CHAPTER TEN

Frederick P. Clark Associates, Inc. prepared a review of the current conditions of the Route 6/66 Corridor to investigate what affect the improvements completed by the Department of Transportation (CONNDOT) had on the roadway. They reviewed the CONN DOT plans and existing conditions and confirmed that most of the traffic along the Corridor is considered to be pass- through traffic. The study included background traffic counts at five representative intersections. This data confirmed that the predominate traffic flow is westbound in the AM and eastbound in the PM. Accident data from 2003-2008 was reviewed and the Project Traffic Consultant concluded that both the number of accidents and the severity of the bodily injuries occurring during those accidents had been reduced by the CONNDOT improvements.

This section of the report described existing roadway conditions along U.S. Route 6 in the designated Study Area, which begins to the west at the Interchange of Interstate 384/U.S. Route 44 and U.S. Route 6. The Study Area continues in a easterly direction for approximately 13 miles and includes the intersection of U.S. Route 6 at State Route 66. The Study Area continues in an easterly direction on State Route 66 to the Columbia/Windham Town line.

The U.S. Route 6 within the Study Area is generally a two-lane, undivided, State- maintained highway. It provides a double yellow centerline for its entire length, includes left and right turn pockets at key intersections and key driveways to commercial establishments. Traffic signals are in place at several locations, but mostly in the easterly portion of the Study Area in Andover and Columbia.

U.S. Route 6 provides access to other State Highways and several local roads within the Towns of Bolton, Coventry, Andover and Columbia.

This section of the report includes a description of the roadways, traffic volumes obtained from ConnDOT, traffic volumes obtained as part of this Study at key intersections and accident data obtained from ConnDOT for a 5.5 year period.

INTRODUCTION

This section of the report provides an overview description of the U.S. Route 6 Corridor and a section of State Route 66, all which are included in the Study Area. The Study Area begins to the west at the Interchange of U.S. Route 6/U.S. Route 44 and easterly terminus of Interstate 384 in Bolton. This Study Area continues in an easterly direction following U.S. Route 6 through the Towns of Bolton, Coventry, Andover and Columbia to the intersection of U.S. Route 6 and State Route 66 in Coventry. The Study Area continues in an easterly direction and follows State Route 66 to the Town boundary of Columbia and Windham.

The following sections describe existing conditions in the Study Area and identify roadways, key intersections, traffic control, posted speed limits, pavement markings, accident history and traffic volumes.

2 EXISTING CONDITIONS

This section of the report describes the area roadways included in this designated Study Area and a description of inventory of these roads and intersections. It also includes a discussion of available traffic volume data obtained from the Connecticut Department of Transportation (ConnDOT), traffic volume counts conducted by the Consultant Team and accident data obtained from ConnDOT.

Roadways The Study Area encompasses a Linear Study Area, which is approximately 13 miles in length. It begins to the west at the Interchange of U.S. Route 6/U.S. Route 44 and the easterly terminus of Interstate 384.

The westerly terminus of the Study Area, which includes the Interchange of U.S. Route 6/U.S. Route 44 and the easterly terminus of Interstate 384, includes direct movements from Interstate 384 to the continuation of U.S. Route 6 to the east and U.S. Route 44 in generally the northerly direction at this location. This Interchange does not provide full movements in each direction and excludes a direct connection from U.S. Route 6 westbound to U.S. Route 44 northbound. It also excludes a direct connection from U.S. Route 44 southbound to U.S. Route 6 eastbound into the Study Area. This Interchange includes a T-type intersection with Notch Road, which is a local Town road in Bolton.

ConnDOT analyzed this Interchange in detail as part of the continuation of Interstate 384 and possible modifications to U.S. Route 6; however, has not preceded with any of these Interchange improvement plans.

U.S. Route 6 in the Town of Bolton is a wide, two-lane, State-maintained, roadway. It was upgraded by ConnDOT a few years ago to include wider shoulders and

3 left and right turn pockets at key intersections. It begins with a posted speed limit of 40 miles per hour, which increases to 50 miles per hour. It includes a double yellow centerline and left turn pockets at key intersections. There is a flashing traffic signal to the immediate east of the Interstate 384/U.S. Route 44/U.S. Route 6 Interchange at commercial establishments.

