1 G206 Construction project from Dongliu to Yaodu

1.1 G206 Resettlement current situation

The resettlement work of the construction engineering project of G206 Dongliu to Yaodu section has been ended completely, mainly involving Dongliu Town and Yaodu Town.

In Dongliu Town, there is permanent acquired land of 250.271 mu, among which collectively-owned land is 212.152 mu and state-owned land is 38.119 mu, there are 105 families namely 405 people influenced, and the land acquisition compensation amount is RMB 8,527,323; The temporarily occupied land is 37.27 mu, among which borrow pits are 12.847 mu, abandoned pits are 24.423 mu, there are 41 families namely 164 people influenced, and the compensation amount is RMB 1,247,799. The demolition influenced 10 families, namely 46 people, the demolition area is 1684.98㎡ and the compensation amount is RMB 964,358.

In Yaodu Town, permanent acquisition land is 556.795 mu, among which the collectively-owned land is 492.5983 mu, state-owned land is 64.2 mu, there are 166 families namely 688 people are influenced, and the acquisition land compensation amount is RMB 20,834,760; The temporarily occupied land is 173.673 mu, among which borrow pits are 89.433 mu, abandoned pits are 84.24 mu, there are 72 families namely 288 people are influenced, and the compensation amount is RMB 6,512,737. The demolition influenced 17 families (among which 5 houses are abandoned and used for flood control management which only need currency compensation instead of resettlement), namely 55 people, the demolition area is 3411.06㎡, compensation amount is RMB 1,782,677. There are only currency compensation and self-construction on distributed land.

The project involved two individual commercial tenants in Dongliu Town which were chicken farm and pig farm respectively. To let farming businesses of the two commercial tenants continuously expand, on the basic currency compensation (compensation amount for the chicken farm is RMB 237,167 and compensation amount for the pig farm is RMB 151,200), bigger and better farming sites are coordinated and implemented for them. After paying a visit to the chicken tenant, we knew that before demolition there were 30-40 thousand chickens while the farming scale in this year has reached 100-110 thousand chickens. Production scale and income are all multiplied.

2.1 S319 Resettlement current situation

Up to December 31, 2017, the works of land acquisition and demolition of S319 project and transfer of communication and telegraph poles involved in the project had been done completely and in the middle ten days of December, keys of resettlement houses were delivered to resettlement families one after another.

There are 56 houses and 2 enterprises (Changba Agricultural Product Co., Ltd. and

Fangsun Edible Fungi Co., Ltd.) were actually demolished in S319. The area of the 56 houses is 9947.91 ㎡ and the area of the 2 enterprises is 2329.92 ㎡. In the 56 houses,

6 families chose currency compensation and 50 families choose centralized resettlement. The 2 enterprises choose currency compensation and house ticket resettlement.

The permanent land acquisition resettlement plan actually completed of the project reduced. Because other projects in Fudu Town are collected by government, so this project needn't be collected repeatedly.

3 Monitoring of resettlement and land acquisition and demolition implementation of S367 channel engineering of North

Maanshan City

3.1 S367 Resettlement and land acquisition and demolition implementation progress

S367 project involved Hanshan County and He County and up to December 31, 2017:

Land acquisition and demolition works in Hanshan County has been basically completed. The permanent acquisition land is 266.9848 mu, and the land acquisition compensation amount is RMB 8,904,706.292. The demolition area is 2443.7 ㎡, there are 23 families demolished which all choose currency compensation and the compensation amount is RMB 5,527,357.44;

Land acquisition in He County is completed. In this project, the permanent acquisition land is 958.694 mu, compensation amount is RMB 36,252,244, demolition area is 16839.4 ㎡, and 146 housed are demolished (only signed the agreement and released data of compensation payment), among which 86 houses are in Shanhou Town, 60 houses are in Shiyang Town and the compensation amount is RMB 24,527,382. The reason why the number of actually demolished houses is more than the planed number is that families in residential housing outside but relatively near the land acquisition red line ask for demolition on the grounds of the construction was influencing their daily life. In the demolished 146 houses, 86 families in Shanhou Town all choose currency compensation, and among the 60 families in Shiyang Town, 4 families choose property right replacement resettlement, among which 3 families are collectively resettled in Daima resettlement site of Shiyang Community and 1 family is resettled in another place, and other families all choose currency compensation.

3.2 S367 Basic evaluation and suggestion of resettlement

Basic evaluation: The overall progress of demolition and resettlement works obviously improved compared with that of the previous period.

Advised:

1) Enhance communication with relevant local land acquisition, demolition and resettlement units and material collection work;

2) Restore and reconstruct infrastructures timely, and reduce the resulted influence to residents' daily life;

Nanling County

4.1 Report resettlement implementation progress;

Acquisition and demolition of Yimu Road in Nanling County mainly involved Gongshan Town and Jishan Town, and up to December 31, 2017:

Land acquisition and demolition works in Gongshan Town have been completed. The permanent acquisition land is 337.86 mu and the land compensation amount is RMB 9,768,162.6. The demolition area is 3127.13 ㎡, the demolition involved 15 houses, among which 14 families are resettled in Daitang Community, 1 family chooses currency compensation and the demolition compensation amount is 167,044.75.

