Housing need

Every council is required by the government to boost significantly the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development. It is clear that there is a need for houses to meet the present and future needs of the community within Nether Heyford.

An ideal location

The site is in a sustainable location within close proximity of a good range of local facilities and public transportation links. The development of the site would assist in strengthening the viability of existing facilities within the village. Landscape character Urban character

The site is an area of agricultural land on the edge of the built village. Both Nether Heyford is an attractive village with a characterful historic core which Nether Heyford and the wider context is characterised by rural villages set includes a conservation area and a number of listed buildings. Visual context

The site is visible from view points looking south on Weedon Road where gaps exist in the hedgerow and through access gates. The most significant gap is in the north with a view into the higher section of the field and towards the roof lines of houses bordering the site.

The canal which runs along the western boundary of the site has a long distance public footpath running along it. Although not within the site, the footpath is of high sensitivity: this should be considered by the development through the inclusion of a buffer which sets back housing so views are not affected along this route. Along the canal there are limited views, with glimpses through hedgerows and trees along the boundary.

A view from a public right of way on Furnace Lane allows views towards the site: this should be considered and mitigation designed into the southern section of the site.

Mature Hedgerow Weedon Road Electricity lines White House View from Weedon Road proposed site Residential views towards the site are from recent development on Bliss Lane and from a cul-de-sac on Winston Close which has a view between houses towards the upward slope of the site towards the canal boundary. Along the view from Bliss Lane significant planting already exists, which when mature will form a buffer between this development and the proposed.

There are no wider views towards the site due to screening from vegetation and the change in topography which rises towards the canal.

Historic context

Historic map regression analysis demonstrates that Nether Heyford developed over several key phases of growth.

The historic core of the village which is located to the east of the site is comprised of the scattered farmsteads and cottages of the late seventeenth and early eighteenth century which were infilled in the nineteenth century. This historic core is clearly shown on the first ordnance survey of 1884.

In the early/mid twentieth century, relatively modest expansion of the village took place with much more significant expansion in the late twentieth century, creating new residential extensions to the village to the north, east and south.

Local facilities

The site benefits from access to a good range of local facilities and public transportation links.

The site abuts the western built edge of Nether Heyford village, with residential properties providing the immediate neighbours and mixed use facilities beyond, including a post office, a number of small stores, a public house and primary school. These facilities are largely within 400m (5 minutes’ walk) from the site and all are within 800m.

The site is therefore located within close proximity to a good range of local facilities. The development of the site would assist in strengthening the viability of these uses. Larger scale facilities are located within ; six miles to the east. Heyford Ln