Key intersections in Bolton include the following:

• Stony Road; • South Road; and, • Steeles Crossing Road.

South Road provides the connection between U.S. Route 6 and U.S. Route 44/State Route 31. This is a local, two-lane, Town-maintained roadway. The southerly terminus of South Road at U.S. Route 6 is controlled with a STOP sign, as well as its intersection with U.S. Route 44 to the north.

U.S. Route 6 in the Town of Coventry and includes only one key intersection, which is South Street. This intersection is controlled with a STOP sign on the South Street southbound approach to the intersection.

This section of U.S. Route 6 continues as a wide, two-lane, State-maintained, roadway, with a posted speed limit of 50 miles per hour. This section, as well as sections in Bolton, include wide paved shoulders and a double yellow centerline. The intersection of South Street at U.S. Route 6 includes an eastbound left turn pocket on U.S. Route 6.

The section of U.S. Route 6 in Andover continues as a wide, two-lane, State- maintained roadway. It has the same characteristics as the other sections. It has a posted

4 speed limit of 50 miles per hour, except for in the business area of Andover in the vicinity of the intersections of Shodey Mill Road, Long Hill Road and Hebron Road.

Key intersections in Andover include the following:

• Bailey Road; • Hickory Hill Drive; • Hendee Road; • Burnap Brook Road; • Wales Road; • Shodey Mill Road; • Long Hill Road (signalized); • Hebron Road; • Bunker Hill Road (signalized); • Lake Road (signalized); • Jonathan Trumbull Highway (State Route 87) (signalized); and, • Parker Bridge Road.

In Columbia, U.S. Route 6 continues as the same type of roadway, as previously described and has a posted speed limit of 50 miles per hour for most of its length and a reduction in speed to 40 miles per hour in the vicinity of the intersection with U.S. Route 66.

Key intersections include the following:

• Woodward Road; • Whitney Road; • Oakwood Lane; • Hop River Road;

5 • Edgartown Road; • Roses Bridge Road; and, • State Route 66 (signalized).

East of the U.S. Route 6/State Route 66 intersection and a continuation of the Study Area on State Route 66 the following intersections are included in the Study Area:

• Flanders Road; and, • Mills Road.

The posted speed limit on State Route 66, east of the intersection with U.S. Route 6 and State Route 66 is 40 miles per hour. Figure 1 shows the Study Area and identifies the figure numbers that provide more information for these sections of roadway. Air photos of area intersections are included in the Appendix.

U.S. Route 6 is a major, east-west highway, serving generally the northeast corner of the State of Connecticut. Specifically, in the Study Area it is a major, two-lane, roadway, which provides functions as a connection between several Towns to the east and the easterly terminus of Interstate 384, which provides access to Hartford and all points north, south and west of this area. Motorists that use U.S. Route 6 in the Study Area are generally identified as commuters both during the weekday morning and weekday afternoon peak periods. However, throughout the day, the volumes are significantly lower, it functions as a road that provides access for residents and through traffic through the easterly portion of the State.

This road is used by trucks that service the Towns in the area, since there are no major highways in this part of the State, other than Interstate 84 to the north. It is a limited section of a limited-access highway, which is U.S. Route 6 to the northeast of the Study Area. This section of road functions as a by-pass to the State Route 87.

Due to the limited land uses along U.S. Route 6 and the designated Study Area, it was determined that a majority of the traffic that is using this roadway is “passing through.” Local residents do use this roadway; however, many residents indicate that local roads are used instead due to convenience, difficulty with accessing U.S. Route 6 and traffic congestion during peak periods.

Field observations of this road indicate that motorists are traveling at the posted speed limit, although a portion of this traffic is certainly driving over the speed limit. This road does not have any passing zone; therefore, the lead vehicle generally determines the speed of many motorists traveling in that direction at that period of time.

ConnDOT Traffic Volumes Traffic volume data was obtained from ConnDOT for 2008 for the entire Corridor and traffic volume data for several years prior to 2008 to evaluate traffic patterns and increases in traffic over several years.

