The public session of the Chair’s Committee meeting was held at 3:37 p.m. in Room 105 at the Aurora Education Centre on Monday, April 29, 2019 with the following committee members and resource staff present:

BUSINESS ARISING FROM THE MINUTES

The committee received for information the Business Arising from the Minutes report regarding action items from the March 26, 2019 Chair’s Committee meeting.

Staff provided information regarding the costs and timelines associated with upgrading the Board Room technology. It was noted that the contract has been awarded and the work is schedule to be performed over the summer months.

DECISION ITEM

Proposed Revisions to Committee Meeting Calendar Dates

Members received proposed revisions to Committee meeting dates. One additional change was indicated regarding the cancellation of the May 13, 2019 Budget Committee meeting due to the timelines for the release of Ministry information.

The Committee discussed the recommendation to reschedule the July 9, 2019 Board meeting and decided to keep the meeting as scheduled.

That the York Region District School Board approve the following recommendations. (Appendix 1)

1) That the June 17, 2019 Joint Education Development Charges By-Law meeting be repurposed for a Tentative Budget Committee meeting.

3) That the May 13, 2019 Budget Committee meeting be cancelled.

4) That the 2019 Committee Meeting Dates (Appendix A) be updated to reflect these changes.

Request for Trustee Representation on Toronto and Region Conservation Authority Outdoor Education Task Force

Note: Trustee D. Sherman entered the meeting at 3:49 p.m.

Committee members were provided insight into trustees’ expression of interest to participate on the Toronto and Region Conservation Authority Outdoor Education Task Force. The newly elected Vaughan trustee will be provided with an opportunity to express Action Item interest in this committee along with all other trustees.

The following recommendation will be considered at the May 7, 2019 Board Meeting.

That the York Region District School Board approve the appointment of Trustee XX to the Toronto and Region Conservation Authority Outdoor Education Task Force, as the Board’s representative as per the terms of reference as outlined in Appendix 2.

DISCUSSION ITEMS

Trustee Request: Pathways

In accordance with the Board’s Operational By-Law, Trustee D. Sherman addressed the Committee in regards to a proposal to engage in further review of Career Development and Pathway Program in order to identify gaps and a monitoring strategy associated with identified areas of improvement. Trustee Sherman shared data regarding youth employment and unemployment rates in and Canada and possible solutions for increasing employment rates. He proposed recommended actions and timelines for consideration.

Staff and committee members engaged in discussion regarding the governance role of the Board of Trustees and the role of staff to provide programming. It was noted that the Student Success Committee is engaging in a similar review being requested by Trustee Sherman. It was noted that Trustee Sherman, as a member of the Student Success Committee, is welcome to attend and participate in discussions.

The Director outlined how the Board of Trustees monitors progress toward the goals and priorities identified in the Director’s Annual Plan and the Multi-Year Plan. Trustees will be provided with an overview of the Board’s monitoring process and how this will be reported as part of the established monitoring cycle in May. This context should clarify some of the concerns raised by Trustee Sherman and outline staff use data to identify goals and look for the role of evidence in assessing progress over time.

Updating Reporting Timelines for Working Group on Equity and Inclusivity Committee (EIAC) Community Consultation

As required in the Terms of Reference, staff provided an update on the timelines by which the Board might expect a report from the Working Group on Equity and Inclusivity Committee (EIAC) Community Consultation. At this time, it is expected that a report will be presented to Chair’s Committee on June 24, 2019 and Board July 9, 2019.

Correspondence from the Simcoe District School Board regarding concerns on changes to the Ontario Autism Program was received for information. (Appendix 4)

Correspondence from the Canadian Civil Liberties Association regarding the April 4, 2019 student walkout was received for information. (Appendix 5)

Correspondence from the Hastings and Prince Edward District School Board regarding concerns about funding changes for autism was received for information. (Appendix 6)

The list of pending Board and Board Committee meeting agenda items was received for information.

