8"^ November some 40,000 German troops had surrendered. Of the 1,473 Allied casualties, 489 were killed and 925 wounded.

As the Allied armies continued their advance eastwards, logistical support from the Normandy beachheads became inexorably stretched. The 1=' Canadian Army had been directed by Field Marshal Sir Bernard Montgomery, C-in-C 21®'Army Group, to capture Calais, Dunkirk, Boulogne and other channel ports; however, the Germans had destroyed most of the ports' infrastructure, delaying their effective operational use. The city and port of Antwerp was captured by the British 2"" Army on 4th September virtually intact but preoccupation with Operation MARKET GARDEN (see last edition of the parish magazine) delayed its

In 2018, the RBL raised a total of E163.2M and expended E165.3M; of this E8.7M was in direct support of the Armed Forces community. Other support enabled 5,741 people to relax and recuperate at the Legion Break Centres, 4,600 people were supported to be able to live independently at home, 25 Admiral Nurses carried out 10,385 home visits and 793 residents received care at one of RBL's 6 care homes. 400,000 people gained access to support and advice through the Veterans' Gateway service, 90,000 received expert guidance and support through 16 Pop-in Centres across UK, and 538 Service personnel were rehabilitated at the Battle Back Centre. Simultaneously, the RBL was at the forefront of national and international commemorations to mark the Armistice of 1918 and remember a million men and women from the British Empire who made the ultimate sacrifice.

This year's RBL Remembrance Sunday Service will be held at St Mary and All Saints Church, Droxford, starting at 10:50. All are encouraged to attend. Other services will be held locally as promulgated elsewhere in this magazine.

Somewhat belatedly, the Canadians were tasked to open up the Antwerp area but the German 15"^ Army had withdrawn to South Beveland and Walcheren Island which they fortified to dominate the Antwerp approaches. Following success of INFATUATE and subsequent mine clearance operations, Antwerp was opened to Allied shipping on 28"' November - eventually handling 22,000 tons of cargo a day. Our first meeting after the summer break was on 12**^ September and our very own Lyndon Palmer gave a fascinating and very informative talk on "The Vikings and their effects on Britain." Given in Lyndon's usual entertaining style, this was much enjoyed by all those present.

The next meeting is on Thursday 10*^ October and we have Prof. Tony King who will give us an insight to the Roman Dig that is taking place Just up the valley at Exton. Our last meeting before Christmas takes place on Thursday November and will be suitably festive. Or Cheryl Butler will be telling us all about "Marmalade, Spuds & Gold: Gift giving in Tudor Southampton". Sounds like one not to be missed!

People with dementia can be prone to depression and anxiety and this can be quite challenging from time to time. You may find that you are able to manage without much support from others for some time. However, we all need extra help at times, and this is where The Meon Valley Carers Group could help. Talking to others is helpful and often mutually beneficial.

We are a very small Charity, run by volunteers, who meet up socially on the second Tuesday of each month for a Pub Lunch, and the fourth Tuesday of each month for a Group Meeting held at the Paterson Centre, Swanmore, or may be an Outing, - see programme below for further details.

Our main aim is to support Carers who are dealing with dementia on a daily basis. We are here to sit and have a chat and listen, and offer any support that we can, or signpost you to professional organizations who will be able to assist with any concerns you may have.

So, why not come along and see how this very friendly group of people operate and we know from previous experience many friendships have been formed over a cup of tea.

All our volunteers are parents themselves or have parenting experience, this is vital as families are supported by someone who understands their issues. Summer fun brings out the crowds! The July 2019 Swanmore fete, organised by the Meon Valley Lions Club, turned out to be one of the most memorable in recent years. The weather was glorious, but not too hot, and the New Road recreation ground was packed from top to bottom with families enjoying themselves. In addition to the hundreds of Swanmore residents, the event was also brilliantly supported by dozens of classic car and bike owners who brought along their shiny pieces of pride and joy to put on display. As well as some wonderful music from local bands, including the Soberton Strummers and (making a fine debut) the Swanmore Wind Band, there were displays from regular favourites Roynon School of Dance and Kristian Bediako's Djembe Drum workshop. For the first time, we introduced a dog show to the fete and were overwhelmed with the response, with dogs of all shapes and sizes competing across the handful of interesting and novelty classes. Its popularity means that it s already in the programme for the 2020 fete! We haven't had the final figures ratified yet, but it looks like our charity account will be around £7,000 better off as a result of everyone's generous support. That's £2,000 better than our previous record. The raffle proved particularly successful with receipts swollen by the extensive prize list with an estimated value in excess of £1,000. Club President Andrew Brown said, "We've organised the Swanmore Fete for many years as part of our commitment to community involvement in the Meon Valley, so when villagers respond so generously and support our charitable work, it's very rewarding."