The data obtained from ConnDOT from Automatic Traffic Recorders (ATR) and include traffic volume data at the following locations along U.S. Route 6 and State Route 66:

• U.S. Route 6 east of Interstate 384/U.S. Route 44; • U.S. Route 6 east of South Street (Coventry); • U.S. Route 6, between Long Hill Road and Hebron Road (Andover); • U.S. Route 6 east of Hebron Road (Andover); • U.S. Route 6 east of Jonathan Trumbull Highway (Andover); • U.S. Route 6 at Andover/Columbia Town line; • U.S. Route 6 west of State Route 66 (Columbia); • U.S. Route 6 at State Route 66 (Columbia); • State Route 66 east of U.S. Route 6;

7 • State Route 66 west of Mills Road (Columbia); and, • State Route 66 at Columbia/Windham Town line.

The traffic volume data indicates both daily and weekday morning and weekday afternoon peak hours. The data shows that the westerly terminus of the Study Area in Bolton, the daily volume was found to be 16,900 vehicles. The weekday morning peak hour volume was recorded at 1,570 vehicles and the weekday afternoon peak hour volume was recorded as 1,613 vehicles.

In the Town of Coventry at the Bolton/Coventry Town line the recorded daily volume was 16,900 vehicles. The weekday morning peak hour volume was recorded to be 1,594 vehicles and the afternoon peak hour volume was identified to be 1,649 vehicles.

In Andover and immediately west of the intersection with Hebron Road the daily volume was found to be 19,300 vehicles. The weekday morning peak hour volume was 1,635 vehicles and the afternoon peak hour volume was 1,623 vehicles. At the Andover/Columbia Town line the two-way, daily volume was found to be 11,900 vehicles, with the weekday morning peak hour volume recorded at 1,012 vehicles. The weekday afternoon peak hour volume was found to be 1,157 vehicles.

The recorded daily volume on U.S. Route 6 west of the State Route 66 intersection was found to be 14,400 vehicles. The recorded weekday morning peak hour volume was found to be 1,177 vehicles. The weekday afternoon peak hour volume was found to be 1,304 vehicles.

State Route 66 east of the U.S. Route 6 intersection had a recorded daily volume of 8,100 vehicles. The weekday morning peak hour volume was found to be 558 vehicles. The weekday afternoon peak hour volume was found to be 785 vehicles. At

8 the Town line of Columbia and Windham the daily volume was found to be 8,200 vehicles. The weekday morning peak hour volume was found to be 533 vehicles. The weekday afternoon peak hour volume was found to 780 vehicles. Figures 2 through 7 graphically illustrate the traffic volume data obtained by ConnDOT and its location.

ConnDOT data was obtained for U.S. Route 6 for the following years to determine traffic increases or decreases over a several year period.

• 1992; • 1995; • 1996; • 1999; • 2002; • 2005; and, • 2008.

A comparison of the traffic volume data for two locations within the U.S. Route 6 Corridor in the designated Study Area indicates that traffic volumes in the westerly section increased approximately 13 percent of a 16-year period. This represents an approximately 0.80 percent increase per year. The most recent comparison of 2005 through 2008 indicates that the daily traffic volume actually decreased by approximately 1.00 percent in the westerly end of U.S. Route 6. This indicates an insignificant increase in growth for this roadway and particularly for this area.

In the vicinity of Hebron Road (State Route 318) the daily volume increased by approximately 20 percent in 16 years and 13 percent between 2005 and 2009. Overall, this section of U.S. Route 6 had an increase of approximately 1.25 percent per year. Figures 8 through 10 summarize the ConnDOT data for these locations, by hours.

The following intersections/Interchange locations were included in this traffic counting program:

• U.S. Route 6 at Interstate 384/U.S. Route 44 (Bolton); • U.S. Route 6 at South Road (Bolton); • U.S. Route 6 at Shodey Mill Road (Andover); • U.S. Route 6 at Hebron Road (Andover); and, • U.S. Route 6 at State Route 66 (Columbia).

These traffic volume surveys were conducted during the following time periods;

• Weekday morning – 7:00 to 9:00 A.M.; • Weekday afternoon – 3:00 to 6:00 P.M.; and, • Saturday midday – 10:00 A.M. to 2:00 P.M.

The traffic counting program was conducted on the following days:

• Tuesday, October 6, 2009; • Wednesday, October 7, 2009; • Thursday, October 8, 2009; and, • Saturday, October 17, 2009.