The Committee was provided updated timelines with regard to the sharing of Board-level results from the Every Student Counts Survey as a result of the extensive amount of work required to analyze the data. The Pending Items List will be updated to reflect revised timelines.

Action The review of the Multi-Year Strategic Plan will be scheduled at the June 10, 2019 Board Required Governance Review Committee and July 9, 2019 Board meetings.

Below is a summary of action items from the April 29, 2019 Chair’s Committee meeting.

Action Item Status Request for Trustee Representative on Trustees were reminded of this Toronto and Region Conservation opportunity. Trustees determined Authority Outdoor Education Task Force participation at the May 7, 2019 Board meeting. Trustee Request: Pathways A presentation is being developed for trustees with regard to the Board’s monitoring function. Additional discussion of this item will be scheduled, as needed, following this presentation. Pending Items List A Governance Review Committee meeting is being scheduled on June 10, 2019 so that the Multi-Year Strategic Plan can be reviewed in order to comply with the legislated requirement to do so annually.

RE: 2020 COMMITTEE MEETING DATES

As outlined in Section 3:01, Board, Advisory and Board Committee Meeting Operating Guidelines, the Board’s Committee meeting schedule for the upcoming calendar year must be approved no later than July each year.

Proposed dates for trustees consideration are included in Appendix A. Wherever possible, Board and Board Committee meetings are scheduled on Tuesdays and Advisory Committee meetings are scheduled on Thursdays.

The general pattern is as follows:

 Policy and By-Law Committee meetings – First Tuesday of each month at 4:30 p.m.  Board meetings – First Tuesday of each month at 7:30 p.m.  Joint Board Consortium meetings – First Wednesday of the month at 4:30 p.m. as determined by the Joint Board Consortium.  Special Education Advisory Committee meetings – First Thursday of each month at 7:00 p.m.  Equity and Inclusivity Advisory Committee meetings – Second Thursday, every other month, at 7:00 p.m.  Parent, Family and Community Engagement Advisory Committee meetings – Second Thursday every other month at 7:00 p.m.  Director of Education Performance Review Committee meetings – Third Tuesday of the month at 3:00 p.m., as needed.  Board Governance Review Committee meetings – First Tuesday of the month at 3:00 p.m., as needed.  Budget Committee meetings – Fourth Tuesday of the month at 7:00 p.m., as needed.  Property Management Committee meetings – Third Tuesday of each month at 4:30 p.m.  Board Standing Committee meetings – Third Tuesday of each month at 7:00 p.m.  Chair’s Committee meetings – Fourth Tuesday of each month at 4:30 p.m.

The following additional meetings which involve trustees are generally scheduled as follows:

 Trustee Briefing Sessions – Usually the fourth Tuesday of the month at 6:00 p.m.  Audit Committee meetings – Fourth Tuesday of the month usually at 4:30 p.m.  Student Discipline Committee meetings – Tentatively scheduled every Thursday.  Student Discipline Committee Quarterly meetings – Usually scheduled every Thursday at 3:30 p.m.

Page 11 of 58  Special Board and Special Chair’s Committee meetings are scheduled as required to accommodate system needs.

The dates take into consideration Board-identified significant faith days. Changes may be made to accommodate Trustee-Identified holy days as specified in the York Region District School Board Operational By-Law in Section 3:01. Meeting are usually not scheduled over the months of July and August, unless required to address emergent Board business.

As outlined in Section 2:01:01 of the Board’s Operational By-Law, where the regular Board meeting is scheduled on a date other than the first Tuesday in each month (except to accommodate a significant faith day or statutory holiday), a motion is required to approve the departure from practice.

RECOMMENDATIONS:

That the York Region District School Board approve the following recommendations.

1) That, in accordance with Section 2:01:01 of the York Region District School Board Operational By-Law, the following Regular Public Board meetings be scheduled on a day other than the first Tuesday of the month.

