INTRODUCTION

The United States Agency for International Development in Mali (USAID/Mali) awarded the USAID Mali Civic Engagement Program (CEP) to Family Health International (FHI 360) in August 2016. CEP is a five-year program that runs from 2016-2021, with a budget of $12 million. The goal of the program is to improve public accountability in Mali while increasing and strengthening citizens’ role in the process of developing public policies and oversight capacities to improve government and municipal accountability.

Specifically, CEP intends to achieve the following three objectives: 1. Mechanisms of bottom-up social accountability strengthened through civil society organizations 2. Civil Society Organizations (CSOs) collaborate effectively with government, municipalities and the private sector to develop public policy and advance issues of common interest 3. Citizens understand their rights and responsibilities and feel empowered to engage with Government of Mali

This document is the CEP annual workplan covering its anticipated activities for the fourth year (“Year 4” or “Y4”), from October 1, 2019 to September 30, 2020. It includes: - CEP’s Year 4 implementation approach comprising the overview of the program, the alignment with Mali communal authorities and community-based organizations priorities, the key implementing CSOs and strategic partners, their activities and target areas, the synergy with USAID programs and other donors, and the staffing and personnel of the program during this year 4. - CEP’s three objectives and the implementation strategy for each objective during Year 4; - The risk management for the implementation of the workplan; - The monitoring evaluation and learning strategies for the program activities; and - A detailed timeline for all the planned activities for Year 4.

During this year 4, CEP will focus on planned activities for year 4 in our initial proposal and on additional activities not completed during year 3.

II. Civic Engagement Program Year 4 Implementation Approach

A. OVERVIEW OF THE PROGRAM DURING YEAR 4: During this year 4, the CEP based office and its implementing partners will implement the following activities: - CEP main office lead activities: CEP main office program’s activities will support grantees to implement civic engagement (CE) activities in the 80 target communes of the Program and insure the follow up of the implementation of the technical assistance plan of CSOs. This support to CSOs will include mentoring and coaching of CSOs for corrective measure and as part of the organizational development assessment (ODA)’s capacity building based on their specific needs.

- Civil Society organizations partners/sub-grantees lead activities: During this year, 18 Civic Engagement Grantees (CEG) and 4 disabled people organization (DPO) grantees will implement CEP activities in 80 targeted communes. Civic engagement activities will include the implementation of Good Governance Barometer (GGB), advocacy activities, and support to community-based organizations (CBOs) to implement community-based level advocacy and community watchdog functions activities. CSOs will also coordinate their civic engagement activities with other technical programs funded by USAID.

- Sub-contractors lead activities: In addition to the 22 grantees, 5 subcontractors; Studio , PhiPhi show, CPHDA, Binthily communication, and the Malian numeric Cinema (CAN), will deliver CEP activities through communication and outreach activities on citizenship and inclusion, citizenship training events, and capacity building on civic engagement activities.

B. ALIGNMENT WITH THE GOVERNMENT OF MALI AND CIVIL SOCIETY ORGANIZATION PRIORITIES: During CEP’s year 3, staff continued to meet with the Government of Mali (GOM) representatives and civil society organizations to share the program’s goals and objectives, clarify their perspectives on civic engagement needs, and discuss CEP’s planned activities. CEP staff met with representatives of the Ministry of Youth, citizenship, and employment, and CSOs continued meeting at the communal level local authorities for the program implementation. CEP will work during year 4 closely with the Peacebuilding, Stabilization and Reconciliation Program (PSR) to define together a synergy approach to work with youths and the Ministry of

Youth. CEP will also invite other PDG partners to some specific youths’ activities with the Ministry of Youths and encourage their participation or of their partners. CEP continued its good partnership as well with the municipalities at the commune level and worked with elected communal authorities on their 5 years development plans with regards to the Malian decentralization plan.