As part of the traffic counts conducted at each of the intersections listed above a Vehicle Classification Study was conducted. Figures 11 through 13 graphically illustrate the peak hour volumes identified for each of the intersections listed above for weekday morning, weekday afternoon and Saturday midday peak hours, respectively.

Results of the field surveys indicate that during the typically weekday morning peak hour approximately 75 percent of the traffic is traveling in a westbound direction. During the weekday afternoon peak hour the data indicates that approximately 66 percent of the traffic is traveling in an easterly direction. The Saturday midday condition it was found that traffic is split almost evenly by direction.

Accident Experience To identify accident conditions and patterns along the U.S. Route 6 Corridor, data was obtained from ConnDOT for January 1, 2003 through June 30, 2008 for this 13-mile roadway section. Traffic volume data was identified by nodes along the entire Corridor and identified as with property damage, with injuries and fatalities.

The total number of accidents were identified for each year to provide a basis for overall traffic. During the five-year period (excluding the six months in 2008) it was found that 2004 carried the highest level of accidents, with 23 percent of the total. In 2003 21 percent of the accidents occurred in this Corridor. In 2006 and 2007 each year had 19 percent of the total number of accidents. The 2008 was limited to a six-month period. Overall, there were a total of 410 accidents during this 5 years worth of accident data.

The accident severity indicated that 74 percent of the accidents were limited to property damage, with 25 percent including personal injuries and two accidents involving fatalities.

Collision types were divided, with 36 percent of the accidents involving rear-end collision, 28 percent involving following a motorist hitting a fixed object, 10 percent involving a motorist turning and intersecting with a path of a motorist traveling in the same direction. The remaining accident types included turning in the same direction or

11 turning in opposite directions, side-swipes in the same direction, hitting a moving object, overturning vehicles, right angle and head-on collisions.

The contributing factors, as described by ConnDOT, indicate that 34 percent of the accidents involving motorists traveling too close, 15 percent related to speeding, 14 percent involving a motorist losing control of a vehicle and 11 percent involving a motorist failing to grant the right-of-way. The remaining accident factors included driving on the wrong side of the road, violating a traffic control, under the influence of alcohol, improper passing, improper turning, improper lane change, slippery roadway conditions, hitting an animal or a foreign object, falling asleep and a variety of other factors.

Data indicates that 70 percent of the accidents occurred during daylight hours, with 16 percent occurring in overnight conditions in a lighted section of road and overnight conditions with no lights on the road. Four percent of the accidents occurred either during dawn and dusk.

The roadway surface conditions indicate 68 percent of the accidents occurred during dry road conditions, 17 percent involved wet road conditions, 7 percent involved snow and slush, 6 percent involved ice and one percent involved sand/mud/dirt or oil on the roadway. The remaining one percent was not specific. Table 1 provides a detailed summary of the accidents, as described above. A review of the accidents by location is provided in Tables 2 through 10 and our Figures 14 through 19.

A further summary of the accidents at key locations indicate that overall there were a total of 15 accidents between December 1, 2003 and June 30, 2008 at the Interchange of U.S. Route 6 and U.S. Route 44. It was found that 66 percent of these accidents involved a motorist hitting a fixed object.

For the section of the ramps between U.S. Route 44 and the end of the divide on U.S. Route 6 there were a total of 9 accidents. It was found that 45 percent of the accidents in this section of road involved a motorist hitting a fixed object. On U.S. Route 6, between the end of the median divider and the intersection of Stony Road, there were 23 accidents reported. It was found that 39 percent of the accidents were rear end collisions and the 35 percent involved a motorist hitting a fixed object.

At the intersection of U.S. Route 6 and Stony Road, there were a total of 7 accidents. It was found that 71 percent of the accidents involved a turning movement condition and 29 percent involved rear end collisions.

In the section of U.S. Route 6, between Stony Road and Johnson Road, there were a total of 9 accidents. It was found that 45 percent of the accidents involved a motorist hitting a fixed object and 34 percent involved a motorist turning in the same direction and hitting another vehicle. At the intersection of U.S. Route 6, between Johnson Road and South Road, there were a total of 9 accidents. Data indicates that 45 percent of the accidents involved rear end collisions, 33 percent a sideswipe in the opposite direction and 22 percent involved a motorist hitting a fixed object.