Land acquisition and demolition works in Jishan Town have been basically completed. The permanent requisition land is 141.54 mu, among which 2 places are new state-owned land which are 530 ㎡ (0.79 mu) of Wuhu Hongshun Real State Development Co., Ltd. of which the evaluated amount is RMB 1,053,728.76, and 866.5 ㎡ (1.30 mu) of Wuhu Tengxin Industry Co., Ltd. of which the evaluated amount is RMB 115,455. The total land compensation amount is RMB 10,613,184. Demolition area is 3,579.63 ㎡. The demolition totally involved 23 houses among which there are 13 residential houses and 10 non-residential houses (individual commercial tenants). In the 13 residential houses, 9 families are respectively resettled in Furun Jiayuan, Qilin Villa, Phase II of Meiyuan New Village, resettlement site at north of the city, and Shuian Lanting resettlement community, 3 families are still in house selection period and 1 family chooses currency resettlement; In the 10 non-residential houses, 9 families were resettled in Jinjie Huafu and Xuefu Huating resettlement community, and 1 family is

The reason why acquisition lands reduced is that in other projects of Jishan Town, the government has collected a part of lands, so there is no need to collect repeatedly.

4.2 State-owned land acquisition of Yimu Road in Nanling County

Currently, the project totally involves 8 acquisitions of state-owned land. Compared to the last report, there 2 new acquisitions of state-owned land. As of December 31, 2017, 7 state-owned lands' assessments have been completed and signed the compensation agreement with compensation funds issued. The occupied area of remaining 1 state-owned land is temporarily unknown due to design adjustment.

1) China Gas: Has signed the compensation agreement and issued compensation funds (RMB 594,655) in place;

2) Peng Zhenhua individual: Has signed the compensation agreement and issued compensation funds (RMB 139,842) in place;

3) Zhenyun Logistics Company: Has signed the compensation agreement and Anhui Communications Vocational & Technical College (Anhui Zhenhua Comprehensive Transportation Institute 9 Co., Ltd.) External Monitoring Report of Anhui Multimodal Transport Sustainable Transportation Project Financed by Asian Development Bank (the seventh copy) issued compensation funds (RMB 25,077,895) in place;

4) South Bus Station: Has signed the compensation agreement and issued compensation funds (RMB 623,403) in place;

5) CNPC gas station: Has signed the compensation agreement and issued compensation funds (RMB 1,586,962) in place;

Wuhu Hongshun Real Estate Development Co., Ltd.: Has signed the compensation agreement and issued compensation funds (RMB 1,053,728.76) in place;

7) Wuhu Tengxin Industrial Co., Ltd.: Has signed the compensation agreement and issued compensation funds (RMB 115,455) in place;

8) Qiangsheng Company: Because of the need to adjust the design unit of the travel corridors of a company on the west side of the enterprise, the land area currently occupied by Qiangsheng Company by widening the road is temporarily uncertain because of the design adjustment area.

4.3 Basic evaluation and suggestion of resettlement of Yimu Road in

Nanling County

Basic evaluation: Land requisition, demolition and resettlement have been basically completed, and the overall progress has been significantly improved compared with the previous period.

Advised:

1) Confirm the plan of state-owned land acquisition of Qiangsheng Company, so as not to affect the project progress;

2) Actively promote public participation to prevent or address complaints that may arise or exist.

5 Monitoring of resettlement and land acquisition and demolition implementation of comprehensive development engineering of

Shuiyang River shipping

5.1 Resettlement progress of Shuiyang River project

The comprehensive development project of Shuiyang River shipping is divided into integrated wharf and waterway regulation works (including Xiaohekou Bridge, gate dam construction and waterway dredging and regulating works).

As of December 31, 2017, resettlement progress is shown as follows:

Land acquisition and demolition of Xuanzhou Port integrated wharf and Xiaohekou Bridge project have been completed. Gate dam construction and waterway dredging works commenced on May 31 in this year.

Total 447.71 mu lands are acquired for Xuanzhou Port integrated wharf project with 202.87 mu collectively-owned land in Shishan Village, Yangxian Township and 244.84 mu in Economic Development Zone. The demolition involves 28 residential housings (1 household is smoke pit) with an area of 4660.99 ㎡. 61 housing placements are required with 5760 ㎡. It is planned to be located in Building 3 and 4 of Huizhou Merchants Century City, which is under construction. People's Government of Yangxian Township had signed a residential property group purchase agreement with investment and construction unit of Huizhou Merchants Century City and Xuancheng City Chuangyuan Real Estate Development Co., Ltd. on May 2, 2017. The agreement stipulates the group purchase of Phase I A-03 and A-04 of Huizhou Merchants Century City with 61 residential properties (building area: 6161 ㎡). The delivery time is December 31, 2018.

37.13 mu lands are acquired for Xiaohekou Bridge project with 925.61 ㎡ of demolition area and 11 residential housings involved. 1 of them is monetary compensation, 10 residences are old staff quarters, and its property right belongs to the

Resettlement plan is shown as follows: Commission of Economy and Information Technology newly will build 10 housing placements in the pottery factory. It has been passed project approval at earlier stage, planning, design, bid and tender.

Gate dam construction work plans to acquire 353.4 mu lands. The demolition involves 3 residences, namely, one shipyard (three work areas), water outlet of one water supply plant and one slaughter house. 3 residences have not reached an agreement, which are not removed. The shipyard has been removed.

Waterway dredging plans to acquire 79.28 mu lands. The demolition involves Liqiao Town, which has been removed and is placed at the new countryside relocation site in Dongyun Village.

5.2 Basic evaluation and suggestion of resettlement of comprehensive development engineering of Shuiyang River shipping

Basic evaluation: 1) Land acquisition and demolition of Xuanzhou Port integrated wharf and Xiaohekou Bridge project have been completed, and the construction progress of Huizhou Merchants Century City and pottery factory relocation site is worrying. 2) Gate dam work, waterway work land acquisition and demolition are in progress.

Advised:

1) Urge and speed up the construction of resettlements.

2) Speed up the work progress of land acquisition and demolition of gate dam construction and waterway dredging, collect and sort out relevant data and materials in time.