Roaring trade at The Taste of Wickham In early September Meon Valley Lions took their BBQ to the Taste of Wickham festival. We had a fantastic day, starting with BBQ bacon butties and then sausages and burgers ... the queues didn't stop until mid-afternoon and only then because we sold out. We made approximately £1,400 for local charities, plus this year we collected £120 for the Bahamas, devastated by hurricane Dorian. Our mini-bus was also in constant use running a shuttle service to the parking fields. Thank you to all who gave so generously and for their continued support.

If you haven't managed to get to a Bishop's Waltham Bites event before, then now is your chance! Between 11.00am and 3.00pm on Saturday 5"^ October, eight participating food outlets in Bishop's Waltham will be offering tasters from their establishments to the lucky 125 people who have bought tickets in advance.

The participating food outlets will be The Southern Co-op, Grover Butchers, Giorgios Mediterranean Restaurant, Any Fish, The Barleycorn Inn, The Crown Inn, The Bishop's Waltham Country Market and Stainers Bakery.

This is a hugely popular town event which sells out very quickly. On the day, the High Street and surrounding areas will be buzzing with people enjoying their tasting delights. The outlets put on a fantastic feast of flavours and everyone gets into the spirit of the event. Regulars, newcomers and visitors from afar all say what a wonderful experience it has been.

Bishop's Waltham Bites is organized by the Bishop's Waltham Town Team. It is supported by the Southern Co-op which generously pays for the cost of printing the programme and publicity materials. The tasters are provided at no cost by the participating outlets so all the proceeds raised through ticket sales can be directed to local community activities. This October some of the proceeds will be donated to the Bishop's Waltham Youth Club, with the rest of it being put towards the costs of the Town Team putting on a second version of the highly successful 2018 KidSTreat event next year. The Parish Clerk The Parish Council are pleased to announce that a new Parish Council Clerk has been appointed. The new Parish Clerk is Jenny Clarke who lives on the High Street, Soberton. Jenny was appointed earlier this month after a series of interviews and commences work in September. The Parish Council are grateful for those who showed interest in becoming Clerk and we were pleased to shortlist and interview three very strong candidates. The retiring Parish Clerk, Norman Chapman worked for the Parish Council for forty years and we will be announcing a special gathering to be held at Soberton Village Hall in late November to celebrate his tireless work for us all, to which everyone is welcome.(The date will be in the next Magazine, on the website and posted in the notice boards).

Hedges and Ditches

Every year we remind all land owners and tenants of their responsibility for cutting back and cleaning out hedges and ditches. Timing is everything, clear the ditches now and we avoid flooding, cut back the hedges in the autumn and they will grow shaped and controlled next spring.

The Parish Council can and will carry out work on Hedges if they are causing safety issues and charge the owner/tenant for that cost. The Parish Council initially issues a letter to specific owners seeking for them to carry out works, after which if there is no response we will act.

Football Pitch Restoration

The football pitch has been rendered unplayable for sport since March this year by badgers digging for lavae. A specialist contractor has now been commissioned to repair the surface now the badgers have moved on. The playing pitch will take six to nine months to fully restore and over this period you will observe various activities from scarifying to seeding. The grass will now be cut weekly in order to encourage a better playing surface.

No dogs on the Recreation Ground

The Parish Council need to remind local dog owners that dogs are banned from the Recreation Ground and have been banned for the past 20 years. This is for Public Protection and by law 'the Anti-Social Behaviour Act of 2014' which defines spot fines of a maximum of £80 and Court fines of up to £1,000 for dog fouling on public land.

We are a rural Parish, many of us have dogs and we are lucky to have numerous places to exercise our dogs without using the Recreation Ground and we ask that all respect the rules.

Independent Councillor I made a decision back in July, due to a number of circumstances, that I could no longer support the Conservative Party and therefore have decided to remain your district councillor but become independent. This will not change the level of my time devoted to the parish and issues raised by residents. If you would like to discuss this further with me, I am more than happy to do this one to one.

Bonfires Attached are some flyers that might be useful as we approach Bonfire season together with some useful information if needed.

Unfortunately, it is a common misconception that there are "bonfire bylaws" that control the hours you are allowed to have domestic bonfires. There are no such rules and instead the council has to assess whether the bonfires are causing a statutory nuisance (Environmental Protection Act 1990). This has to be judged on a case by case basis and essentially we consider whether the impacts are reasonable with reference to; • Duration, • Severity, • Frequency, • Common Convention (e.g. occasional garden bonfires are often considered reasonable, whilst burning plastics, domestic refuse is not).