At the intersection of U.S. Route 6 and South Road there were a total of 4 accidents. Data indicates that 50 percent of the accidents involved a rear end collision and the remaining 50 percent involved a sideswipe either in the same direction or in the opposite direction.

In the next section of U.S. Route 6, which includes the segment of road between South Road and Steeles Crossing Road, there were a total of 11 accidents. It was found that 82 percent of the accidents involved property damage. The collision types were divided, with 64 percent involving a rear end collision and 18 percent involving a

13 motorist hitting a fixed object. Nine percent involved a motorist hitting a fixed object and another 9 percent involved a motorist turning and intersecting with another vehicle.

At the Steeles Crossing Road intersection there were a total of 4 accidents, with 75 percent of the accidents involving only property damage. Data indicates that 50 percent of the accidents involved rear end collisions, 25 percent involved a turning movement accident and 25 percent involved a fixed object.

For the section of U.S. Route 6, between Steeles Crossing Road and South Street, there were a total of 17 accidents. It was found that 47 percent of the accidents involved a motorist hitting a fixed object, 23 percent involving a rear end collision, 18 percent involving a sideswipe in the opposite direction and the remaining accidents including hitting a fixed object and a sideswipe in the same direction.

Accident data for the intersection at South Street indicated a total of 6 accidents. It was found that 32 percent of the accidents involved a turning movement, 17 percent included a rear end collision, another 17 percent involved a motorist hitting a moving object, 17 percent involved a motorist hitting a fixed object and 17 percent involving an over-turned vehicle (note that 17 percent represents one accident). Table 2 provides a more detailed summary of the accidents described above.

For the section of U.S. Route 6 that includes Hendee Road, the data indicated 2 accidents occurred at this intersection. Both accidents involved property damage. It was found that the accident data was divided evenly with rear end collisions and turning movement accidents in the same direction.

For the section of U.S. Route 6, between Hendee Road and Aspinall Drive, it was found that there were a total of 11 accidents, with 64 percent of the accidents involving property damage. Data indicates that 3 percent of the accidents were rear end collisions,

14 9 percent were turning movements in the opposite direction, 9 percent were turning movements with vehicles intersecting at the intersection and 9 percent were sideswiped in the opposite direction.

The section of Aspinall Drive and Boumap Brook Road, there were a total of 4 accidents, with 2 of the accidents involving property damage and the remaining 2 accidents involving personal injuries. Data indicates that 75 percent of the accidents involved a motorist hitting a fixed object and the remaining 25 percent of the accidents involved a motorist sideswiping another vehicle traveling in the opposite direction.

For the section of U.S. Route 6 between Boumap Brook Road and Wales Road, there were a total of 9 accidents, with 89 percent involving only property damage. It was found that 45 percent of the accidents involved a rear end collision, 33 percent involved a motorist hitting a fixed object, 11 percent involved a sideswipe in the same direction and 11 percent involving a motorist hitting a fixed object.

At Wales Road there were a total of 4 accidents, with all the accidents involving only property damage. This data indicates that 50 percent of the accidents were rear end collisions, 25 percent involved a turning movement accident and 25 percent involved a motorist hitting a fixed object.

For the section of U.S. Route 6, between Wales Road and Shoddy Mill Road, there were a total of 11 accidents, with 55 percent involving only property damage. Data indicates that 45 percent of the accidents involved a motorist hitt5ing a fixed object and 36 percent involving rear end collisions.

For the section of U.S. Route 6, which includes Shoddy Mill Road and Long Hill Road, there were a total of 6 accidents in this section. Eighty three percent of the accidents involved only property damage. Data indicates that 33 percent of the accidents

15 involved a rear end collision, 33 percent involved a motorist hitting a fixed object, 17 percent involved turning movement accidents and 17 percent involved a sideswipe in the same direction.

At the Long Hill Road intersection there were a total of six accidents, with only 33 percent of the accidents involving property damage and the remaining 67 percent involving personal injuries. Data indicates that 32 percent of the accidents involved a rear end collision, 17 percent involved a turning movement type of accident, 17 percent involved a sideswipe in the same direction, 17 percent involved an overturned vehicle and 17 percent involved head-n collisions (note that 17 percent represents 1 accident).

