Inclusive Municipal Budgeting

TADAEEM assisted partner municipalities to include marginalized groups and women in PAI plenary sessions to ensure their needs are taken into consideration. Marginalized groups: Gabes Municipality organized outreach meetings for the benefit of visually impaired citizens by printing awareness flyers and posters in braille. Tozeur and Kebili municipalities helped people with disabilities to attend municipal budgeting meetings with the support of TADAEEM. During the meetings these marginalized groups discussed their inaccessibility to public spaces and administrations. Women and youth: Kebili Municipality organized events with a focus on women and youth to increase their participation in municipal budgeting. They organized two discussion meetings with 60 women and a soccer challenge targeting youth.

Demolition and Construction Waste Management Workshop Results Validated October 8, 2019 Tunisia has an estimated total accumulation of 15 million cubic meters of demolition and construction waste nationwide, which could reach 106 million cubic meters by 2040. TADAEEM presented their analysis of the current situation for validation by the Ministry of Local Affairs and the Environment (MALE), the National Agency for Waste Management (ANGED), representatives of other relevant national public agencies, the private sector and representatives of municipalities during the Demolition and Construction Waste Workshop held on October 8, 2019. The analysis drew attention to the fact that there are no waste-recycling channels in the building and public works sector. It also highlighted the complete absence of on-site upstream sorting, the unregulated and uncontrolled character of waste transport and the growing number of informal dumpsites, which impacts water tables, pollutes agricultural land, increases flooding due to blockage of drainage and is unsightly. TADAEEM is working with the MALE on a three-phase project to develop a national policy and application scenarios to manage growing quantities of demolition and construction waste, as shown below. USAID TADAEEM provided a specialized training on parks and green spaces in Kairouan and Mahdia mu- nicipalities for 19 workers as part of their Parks and Green Spaces service delivery improvement program. Municipal laborers do all the manual work in the mu- nicipality but do not receive training in how to carry out their work.

This is the first time municipal workers received spe- cialized training and occupational health and safety measures. Training materials used images and simple designs to ensure comprehension by workers, most of whom are illiterate. Trainees received certificates of completion after successfully finishing the training.