- KEY IMPLEMENTING CSOs AND PROGRAMMATIC PARTNERS AND THEIR TARGET AREAS: CEP will continue to use a mix of partnership approach to achieve the program objectives. Year 4 will focus on the following collaboration: - Partnership with 22 Civil society organizations through 22 Grants for the implementation of grassroots level activities: During year 4, CEP’s 18 CEG and 4 DPOs partners (In total 22 CSOs partners) will continue the implementation of their activities in all CEP’s targeted communes (80). CSOs and DPOs will continue to coach and mentor smaller CBOs and other civil society groups at the grassroots level to monitor and advocate for quality basic services through good governance of communal and local government authorities. - Subcontractors will continue strategic activities: Per CEP’s program description, FHI 360 is partnering with the following 5 subcontractors: 1) Studio Tamani/Fondation Hirondelle: focuses on communication and outreach activities for community education through two radios programming on a variety of themes. Under CEP, Studio Tamani produces and broadcasts a bi-monthly three-minute radio magazine and a bi-monthly “grand dialogue” radio program on civic engagement, conflict sensitivity, and inclusion topics nationwide through its network of 70 local radio stations. These activities will continue during year 4 of CEP; 2) CPDHA: During year 4, CPDHA will produce audio version of laws and policies on basic service delivery, disseminate booklets on civic engagement, design, and produce comic books for schools and train youths on civic engagement curricula in CEP target areas. In addition to French, the audio version will be produced in Bambara, Fulani, Sonrhai, Tamashek, Soninke, and Arabic. CEP will share booklets with other PDGs partners working in the same communes of the program’s intervention to facilitate the distribution process in order to reach a large number of people. 3) Communication Agency (Bintily Communication): will mentor the Malian association of traditional communicators (Griots) called RECOTRADE. The communication agency will work with RECOTRADE to train young Griots and produce songs and messages for civic engagement in CEP target areas. Binthily will also take the young communicators on a caravan in the 6 target regions of the program. 4) Malian Numeric Cinema (CAN): During year 4, CEP’s Subcontractor CNA will continue the video screening and public debates in CEP’s target communes in Segou, Mopti and Tombouctou; 5) Phi Phi show: During year 4, CEP will continue to implement live communication through the National TV a civic engagement and inclusion program through the well-known Phiphi show program in Mali. PHIPHI show will produce 2 TV shows in and Kayes which will be aired on the national TV (ORTM). - Disabled People Organizations: During year 4, CEP will start the implementation of 4 DPOs activities in Bamako District (AMPA, APHM, EIHD) and in (FERAPH). DPOs activities will focus on the advocacy and capacity building activities for specific interests of people with disability. CEP will share DPOs activities details (workplans) with other PDG partners interested in working with DPOs in Bamako and in Sikasso.

Note: Due to security and accessibility constraints, CEP had not planned activities in the commune of Salama which is currently in the Taoudeni region. CEP will reach out to USAID to discuss a strategic approach to start activities in this commune or replace it with another commune.

6) Synergy with other USAID-funded programs: CEP will continue sharing, learning, and communicating with other programs funded under the USAID Mali’s Peace, Democracy, and Governance Office (PDG). This synergy with other programs provides opportunities to share programming approaches, activities, results,

challenges, and to identify areas of collaboration. CEP intends to collaborate with other PDG partners for instance through: • Studio Tamani: CEP will include some other PDG partners ‘themes and resources persons in its Grand Dialogue Radio Program; CEP will work mostly with the Sub-National Governance Program (SNGP) and PSR on its radio programming. • Binthily Communication: CEP will train young traditional communicators from its target regions on laws and policies regarding the basic services delivery. CEP will share with other PDG partners particularly those working with traditional communicators such as MJP the list of trained young communicators and their localities of origin as well as their planned activities for collaboration in the field. • MACNA: CEP produced 3 films on education, WASH, and Health to be screened in the program targeted communes. The screening was completed in Bamako, Kayes, and Sikasso. CEP will be sharing the projection schedules in the remaining regions of Segou, Mopti, and Tombouctou with other PDG partners particularly SNGP and PSR for their participation and /or of their partners in the field • PHIPHI Show: CEP has produced already 2 TV shows in Bamako and in Segou. CEP plans to produce 2 more shows in Sikasso and Kayes. CEP will share themes and the production schedules for these two remaining regions to other PDG partners for their participation and/or of their partners in the field. • CPDHA: CEP has produced and printed 8000 copies of Government Access Books to be shared during this year 4 in its targeted communes (100 copies/commune). CEP will share copies of the booklet with other PDG partners working in the same communes of intervention for an easy distribution in order to reach many people. • The Annual Program Statement (APS): CEP has initiated an annual program for small grants to its CSOs to address local conflicts. CEP will share with other PDG partners particularly with the PSR program information on its small grants’ programs to address community conflicts in its regions of intervention for collaboration and their participation and of their partners in the field. • GGB processes and SCALE+: CEP will share with other PDG programs workplans resulting from different GGB processes for their participation to support possibly together their implementation.

