PROGRAM DESCRIPTIONS Truman is continuously trying to improve existing pro- grams and to develop new ones. Even at the time of this writing, new programs are about to be implemented. Students are therefore encouraged to contact the Center for International Education Abroad to get the latest infor- mation on Truman study abroad programs. The Center will also provide information regarding how study abroad program credits can be applied to the core curriculum requirement, the foreign language requirement, or in some cases the major requirement. Since it takes a long time to plan and to finance a study abroad experience, students are strongly encouraged to find out about these exciting opportunities early, perhaps in their Freshman year. INTERNATIONAL CENTER FOR THE ADVANCEMENT OF POLITICAL COMMUNICATION AND ARGUMENTATION Truman is one of only two American Universities with char- ter Chapters of the International Center for the Advancement of Political Communication and Argumentation. Along with Florida State University, Truman chartered the International Center in the fall of 1992. Other Chapters of the consortium are independent political research and training centers in St. Petersburg, Russia.

The purpose of the International Center is to study forms of political communication and argument in their natural settings and to discover practical applications of existing theory. Public discourse of this type is an essential element of the democratic process, and, as such, is part of the political tradition of the Western democracies and most pluralistic societies. The process of encouraging democrat- ic reform in previously authoritarian states such as Russia and the other former Soviet Republics necessarily involves the promotion of similar traditions of public discourse. Part of the mission of the International Center is to pro- vide practical training in argumentation and communica-