At the State Route 316 intersection there were a total of 7 accidents, with 86 percent of the accidents limited to property damage. All of the accidents involved rear end collisions.

For the section of U.S. Route 6, between State Route 316 and Bunker Hill Road, there were a total of 7 accidents, with 86 percent involving only property damage. It was found that 43 percent of the accidents involved rear end collisions, 43 involved sideswipe in the opposite direction and the remaining 14 percent involved a motorist hitting a fixed object.

For the section of U.S. Route 6, between Bunker Hill Road and Lake Road, there were a total of 16 accidents, with 75 percent involving property damage. It was found that 32 percent of the accidents involved a rear end collision, 12 percent involved a turning movement in the opposite direction, 19 percent involved a sideswipe in the same direction, 6 percent involved a turning movement in opposite directions and 6 percent involved a sideswipe in the opposite direction.

16 At the intersection of U.S. Route 6 at Lake Road there were a total of 7 accidents, with 71 percent of the accidents limited to property damage. Data indicates that 86 percent of the accidents were rear end collision and 14 percent involved a sideswipe in the same direction.

For the section of U.S. Route 6, between Lake Road and State Route 87, there were a total of 7 accidents, with 43 percent of the accidents involving property damage and the remaining 57 percent involving personal injuries. It was found that 58 percent of the accidents involved rear end collisions, 14 percent involved a turning movement in the opposite direction, 14 percent involved a turning movement in the same direction, 14 percent involved a sideswipe in the opposite end, 14 percent involved a sideswipe accident in opposite directions.

For the section of U.S. Route 6 that includes the intersection of State Route 87, it was found that there were a total of 9 accidents at this location. Data indicates that 89 percent of the accidents involved property damage. The collision types were divided with 56 percent of the accidents involving rear end collisions, 33 percent of the accidents involved a turning movement and 11 percent involving a motorist hitting a fixed object.

For the section of U.S. Route 6, between State Route 87 and Parker Bridge Road, there were a total of 9 accidents, with 56 percent of the accidents involving property damage, 33 percent involving personal injuries and 1 fatality. Data indicates that 34 percent of the accidents involved a rear end collision, 33 percent involved a sideswipe in opposite directions, 22 percent involved a head-on collision, 11 percent involved a motorist hitting a fixed object.

For the section of U.S. Route 6, between Woodward Road and Whitney Road, there were a total of 6 accidents, with all of the accidents involving property damage. Data indicates that 50 percent of the accidents involved a motorist hitting a fixed object,

17 33 percent involved a motorist hitting a moving object, 17 percent involving a rear end collision.

For the section of U.S. Route 6, between Whitney Road and Hop River Road/Oak Wood Lane, there were a total of 10 accidents. It was found that 80 percent of the accidents were limited to property damage. The collision types were divided, with 50 percent involving a turning movement in the opposite direction and 50 percent involving a motorist involving a motorist hitting a fixed object.

For the section of U.S. Route 6, between Whitney road and Hop River Road/Oak Wood Lane, there were a total of 10 accidents. It was found that 80 percent of the accidents involved property damage. The collision types were divided, with 50 percent involving a rear end collision, 10 percent involving a turning movement, 10 percent involving a sideswipe in the opposite direction and 20 percent involving a fixed object. The remaining 10 percent involved an overturned vehicle.

For the section of U.S. Route 6, between Strickland Road and Edgarton Road, there were a total of 7 accidents, with 86 percent of the accidents limited to property damage. Data indicates that 58 percent involved a rear end collision, with 14 percent involving turning movement in the same direction, 14 percent involved a motorist hitting a moving object and 14 percent involved a parking condition.

For the section of U.S. Route 6, between Roses Bridge Road and the beginning of the divided roadway section of U.S. Route 6, there were a total of 18 accidents, with 67 percent of the accidents limited to property damage. Data indicates that 28 percent of the accidents involved a rear end collision, 27 percent involved a turning movement in the same direction, 27 percent involved a motorist hitting a fixed object and 6 percent for overturning, 6 percent for sideswipe in the same direction and 6 percent for a sideswipe in an opposite direction.