On behalf of the Ontario Student Trustees’ Association – l'Association des élèves conseillers et conseillères de l'Ontario (OSTA-AECO), I am very excited to invite incoming, transitional and outgoing student trustees to OSTA-AECO’s Annual General Meeting (AGM) 2019. The AGM will be taking place at the Sheraton Centre Toronto Hotel from Thursday, May 23rd, 2019, to Sunday,​ ​May 26th,​ ​2019.

As the final conference for the 2018/19 academic year, AGM serves as both an introduction to the responsibilities and expectations of all incoming Student Trustees, and a chance to conclude their work and a celebration of achievement for the transitional/outgoing Student Trustees. Additionally, the 2019/20 Executive Council of OSTA- AECO will be elected at the upcoming conference. We encourage Student Trustees to run for a position if they are interested in education advocacy on a provincial level. OSTA-AECO also offers cabinet positions for each of our Board Councils, as well as the opportunity to join or co-chair one of our working groups. Student Trustees will also have the opportunity to connect with Student Trustee alumni at the annual alumni gala.

It is important to note that OSTA-AECO member boards receive significantly reduced registration prices as a token of our appreciation for their support. School board representatives—directors of education, trustees, superintendents, and all involved in advocating for student voice in Ontario—are invited to attend in celebration of all the successes of student trustees throughout the year. The event is formal dress and includes a three- course meal, award ceremony, keynote speaker and celebrations of all student trustees accomplishments throughout this past year.

In the past 20 years society, in general, has identified smoking as a serious health risk and taken decisive action to reduce and control it in its traditional forms. However the Board of Trustees of the Greater Essex County District School Board has concerns that a similar course is not being followed with E- cigarettes.

Recently there has been a dramatic proliferation in the purchase and consumption of these products by minors and we are seeing what should be considered an epidemic of E-cigarette use by our students and in our schools.

At our April 16, 2019 public board meeting we passed the following resolution:

That the Greater Essex County District School Board continues to express concern with the increase in youth E-cigarette use across Ontario.

The GECDSB calls on the provincial and federal governments to enact additional regulations, without delay, to limit E-cigarette advertising in places observable to youth and to take additional steps to combat the growing E-cigarette epidemic.

The Greater Essex County District School Board will seek the support of every school board and municipality in the (province of Ontario) in this call to end the E-cigarette epidemic among youth. This request shall also be directed to local MPs and MPPs.

That our Board of Trustees support the attached March 12, 2019 letter from the Chair of the Rainbow District School Board to Ontario's Minister of education, Lisa Thompson, requesting her ministry to consider the creation of one school board, two languages, as the most efficient method for fiscal responsibility, while maintaining our primary focus on student success.

We believe that there is merit in the argument made by our colleagues in Sudbury. There should be efficiencies, both economic and educational, which could be realized with one school board in Ontario.

The Government of Ontario, as articulated by the Minister of Education and the Premier, holds strong positions and has taken aggressive actions to do what has been characterized as in the best interest of students and the taxpayers of Ontario.

Our Board of Trustees is unanimous in the opinion that there is now an opportunity to satisfy your fiscal and educational goals. We join the Trustees from the Rainbow DSB to encourage a serious investigation into the merits and the benefits of one publicly funded school board in both official languages for our province.

Dear Minister Thompson:

On February 19, 2019, Rainbow District School Board Trustees approved the following motion:

“That a letter be sent to the Minister of Education re-iterating and expanding on our previous requests that the Ministry consider one school board; two languages as the most efficient method for fiscal responsibility while maintaining our primary focus on student success. ”

Rainbow District School Board urged the Province to create one publicly funded system in letters dated March 30, 2007, October 21, 2016 and, most recently, December 11, 2018.

In response to your ongoing call for input on how efficiencies can be achieved throughout the education sector in Ontario, we respectfully request that you consider one school board. Our most recent motion reaffirms our resolve and provides more specificity on how the one board model can be realized.

