So it was in 1834, when the Schilder-designed submarine was tested, and in 1958, when the Leninsky Komsomol joined the Soviet submarine fleet. These pages of the chronicle of the domestic submarine–building industry now belong to history. Today we remember those who stood at the origins. I want to thank the employees of our shipyards and their museums that cherish the memory of our common history and helped us prepare the publications. After the Russo-Japanese War, Japan emerged as a regional power and proceeded to expand its interests in East Asia and the Pacific. The United States also emerged as an East Asian power in the late nineteenth century and turned its interest to having an Open Door in China and defending the Western Pacific. During World War I the relationship of the two countries deteriorated due to Japanese expansion into mainland China (Japan’s Twenty-One Demands on China in 1915). Reviewed by Tony Demchak (Kansas State) Published on H-War (October, 2013) Commissioned by Margaret Sankey The American intervention in Siberia after the October Revolution of 1917 is among the most poorly understood aspects of American involvement during World War I. A significant number of American soldiers, approximately ten thousand, were sent in July 1918 to try to stiffen the resolve of the Whites under Admiral Alexander Kolchak and the Czech Legion and to topple the Bolshevik regime and therefore bring Russia back into World War I, which it singularly failed to do. As Carl J. Richard says in his introduction, "Indeed, Allied support for the corrupt, autocratic, and oppressive regime of Alexander Kolchak backfired completely, causing many Russians who were not previously Bolshevik to rally around the red banner" (p. xi). Overall, Richard argues that the failed intervention in Siberia is a useful case study in American foreign policy. He draws comparisons to Vietnam and underscores the importance of gaining acceptance by natives of any region in which one wishes to conduct counterinsurgencies. He goes so far as to say that interventions, as a whole, are "generally inadvisable" (p. xi). The meat of Richard's book is contained in two chapters. The second chapter focuses on American historians' theories delineating why President Woodrow Wilson chose to intervene in Siberia.

He grew up on Chicago’s Southside in a Lithuanian- American neighborhood and spent some years attending school in Aarhus, Denmark, and Bonn, Germany. He received his B.A. from the University of Chicago. In 1989, he spent the summer in Moscow and Leningrad (today St. Petersburg) in intensive language study in Russian. He earned his Ph.D. from the University of Pennsylvania in European history in 1994, specializing in modern German history. After receiving his doctorate, Professor Liulevicius spent a year as a postdoctoral research fellow at the Hoover Institution on War, Peace, and Revolution at Stanford University in Palo Alto, California. Since 1995, he has been a history professor at the University of Tennessee in Knoxville. He teaches courses on modern German history, Western civilization, Nazi Germany, World War I, war and culture, 20th-century Europe, nationalism, and utopian thought. In 2003, he received the University of Tennessee’s Excellence in Teaching award. Professor Liulevicius’s research focuses on German relations with Eastern Europe in the modern period. His other interests include the utopian tradition and its impact on modern politics, images of the United States abroad, and the history of Lithuania and the Baltic region. Alexis Shelokov: Yes, I do. LW: Okay. Dr. Shelokov, my question to you specifically starting off, is about growing up and who your role models were, in terms of your decisions later to go into science, to go into medicine, first of all. AS: Well, okay. One [set] of role models, not surprisingly, were two physicians. I come from a family in which no one had ever been in medicine. There were scientists, natural scientists, on my mother’s side. [On my] Father’s side, I do not know. But when I told my father that I wanted to be a doctor, he became very upset, and he said something to effect of: “You mean to tell me that you want to do rectal examinations on people? and you want to do pelvic examinations on women whom you very [well] might even know socially?” I don’t remember the exact words, but basically he said, “What are you? For my own safety, I refuse to disclose my name, but I beg of you to listen. These past few months have been tumultuous and violent; the murder of the Romanov’s and the Provisional Government was a fragile period, but yesterday, the Provisional Government was overthrown violently by the Bolshevik Party, in what has been deemed the October Revolution. The Bolsheviks find their leader in Vladimir Lenin. I do not know what will happen as the country proceeds forth, but there are clearly emerging and influential dynamics. Although the Bolsheviks may have gained power, they will not persist to rule without resistance. A WHITE ARMY has organized in direct opposition to the Bolsheviks, who form the RED ARMY. The WHITE ARMY calls themselves the Russian Imperial Army, and they are attempting to gain back control of Russia from the Bolsheviks. Their strength comes from profound military strategy and their leader, Alexander Kolchak. The ideologies of the members differ, and they lack popular support, but they have laudable experience with warfare and administration, as well as an unbreakable anti- Communist sentiment that permeates into all of their work.

Saul illiam Allen White is best known as a homespun and witty commentator on Kansas and American political, social, and economic life of the first half of the twentieth century. He accomplished this through editorials in his Emporia Gazette, syndicated columns and articles, and several popular books directed at mainstream, middle-class Americans. His role in and writings on international affairs are played down, in fact barely mentioned, not only by his biographers but by White himself in his classic autobiography.1 Yet White’s Wextensive correspondence, newspaper accounts, and many editorials reveal considerable interest in the far abroad, especially in what was happening in Russia, and to Russia, through the impact of World War I and by the consequences of the long-term and deeply ingrained radical socialist movement. My interest in this other side of the “sage of Emporia” stemmed from learning of his “surprise” appointment by President Woodrow Wilson as one of two American delegates to the aborted Prinkipo Conference in early 1919.2 A subset of the Paris Peace Conference, this was an attempt by the peacemakers at Paris to bring the various Russian political factions, including the Bolsheviks, together to try to sort out their differences in a neutral setting.

Borodkin * Lomonosov Moscow State University, Moscow, Russia This Russian Journal of Economics special issue is devoted to economic his- tory, an interdisciplinary field at the intersection of history and economics. This field has been actively developing for more than half a century, and its successes were recognized by the Nobel Prize in Economics in 1993, which was awarded to Robert Fogel and Douglas North. The rationale for this decision of the Swedish Royal Academy included their great contribution to a “new economic history” (or cliometrics): “Their work has deepened our knowledge and understanding within fundamental areas of research, as to how, why and when economic change occurs… Fogel and North have thus in different ways renewed research in eco- nomic history, by making it more stringent and more theoretically conscious.”1 The articles in this issue of the journal characterize the active development of economic history research in the 21st century. The cliometric direction in its most pronounced form is represented in the work of Carol S. Leonard, Zafar Nazarov, Leonid I. Borodkin, Maria A. Karpenko, and Roman B. Konchakov. Their paper considers the influence of railroads construction on the dynamics of prices for agricultural land in Russia from 1860 to 1910. The authors confirm the hypothesis that building of railroads in a particular area should lead to an increase in land prices in it (as was the case in European countries and the USA in the 19th century).
