Pupil numbers

The transport statement has been revised to include the school’s current potential to accommodate 320 pupils.

280 pupils are currently enrolled at the school.

Following the proposed two phases of development, the school will have the potential to accommodate 530 pupils.

It should be stated that this potential is unlikely to be met. It is reasonable to assume the final pupil number would be 490.

Staff Parking

Currently there are 25 spaces on site: nine spaces to the north‐west of the building near the site entrance and 16 spaces to the south of the hall.

The proposed KS1 extension will remove two spaces leaving 14 spaces to the south of the hall.

The proposed alterations to the car park near the site entrance will result in an additional 11 spaces.

The total number of parking spaces will therefore be 34, an addition of nine extra spaces, not 10 as stated in the design and access statement.

1 INTRODUCTION

1.1 Morgan Tucker Ltd has been commissioned by Nottinghamshire County Council (NCC) to prepare a Transport Statement (TS) in support of a planning application for an extension to the College House Junior School, in Chilwell, Beeston.

1.2 The existing school is located in Chilwell, central to Beeston, as detailed on Figure 1.

1.3 This report has been prepared in accordance with national guidance set out within the ‘Guidance on Transport Assessment’ (GTA) document published by the Department for Transport in March 2007 and the 6Cs Design Guide (November 2011) which provides regionally focussed guidance on the format and required content of a TS.

2 PROPOSED DEVELOPMENT

2.1 Existing School

2.1.1 College House Junior School is located on Gwenbrook Road, within an existing residential area (see Figure 2).

2.1.2 Pedestrian access is provided directly from the footways along the frontages of the school to the west on Cator Lane (see Photo 1) and to the northwest on Gwenbrook Road (see Photo 2).

2.1.3 Vehicular access into the school car parks, which in total contain 25 parking spaces, is provided from Gwenbrook Road, adjacent to the pedestrian access (see Photo 2). One car park containing nine spaces is located to the north of the school buildings and the second informal car parking area to the south of the school hall can accommodate 16 cars.

2.1.4 A further pedestrian access is provided directly from the footway on College Road, which bounds the site to the east (see Photo 3).

2.1.5 At present the school has the potential to accommodate 320 pupils. 280 pupils are currently enrolled and there are a total of 35 staff members (10 full time and 25 part time staff). In addition, the school employs four kitchen staff and eight staff to supervise both the pre-school and after school clubs. The school start and finish times are 08:55 and 15:30 respectively, whilst the pre-school runs from 07:00 – 10:00 and the after school clubs runs from 15:00-18:00.

2.1.6 College House Junior School have provided post code data for all pupils and staff of the school, and these have been plotted on a map of the area as detailed in Figure 3. This indicates that the large majority of pupils live within approximately 2km of the school, as does approximately half of the staff. Some staff were not included in the plot as they live further afield in areas such as , Long Eaton, Nuneaton and Derby.

Note: One point represents one staff member, but may represent more than one pupil as several will live at some post codes.

2.2 School Extension

2.2.1 It is proposed to provide further classroom space such that an additional 130 to 210 pupils could eventually be accommodated at the school, bringing the total number of students to somewhere in the range of 450 and 530. The extension will result in a maximum total of ten additional staff; with six additional staff being employed as a result of Phase 1 and four as a result of Phase 2. No new kitchen or pre / after school staff will be employed.

2.2.2 The extension plans are presented on the proposed site plan in Appendix A, with a summary of the proposed new facilities provided below:

 Phase 1: Three new KS1 classrooms

 Phase 2: two new KS2 classrooms

2.2.3 The development will result in the displacement of two existing car parking spaces within the site, however it is proposed to provide eleven new spaces. Therefore there will be a total increase of nine car parking spaces for staff as a result of the development.

3 BASELINE TRANSPORT DATA

3.1 Highway Network

3.1.1 The school site is bounded by Gwenbrook Road to the northwest, which comprises a residential road with a 30 mph speed limit and street lighting at regular intervals. Footways are provided to both sides, with dropped kerb and zigzag markings provided adjacent to the school frontage (see Photo 4). To the east, Gwenbrook Avenue forms a simple priority junction with Gwenbrook Road and curves around the dwellings and gardens at the ends of College Road and Lime Grove Avenue. To the southwest Gwenbrook Road forms a simple priority junction with Cator Lane, which bounds the school to the west.

3.1.2 College Road bounds the site to the east, providing access to the school playground to the rear, Christ Church, and several residences. The road has a 30 mph speed limit and street lighting at regular intervals. There are parking bays along the eastern side towards the southern end of the road, with a maximum two hour stay, and on the western side there is no parking Monday to Saturday 9am – 5pm. At the northern end of the road there is residents permit only parking. Footways are provided to both sides, with dropped kerb and zigzag markings provided adjacent to the school (see Photo 3 and Photo 5 below). There is a pedestrian footpath link between

College Road, Lime Grove Avenue and the north-eastern cul-de-sac end of Gwenbrook Avenue. College Road forms a simple priority junction with High Road to the south.