Significant savings can be achieved in the Province of Ontario by bringing school boards together to deliver educational programs to students in both official languages, while respecting historical and constitutional rights. These rights were never intended to protect bricks and mortar.

The one school board model provides the most effective use of school buildings, particularly in an era of aging infrastructure, declining enrolment, shifting demographics and vast geographic areas with harsher climates. Combining school boards for the delivery of programs will ensure that smaller communities preserve an educational presence. It will minimize bus rides and maximize family time for children.

Consolidation of school boards creates the critical mass in small rural communities to ensure that students receive programs and services that may only be available in larger urban centers.

Whether it be large urban centers or small rural communities, there are no advantages to the segregation of students. All children benefit when they engage in broad learning experiences, work collaboratively, and experience a diversity of cultures. This will foster equity and inclusion, which is fundamental to student achievement and well-being.

Page 39 of 58 In addition to the direct benefits for students, the one school board model will achieve millions in savings from an administrative perspective. Eliminating the duplication of services for payroll, finance, facilities, human resources and information services will result in reduced costs.

As always, Rainbow District School Board values co-operation and collaboration to ensure that investments in education are directed where they will have the greatest impact - student success.

One publicly funded education system with two languages (English and French) will not only address the deficit, it will position the province for a sustainable future.

Other provinces have implemented the one school board model, proving that it can be done. Is there the political will in Ontario to follow their lead?

Memorandum to: All board chairs and executive heads of employers designated under the Broader Public Sector Executive Compensation Act, 2014

Subject: Update on broader public sector executive compensation

As you are aware, the government suspended the previous approach to executive compensation in the broader public sector (BPS) and committed to reviewing its approach to leadership compensation by June 2019. Budget 2019 announced the completion of this work. This memo provides information on the results of the review and how it will impact BPS executive compensation.

In undertaking its review, the government was guided by four core principles:

1) Performance-based compensation to foster a compensation culture that is based on outcomes and performance.

2) Fiscal responsibility to demonstrate respect for public funds while ensuring compensation does not lead or lag the market.

3) Long-term stability to ensure compensation should drive transformation and be forward looking.

4) Clear and consistent to ensure requirements are easy to understand.

The government identified two key opportunities from the review:

• The opportunity to apply a consistent approach to compensation across the public sector, and

The opportunity to use compensation to drive the government’s priorities through pay-for-performance.

Budget 2019 announced that the government’s approach to leadership compensation in the broader public sector will focus on rewarding and recognizing excellence. At the same time, compensation adjustments must be closely controlled to manage spending and ensure respect for public dollars.

To enact this approach, the government has proposed amendments to the Broader Public Sector Executive Compensation Act, 2014 (BPSECA). Specifically, the amendments would:

• Allow Treasury Board/Management Board of Cabinet to establish priorities that employers must adhere to when assessing executive performance, and

• Allow the President of the Treasury Board to set out limits on salary and pay-for- performance.

It is important to note that the amendments being proposed as part of Budget 2019 set up the necessary statutory authorities to deliver this approach but would have no immediate impact on designated BPS employers.

If passed, the government would proceed to establish a regulation under BPSECA to move forward with implementation. For clarity, the compensation restraint measures set out under the current Compensation Framework Regulation (O. Reg. 406/18) remain in effect.

Next Steps

Over the coming months, Treasury Board Secretariat will be consulting further with BPS employer representatives. The consultations will focus on the policy requirements and limits under consideration, as well as the sector-specific priorities that would be used by employers when assessing organizational and executive performance.

Fresh from the Farm 2019 is now open for enrolment provincewide

The Ministry of Education and the Ministry of Agriculture, Food and Rural Affairs are pleased to partner with the Ontario Fruit and Vegetable Growers Association to offer this unique school fundraising program.