Under the provisions of the Environmental Protection Act 1990. smoke caused by bonfires may be a statutory nuisance and the City Council has powers to take action against those who create a statutory nuisance or allow it to happen. Private individuals are also able to take their own action by complaint to a Magistrates Court. Case law has established that the concept of nuisance considers "reasonable expectation". So in general terms the occasional small garden bonfire burning dry wood/plant material may be acceptable, whilst burning of other household materials such as painted wood, plastics, furniture, mattresses etc would not. Bonfires which are on land near to roads and causing an inconvenience or a danger to passers-by, can also be an offence under the Highways Act 1980. If you feel you are able to it is best to discuss it initially with the person responsible; they may not realise they are causing a problem. If the situation does not improve, then contact the Environmental Protection Team on 01962 848097. You will be required to confirm your complaint either in writing or by the completion of log sheets. If the log sheets indicate that a statutory nuisance exists, the person responsible for the bonfires will be contacted and advised that an offence may be taking place. I have attached a copy of the Log sheets, but is it always good to discuss the problem with council officers first. If the bonfires persist, and evidence suggests that the bonfires are causing a statutory nuisance, a legal notice may be served. If found guilty of further offences by the Magistrates Court, a fine of up to £5000 may be imposed. Bonfire Guidelines as published on the WC website: If you have garden waste to dispose of, try and compost as much as possible. Consider using a shredding machine, which can reduce hardwood materials into mulch for use on your garden. The remainder can be taken to one of the household waste recvcling centres. If you must light a bonfire, ensure that the material to be burnt is dry. This will minimise the amount of smoke produced. • Do not light a fire when the weather conditions might cause the smoke to travel into your neighbours garden or property. • Remember that smoke will hang in the air on a damp, windless day and in the evening around sunset. • Position any bonfire as far away from buildings as possible. Do not light a fire if the wind will carry the smoke over roads. • Never leave a fire to smoulder - put it out with water or soil. • Remember, heaps of garden refuse provide a haven for small animals such as hedgehogs. Check before you light. • Take care to keep children away from a bonfire. Supervise burning as much as possible. • Burn only dry plant/wood waste. Avoid burning any wood that is treated/painted or any other household waste.

The news items from WCC (all rather city based) include: 1) New open meetings to give residents greater involvement in council work. The first forums will focus on each of the current development projects, the Central Winchester Regeneration, Station Approach and Winchester Sport & Leisure Park.

2) New water fountain installed in Winchester in drive to reduce single-use plastic. A new water fountain has been installed in the heart of Winchester to help reduce the use of single-use plastics. The new fountain inside Abbey Gardens is now in place and ready for the public as the city council aims to reduce the use of disposable plastic bottles and cups.

3) New leisure complex for Winchester officially named Winchester's new leisure complex, currently being built at Bar End, has been officially named. The name Winchester Sport & Leisure Park was chosen to reflect feedback from the public to keep the name simple, clear and incorporate the importance of developing a facility surrounded by parkland. The centre, which will be run by leading leisure operator Everyone Active, is due to open in early 2021.

4) Green additions made to Winchester Sport and Leisure Park Winchester's new sport and leisure park will have a clear focus on sustainability. Following from the council's declaration of a climate emergency, a number of improvements will be added to the centre to make it greener as the council looks to become carbon neutral by 2024. To ensure the building is sustainable there will be increased solar panels, water recycling, heat recovery units and further energy efficiencies. As part of the carbon offsetting work there will also be 200 trees planted on the site. Work is continuing to progress on the centre with the steel frame beginning to take shape, and centre is due to open in 2021. The centre which is being built by Willmott Dixon and will be operated by Everyone Active will include a 50m pool, training pool, multi-use sports hall, fitness suite, squash courts and a hydrotherapy suite.

Useful information Kerbside glass collection boxes are now being distributed to residents in the Winchester district. The boxes are part of the city council's new waste collection service and wider commitment to improving our environment through more effective recycling.

Balancing the Budget

September saw the start of the County Council's budget planning timetable — with Hampshire residents responses to this summer's Balancing the Budget consultation at the heart of proposals being considered by individual Cabinet members over the coming weeks. Recommendations will then go to the Cabinet in October, before a final decision in November by the full County Council. Further to ratification by Cabinet and Full Council, some proposals may then be subject to further, more detailed consultation

If Hampshire is to remain one of the strongest local authorities in the Country, providing good value for money to the County's taxpayers, and consistently delivering some of the best public services to Hampshire's 1.3 million residents, we must receive the right level of financial support, on an ongoing and consistent basis, from Government. Consequently, the County Council will be making further representations to Westminster to feed into the three-year Spending Review due to take place next year.