3.1.3 The B6464 High Road is situated to the south of the College House Junior School. This is an important link between central Beeston and the A6005. High Road is subject to a 30mph speed limit and has footways on both sides and street lighting. Meadow Lane to the southeast and Cator Lane form a staggered crossroads with High Road, some 140m southeast of the Gwenbrook Road / Cator Lane priority junction. The junction has a coloured surface and a speed hump on the Cator Lane arm.

3.1.4 Cator Lane bounds the site to the west and is subject to a 30mph speed limit. It has footways on both sides and street lighting, and adjacent to the pedestrian access is a built-out traffic calming feature to give priority to southbound vehicles.

3.2 Personal Injury Collision Statistics

3.2.1 In order to confirm the safety record on the highway network within the vicinity of the school the most recent personal injury collision statistics have been obtained from NCC for the latest available five year period. The study area is illustrated in Figure 4.

3.2.2 Collision data was initially provided for the period 01/01/2009 – 30/04/2014, however, details on two further incidents for the period up to 30/06/2015 have since been added. The detailed collision reports for all data provided by NCC are contained in Appendix B, whilst the key parameters are summarised below in Tables 1, 2 and 3:

3.2.3 A total of six collisions occurred involving pedestrians / cyclists, and one of these involved a child (secondary school age), but this collision occurred on a weekday outside of the school term. Of all the collisions in total, six occurred on dates, days of the week, and at times that do not correspond to school start / finish times, with only one being close to the school finish time occurring at 15:40 on a Tuesday. This collision (2D207110) involved a bus stationary at a pedestrian crossing, then moving off and a passenger (80yrs) falling to the floor sustaining serious injuries.

3.3 Parking Survey

3.3.1 A survey of the surrounding road network during the afternoon home time period (15:15-16:00) was undertaken on 21st September 2015. This time slot was chosen to include the school’s finish time (15:30). The afternoon peak period was chosen based on the assumption that the traffic builds up over a longer period than in the mornings, as parents frequently arrive early and wait to collect children.

3.3.2 Unrestricted on-street parking is available on the surrounding residential roads, i.e. Gwenbrook Road, Gwenbrook Avenue, College Road and the northern side of High Road. This is with the exception of the zigzag markings outside the school’s access onto Gwenbrook Road and also an area of cones that the school has laid out directly opposite to the access, with the aim of preventing parking on both sides of the road. The end of Cator Lane to the south of the junction with Gwenbrook Road has single yellow lines and no parking between 8am and 6pm, but parking to the north of the junction is unrestricted. The southern side of High Road has double yellow lines.

3.3.3 The parking survey was undertaken using a video camera to record parking levels on a continuous circuit of the surrounding roads over the 45 minute period. Before the observation times, it is assumed that the low levels of cars parked on most of the surrounding roads were owned by local residents. It should be noted that High Road had cars parked along the length of the school boundary and there were two cars (without drivers in) parked on Gwenbrook Road along the school’s frontage, one of which appeared to have been abandoned because of a breakdown.

3.3.4 At approximately 15.10, parents began to park on Gwenbrook Road on its bend towards the north. No cars parked on Gwenbrook Avenue, College Road or Lime Grove Avenue. By 15.20, eleven additional cars were parked on Cator Lane, north of the junction with Gwenbrook Road, and a total of 13 parent cars were parked on Gwenbrook Road outside the school and towards the northern cul-de-sac. One car parked along the southern side of High Road.

3.3.5 At the school finish time, cars were parked all along Gwenbrook Road, north past the junction with Gwenbrook Avenue, which had the effect of narrowing it to single carriageway. Approximately 20 cars parked on both sides of Cator Lane to the north of the junction with Gwenbrook Avenue. Four cars parked at the eastern end of Gwenbrook Avenue, where there is the pedestrian footpath across to College Road, and two cars did park at the northern end of

College Road, although there was a parking attendant present so it is assumed that these cars were residents with permits. Figure 5 shows the maximum observed on-street parking levels during this time period.

3.3.6 By 15.45, most cars that had parked on Gwenbrook Road from 15.10 onwards had left, as had the majority of cars on Cator Lane.

4 TRAVEL PATTERNS

4.1 Mode of Travel

4.1.1 In the week commencing the 14th September 2015, the school conducted a survey of pupils and staff on their mode of travel to school. The results of how pupils travelled to school are presented below in Table 4 below:

4.1.2 Based on the survey, an estimation of the existing and future pupil travel mode numbers has been calculated and is presented below in Table 5, for the possible increases of both 130 and 210 pupils. The existing school pupil numbers are based on what the current capacity of the school could be, i.e. 320, using the modal split from the survey.

