Brief on the District Council Secretariat

2. Organisation Tsuen Wan District Council (TWDC) Secretariat has been set up under Tseun Wan District Office to provide administrative and meeting services support to TWDC. There are 17 staff in the Secretariat, including one Senior Executive Officer who serves as the Secretary of District Council (DC), five Executive Officers who provide meeting services support to DC as well as its committees and working groups respectively, and the remaining 11 staff who mainly provide general administrative support and other office support services.

3. Function/Role The DC Secretariat provides administrative and secretariat support to DC, and assists DC in promoting Community Involvement Programme and managing district facilities.

4. Provision of Services In addition to the above work support, the DC Secretariat also provides DC Members with various services and facilities specified as follows: Services • Library services; • Assistance for DC Members in claiming Members’ honorarium and allowances; • Arrangement of visits to government departments, site visits, visits to local organisations and overseas exchange programmes; and • Enrollment of DC Members in activities and training courses organised by the as well as other departments and organisations. Facilities • Individual letter boxes for DC Members; • Common area for DC Members;

1 • Lockers for DC Members; • DC Members Room; • Five computers set up for DC Members’ use; and • Provision of Wi-Fi service in the common area for DC Members and the conference room.

The Secretariat also provides services for the public and local organisations, including: • Processing funding applications and claims for reimbursement; • Arranging meetings with DC Members at the request of the public; • Handling and answering written and telephone enquiries regarding DC matters; • Arranging printing and distribution of pamphlets for promotion of traffic, social services, environmental protection and healthcare, etc.; and • Updating information on DC website and publicity box on a regular basis.

5. Meet-the-Public Scheme The Meet-the-Public Scheme aims to facilitate communication between local residents and DC Members, enabling DC Members to gain more thorough understanding of the problems encountered by the residents and their expectations and to reflect local views to the Government for consideration so as to improve the quality of living of the residents.

2 TWDC holds two meeting sessions every week for DC Members to meet with the public, details are as follows:

For each of the meeting session with the public, the DC Member on duty will receive residents’ enquiries and complaints, and discuss with them the issues raised. Besides, an Executive Officer from the DC Secretariat will be there to offer help as well.

Members of the public may call or visit the TWDC Secretariat in person during office hours to book a meeting session with DC Members. The meeting schedule, venue and names of the DC Member on duty are posted on the notice board or uploaded to the website of TWDC regularly.