Fresh from the Farm empowers students, teachers, staff and parents by connecting local growers with classrooms and home kitchens by selling Ontario vegetables and apples to raise funds for their school community. This program provides schools and students with a healthy fundraising alternative while supporting local farmers and the economy. In addition, we are pleased to partner with Manitoba’s Peak of the Market - Farm to School program to locally service school boards in Northwestern Ontario.

Today, we are inviting all 5,000 schools from the 72 publicly funded school boards, school authorities, provincial and demonstration schools and First Nation Schools across the province to participate in the 2019 program.

In 2018, more than 554 schools from across Ontario participated in the program raising more than $800 in profits on average per school. Many schools have used the funds raised through their participation in the program to pay for travel and entry fees for sports competitions or school band trips, student retreats, upgrades to sporting facilities, school yard improvement projects, scholarships or bursaries, and charitable purposes.

Ontario has more than 245,000 acres of agriculture land that produces more than 125 different fruit and vegetable crops for the people of Ontario with an estimated annual farm gate value of more than $2.3 billion. Fresh from the Farm was designed to support Ontario’s Local Food Act and healthy eating in schools.

We encourage you to share this information with your local communities and your school board’s Parent Involvement Committee. Both elementary and secondary schools can participate.

Le ministere de I’Education et le ministere de PAgriculture, de I’Alimentation et des Affaires rurales sont heureux de s’associer a I’Association des fruiticulteurs et des maraTchers de I’Ontario pour offrir un programme hors pair de collecte de fonds dans les ecoles.

En effet, le programme FraTcheur de la ferme permet aux eleves, aux enseignantes et enseignants, au personnel et aux parents d’etablir un lien entre les producteurs locaux, la salle de classe et les mets cuisines a la maison, grace a la vente de legumes et de pommes de I’Ontario en vue de recueillir des fonds destines a leur communaute scolaire. Ce programme propose aux ecoles et aux eleves une fagon originale de recueillir des fonds tout en soutenant les agriculteurs locaux et I’economie. En outre, pour que les conseils scolaires du Nord-Ouest de I’Ontario puissent egalement participer a ce programme sante et avoir acces a des produits locaux, nous sommes heureux d’avoir forme un partenariat avec le programme de collecte de fonds manitobain Farm to School, appuye par I’organisme Peak of the Market.

Aujourd’hui, nous invitons les 5 000 ecoles des 72 conseils scolaires finances par les fonds publics ainsi que les administrations scolaires, les ecoles provinciales et d’application et les ecoles des Premieres Nations de la province a participer au programme de 2019.

Dear Members of Provincial Parliament, Peel, PC Caucus:

We are in receipt of your open letter to all directors of education, trustees and Peel residents, dated May 17, 2019. Thank you for reaching out to us and for your stated commitment to working together to protect and enhance the public education system. As always, we welcome the opportunity to meet with you face-to-face to share our concerns so that you can better understand the on-the-ground impact of recent Ministry of Education decisions on Peel District School Board students.

We understand the government's focus on restoring fiscal sustainability for the people of Ontario. But, we cannot stand by as the province makes changes that affect students without offering factual accounts of what these changes mean at the micro-level—to students, classrooms and schools across Peel Region.

Although adding one, two or six students to a class may seem like an insignificant impact, it has already resulted in the cancellation of many courses at the secondary level. Fewer teachers means fewer options for students. There is no room for debate on this.

The elimination or reduction of these courses impacts student choice and can decrease student engagement, which is directly linked to student achievement, credit acquisition and, ultimately, the ability to graduate. And, yes, it is true that schools decide which courses to cancel, but they are doing so responsibly. Their focus must be on offering courses that all of their students require in order to graduate with an Ontario Secondary School Diploma or Ontario Secondary School Certificate. We welcome the opportunity to sit with you and board staff to help you understand the timetabling process and its complexities, and how increasing class sizes can lead to lower graduation rates.

