1. The equipment described in the following lists is intended to provide for basic craft training coupled with the related laboratory work essential to middle-level technician or supervisory employment. Where the objective is limited to skill- training the laboratory requirements can be considerably reduced.

2. In general, the equipment is sufficient to provide for a number of specialist laboratories and workshops, each intended

to accommodate 15 students unless otherwise stated. In Automotive Technician training, for example, the workshop offers * accommodation for 60 students divided among four specialisms. If the total enrolment is less than 15 per section, economy can be effected by a reduction in the items directly related to the nuinber of students (i.e., in "individual" as contrasted with "shop" items).

3. Duplication of equipment should be avoided where a given specialized form of training, e.g., welding, is common to two or more courses. In general, this is indicated by cross-referencesin the lists.

4. The lists are intended as a general guide and may need modification to suit the needs of individual countries. It should be noted that any considerable modification could call for a corresponding change in the stated objectives.

5, While it is hoped that the items and accompanying illustrations are sufficiently detailed to provide guidance in the

choice of type and quantity of equipment necessary to meet the training objective, they do not constitute a full - specification for bid purposes.

6. 'The prices of the several items, together with summaries of the total costs, ire separately shown in order that they mnay be replaced periodically in accordance with changes due to price escalation or other reason. Those now shown are f.o.b. (free on board) prices as at January 1, 1978.- The cost of sea freightage, insurance, inland travel and installation must be added as determined for each project country. FOREUORD

From time to time doubt has been expressed concerning the value, and, indeed, the wisdom of preparing lists such as those to which this preparatory note is attached. To solve this doubt a special task force was appointed in 1976 to consider, among other matters relating to equipment and its procurement, whether to continue to pripare and to issue these lists and, if so, how they could be improved.

The task force was unanimous in its decision to "carry on" and recommend the extension of the existing lists to include equipment required for training up to higher technician level. The task has proved to be arduous and, especially in the field of industrial technology, is far from complete despite the considerable lapse of time which has taken place since the task force commenced its work. A quick glance at the size of the agricultural lists and the different types of training covered will give evidence of the immense amount of time-consuming work involved.

While the lists are necessarily detailed it cannot be too strongly emphasized that they are to be used as "guides" rather than as "patterns" which must be uniformly accepted. This is especially true at the post-secondary levels where courees and equipment must reflect local needs and practices.

I would like to out some of the salient features of the new lists:

1) in general, equipment descriptions and prices have been separated in order that the latter may be periodically changed- without .need to reprint the whole document;

2) coding systems have been SAdopied relating descriptions and prices where separated: in the case of the agricultural lists the code numbers also indicate the nature of the course concerned i.e. whether basic, higher or supplementary;

3) in the industrial lists, it has been possible to add illustrations of each item; it is hoped to continue this practice when further lists will be prepared.

In commending these lists for your acceptance I would be remiss if I were not to express on behalf of us all our sincere thanks to those responsible for its preparation: to the original task force and its officers, to the Food and Agricultural Organization of the United Nations for its acceptance of responsibility for the whole of the agricultural section, to the President and staff of the Centennial College of Toronto for the industrial section, and to Dr. David Lockard and his colleagues of the University of Maryland for the secondary school level science lists.

I sincerely hope that the lists will be of value to the developing countries and to the Bank staff and others helping those countries reach their economic and social goals.

TITLE: Printing Technology OBJECTIVES:

The aim of the Printing and Graphic Production Program is to prepare students to meet the standards of to-day's PREREQUISITES: A Secondary School Graduation Diploma printing and graphics Industry. (equivalent to Grade 12). The primary objectives of the Program are:

GENERAL COMMENTS

BASIC LETTERPRESS

Please note that this section has been very basic in its content, to reflect the most common type of equipment found in a small job printing shop. The equipment and tools are sufficient to provide training in all basic aspects of .

The list does not provide for automatic equipment, nor does i.t include equipment for making .and mounting metal cuts. If required these items should be added along with the associated ancillary piece of equipment if funds permit, and course objectives require it.

OFFSET DUPLICATING AND LITHOGRAPHY

These sections include a very comprehensive selection of equipment, that reflects the most modern procedure being used in industry today.

Institutions wishiig to offer a course in offset lithography as it pertains to the small job printer or "in-plant" operation should limit their selection of equipmerit to the small offset duplicators, such as Item 5022 and 5023, a headliner machine (5025), vertical camera (5041) and appropriate platemaking equipment. Darkroom items should be modified accordingly.

BINDERY EQUIPMENT The major bindery equipment has been limited to a selection of basic items, required to support the letterpress and offset pressroom equipment. The size of the paper folder should be modified depending on the press equipment being purchased.

High speed automatic equipment has been omitted, as most institutions would nei.theh haveothe volume of work, nor funding, to support such an installatior.. A selection of basic hand bookbinding tools is included, which Is sufficient to cover the tlaic Steps involved in small volume bookbinding and book repair.