4.1.3 It should be noted that the car trips detailed in Table 5, particularly those resulting from the maximum increase in pupils, are considered to be an absolute worst case scenario since these are person trips rather than necessarily additional cars. There is scope for more than one child to arrive in each car, for instance sharing with siblings or friends that also go to the schools, and therefore the actual number of existing and additional car trips is highly likely to be less than detailed above.

4.1.4 The results of how staff travelled to school are presented in Table 6 below. Again it is noted that only 32 staff responded so it is assumed that three were absent on the survey day.

4.1.5 Based on this information, an estimation of future travel mode numbers for staff, for the Phase 1 and Phase 2 increases, are presented in Table 7 below. The additional trips calculation has been based on the estimated modal split for all current staff, i.e. 35.

4.1.6 It is not anticipated that the number of kitchen staff or pre / after school club staff will increase and as such there will be no additional trips associated with these staff.

4.2 Car Parking

4.2.1 There are currently 25 car parking spaces provided within the car park for staff, however no provision for parent parking. When dropping off / picking up children from school, those parents arriving by car park on the residential roads adjacent to the school (see Figure 5).

4.2.2 While it is acknowledged that parent parking at school times can sometimes cause disruption to local residents this situation only occurs during two very short periods of the day and therefore does not constitute a long term impact on the local road network.

4.2.3 Table 5 highlights that the proposed school extension could lead to an increase in car trips by parents of some 39-64% on the existing situation, dependent on to what extent the school expands in terms of pupil numbers.

4.2.4 Figure 5 shows the exact extent of parent parking along each road, and it can be seen that there are sufficient areas of residential roads surrounding the school site that could accommodate a 64% increase in such car parking. In particular, it was noted during the parking survey that there was additional space on Gwenbrook Avenue to the north of the school.

4.2.5 The 25 car parking spaces provided are used by the 35 staff who work at the school. It is understood that these spaces are fully utilised each day. The extension will generate up to ten additional staff and therefore in the worst case that all new staff drive to work, the proposed nine new car parking spaces will accommodate the majority, with the potential for one car to need to park adjacent to school on the surrounding road network.

5 SUSTAINABLE TRANSPORT MODES & ACCESSIBILITY

5.1 Walking Routes to School

5.1.1 The Road Safety GB (previously LARSOA) document ‘Identification of hazards and the assessment of risk of walked routes to school’ details that in accordance with the 1996 Education Act suitable walking distances to schools are two miles (3.2km) for children under eight and three miles (4.8km) for older children. As illustrated in Figure 3, all children attending the school live within these distances (the furthest post code from the school is 4.6km, as the crow flies).

5.1.2 The guidance document details that for a route to be classified as non-hazardous both of the following criteria need to be met:

A continuous adequate footway on roads which carry normal to heavy traffic OR Step-offs on roads which are lightly trafficked but have adequate sight lines to provide A sufficient advance warning OR On roads with a low traffic flow, no step-offs, but sufficient good sight lines to provide adequate advance warning

If there is the need to cross roads there must be: . Crossing facilities (Zebra or Pelican crossings) . Pedestrian phases at traffic signals (including necessary refuges) . School Crossing Patrols B . Pedestrian Refuges OR Sufficient gaps in the traffic flow and sight lines to allow enough opportunities to cross safely

5.1.3 While it is not viable to check the walking route to the school for every single pupil, an on-site assessment of the roads and footways in the residential areas directly surrounding the school has been undertaken. In addition to the road markings and traffic calming features discussed in Section 3.1 and Photos 1-5, dropped kerb and tactile paving crossing facilities are provided across Gwenbrook Avenue and Cator Lane at two points (see Photos 6, 7 & 8). A school crossing patrol is also provided at drop-off and pick-up times across the build-outs adjacent to the pedestrian access on Cator Lane (see Photo 8).

5.1.4 At the High Road / Meadow Lane / Cator Lane staggered crossroads junction, a signalised pedestrian crossing is provided on the High Road westbound arm (see Photo 9).

5.2 Cycling

5.2.1 While the young age of pupils at a primary school is such that cycling may not be a significantly used mode of travel, the survey undertaken does indicate that 10% of pupils and 12% of staff cycle, and as such it offers a viable alternative to car use.

5.2.2 Figure 6 details 1 and 2km cycling distance isochrones from the school, indicating that the majority of Beeston falls within these distances (approximately 4 and 8 minutes cycling time, assuming a 9mph speed).