IV. CEP OBJECTIVES AND PLANNED ACTIVITIES FOR YEAR 4: OBJECTIVE 1: MECHANISMS OF BOTTOM UP SOCIAL ACCOUNTABILITY STRENGTHENED CEP’s main drivers for achieving results of its Objective 1 are the CSOs and the DPOs Advocacy Grants, which will continue to implement activities in year 4. Grantees’ activities will continue to be focused at the communal level to oversight government’s actions, advocate for citizen involvement in a variety of local governance issues, and improve citizens’ participation in the process, especially those from marginalized groups, and facilitate access to their government representatives. CEP will continue to reinforce the GGB methodology to complete the process of its

current 8 GGB. To achieve this objective, the following activities will be implemented to achieve their related intermediate result during the year 4 of CEP: - Good Governance Barometer: CEP launched 6 out 8 planned GGB process in Commune IV (Bamako), Dandoli (Mopti), Niono and Tominian (Segou), Sirakoro (Kayes), Domba (Sikasso). CEP has completed the GGB process in Dandoli and a work plan has resulted from it. During year 4 CEP will support the implementation of this work plan resulting from the Dandoli GGB, complete the 5 ongoing GGB processes (Niono, Sirakolo, Bamako, Tominian, and Domba), and start and finalize two more GGB processes in Sikasso (Danderesso) and in Tombouctou. These GGB processes help to identify the major governance challenge in the commune, define indicators and propose action plans to be implemented to address the identified challenges. The GGB process comprises 6 phases and ends with a workplan to be implemented by all multisector actors involved in the process. During the process, youths who have been trained are deployed at the community to collect data on an identified issue of the GGB for the commune for instance on WASH, Education, health, Agriculture that are shared by all actors and discussed during the development of the workplan. CEP will continue to invite other PDG partners to participate in the GGB processes ‘workshops in common targeted communes and share with them the GGB action plans for possible synergy in their implementation.

- Advocacy initiatives: CEP CEG and DPOs will continue to mentor CBOs in the target communes to implement advocacy initiatives for good governance and quality basic social services (Health, WASH, education and agriculture) delivery in the target communes of CEP. At the beginning of the program, CEP assessed its 22 CSOs (18 CSOs and 4 DPOs) to identify their advocacy skills needs. Following this process, CEP supported CSOs to elaborate their capacity building plans to improve their advocacy skills. During the past three years, CEP supported 3 capacity building sessions on advocacy, one session per region, for 10 CSOs (3 in Sikasso, 3 in Segou, and 4 in Mopti) on their needs expressed during the Organizational Development Assessment (ODA). At the same time, CEP continued to provide its support to CSOs through an ongoing mentoring and coaching process. To this date the 18 CSOs have their capacities built and are building the capacity of their CBOs each to enable them conduct advocacy initiatives. During year 4, CEP will continue to support and monitor CBOs advocacy initiatives to make sure they continue to influence local public policies and provide the support to other CSOs on their other needs expressed in the ODA. An ODA tracker will be developed and filled out progressively as CSOs receive CEP’s capacity building following their needs expressed in their initial ODA. b. OBJECTIVE 2: CSOS COLLABORATE EFFECTIVELY WITH GOVERNMENT AND THE PRIVATE SECTOR TO DEVELOP PUBLIC POLICY AND ADVANCE ISSUES OF COMMON INTEREST Under its second objective, CEP will focus in year 4 on the following activities: To improve collaboration between Government, civil society, and the private sector on issues of common interests, - CEP will continue to support this year its GGB processes and their workplans (in Dandoli, Niono, Tominian, Sirakolo, Domba, Bamako comune IV, Dendersso, and Tombouctou), the public-private working groups workplans (in Sikasso, Segou, Mopti, Kayes, Bamako, and Tomboctou), and the implementation of the SCALE+ workplans that resulted from the national workshop done during year 3.

CEP has completed one GGB process in Dandoli with a finalized work plan which is being implemented. The GGB in Niono and in the commune IV of Bamako are at the level of data collections and analysis. CEP will finalize the processes of these two GGB and continue with other GGB that are currently taking place (Sirakolo, Commune IV, Tominian, and Domba) while supporting the implementation of their resulting workplans. CEP will share these workplans with other PDG partners (especially SNGP and PSR) and associate them in the implementation process of the completed workplans.

For the public-private working groups, CEP setup last year 12 regional public private working groups (PPWG) in its 6 targeted regions (2 PPWGs per region). This year, CEP will continue to follow up with the implementation of workplans of the 12 PPWG in the 6 regions and strengthen collaboration with the Morila mining in the commune of Sanso, in Sikasso. These PPWG are addressing common governance challenges in the basic services delivery. For instance, the PPWG with the lead of GAAS MALI developed local public private initiatives that resulted in funding

WASH activities in Bandiagara, while the PPWG under the lead of CRADE developed local public private initiatives that resulted in the building of fences to secure schools in Sikasso.