Brexit web page for Hampshire

To help prepare for Brexit, Hampshire County Council has published easy to find guidance for residents and local businesses on its web site. The new web page has useful links, guidance and information on what the County Council has been doing in the background to make sure Hampshire is as prepared as possible. For example, as one of the organisations in the Hampshire and Isle of Wight Local Resilience Forum, we have prepared a 5km stretch of the A31 as a part in a contingency plan to manage a potential increase in traffic and congestion in South Hampshire, in the event the Port of Portsmouth is affected by a no deal EU exit; and we have well established processes in place to respond to a wide range of scenarios, such as disruption to critical supplies. Improving Recycling in Hampshire

Across the County Council, savings proposals are being developed to bridge the funding gap we face, due to reductions in our funding from Government, rising costs and inflation, and growing demand for Council services. We need to find a further £80 million ofsavings, on top ofthe £480 million already taken out ofthe budget, since 2010, so we are having to look very carefully across our services. As part of the County Council's budget planning, a report into how savings could be made, while improving recycling, is to be considered by Cabinet and full Council. This will include the start of a radical overhaul of how waste is managed in Hampshire.

With approximately 100,000 bin loads being delivered to our facilities for disposal every weekday, it is essential the County Council make every pound we spend on waste and recycling count. Recent Government announcements on changes in the national waste system, and the challenge of improving recycling performance in Hampshire, means we must reassess the way we deal with waste. We know that our household waste recycling centres(HWRCs) achieve a much higher recycling rate than kerbside bins collected by district councils -in the national recycling league tables, not one district council in Hampshire is in the top half. This demonstrates that there is considerable room for improvement. Also By reducing the spend associated with household waste disposal, the County Council can protect the HWRC network - which residents value. Therefore, the County Council will be considering proposals for reducing the financial subsidies currently paid to the district councils. These proposals will include passing on the full cost of rejected loads of recycling to the collection authorities (district councils). A new Hampshire-wide service to support people aged 18 years and over who care for another adult, as well as people living with dementia, was launched across the County in September 2019. Jointly commissioned by Hampshire County Council, NHS West Hampshire Clinical Commissioning Group and the Hampshire and Isle of Wight Partnership of Clinical Commissioning Groups (CCGs), the new Carers' Support and Dementia Advisor Service is provided by Andover Mind and offers a range of support, including:

For carers • one-to-one assistance, either over the phone Monday-Friday 9am-5pm, online or face-to-face with a trained carer support worker at a time that is convenient for the individual; general information and advice on carer-related topics online and over the phone; • local carer support groups held across Hampshire.

For those living with a dementia diagnosis or suspected dementia and their loved ones • one-to-one assistance, either over the phone Monday-Friday 9am-5pm, online or face-to-face with a trained dementia advisor at a time that is convenient for the person needing assistance; • general information and advice on dementia-related topics online and over the phone.

We know that people need to be able to access help quickly and easily, so we have brought together the various support services that were previously provided separately by the County Council and our Health partners. By doing this, we are using our collective resources in a much more effective way to support Hampshire's more than 133,000 adult carers and the approximately 12,400 residents known to be diagnosed with dementia. GCSE and A level Results

This year saw the final rollout of the three-year implementation of 1 to 9 grade ratings for GCSEs - with 9 being at the very top of the scale and a pass grade being 4 or above. In Hampshire, secondary schools are reporting that 69 per cent of pupils taking the exams achieved a pass at grade 4 in English and mathematics, compared with 67 per cent last year. The 'attainment 8' outcome, which measures the results across the wider curriculum, has also improved from a score of 47.2 in 2018 to 47.6 in 2019. Note: Attainment 8 is a statistical calculation that measures the results of every student across eight subjects. Higher figures reflect better results.

Hard work by the County's students has brought them success with the average A-level grade achieved moving up to a B minus from a C plus in 2018. Point scores (translating to UCAS points) across all types of qualification have also improved to an average of:

35.5 at A-level (up from 33.4 in 2018); 29.9 for technical qualifications (compared with 28.2 the previous year); and 39.6 for vocational qualifications (against 27.8 last year).

Students who sat this year's A-levels were the first to study for new-style exams from Year 12, with 20 new subjects tested for the first time. The qualification was redesigned to focus more on examinations in place of coursework and modules, following concerns from universities that school leavers were insufficiently prepared for the demands of higher education.

Public Health partnership with the Isle of Wight

Under a new arrangement which began in August,the County Council has assumed responsibility for the leadership and delivery of Public Health on the Island, overseeing a wide range of services. These include mandated services such as NHS Health Checks, the National Child Measurement Programme and appropriate access to sexual health assistance, as well as locally commissioned support including smoking cessation and the promotion of healthy weight programmes, drug and substance misuse services, plus mental wellbeing support.

Above - Advertising postcard for The Roebuck Inn C1920. As well as the bar, there was also a Tea Room to appeal to the ladies and children who might visit on a charabanc trip. The Roebuck predates the building of the Wickham/Droxford turnpike in 1829 and information suggests that it was an alehouse in the time of the notorious Waltham Blacks poachers 100 years earlier. Evidence given by landlord Edward Pafford at a 1723 trial of several men convicted of poaching in Bere Forest, refers to a conversation heard in his public house.