5.3 Public Transport - Bus

5.3.1 Given that the vast majority of pupils are drawn from a relatively close catchment area (see Figure 3), the potential for public transport to form a viable travel mode to school is likely to be limited, and the survey indicated that only 1% of pupils use the bus. However, it may be an attractive mode of transport for staff and indeed 6% of staff currently travel to school by bus. Therefore, for completeness the available bus services are detailed below.

5.3.2 The following bus services are routed close to the school:

 Nottingham City Transport Service 36 / A / B / N36: Nottingham – Beeston – Chilwell

 Trent Barton Service Indigo: Derby – Long Eaton – Nottingham

 Yourbus Service Y5: Derby – Long Eaton – Nottingham

5.3.3 Service 36 operated by Nottingham City Transport is routed from Meadow Lane to the south across High Road and the north along Cator Lane (and vice versa). Service Indigo operated by Trent Barton and Service Y5 operated by Yourbus is routed from Meadow Lane to the south and it turns left onto High Road opposite Cator Lane and the school (and vice versa). The closest bus stop pair to the school site is outside the school site on Cator Lane.

5.3.4 The weekday operating times for each of these services is summarised below in Table 8 and full timetable information is contained in Appendix C.

5.4 Public Transport - Tram (Nottingham Express Transit)

5.4.1 The recently extended Nottingham Express Transit (NET) Hucknall – Toton Lane line through Beeston could form a viable mode of travel for staff and pupils of the school.

5.4.2 The Phase Two of the NET was completed in April 2015 and provides access to the southern and south western areas of Nottingham including Chilwell, Beeston and Clifton. The tram link will contribute to the overall regeneration and connectivity of Nottingham, providing an additional 17.5km of tram line and a further 28 stops. A leaflet containing information on this extension and the implications for the community are contained in Appendix D.

5.4.3 There are two stops in the vicinity of the school, one at High Road – Central College and one at Cator Lane. The former stop is located outside of Central College Nottingham’s Beeston High Road campus, some 280m from the Gwenbrook Road access into the school. The latter stop is located directly opposite the Cator Lane Recreation Ground, some 340m north of the Gwenbrook Road access point.

5.4.4 From these stops, the tram line extends south west to Toton Lane and north east through Beeston and Nottingham city centre to Phoenix Hill. Copies of tram timetables and route maps are contained in Appendix E.

5.4.5 The NET timetable for the Hucknall – Toton Lane route (Green Line) have been summarised in Table 9 below, for the Central College stop. These times have been interpolated from the timetabled stops noted in the timetable in Appendix E.

6 SUMMARY & CONCLUSIONS

6.1 Morgan Tucker has been commissioned by Nottinghamshire County Council to prepare a Transport Statement in support of a planning application for an extension to the College House Junior School in Chilwell, Beeston, Nottingham.

6.2 The school is located within a residential area, with pedestrian and vehicular access being taken from Cator Lane, Gwenbrook Avenue and College Road. The school can currently accommodate 320 pupils (280 are enrolled) and has 35 (10 full time / 25 part time) members of staff. The proposed extension will provide additional teaching areas such that it can accommodate an additional 130 to 210 pupils and between six and 10 members of staff.

6.3 The school currently has a car park with 25 spaces for staff. This car parking is currently fully utilised by staff during the day. The increase in staff post extension works will increase associated car parking demand by some four to six vehicles.

6.4 Information provided by the school indicates that the modal split for travel by pupils to the school is 47% walking, 10% cycling, 41% travelling by car, 1% by bus and 1% by tram.

6.5 In terms of car use the modal split indicates that up to 115 pupils currently travel by this mode. Assuming that the existing modal split is maintained for the additional pupils, a worst case scenario of an additional 53 to 86 cars could be expected, dependent on the extent of the increase in pupil numbers. This is considered a worst case scenario since it does not account for more than one child arriving in each car.

6.6 A study of parent parking in the vicinity of the school was undertaken, and the exact extent of where parking occurs was noted. Using this information a visual assessment indicates that there is some spare capacity on Gwenbrook Avenue to the north of the school site to accommodate the anticipated increase in such car parking post extension. The increase in staff members will be accommodated in the proposed additional car parking spaces.

6.7 Analysis of the pedestrian, public transport and cycle infrastructure in the vicinity of the site confirms that there are good opportunities for pupils to travel to the school site by these means. An assessment of the pedestrian routes and facilities surrounding the school indicates that in accordance with the guidance provided by Road Safety GB there are safe walking routes to school.

6.8 A review of the recent safety record on the highway network directly adjacent to the school details that there were no accidents involving pedestrians or cyclists of primary school age close to the school start / finish times.

6.9 It is concluded that the school is well located to provide good accessibility to local transport facilities, particularly with regard to ensuring safe pedestrian routes to school, and that it will not adversely impact on the existing traffic and transport network.