CEP held a national SCALE+ workshop that brought together 92 representatives of multisector actors in social basic services that resulted in the setting up of 2 taskforces and their action plans. The main activity within this SCALE+ work plan to be implemented this year will be the youth forums on citizenry with the Ministry of Youths in Bamako, Segou, Mopti, Tomboctou, Kayes, and Siaksso. CEP will associate other PDG partners particularly PSR in the process of implementing these forums with the Ministry of Youths throughout the country.

For the implementation of the workplans resulting from SCALE+, GGB, and PPWG, CEP will issue small grants to support some actions and will share them with other PDG programs for synergy actions in the field.

CEP has already supported the training of 349 community organizations on conflict sensitivity approaches in their activities, and conflicts mediation techniques. CEP’s CSOs partners strengthened the capacity of their CBO partners on the consensual management of conflicts using tools developed by CEP, and on which CSOs were trained themselves. CEP will continue, in year 4, to monitor the implementation of the developed tools by CSOs. In addition to this, CEP has provided, under its emerging opportunity grants annual program called “Annual Program statements” (APS), 03 small grants to its 03 CSOs after a competition process to address local conflicts within their intervention areas. The awarded CSO partners are Espoir (Mopti), FEDE (Niono), and ADEFIM (Kayes). The process will continue with 6 other CSOs in Y4. c. OBJECTIVE 3: CITIZENS UNDERSTAND THEIR RIGHTS AND RESPONSIBILITIES AND FEEL EMPOWERED TO ENGAGE WITH THE GOVERNMENT OF MALI ACTORS To support this objective CEP engaged 500 CBOs under the mentoring of its 18 partners CSOs as well as 5 sub- contractors in order to improve citizens understanding of the rights and responsibilities. CEP built the capacity of 900 citizens including youths, CBO members and elected authorities on active citizenship and how to understand their right and responsibilities to be engage in local governance. In order to facilitate citizen access to laws and policies, CEP produced 8000 copies of Government Access Booklet that contains laws and policies regarding basic services. Under its social behavior change approach, CEP produced 3 films on citizens participation in the management of basic services such as water, education, and health. The films highlight citizens’ rights and responsibility regarding the basic service delivery. The 3 films were screened twice in each of CEP targeted communes in Bamako, Kayes, and Sikasso. CEP is working with traditional communicators to facilitate citizens access to laws through the translation and adaptation of these laws into songs, stories, and plays. CEP has already built the capacity of senior traditional communicators coming from the 6 targeted regions.

During year 4:

• CEP intends to continue engaging CBOs and community members through forums, awareness raising campaigns, advocacies, and appeals with the aim for them to better understand citizens’ rights and responsibilities, improve citizens engagement, and influence local decisions. • CEP will continue its video screenings in Segou, Mopti, and Tombouctou. • CEP will disseminate the printed 8000 copies in its targeted communes accompanied with audio versions in 6 local languages to be broadcasted on local radios. The six local languages are Bambara, Fulani, Sonrai, Tamashek, Soninke, and Arabic. • CEP will support the training of young traditional communicators to adapt laws into common languages and cultural format such as songs, stories, and sketches which will be presented in citizens’ caravans to facilitate citizens understanding of their rights and responsibilities. • CEP will also continue its radio awareness campaigns through Studio Tamani and local radios.

To support synergy actions in the field, CEP will share the above actions ‘schedules with other PDG programs for their participation or of their partners.

V. MONITORING EVALUATION AND LEARNING ACTIVITIES During year 3, the instability of a Monitoring and Evaluation (M&E) Advisor at CEP had an impact on the quality of data collection process. However, CEP made some efforts to train its CSOs partners following USAID Mali’s Data Quality Assessment and Third-Party Monitoring reports recommendations, and during its last program review workshop, CEP helped CSOs better understand the program indicators, and how to improve evidence-based data collection processes.

In year 4;

With the new M&E Advisor hired, CEP is setting plans to address last year Data Quality Assessment and Third-Party Monitoring report recommendations and improve its data collections tools.

CEP will continue to reinforce its data collection processes with an emphasis on data evidence. CEP will set up a hotline tool for data collection with regards to indicators related to citizens’ satisfaction level and to collect their feedback and make use of trained youths data collectors in the field.
