Explanation or reason for introduction of bill/resolution:

A BILL relating to bicycle restrictions; and to provide a penalty.

Minutes:

Chairman Ruby opened the hearing on HB 1506.

Representative Zeubke, District 39, introduced HB 1506. There is concern that bicyclists could be in danger when riding from sundown to sunrise. This bill will require anyone riding a bicycle to wear a reflective vest from sundown to sunrise.

Chairman Ruby: Would the idea be that law enforcement would be watching the people on bikes and pulling them over like they do vehicles?

Representative Zubkke: That is my understanding, if they do not have reflective vests. The penalty will be $25.

Representative Hager stated concern about the availability of reflective vests. Are there alternatives to the vest?

Representative Zubkke: Other forms may be confusing to drivers. The reflective clothing would be an advantage. Reflective clothing is not hard to get. You can buy strips to put on your clothing.

Representative Nelson: Lamps and other equipment on bicycles was in the Century Code and repealed in 1975.

There was no further support for HB 1506. There was no opposition to HB 1506.

The hearing was closed on HB 1506.
