MINUTES - TOWN COUNCIL WORKSHOP MEETING TOWN OF BELVIDERE WARREN COUNTY, NEW JERSEY 691 Water Street OCTOBER 12, 2020 Mayor Kennedy opened the workshop meeting of the Belvidere Town Council with the Pledge of Allegiance and Teresa Yeisley read the following notice in compliance with the Open Public Meetings Act: In accordance with Chapter 231 of the Public Laws of 1975, notice of this meeting was given by way of notice filed with the Star Gazette and/or the Express-Times, filed in the Municipal Clerk’s Office and posted in Belvidere Town Hall, 691 Water Street, Belvidere NJ. This meeting was also advertised on the municipal website as a virtual ZOOM meeting with instructions to the public for attendance and comment. Roll Call: Present - Mayor Kennedy, Councilman Matlock, Councilman Mitchell, Councilman Roth, Councilman Zmigrodski Absent - Councilwoman Miers, Councilwoman Napolitani Adoption of Minutes: A motion was made by Councilman Roth, seconded by Councilman Mitchell with Councilman Zmigrodski abstaining and all others voting “yes” to adopt the September 28, 2020 regular meeting minutes of the Belvidere Town Council. Presentation: Beth Styler Barry, Director of River Restoration for the Nature Conservancy advised Council that the Nature Conservancy has made grant applications on behalf of the owners of both the Upper and Lower E.R.Collins and Sons Dams on the Pequest River. These applications were made to the Paulins Kill and Pequest Watersheds Natural Resource Restoration, the National Fish Habitat Action Plan and the USF&WS National Fish Passage Program. The project includes engineering, design and permitting for a cost of $869,406. Matters to be Addressed: A motion was made by Councilman Roth, seconded by Councilman Zmigrodski and carried to approve the Good Will Fire membership application of Aaron Perkins and David Hosterman. A motion was made by Councilman Mitchell, seconded by Councilman Matlock and carried approving a request from the Belvidere Lions Club to erect a banner over Water Street near the bridge. A motion was made by Councilman Matlock, seconded by Councilman Mitchell to approve raffle license application RL2020-11 for Belvidere Project Graduation. Councilman Roth advised Council that Belvidere Emergency Medical Services passed their State inspection on September 30 th and will now begin operations. Kevin Benbrook reviewed the DLGS notice regarding meeting compliance. Mr. Benbrook had previously distributed a memo summarizing these regualtions. Resolutions: Resolution No. R2020x61 was tabled. Ordinances: No ordinances were addressed at this time. Appointments: No appointments were made at this time. Page 1 of 2 Authorization to Pay Purchase Orders: A motion was made by Councilman Roth, seconded by Councilman Zmigrodski and carried authorizing the payment of the purchase orders as submitted in the amount of $506,517.26. Public Comment: There was no public comment at this time. A motion was made by Councilman Zmigrodski to adjourn the meeting of the Belvidere Town Council at 7:30 PM. Respectfully submitted, Teresa A.