18 For the section of U.S. Route 6, at the beginning of the divided roadway and the U.S. Route 6 westbound ramp to U.S. Route 6 westbound, there were a total of 5 accidents. Eighty percent of these accidents involved property damage. It was found that 4 percent of the accidents involved rear end collisions, 20 percent involved a sideswipe in the same direction, 20 percent involved a sideswipe in the opposite direction and 20 percent involved a motorist hitting a fixed object.

For the intersection of U.S. Route 6 and State Route 66 at the traffic signal, there were a total of 28 accidents. It was found that 75 percent of the accidents involved personal injury. Data indicates that 54 percent of the accidents involved a rear end collision, 14 percent involved a turning movement in the opposite direction, 7 percent involved a turning movement with motorists intersecting paths, 7 percent involved a sideswipe in the same direction, 4 percent involved a motorist hitting a fixed object, 10 percent involved a right angle type of accident and 4 percent involved a motorist backing up.

For the section of State Route 66 at U.S. Route 6, this would be the northbound and westbound approaches including 15 accidents, which 80 percent involved property damage. Data indicates similar conditions, with 27 percent involving a rear end collision, 37 percent involving a turning movement in opposite directions, 13 percent involving a sideswipe in the same direction, 7 percent involving a motorist hitting a fixed object, 13 percent involving an overturned vehicle and 7 percent involving a right angle accident.

For the section of State Route 66, between the end of the divided roadway at the intersection of U.S. Route 6 and State Route 66, to the intersection of Flanders Road, there were a total of 42 accidents. Data indicates 62 percent involved property damage, 36 percent involved personal injuries and 2 percent involved 1 fatality. Data indicates that 64 percent of the accidents involved a motorist hitting a fixed object, 12 percent

19 involved a rear end collision, 12 percent involved a turning movement accident, 2 percent involved an overturned vehicle and 2 percent involved a head-on collision.

For the section of State Route 66, between Flanders Road and Cards Mill Road West, there were a total of 11 accidents. It was found that all of the accidents involved property damage. The accident types were divided, with 28 percent involving a rear end collision, 18 percent involving a turning movement in the same direction, another 9 percent involving a turning movement where motorists intersected in the turning movement, 9 percent involved a sideswipe in the same direction, 18 percent involved a motorist hitting a fixed object, 9 percent involved a motorist hitting a moving object, 9 percent were identified as a non-collision.

The accident data obtained from ConnDOT for all of these sections of U.S. Route 6 and State Route 66 are included in the Appendix of this report.

Results of the accident data for the 5.5-year period must take into account a portion of the data was obtained prior to ConnDOT improving U.S. Route 6 to include wider shoulders and turn pockets at key intersections. During this data collection period there was also construction on this road to provide these improvements. The latter part of the data was obtained for a period after these improvements were in place. However, the overall accident levels have decreased. The data in general indicates that a majority of the accidents are limited to property damage; however, the remaining 25 percent included personal injuries. Two of the accidents included fatalities. Overall, a significant portion of the accidents included rear-end collision, as well as a significant number of accidents involved a motorist hitting a fixed object. It is possible that over a period of time as accident data is obtained after the improvements it may be found that the level of rear- end collision-type accidents may decline as motorists are now using turning lanes and are not slowing down or waiting in the one travel lane provided in each direction throughout the Corridor.

20 It is also important to note that the accident data indicates that a significant number of the accidents occurred during daylight hours. ConnDOT installed WARNING signs for motorists in this Corridor to alert motorists to use headlights during daytime driving for safety reason prior to the implementation of road improvements. However, it is unclear if the recommendations to motorists to turn on lights has had any benefit and reduced accident levels. Many vehicles today have daytime headlights and it may not be necessary to alert motorists to turn on headlights. A review of the accident data for the entire Corridor indicates that the accidents are spread out to include may key intersections and many roadway segments that do not have intersections, but include multiple driveways to provide access to adjacent land uses.

In summary, although this report provides a significant section on accident data for a period of approximately six years, data was obtained from ConnDOT during different roadway conditions. As noted above, it included a period prior to the improvements, a period during the construction of these improvements and a time period after the improvements were in place. It can only be assumed at this point that the accident levels will decrease due to these improvements and specifically the level of rear- end collisions will show a significant decrease over a period of time.