With respect to impacts on staffing, we have never said the government is firing teachers. And yes, staffing processes take place every school year that can result in teachers being declared surplus to region, but that has not happened in the Peel board for more than a decade. This year, we issued surplus to region notices to 369 teachers and 30 designated early childhood educators. Some of these individuals will be recalled through attrition protection, retirements and resignations, but not all. We informed staff not to cause grief or anxiety, but to let affected individuals know so they can plan for the future, and to adhere to staffing timelines outlined in collective agreements. To lay these decisions entirely at the feet of school boards is unfair.

In fact, based on estimates provided to us to date, we anticipate less funding next school year compared to this year, despite our projected growth in student enrolment and increases due to inflation. This is not fake math.

The suggestion that we are sharing inaccurate and premature information with our communities is simply untrue. The impacts are real, not imagined, and our intention has never been to fear-monger, but to advocate on behalf of the students and communities we serve. Respectfully, these public attacks on our integrity as a board undermine our focus on student success and do not move us forward. We are invested in what is best for Peel students and trust the government is as well.

Like you, we hope to offer our families and staff greater clarity in the coming days. Once we have had the opportunity to review technical papers from the ministry that outline the Peel board's final funding allocation, which are expected next week, we plan to share the impacts with our communities.

In previous communication to families, we acknowledged ministry funding that will help make a positive difference for students and families, e.g. attrition protection and increased transportation and school renewal funding. But, we will also let staff and families know where we fall short. We have a responsibility to be open and to advocate on their behalf.

Cuts to funding lead to changes to the delivery of public education. As a board, we are committed to working within an approved financial framework to balance our budget and continue to provide students with high- quality learning opportunies. We stand by the information we are sharing as we believe it is in everyone's best interests to be aware of the impacts on public education. Again, we would be pleased to meet with you to share our concerns, and to join together to make this better for Peel District School Board students.

Dear Directors of Education, Trustees, and Peel Residents,

Last year, the people of Ontario gave us a clear mandate to protect what matters most - like health care and education - while restoring fiscal sustainability for the people of Ontario. Our education reform plan, Education that Works for You, includes measured and responsible changes, in line with this commitment.

Unfortunately, much of the information being shared with the public is premature, or simply not true. As PC MPPs from the Region of Peel, we wanted to write to you to provide the facts regarding our Government’s changes, and to assure you that we are acting with the best interests of our students in mind.

Our Government will be investing over $700 million more in education this year than the previous government did last year. It includes over $90 million more for special education (for a total of over $3 billion), and $92 million more for student transportation.

Let us be clear: we are not firing teachers. Layoff notices are an annual occurrence during the budget planning process, in line with deadlines established in local collective agreements. Staff are then recalled as funding and enrolment projections are analyzed by board administrators. Suggestions otherwise have caused grief and anxiety to both students and teachers.

Class sizes will not grow significantly. In fact, we are hiring additional elementary and French- language teachers to ensure our youngest students see no increase in class size. Students in grade 4-8 may see one extra student per class, and our mature high school students will see an increase to an average of 28 students per class, a move that brings us in line with other provinces.

Class size organization, course offerings, and staffing decisions have been, and will continue to be made by our local school boards, based on enrolment and student demand. However, we are providing school boards across Ontario over $1.6 billion this year to ensure that not a single teacher in Ontario loses their job due to our proposed changes on class sizes and e-learning.

We hope that our school boards provide greater clarity to families on their staffing and course offerings in the coming weeks, and we are committed to working together to ensure the local

We are also investing $1.4 billion this year to repair and renew schools across Ontario, and $13 billion over the next 10 years to build new schools in high-growth areas, and to improve our existing schools.

The Minister of Education’s Task Force on School Boards will also work to ensure that the funding provided goes to classrooms, not bureaucracy and administration. Every dollar spent in education needs to be focused on maximizing value for student achievement in the classroom.

As we progress towards the end of the school year, we look forward to working together to protect and enhance our public education system.
