OF TELANGANA Press Release “Combat Insurgency with a Professional Touch” Said Sri K Vijay Kumar, IPS (Retd.), Senior Security Advisor, MoHA, Govt. of India in “Dr. P Srinivas Memorial Lecture”, Hosted by Dr. MCR HRD Institute of Telangana Dr. MCR HRD Institute of Telangana organised Dr. P Srinivas Memorial Lecture on “Challenges in Left Wing Extremism Affected Areas”, as a part of the 92nd Foundation Course for All India Services and Central Civil Services Officers. The lecture was delivered by Sri K Vijay Kumar, IPS (Retd.), Senior Security Advisor, Ministry of Home Affairs, Govt. of India, who was the Chief of the Special Task Force of Tamil Nadu that was behind the brave encounter of the notorious sandalwood smuggler Veerappan during Operation Cocoon of 2004. Sri K. Vijay Kumar paid rich tributes to Dr, P Srinivas, a great martyr, who was brutally murdered by Veerappan on November 10th, 1991. He said that Dr. Srinivas laid down his life upholding the values of honesty, dedication to duty, and courage to stand by principles. Continuing his address, Sri Vijay Kumar said that internal security is as impotent as external security and it is one of the important responsibilities of all civil servants. He said that terrorism, equipped with latest technology and global reach, has become complex and multi- layered and emerged as a dangerous phenomenon and added that the archaic and conventional response will not be adequate in curbing this menace. “Mere killing of terrorists is not the full answer. Addressing the issue is equally important”, he said. -

Honourable Members of the Legislative Assembly, It gives me great pleasure to address the first session of the Tamil Nadu Legislative Assembly for the year 2005. I take this opportunity to thank you for your warm welcome and assure you of my unstinted support and co-operation in ensuring the rapid development of Tamil Nadu bringing prosperity to the people of this State. 2. The year 2004, that has gone by, is notable for some spectacular triumphs which stand out as shining examples of what can be achieved by sheer determination, true grit and single minded devotion to the task on hand. The elimination of the dreaded bandit Veerappan on 18 th October 2004 and the commissioning of the New Veeranam Project to supply water to Chennai City on 31 st May 2004 are truly epoch making events over which we can all rejoice. 3. Hon'ble Members of this august House are aware of how the notorious forest brigand Veerappan had 2 defied State authority questioning the very rationale behind the modern State, not only in Tamil Nadu but also in Karnataka. The Hon'ble Chief Minister Selvi J Jayalalithaa gave a clear mandate to the Special Task Force to get rid of the menace posed by Veerappan and his cohorts. The Chief Minister ensured that the Special Task Force functioned with full authority and freedom as a cohesive force in perfect co-ordination with the counterpart force constituted by the Karnataka Government. This brought to a successful end the decade old manhunt for the desperado Veerappan and his gang. -

Brief Project Summary Project: Improvement of SH-79 from Hanur to Tamil Nadu Border including Connectivity from Palar to Hoganakkal Falls (ODR) in the State of Karnataka Brief Project Summary 1. The Government of Karnataka through the Government of India has received in principal approval for a loan from the Asian Development Bank (ADB) towards Karnataka State Highway Improvement Project – III (KSHIP-III) for developing State Road network under Public Private Partnership (PPP). 2. Executing Agency is the Public Works Department (PWD), represented by the Project Director, Project Implementation Unit, Karnataka State Highway Improvement Project (PIU-KSHIP) 3. PIU-KSHIP has planned to: . Upgrade / strengthen Hanur to Tamil Nadu Border section of SH-79 & MDR outside wildlife sanctuary area and to strengthen the carriageway without widening & geometric improvement inside wildlife sanctuary areas . Improve the connectivity to Hoganakkal Falls (Palar to Hoganakkal), which includes improvement of riding quality by rehabilitation of the existing deteriorated pavement surface and adding Parapet / Railing to all Bridge structures which is currently missing. 4. Total length of the project road will be 95 km, which includes: a) Hanur (Ch. Km 85+815 of SH-79) to Tamil Nadu border near Palar (Ch. The Rule of Sanctuary: Security, Nature, and Norms in the Protected Forests of Kerala, South India Goutam Gajula Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy In the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2015 ©2015 Goutam Gajula All rights reserve ABSTRACT The Rule of Sanctuary: Security, Nature, and Norms in the Protected Forests of Kerala, South India Goutam Gajula The aim of this dissertation is to understand how worries over nature’s degradation, ensuing securitization practices, and emergent norms intersect in environmental protected areas. It concerns the Nilgiri Biosphere in Kerala, South India, and how regimes of nature protection effect the lives of its human inhabitants, the Kurumba, a so-called primitive adivasi tribe. Combining ethnography with archival research, it asserts that the labors and logics of nature protection, present and past, participate in a distinctly liberal problematic of competing securities, manifest in the tension between sovereign discretions and the freedoms of legal rights and market interests. This study makes two overarching claims. First, that during the colonial era, nature’s inessential character allowed for flexibilities in legal interpretation that furthered imperial ambitions. In the silence of the law, norms mediated by colonialist pejoratives operated to satisfy those ambitions, while supplementing the knowledge necessary for government. Second, analysis of recent environmental movements and ecological projects surrounding the Nilgiri Biosphere shows how norms derived from civil society are produced to intervene between security prerogatives and social freedoms. The upshot of these normative practices, I argue, is to depoliticize natures and agencies, while extending and intensifying security’s command of unruly natures. -
